While continuously growing, adapting and anticipating the needs of the
community, the heart of Child & Family's focus continues to be on
children in the context of their families. Agency programs deal with
child abuse prevention, the treatment of family violence, teen pregnancy,
children's health care, childcare, parent education and children’s mental
health. We have become the largest non-profit children's service
provider in Southeastern Connecticut. Our staff of over one hundredseventy includes social workers, physicians, teachers, psychologists,
nurse practitioners, community workers, teacher’s aides, administrators
and support staff who are dedicated to meeting the unmet needs of
children and their families.
ELIGIBILITY & FEES
Services are available to residents of New Haven, New London and
Middlesex Counties. No person shall be excluded from participation in,
denied the benefits of, or be otherwise subjected to discrimination in the
Agency's programs and activities on the grounds of race, color, national
origin or disability. Child & Family Agency is licensed as a children’s
mental health provider by the State of Connecticut Department of
Children and Families and by the Department of Public Health as a child
care facility and an Outpatient Health Clinic. The Child & Family
Agency is a non-profit, voluntarily supported organization. Fees for
service reflect costs. A sliding scale assures that no one will be refused
service for financial reasons.

2013 ANNUAL MESSAGE
Dear Friends,
In a world in which nothing stands still, how has Child and Family Agency managed to do more with less? The answer to that question
is found in our staff, our Auxiliary network, our friends, and in our work ethic and imagination. To be more specific, Child and Family
has a staff of 175 professionals who pride themselves on quality client care and remarkable high productivity. In programs, like
childcare and at the B. P. Learned Mission, we embrace the belief that good character and academic skills are not formed in a week or
month, but are created little by little and day by day. The staff understands that protracted and patient effort is needed to develop both
pro-social behavior and literacy. If only others would understand that as well.
Truthfully, there would be no Child and Family Agency were it not for our over 650 member Auxiliaries spread across southeastern
Connecticut. Yes, their fundraising is essential to our institutional health, but more than that they are the steadying community influence
that reminds us that in this ever-changing world of what really matters. In the present environment where Gorilla agencies are on the
rise, growing merely for growths sake, the state is doing a cruel disservice to the children and families of this state. Rather, than foster
the Wal-Martzation of services to children and families, I would urge those in office to invest this state’s limited and precious resources
in developing and perfecting those necessary services that assist children and their families in leading more healthy and productive lives.
Do not squander those resources and the lives of children and families by building duplicative infrastructures where good services
already exist.
Who are “our friends?” They are those funding bodies and individuals that share the same values that gave birth to this venerable
organization in 1809 and even in an ever-changing world are constant or should be. What are those beliefs? That children are the future;
that every child deserves the opportunity to lead a healthy and productive life; and that children need a family. Were it not for the
United Way of Southeastern Connecticut and the United Way of Middlesex County, the Salmon Foundation, the Kitchings
Foundation, …. Diane Urban, Andy Maynard, Andrea Stillman our ability to act on behalf of children and their families would be in
serious jeopardy.
And remember those words work ethic and imagination? This past year using both the agency achieved the following:
Initiated with the sorely needed help of Diane Urban and Andy Maynard, a new School-Based Health Center at the Pawcatuck
Middle School in Stonington.
Added a New London school-based mental health clinician and advanced practice registered nurse to the staff.
Completed with federal funding the implementation of electronic medical records for the agency.
Expanded the Groton Child Care facility by twenty children.
Achieved reaccreditation of childcare services by NAEAYC.
Purchased a parcel of land abutting the B. P. Learned Mission.
With the help of Andrea Stillman, received funding to improve the energy efficiencies at the Smith-Bent children’s Center.
Lastly, Child and Family is unique among non-profit agencies in its interest in scholarship and dissemination. The agency has for many
years worked with a variety of academic publishers writing and editing scholarly works devoted to critical issues affecting children and
their families. This year saw the publication of the 2nd edition of Asperger’s Syndrome: A Guide for Professionals and Families. In
addition, we were pleasantly surprised to learn from our publisher, Springer Academic, that the curriculum and program developed at
the B. P. Learned Mission and found in the book A Blueprint for Promoting Academic and Social Competence in After-School
Programs is one of their most often electronically downloaded e-books. In the coming year, the five volume 2nd edition of the
Encyclopedia of Primary Prevention and Health Promotion will be published. This agencies’ scholarship is recognized across this
country and even the world.
Let me conclude this annual reflection on the past year with acknowledging that, while change is ever constant and that we must adapt
to the forces driving change in directions both good and evil, we must not be afraid of challenging change when that change will harm
those for whom this organization is dedicated to serving. To do otherwise would be a gross injustice to the future of Connecticut and
this country.

