Κύπρου - Ρουμανίας
Έγκριση Προτάσεων που Υποβλήθηκαν στο Πρόγραμμα ΚΥ-ΡΟΥ/0609
Πραγματοποιήθηκε στις 3 Δεκεμβρίου 2009 στo Βουκουρέστι, η δεύτερη συνάντηση της Μικτής Επιτροπής Κύπρου – Ρουμανίας για
θέματα Έρευνας και Ανάπτυξης. Κύριος σκοπός της συνάντησης ήταν η επιλογή και έγκριση των προτάσεων που θα τύχουν επιχορήγησης
στα πλαίσια της 2ης Πρόσκλησης Υποβολής Προτάσεων στο Κοινό Πρόγραμμα Διακρατικής Συνεργασίας Κύπρου – Ρουμανίας σε θέματα
Έρευνας και Ανάπτυξης.
Η δεύτερη Πρόσκληση Υποβολής Προτάσεων «ΚΥ-ΡΟΥ/0609» ανακοινώθηκε την 10η Ιουνίου 2009 από το Ίδρυμα Προώθησης Έρευνας
και την Εθνική Αρχή Επιστημονικής Έρευνας της Ρουμανίας. Η καταληκτική ημερομηνία υποβολής προτάσεων ήταν η 30η Σεπτεμβρίου
2009.
Στα πλαίσια της Πρόσκλησης υποβλήθηκαν συνολικά 18 ερευνητικές προτάσεις στις ακόλουθες έξι θεματικές ενότητες: Ενέργεια, Νέα
Υλικά - Νανοτεχνολογίες, Τεχνολογίες Πληροφορικής και Τηλεπικοινωνιών, Αειφόρος Ανάπτυξης και Οικοσυστήματα, Επιστήμες Υγείας
και Βιοτεχνολογία και Ασφάλεια και Ποιότητα Τροφίμων.
Μετά από την επιστημονική αξιολόγηση των προτάσεων που έγινε από τις δύο πλευρές, επιλέγηκαν 8 προτάσεις για χρηματοδότηση.
Οι προτάσεις που έχουν κληθεί για διαπραγμάτευση είναι οι ακόλουθες:

από κυκλώνες και τυφώνες, ο Βόρειος Πόλος και η Αλάσκα που απειλούνται από λιώσιμο
πάγων και κάποια νησιά του ειρηνικού ωκεανού που απειλούνται από την αύξηση της
στάθμης της θάλασσας.
Οι Πολιτικές Αναταραχές
Υπολογίζεται ότι περίπου 42 εκατ. του σημερινού πληθυσμού έχουν μεταναστεύσει λόγω
πολέμων και πολιτικών αναταραχών*2.
Σύμφωνα με τα στοιχεία των Ηνωμένων Εθνών (2007) *2, οι χώρες με τους μεγαλύτερους
εσωτερικά μετακινημένους πληθυσμούς είναι το Ιράκ, η Κολομβία, το Αφχανιστάν, το
Σουδάν, το Κόγκο, η Σομαλία και η Ουγκάντα.
Σύμφωνα με τα ίδια στοιχεία, οι χώρες που υποδέχονται τους μεγαλύτερους αριθμούς
πολιτικών προσφύγων είναι η Συρία, το Ιράν, το Πακιστάν, η Γερμανία και η Ιορδανία.
Οι Πτωχές Οικονομικές Συνθήκες
Κάποιοι πληθυσμοί μετακινούνται με στόχο τις καλύτερες ευκαιρίες εργοδότησης και
καλύτερες οικονομικές συνθήκες. Οι εργάτες-μετανάστες συνήθως συγκεντρώνονται σε
μεγαλουπόλεις.
Πέραν των 10 εκατομμυρίων εργατών βρίσκονται σήμερα στις χώρες του Περσικού
Κόλπου*3, ερχόμενοι κυρίως από τις Φιλιππίνες, την Ινδονησία, τη Σρι Λάνκα, το Νεπάλ
και την Μπαγκλαντές. Οι ίδιες χώρες προμηθεύουν με εργάτες την Ιαπωνία, τη Νότια
Κορέα, την Ταιβάν, τη Μαλαισία και την Ταϊλάνδη. Περίπου το 10% του πληθυσμού των
Φιλιππινών εργάζεται εκτός της χώρας.
