NÜFUS ETÜTLERİ ENSTİTÜSÜ
INSTITUTE OF POPULATION STUDIES
Nüfus Etütleri Enstitüsü (NEE), demografi alanında
eğitim vermek ve nüfusa ilişkin konuların demografik,
sosyal, ekonomik, kültürel ve sağlık boyutlarını inceleyen
araştırmalar gerçekleştirmek amacıyla 1967 yılında
kurulmuştur. Enstitü’nün çalışmaları eğitim, araştırma,
demografik veri/bilgi üretilmesi ve yayılması olmak üzere
üç ana başlık altında yer almaktadır. Enstitü, Türkiye’de
demografi alanında lisansüstü eğitim veren tek akademik
kuruluştur. Enstitü eğitim programları disiplinlerarası bir
yaklaşımla yürütülmektedir. Bilim uzmanlığı programları
ile mezunların istihdam edildikleri sahada bilgilerini
profesyonel bir yaklaşım ve özgüvenle kullanabilmeleri,
bilim doktorası programlarıyla da profesyonel çalışmaların
yanı sıra, özgün akademik çalışmalar yapabilmeleri
hedeflenmektedir. Enstitü’nün eğitim programı, öğrencilerin
demografi eğitimiyle birlikte özellikle örnekleme teknikleri
ve kantitatif analiz konularında da yetkin niteliklere sahip
olmalarını sağlamaktadır. Enstitü ulusal ve uluslararası
kuruluşlarla işbirliği içinde hem ülke çapında büyük
ölçekli araştırmalar hem de yerel düzeyde küçük ölçekli
araştırmalar gerçekleştirmektedir. Araştırmalar arasında
ayrı bir yer teşkil eden Türkiye Nüfus ve Sağlık araştırmaları
1968’den bu yana sayımlar arası yıllara denk gelecek şekilde
her beş yılda bir yapılmaktadır. Bu araştırmalarla Türkiye
başka hiçbir ülkede olmadığı şekilde 40 yılı kapsayan bir dizi
araştırma verisine ve uluslararası düzeyde karşılaştırılabilir
nüfus ve sağlık veri tabanına sahip olmuştur. Geçerli,
güvenilir, konusundaki bilgi eksikliğini gideren ve uluslararası
karşılaştırılabilir nitelikteki veriler/bilgiler, karar alıcılara
yürütülecek politikalar konusunda bilinçli politika seçenekleri
sunabilmek için kullanışlı bir veri tabanı ve analizi sağlarken,
yaşamsal kayıt sistemimizden elde edilemeyen hız ve
Institute of Population Studies was founded in 1967 to
provide education within the field of demography and
to conduct surveys analyzing the demographic, social,
economic, cultural and medical aspects of population
studies. The activities of the Institute can be classified
into three main categories as education, research, and
production and dissemination of demographic data
and publications. The Institute is the only academic
institution in Turkey providing graduate education in
the field of demography. The education programs of
the Institute are carried out with a multidisciplinary
approach. The master level programs aim to nurture
graduates with the capability of using their knowledge
with a professional approach in the field they are
employed. The aim of the Ph.D. Programs, on the other
hand, is to provide sufficient qualifications which will
enable students/graduates to conduct novel academic
research. The education programs of the Institute
provide the students with the knowledge in the field
of demography as well as sampling techniques and
quantitative analysis. The Institute has been conducting
both national and local surveys in collaboration with
national and international agencies. Among the surveys
is the Turkey Demographic and Health Survey that has
been carried out since 1968 quinquennially in intercensal
periods. With these surveys, Turkey has obtained data
from surveys of 40 years and a database on population
and health comparable with international standards.
Relevant, reliable and comparable data/information
constitutes a database that enables policy makers to
perform advance data analysis in order to consider
and evaluate policy alternatives. In addition, it also

yaptığı çalışmalarla nüfus çalışmalarının geliştirilmesini
ve yaygınlaştırılmasına katkıda bulunmakta ve demografik
çalışmalarıyla akademik ve üniversite dışı kuruluşlar arasında
önemli bir köprü görevi yürütmektedir.