O U R H I S T O RY
1809
The fore-runner of Child & Family Agency, the Female
Benevolent Society of Hartford was formed. The Society
eventually was renamed the Children's Aid Society.
1859
The Mission began as an outgrowth of the Central Mission Suday
School to “draw within the cover Christian influence the poor,
neglected children of New London”.
1906
1916
Mrs. A.P. Grint, the wife of the rector of St. James Episcopal
Church in New London, founded the New London Day Nursery.
Billings P. Learned died and under the condition that the name of
the Mission be changed, bequeathed his estate for a City Mission.
In 1925, the building at the corner of Main and Federal was
purchased, making it a Community Service House as well as a
religious center.
1944
A group of twelve women organized the New London District
Committee of the Connecticut Children's Aid Society.
1948
The New London Committee changed its name to "The Eastern
District Committee."
1954
Dr. Louis P. Saxe established the Child Guidance Clinic of Southeastern Connecticut.
1968
Children's Services of Connecticut became Child and Family
Services of Connecticut.
1972
Child and Family Services of Connecticut began reorganization
to become the Hartford offices and six new regional agencies.
1973
The name chosen for the Eastern District Committee was, CHILD
&FAMILY AGENCY OF SOUTHEASTERN CONNECTICUT,
INC.
1991
The New London Day Nursery merged with Child &Family
Agency and the Agency purchased the Smith Memorial Home
for use as an early childhood center. In that same year, the John
and Kelly Hartman Conference Series began.
1996
The Groton Family Resource Center joined Child & Family
Agency.
1998
Child &Family Agency was designated as the Early Head Start
provider for Middlesex County.
1999
The Poquonnock Road Early Childhood Development Center
was opened in Groton.
2000
The Child Guidance Clinic of Southeastern Connecticut merged
with Child &Family Agency of Southeastern Connecticut, Inc.
2003
The B.P. Learned Mission merged with Child &Family Agency of
Southeastern Connecticut.
2005
Ground was broken for the renovation and expansion of the B.P.
Learned Mission and the Laurence P. “Jim” Smith Youth Center
at 40 Shaw Street in New London.
2006
B.P. Learned Mission reopens its doors to New London children
for out of school programming in academics, art and recreation.
2007
NAACP honors Child & Family Agency for innovations in
healthcare through our SBH Centers .
2008
CFA Book Auctions are started.
2009
Child & Family Agency celebrates its historic Bicentennial
Anniversary.
2010
Child & Family Charity Book Shop celebrates its 10th year
Anniversary.
2011
Child & Family receives federal funding to convert to electronic
medical records for SBH Centers.

