Conference on Sustainable
Infrastructure!
Dear Colleagues,
Over the next three days, you will hear project owners, practitioners, researchers, and decision
makers discuss how they are addressing the critical issues of sustainability: how to plan, design,
and construct the kind of infrastructure projects needed to handle a new and increasingly harsh
operating environment. We brought together experts from around the world, the people who
are in effect building the new knowledge base for sustainable engineering. They are driving
change: delivering projects that work effectively while developing the requisite standards, tools,
and methodologies needed for future success.
This conference is designed for practitioners, enabling them to engage with your colleagues,
exchange ideas, and see a broad spectrum of activities in sustainable infrastructure. It begins
with a reality check, the importance of infrastructure to the United States and world economy. At
the opening plenary, leaders from the World Bank, China, U.S. Homeland Security, and state
and local officials will offer their unique perspectives on sustainability in the built environment.
The plenary will be followed by two full days of knowledge building and networking
opportunities. Topics covered include climate change, water resources, transportation, eco-cities,
solar power, adaptation, extreme hazards, education, ethics, developing world issues and
infrastructure resiliency.
Tianjin University China is a co-sponsor of this conference. We have two sessions
dedicated to the challenges faced by and progress towards sustainable urban infrastructure
development in China. We are working closely with Dr. Guanyi Chen, the Dean of the
School of Environmental Engineering and Sciences, Tianjin University, and a member of the
Steering Committee for this conference, to facilitate the participation of Chinese delegates
in this conference and seamless transition to the planned 2016 conference in China.
We chose the City of Long Beach, California, as the location of this conference not only
for its attractions and travel convenience, but as an example of how a major international
port and coastal city is dealing with the issues of sustainability. The Port of Long Beach has
been an industry leader committed to the principles of sustainability since the inception of its
landmark “Green Port Policy” in 2005. You will be able to see some of its landmark sustainable
infrastructure projects, such as California’s first cable-stayed vehicular bridge, the Gerald
Desmond Bridge Replacement project, and our nation’s first electrified and fully automated
container yard, the Middle Harbor Redevelopment Project, both currently under construction.
They will be included on the conference’s harbor tour.

2016 ASCE International Conference on
Sustainable Infrastructure
The scale and magnitude of urban infrastructure growth
in China is massive and unprecedented. To cater to this
massive urban population, an enormous infrastructure is
expected to be built over the next 20 years. With this
massive demand of urban infrastructure and the current
urban environmental challenges, the local and national
leaders face an arduous task to build this infrastructure
ensuring environmental protection and sustainability.
Considering the enormity of urban growth in China over
the next 20 years and its global implications, sustainable
infrastructure development is a requisite condition.
Keeping in perspective the global implications of China’s
infrastructure development, the 2016 ASCE International
Conference on Sustainable Infrastructure (ISCI 2016)
will be held in Beijing, China. The Chinese Academy of
Engineers (CAE) along with the Tsinghua University and
the Chinese Research Academy of Environmental Sciences
(CRAES) will serve as the co-sponsors and co-organizers for
the ASCE ISCI 2016. In addition, the Research Center for
Eco-Environmental Sciences, Chinese Academy of Sciences
(RCEES, CAS) will play a supporting role in organizing
the conference in 2016. Dr. Xiaoguang Meng, a member
of the “Thousands Talents” program from CRAES will be
attending ASCE ICSI 2014 at Long Beach, CA to announce
the support of CRAES for the conference in 2016.

Workshop

The Workshop Notebook, Envision™ Manual,
and catered lunch with beverages will be
provided. A separate ticket is required for this
event. It is not included in your conference