Nüfus Etütleri Enstitüsü, 2012 yılının ikinci yarısında
güncel ihtiyaçlara göre belirlenen hedefler doğrultusunda
yeniden yapılanma süreci içerisine girmiş ve Nüfusbilim
Anabilimdalı, Sosyal Araştırma Yöntemleri Anabilimdalı ve
Politika ve Strateji Çalışmaları Anabilimdalı olmak üzere
üç yeni anabilimdalı kurulmuştur. Nüfusbilim Anabilimdalı
demografik verinin ve bilginin üretilmesi, kullanılması ve
yaygınlaştırılması aracılığıyla nüfus konularında farkındalık ve
duyarlılık yaratılmasına katkıda bulunmayı ve ilgili alanlarda
politika geliştirilmesine ve uygulanmasına destek olmayı
amaçlamaktadır. Bunun yanında Sosyal Araştırma Yöntemleri
Anabilimdalı nicel ve nitel araştırma yöntemlerini kullanarak,
araştırma tasarlama, uygulama ve veri analizi konularına
katkıda bulunmayı amaçlamaktadır. Son olarak da Politika ve
Strateji Çalışmaları Anabilimdalı kamu kurum ve kuruluşlarına
dünya genelinde yaygınlaşan veriye dayalı politika üretimi
yaklaşımı doğrultusunda politikaların analitik karar yöntemleri
ile geliştirilmesi konularında destek vermeyi amaçlamaktadır.

Towards the contemporary and newly established goals,
re-organization of Institute of Population Studies has been
started in the second half of 2012 and three departments have
been established, namely the Department of Demography,
the Department of Social Survey Methodology, and the
Department of Policy and Strategy Studies. The Department
of Demography aims to increase the awareness in
population studies and provide support for the development
and implementation of policies in the related fields by
contributing to the production, use, and dissemination of
demographic data and information. The Department of
Social Survey Methodology aims to contribute to the fields
of survey design, survey implementation, and data analysis
by using quantitative and qualitative methodologies.
Finally, the Department of Policy and Strategy Studies
aims to provide theoretical and practical support to public
organizations in the field of evidence based policy making
which involves developing policies by means of analytical
decision-making methodologies.
NÜFUSBİLİM ANABİLİMDALI
THE DEPARTMENT OF DEMOGRAPHY
Yüksek Lisans Programı
Hacettepe Üniversitesi Nüfus Etütleri Enstitüsü, Türkiye’de
demografi alanında yüksek lisans ve doktora eğitimi veren
tek kurumdur. Programın eğitim dili İngilizcedir.
Master Program
Hacettepe University Institute of Population Studies
Department of Demography is the only academic institution
in Turkey providing graduate education in the field of
population. The medium of instruction is English for the
program.
Programa lisans derecesine sahip olan adaylar kabul
edilmektedir. Programa başvuru ve girişte yabancı dil
yeterlilik koşulları için Üniversitemiz NEE minimum koşulları
aranır (KPDS ve ÜDS için 75 puan ya da eşdeğerliliği
Üniversitelerarası Kurulca belirlenen dil sınavı sonuç
belgesi). Programa başvuru ve girişte adayların ALES
sınavından en az 70 (EA) almaları gerekmektedir.
Nüfusbilim yüksek lisans derecesini almak için toplam 120
AKTS’yi (21 ulusal krediyi) tamamlamış olmak gerekmektedir.
Program ilk iki yarıyılı ders, takip eden iki yarıyılı tez
dönemleri olmak üzere toplam 4 yarıyıldan oluşmaktadır.
Tez çalışmasına başlamadan önce 60 AKTS’lik (21 ulusal
kredilik) derslerin tamamlanmış olması gerekmektedir.
Programda yüksek lisans derecesini alabilmek için zorunlu
ve seçmeli dersler yer almaktadır.
The program accepts students with Bachelor’s degrees.
Whilst applying for and entering the program; students
are required to bring a document proving their level of
English; according to the HUIPS regulations (Equivalent to
75 points from KPDS or YDS; determined by the university).
Whilst applying for and entering the program; students
should have an ALES (Academic Personnel and Postgraduate
Education Entrance Examination) score of 70 minimum.
In order to get a master’s degree on Demography, students
need to complete 120 ECTS (21 national credits) credits. The
program consists of 4 semesters; class taking in the first
two semesters; and thesis writing in the last two semesters.
Before proceeding with thesis work, 60 ECTS credits worth
of classes should be completed.
Doktora Programı
Demografi Anabilim Dalını içerecek olan doktora programında
doğum, ölüm, göç gibi nüfusun temel bileşenleri ile araştırma
teknikleri, sağlık gibi nüfusu ilgilendiren konularda eğitim
verilmesi hedeflenmektedir. Doktora programının eğitim dili
İngilizcedir.
