Objectives of the programme, priorities for 2014 and expected results The Instrument for Pre-accession Assistance (IPA) Programme for Turkey Component I – Transition Assistance and Institution Building (a) Economic and Social Integration of Internally Displaced Persons in Van Province Objective: To build local capacity in order to set up and implement replicable service delivery models to integrate internally displaced persons (IDP) to the city life and move them away from IDP psychology. Expected results: Development of systematic, well-structured and institutionalized operations related to IDPs in Turkey which contribute to improvement of socio-economic conditions by enhancing capacity for IDPs, facilitating access to fundamental services and social integration. (b) Civil Society Dialogue between EU and Turkey-IV Objective: To create high level of mutual understanding between all sectors of civil society in Turkey and in the EU Member States, including the implications of Turkish EU membership, through civil society dialogue in the following priority areas, where civil society dialogue is particularly valuable for Turkey’s successful accession to the EU: Environment, Energy, Consumer and Health Protection, Justice, Freedom and Security, Right of Establishment and Freedom to Provide Services, Regional Policy and Coordination of Structural Instruments, Enterprise and Industrial Policy, Agriculture and Fisheries, Education. Expected results: Enhancement of capacity of CSOs to dialogue, network and cooperate with their counterparts in Turkey and in the EU and an increased contribution to the EU accession related reform process in Turkey. (c) Grant Scheme for Common Cultural Heritage: Preservation and Dialogue Between Turkey and the EU (Phase II) Objective: Preservation and international cooperation on cultural heritage and promotion of cultural diversity in Turkey. Expected results: Establishment of sustainable preservation of cultural heritage in Turkey in cooperation and promotion of cross border dialogues and networking & establishment of partnerships between NGOs in Turkey and the EU and increased exchange of experience. (d) Prevention of Corruption and Promotion of Ethics Objective: To contribute to the prevention of corruption in Turkey in accordance with European and other international standards. Expected results: Establishment of ethical culture in society through strengthening the NGOs functioning 2013.1 e1_workprogr_en Page 1 of 3 within the field and development of a sustainable collaboration among NGOs, public and private sectors for further prevention of corruption in the society. (e) Jean Monnet Scholarship Programme (2015-2016 Academic Year) Objective: To support Turkey in its efforts towards accession by strengthening Turkey’s administrative capacity for the implementation of the EU acquis by granting Jean Monnet Scholarships exclusively for academic studies directly related to Turkey’s EU harmonisation process and the EU acquis. Expected results: Development of Turkey’s human resources in EU acquis related areas through postgraduate studies in EU member states, which will broaden the young professionals’ perspective and perception of the European integration process and strengthen the bonds between young Turkish and EU professional. 3. Eligibility conditions The eligibility conditions will be set out in the Guidelines for Applications of the relevant Grant Schemes when published. 4. Selection and award criteria The evaluation will be carried out in accordance with the procedures set out in the Practical Guide to contract procedures for EU external actions. 5.