Envision™ provides a holistic framework for
evaluating and rating the community, environmental and economic benefits of all types and
sizes of infrastructure projects. It evaluates,
grades, and gives recognition to infrastructure
projects that use transformational, collaborative
approaches to assess the sustainability indicators over the course of the project’s life cycle.
ASCE Los Angeles Section Sustainability Committee and Institute for
Sustainable Infrastructure is hosting a
full-day workshop that will equip participants to
take the Envision™ Sustainability Professional
(ENV SP) accreditation exam. This workshop
can be taken in lieu of the webinar training
course available on the ISI website. The workshop will include a mix of presentations, case
studies, and group discussions covering the
people and organizations responsible for the
Institute for Sustainable Infrastructure (ISI); details
on the Envision™ rating system framework and
process, assessment and scoring; explanation
of the ISI project verification process; and
expectations of ENV SPs with respect to roles,
responsibilities, and code of conduct. The workshop, presentations, discussions, and group
exercises will be delivered by ISI-approved
trainers.
Participants will learn how to use the Envision™
Checklist and full Envision™ rating system
to aid in sustainable planning and design.
Participants will receive access to the presentation slides, online training webinars, EnvisionTM
Guidance Manual, references to additional
resources, and links to social media venues for
continued involvement in the EnvisionTM professional community.
It is the responsibility of all registrants to
ensure they meet the minimum qualifications
required for an Envision™ Sustainability

Professional. Upon completion, participants
will be registered with ISI and will have met
the prerequisites to apply for the online ENV SP
accreditation exam. Some additional self-study

Director for Policy and Finance
James Close is World Bank Climate Group
Director for Policy and Finance. He oversees
work on climate change adaptation, mitigation,
climate finance, and disaster risk and resilience
across the institutions of the World Bank Group.
The climate group is focused on ensuring that
all Bank Group operations integrate climate
change and take into account the opportunities
that inclusive green growth presents. The group is also an advocate for
global climate action. Close, a UK national, brings more than 25 years
of experience in the field of energy policy, climate change, and private
infrastructure investment and public-private partnerships. During his career
in the professional services industry, he provided strategic and financial
advice to a range of public and private sector clients at board and
ministerial levels. He has also undertaken a two-year secondment as head
of the corporate and private finance team at the UK’s Treasury, where he
gained experience with the challenges facing governments in trying to
establish a suitable enabling environment for private sector investment.

Welcome, Introduction, and Sustainability Award
Presentation
Robert D. Stevens, Ph.D., P.E., AICP, F.ASCE, ASCE President
Robert D. Stevens, Ph.D., P.E., F.ASCE, was
installed as the 2015 ASCE President at
the 2014 Annual Meeting in Panama City,
Panama in October. An active ASCE member
for 50 years, Stevens has volunteered his
services to ASCE and other organizations such
as ARTBA and EWB-USA. He served on the
ASCE Board of Direction for three years and
during that time was assigned to the Executive,
Audit, and Strategic Planning Committees.
Stevens was a founding governor and officer of ASCE’s Transportation
and Development Institute and Chair of the Technical Region Board of
Governors.
Driving Sustainable Innovation in Onondaga County,
New York State
Al Moro, P.E., M.ASCE, Senior Executive Lead, Capital Programs,
Port of Long Beach
Al Moro, P.E., was named the acting executive
director of the Port in June 2013, when the Board
of Harbor Commissioners named him to fill the top
position vacated by J. Christopher Lytle. In June
2014, the Board selected Jon W. Slangerup as
the new chief executive at the Port, and Moro will
continue to serve during a transition period. Until
the appointment, Moro had served as the Chief
Harbor Engineer and assistant managing director
of engineering for the port since 2007. A civil engineer, Moro joined the
port in 1997 as senior civil engineer, was named Deputy Chief Harbor
Engineer in 1998 and assistant chief in 2001 before moving up to Chief
Harbor Engineer.
Joanne Mahoney, Onondaga County,
New York
Joanne Mahoney is the first woman to serve as
Onondaga County Executive. Growing up in
Syracuse, Mahoney graduated from Corcoran
High School before graduating from Syracuse
University’s School of Management and S.U.’s
College of Law. After spending time in private
practice, Mahoney worked for five years as
a criminal prosecutor in the District Attorney’s
Office before being elected Councilor-at-Large
in the City of Syracuse where she served a four year term.
In 2008 Mahoney led Onondaga County to work toward a greener,
more sustainable community culminating in “Save the Rain,” a
comprehensive stormwater management plan.
Sustainable Infrastructure – The State of Practice in Canada
Plenary Rapporteur, Michael Mucha,
P.E., F.ASCE, Chief Engineer MMSD, Chair
ASCE Committee on Sustainability
Michael Mucha serves as the chief engineer and
director for the Madison Metropolitan Sewerage
District. He has dedicated his 25-year career to
“building public trust through sustainability.”
Mucha earned a B.S. in Civil Engineering
from the University of Wisconsin Milwaukee,
his Masters in Public Administration from the
University of Washington-Seattle, and completed Harvard University’s
Senior Executives in State and Local Government Program. Mucha is
the current chair for ASCE’s Committee on Sustainability and teaches
sustainable leadership at Evergreen State College and the University of
Wisconsin.
Reg Andres, P.Eng., FCSCE, President,
Canadian Society for Civil Engineering
Reg Andres’ professional career in infrastructure
engineering spans more than 40 years. He
is vice-president of R.V. Anderson Associates
Limited of Toronto, an infrastructure and
environmental consulting engineering company
with offices in locations across Canada and in
Mumbai, India.
While the majority of his experience has been
as a municipal consulting engineer he spent four years as a program and
project engineer with the Government of the Northwest Territories delivering
water and wastewater services to Inuit communities across the Arctic.