Programa Nüfusbilim yüksek lisans programından mezun
olan adaylar kabul edilmektedir. Yüksek lisansını nüfusbilim
dışındaki alanlarda tamamlamış olan adaylar ise, bilimsel
hazırlık programında belirtilen dersleri almak kaydıyla
programa kabul edilmektedir. Programa başvuru ve girişte
yabancı dil yeterlilik koşulları için Üniversitemiz NEE minimum
koşulları aranır (KPDS ve ÜDS için 75 puan ya da eşdeğerliliği

olması ve doktora yeterlilik sınavından başarılı olunması
gerekmektedir.
Program mezunlarının araştırma yapan kurumlarda, başta
kamu kurumlarının araştırma yapan birimleri olmak üzere
uluslararası kuruluşlarda ve özel araştırma şirketlerinde
çalışma olanağı vardır. Program dilinin İngilizce olması
mezunların uluslararası projelerde görev alma olanaklarını
arttırmaktadır.
Ph.D. Program
The Department of Demography offers a PhD program, the
language of instruction of which are English. Our doctoral
programme includes both compulsory and elective courses.
The program accepts students with Master’s degrees.
Students who have completed their master’s degrees in
other disciplines are also accepted to the program with
the condition that they take specified courses as scientific
preparation. Whilst applying for and entering the program;
students are required to bring a document proving their level
of English; according to the HUIPS regulations (Equivalent to
75 points from KPDS or ÜDS; determined by the university).
Whilst applying for and entering the program; students
should have an ALES score of 70 minimum.
In order to get a PhD degree on Demography, students need
to complete 240 ECTS (21 national credits). The program
consists of 8 semesters; class taking in the first four
semesters; and thesis writing in the last four semesters. It is
required to complete a minimum of 120 ECTS before starting
the thesis work.
Graduates from this program have the opportunity to work
in research institutions especially in the research centers
of public organizations, inrernational organizations and
private sector foundations. As the medium of instruction is
English, there is increased chance for the gtraduates to get
a job in international projects.
SOSYAL ARAŞTIRMA YÖNTEMLERİ ANABİLİMDALI
THE DEPARTMENT OF SOCIAL SURVEY METHODOLOGY
Yüksek Lisans Programları
Sosyal Araştırma Yöntemleri Anabilim dalı, eğitim dili
İngilizce olan tezli yüksek lisans, tezsiz yüksek lisans ve
ikinci öğretim yüksek lisans programları sunmaktadır.
Master Programs
The Department of Social Survey Methodology offers a
master’s degree program; a non-thesis master’s degree
program; and another non-thesis master’s program, the
classes of which are taught in the evening. All offered
programs are in English.
Programa lisans derecesine sahip olan adaylar kabul
edilmektedir. Programa başvuru ve girişte yabancı dil
yeterlilik koşulları için Üniversitemiz NEE minimum koşulları
aranır (KPDS ve ÜDS için 75 puan ya da eşdeğerliliği
Üniversitelerarası Kurulca belirlenen dil sınavı sonuç
belgesi). Programa başvuru ve girişte adayların ALES
sınavından en az 70 (EA) almaları gerekmektedir.
1. Sosyal Araştırma Yöntemleri yüksek lisans derecesini
almak için en az toplam 120 AKTS’yi (21 ulusal krediyi)
tamamlamış olmak gerekmektedir. Program ilk iki yarıyılı
ders, takip eden iki yarıyılı tez dönemleri olmak üzere toplam
4 yarıyıldan oluşmaktadır. Tez çalışmasına başlamadan
önce en az 60 AKTS’lik derslerin tamamlanmış olması
gerekmektedir.
2.Sosyal Araştırma Yöntemleri tezsiz yüksek lisans
derecesini almak için en az toplam 90 AKTS’yi (30 ulusal
krediyi) tamamlamış olmak gerekmektedir. Program ilk iki
yarıyılı ders, takip eden dördüncü yarıyılı da dönem projesi
ve ders olmak üzere toplam 3 yarıyıldan oluşmaktadır.
Dönem projesi çalışmasına başlamadan önce en az 60
AKTS’lik derslerin tamamlanmış olması gerekmektedir.