23,178 visits made to our Nurse Practitioners and Mental Health Clinicians.
14 adolescent women and their families received service through our Young Parents Program.
289 professionals participated in Prevention Workshops in which Child & Family has partnered with the
Connecticut Department of Mental Health and Addiction Services (DMHAS) to offer professional development
opportunities to teachers, mental health professionals, and concerned family members living in eastern Connecticut.
п‚ЁпЂ 1,313 staff hours were spent on planning and consultation services with other social service agencies, public
and private schools, and child care centers.
п‚ЁпЂ п‚ЁпЂ 5,095 children and families received Parent-Child Counseling.
180 students from our School Based Health Centers receive evaluation and medication management through
the Agency’s psychiatric services.
п‚ЁпЂ п‚ЁпЂ 2,574 children and their families received Home Based Family Preservation & Reunification Services.
236 children received child care at either The New London Day Nursery, the Early Childhood Development
Center in Groton, or our Developmental Infant/Toddler Nursery.
п‚ЁпЂ п‚ЁпЂ 753 family members received support from our early childhood services.
35 books have been published in our Issues in Children's and Families' Lives: An Annual Book Series which disseminates the knowledge that results from its prevention / education activities to an international professional audience.
п‚ЁпЂ п‚ЁпЂ 109enrolled families served through our Family Resource Centers in New London and Groton.
1,776 children and their families served in addition to an attendance count of for FRC school-wide events
and activities.
п‚ЁпЂ п‚ЁпЂ п‚ЁпЂ 59 children aged 5 to 14, were provided after school programming as well as summer programs
158 family members in the after school programs received support.
1,145 children and their families enjoyed the 4 musical theater productions produced by our afterschool
programs.

headaches, asthma inhalers, and
band-aids. That’s before the bell
even rings. On the inside, they are
filled with heartache and the many
unmet needs of the children they
see each and every day. Our staff
also provides evidence based mental
health therapy and crisis
intervention. Through our agency’s
programs, we are able to provide
medications to children-in-need, as
well as the items that can’t be
written on a prescription pad: a box
of food, warm coats, school
supplies, backpacks, gym sneakers,
camp scholarships, holiday presents,
books to read or clothes that they
don’t have. We believe in the

AUXILIARY VOLUNTEER OF THE YEAR
The backbone of Child & Family Agency is the 650 plus volunteers organized into six auxiliaries along the shoreline. The
membership of the Essex River Valley, Lyme/Old Lyme, East Lyme/Niantic, New London/Waterford, Groton and
Mystic/Noank/Stonington Auxiliaries continue the legacy of that first group of Connecticut women who in 1809 witnessed
inhumanity and acted to stop it. These members generously volunteer their time and talent caring for children, supporting
fundraising events and participating in educational services. Energy, excitement, enthusiasm, passion, productivity and
success through auxiliary events have helped thousands of children in need.
Congratulations to the auxiliaries, to our families and friends, to our generous supporters and to our incredible auxiliary
chairmen and their committees who have worked so hard to help so many. It is the dedicated participation of the auxiliary
members, that make the difference and provide Child & Family with unrestricted funding for programming and capital
projects to meet the needs of children in our communities.

For thirty-six years, Child & Family Agency has selected a volunteer of
the year. These are exceptional individuals who have given unselfishly of
themselves to the organization. This year the award is given to
Gail and Ed Ettinger.
We honor those who have been awarded this prestigious award in the past and
congratulate our newest volunteers of the year! The unmet needs of children
in Southeastern Connecticut will always be served as long as there are volunteers of the caliber of these incredible individuals.

The Volunteer of the Year Award honors Gail and Ed Ettinger for their work on behalf of the
children of Child and Family Agency. They represent the many talented volunteers who give of
their time and talents to support the children the Agency serves. This dynamic duo can be seen at
BP Learned Mission on a weekly basis where they are both homework tutors. In addition, Ed
loves to teach the students about geography and science while Gail works with them on life skills
projects , such as sewing and arts. Gail is always willing to lend a hand with the costuming and
sewing required for the performances. They have encouraged their friends to come to tutor and work
at BP. They have also chaired the Book Department of the Annual Sale for over ten years, again
bringing their joyful organizational skills and friends with them. Whether it is Golf Tournaments
or Galas or Kitchen tours or Magazine covers, Gail and Ed are always willing to lend a hand.
Ed is currently serving on the board and has been Treasurer of the Agency and Chair of the
Finance Committee for many years. He has been helpful to all the board and staff by sharing his
ideas and experiences from both the Navy and business. Gail has been an auxiliary member of the
Mystic/Noank/Stonington auxiliary for over 10 years where she has shared her creative and
organizational talents. Thank you, Gail and Ed, for all you do!