Rusong Wang earned a Ph.D. in urban system
ecology and is a professor at the Research
Center for Eco-Environmental Sciences,
Chinese Academy of Sciences (19902014), Academician of Chinese Academy of
Engineering. He has been working on urban
sustainability methodology especially the
integrative planning and management approach of urban and industrial
ecosystems since 1981. He developed the Social-Economic-Natural
Complex Ecosystem (SENCE) approach together with Professor Ma
Shijun, combining ancient Chinese ecological thoughts with modern
eco-systematics, and applied them in China’s ecopolis development in
different scales from community, county, and city to province.

Learn how to engage your sustainability peers to share insights for
establishing and advancing sustainability practices in projects, programs,
and operations, and then use this information to increase client adoption
and public acceptance of sustainability. This workshop will provide a
forum to build on content presented in the conference, share experiences,
and rehearse effective communication skills. You’ll improve skills for
effectively communicating the value of sustainability to clients, colleagues,
and community members, as well as enrich and extend your network of
professionals who are committed to sustainability for improving the quality
of life. Join this workshop to learn a tool for communicating the triple
bottom line using real life public works examples and project dilemmas. Randy Fiorini was born in Turlock, CA, where
he was raised on his family’s tree fruit and wine
grape farm. After graduation from Cal Poly San
Luis Obispo in 1975, he returned to Turlock
and assumed managing partner responsibilities
for Fiorini Ranch. He became interested in
agricultural industry affairs and was elected
to serve as the chairman of the California Canners and Growers and
the California Cling Peach Advisory Board. He was appointed by two
presidents to serve on the U.S. Agricultural Technical Advisory Committee
for Fruits and Vegetables.
Fiorini’s public involvement with water issues began in 1992 when he was
elected director of the Turlock Irrigation District. He served in that capacity
for 16 years. During that time he also served as president of the San
Joaquin River Group Authority, the California Farm Water Coalition, and
(Ticket required.) Currently sold out.

Conference Attire
You may earn up to 26 PDHs, which are
nationally recognized units of record, by attending
Conference concurrent sessions and workshops.
Please note there are differences from state to
state in continuing education requirements for
professional engineering licensure. ASCE follows
NCEES guidelines on continuing professional
competency. Since continuing education
requirements for P.E. license renewal vary from
state to state, ASCE strongly recommends
that individuals regularly check with their state
registration boards on their specific continuing
education requirements that affect P.E. licensure
and the ability to renew licensure. For details on
your state’s requirements, please go to
www.ncees.org.
The dress code for the conference is business
casual (slacks, casual dresses). Meeting room
temperatures will vary, so wear layered clothing
to ensure your personal comfort. We also
recommend attendees wear comfortable shoes.
Meeting Room Overcrowding
ASCE will make every effort to schedule popular
events in rooms large enough to accommodate
anticipated attendance. Since many events are
extremely popular, it is wise to select alternative
events as you plan your Conference schedule.
ASCE and the Hotel personnel are required
to follow local fire regulations and may ask
participants in rooms filled to capacity to choose
another event.

Please wear your badge at all times. Tickets are
required for the pre- and post-conference events,
meals, and special events. Please be sure to
bring your tickets with you to each event as you
will not be admitted without a ticket. Ribbons
will be available at the Registration Desk. ASCE
recommends you remove your badge when
leaving the hotel. Recycle Your Badge Holder.
Please help ASCE stay “green” and reduce extra
costs by returning your badge holder at the end of
the conference in the receptacles provided by the
Registration Desk.