semesters; class taking in the first two semesters; and term
project writing and class taking in the last semester. Before
proceeding with the term project, 60 ECTS credits worth of
classes should be completed.
Doktora programı
Programa sosyal araştırma yöntemleri yüksek lisans
programından mezun olan adaylar kabul edilmektedir.
Yüksek lisansını demografi, istatistik veya diğer sosyal
bilimler alanında tamamlamış olan adaylar ise, bilimsel
hazırlık programında belirtilen dersleri almak kaydıyla
programa kabul edilmektedir. Programa başvuru ve girişte
yabancı dil yeterlilik koşulları için Üniversitemiz NEE
minimum koşulları aranır (KPDS ve ÜDS için 75 puan ya da
eşdeğerliliği Üniversitelerarası Kurulca belirlenen dil sınavı
sonuç belgesi). Programa başvuru ve girişte adayların ALES
sınavından en az 70 almaları gerekmektedir.
Doktora programına kabul edilen, araştırma yöntemleri
yüksek lisans derecesine sahip olmayan adayların, SAY601
Araştırma Yöntemlerinin Temelleri, SAY603 Veri Toplama
Teknikleri ve SAY602 Sorukağıdı Tasarımı derslerinden oluşan
bilimsel hazırlık programını tamamlamaları beklenmektedir.
Ph.D. Program
The medium of instruction is English. Our doctoral program
includes both compulsory and elective courses which
offer a major specialization either in quantitative or
qualitative techniques. The program accepts students with
Master’s degrees. Students who have completed their
master’s degrees in demography, statistics or other social
sciences disciplines are also accepted to the program
with the condition that they take specified courses as
scientific preparation. The applicants are asked to provide
an academic transcript of their Bachelor’s and Master’s
degree; 2 head shot photos; a signed copy of their ID
card (or equivalent document); a letter of intent; and two
academic letters of recommendation. Whilst applying for
and entering the program; students are required to bring
a document proving their level of English; according to the
HUIPS regulations (Equivalent to 75 points from KPDS or
ÜDS; determined by the university). Whilst applying for and
entering the program; students should have an ALES score
of 70 minimum.
Students who are accepted to the PhD program without
a master’s degree are expected to complete scientific
preparation program that consists of SAY 601 Fundamentals
of Social Survey Methodology, SAY 603 Data Collection
Methods and SAY 602 Questionnaire Design.
Sosyal Araştırma Yöntemleri doktora derecesini almak için
toplam en az 240 AKTS’yi (21 ulusal krediyi) tamamlamak
gerekmektedir. Program dört yarıyılı ders, takip eden dört
yarıyılı tez dönemleri olmak üzere toplam 8 yarıyıldan
oluşmaktadır. Doktora programı öğrencileri seçmeli derslerini
Sosyal Araştırma Yöntemleri yüksek lisans programından da
alabilirler. Ayrıca, danışmanlarının onayladığı en fazla iki
seçmeli dersi diğer lisansüstü programlarından seçebilirler.
Tez çalışmasına başlamadan önce en az 120 AKTS’lik derslerin
tamamlanmış olması gerekmektedir.
Program mezunlarının araştırma yapan kurumlarda, başta
kamu kurumlarının araştırma yapan birimleri olmak üzere
uluslararası kuruluşlarda ve özel araştırma şirketlerinde
çalışma olanağı vardır. Program dilinin İngilizce olması
mezunların uluslararası projelerde görev alma olanaklarını
arttırmaktadır.

POLİTİKA VE STRATEJİ ÇALIŞMALARI ANABİLİMDALI
THE DEPARTMENT OF POLICY AND STRATEGY STUDIES
Yüksek Lisans Programları
Politika ve Strateji Anabilimdalı bünyesinde biri tezli ve
diğeri tezsiz olmak üzere iki adet yüksek lisans programı
yürütülmektedir.
Master Programs
The Department of Policy and Strategy Studies provides two
M.Sc. programs.
1. Tezli Politika ve Strateji Çalışmaları Yüksek Lisans
Programı: Programın normal süresi iki yıl (4 yarıyıl)
olup öğrencilerin bu süre zarfında 12 kredilik 4 zorunlu
ve 12 kredilik 4 seçmeli ders olmak üzere toplamda 24
kredilik 8 dersi başarı ile tamamlamaları beklenmektedir.
Derslerin tamamlanmasını takiben öğrenci yüksek lisans
tezi hazırlama aşamasına gelecektir. Programın eğitim dili
İngilizce olarak belirlenmiştir. Programa başvuran adayların
Türkiye’den veya denkliği YÖK tarafından kabul edilmiş
yurtdışında yürütülen programlardan lisans derecesine
sahip olmaları, ALES sınavından en az 70 (EA) almaları, YDS
veya eşdeğerliği Üniversitelerarası Kurulca belirlenen dil
sınavlarından asgari taban puanı almış olmaları (taban puan
YDS için 70) gerekmektedir.
2.Tezsiz Politika ve Strateji Çalışmaları Yüksek Lisans
Programı: Programın normal süresi bir buçuk yıl (3 yarıyıl)
olup öğrencilerin bu süre zarfında 12 kredilik 4 zorunlu ve 21
kredilik 7 seçmeli ders olmak üzere toplamda 33 kredilik 11
dersi ve bir dönem projesi dersinin başarı ile tamamlamaları
beklenmektedir. Programın eğitim dili Türkçe olarak
belirlenmiştir. Programa başvuran adayların Türkiye’de
veya denkliği YÖK tarafından kabul edilmiş yurtdışında
yürütülen programlardan lisans derecesine sahip olmaları
gerekmektedir. yabancı uyruklu adayların Türkçe dil
yeterlilik derecesi Hacettepe Üniversitesi Lisansüstü Eğitim,
Öğretim ve Sınav Yönetmeliği uyarınca Hacettepe Senatosu
tarafından belirlenen sınavlardan alınacak puana göre
değerlendirilir.
1. M.Sc. Program in Policy and Strategy Studies with
thesis: The normal duration of the program is 2 years
(4 semesters). A student has to successfully complete
minimum of 24 credits of coursework (8 courses) in which
12 credits (4 courses) are compulsory and 12 credits (4
courses) are elective. Following the completion of course
requirements student starts the process of writing a M.Sc.
thesis. The medium of instruction is English. The applicants
are required to hold an undergraduate degree, score a
minimum of 70 on the ALES (Academic Personnel and
Postgraduate Education Entrance Examination), and score
the standard minimum on one of the English proficiency
tests approved by the Inter-University Board (the minimum
score for YDS is 70).
2. M.Sc. Program in Policy and Strategy Studies with nonthesis: The normal duration of the program is 1.5 years
(3 semesters). A student has to successfully complete
minimum of 33 credits of coursework (11 courses) in which 12
credits (4 courses) are compulsory and 21 credits (7 courses)
are elective. The medium of instruction is Turkish. The
applicants are required to hold an undergraduate degree
and Turkish proficiency of non-resident alien applicants are
evaluated based upon their scores on exam specified by
Hacettepe Senate following Hacettepe University Education
and Examination Guidelines of Graduate Studies and
Program Directives.
Doktora Programı
Programın normal süresi dört yıl (8 yarıyıl) olup öğrencilerin
bu süre zarfında 9 kredilik 3 zorunlu ve 18 kredilik 6
seçmeli ders olmak üzere toplamda en az 27 kredilik 9
dersi başarı ile tamamlamaları beklenmektedir. Derslerin
tamamlanmasını takiben öğrenci doktora tezi hazırlama
aşamasına gelecektir. Programın eğitim dili İngilizce olarak
belirlenmiştir. Programa başvuran adayların Türkiye’den
veya denkliği YÖK tarafından kabul edilmiş yurtdışında
yürütülen programlardan yüksek lisans derecesine sahip
olmaları, ALES sınavından en az 70 (EA) almaları, YDS
veya eşdeğerliği Üniversitelerarası Kurulca belirlenen dil
sınavlarından asgari taban puanı almış olmaları (taban puan
YDS için 70) gerekmektedir.
Ph.D. Program
The normal duration of the program is 4 years (8 semesters).
A student has to successfully complete minimum of 27
credits of coursework (9 courses) in which 9 credits (3
courses) are compulsory and 18 credits (6 courses) are
elective. Following the completion of course requirements
student starts the process of writing a Ph.D. dissertation.
The medium of instruction is English. The applicants are
required to hold a Master’s degree, score a minimum of
70 on the ALES (Academic Personnel and Postgraduate
Education Entrance Examination), and score the standard
minimum on one of the English proficiency tests approved
by the Inter-University Board (the minimum score for YDS
is 70).