Σύμφωνα με τα στοιχεία των Ηνωμένων Εθνών (2007) *2, στο Μαϊάμι των ΗΠΑ, το 30%
του πληθυσμού της πόλης έχει γεννηθεί στην Κούβα, το 9% στην Αιτή, το 7% στην
Κολομβία, το 7% στην Τζαμάικα και το 4% στη Νικαράγουα.
Στο Ντουμπάι, το 51% του πληθυσμού της πόλης έχει γεννηθεί στην Ινδία, το 16% στο
Πακιστάν, το 11% σε άλλες Αραβικές χώρες, το 9% στη Μπαγκλαντές και το 3% στις
Φιλιππίνες. Στο Τορόντο, το 12% του πληθυσμού έχει γεννηθεί στην Κίνα, το 7% στην Ινδία,
το 7% στην Αγγλία, το 7% στην Ιταλία και το 5% στις Φιλιππίνες.
Στην Κίνα, η εσωτερική μετανάστευση λόγω αναζήτησης καλύτερων οικονομικών
συνθηκών κατά τα τελευταία 15 χρόνια υπολογίζεται στα 200 εκατομμύρια, οι οποίοι
μεταναστεύουν κυρίως από τις αγροτικές στις αστικές περιοχές*3.
Επιπτώσεις της Μετανάστευσης
Οι θετικές επιπτώσεις στις χώρες - αποδέκτες των μεταναστών αφορούν κυρίως στη
συνεισφορά στην οικονομία της χώρας μέσω της διεκπεραίωσης εργασιών τις οποίες
οι ντόπιοι δεν θέλουν ή δεν ξέρουν να κάνουν, στην αύξηση της ποικιλομορφίας της
κοινωνίας και στη συμβολή στην κατανόηση και κοινωνική ανεκτικότητα.
Αρνητικές επιπτώσεις που μπορεί να αντιμετωπίσουν οι χώρες - αποδέκτες είναι
οι πολιτικές και κοινωνικές συνέπειες που μπορεί να φέρουν οι νεόφερτοι αυτοί
πληθυσμοί στις κοινωνίες τους. Τέτοιες συνέπειες μπορεί να είναι οι δυσκολίες στη
διαχείριση των αιτήσεων πολιτικού ασύλου, η πρόκληση συναισθημάτων ανισότητας
εάν στους μετανάστες παρέχονται περισσότερα δικαιώματα από αυτά που παρέχονται
στους ντόπιους φτωχούς, η ανάπτυξη τάσεων ξενοφοβίας και ρατσισμού, οι εξάρσεις
πατριωτισμού και ενδο-κρατικών διαμαχών.

Όσον αφορά στους ίδιους τους μετανάστες, πιθανές αρνητικές επιπτώσεις είναι η καταπάτηση των ανθρωπίνων δικαιωμάτων τους, η
εκμετάλλευση τους, η λαθραία διακίνηση τους και η σεξουαλική τους εκμετάλλευση.
Τι είναι ο Ρατσισμός;
Ο ρατσισμός αφορά το μεροληπτικό χειρισμό μιας ομάδας από άλλη και είναι πιθανόν να στηρίζεται σε διαφορετικές βάσεις, όπως π.χ.
το έθνος, τη φυλή, το φύλο, τη θρησκεία ή τις σεξουαλικές προτιμήσεις.
Ευρώπη
Η μετανάστευση στην Ευρώπη κατά τη δεκαετία του 1970 αφορούσε κυρίως τις Βόρειες Ευρωπαϊκές χώρες, λόγω των καλύτερων
οικονομικών συνθηκών και ευκαιριών που παρείχαν. Οι κύριες χώρες προέλευσης των μεταναστών ήταν οι Αφρικανικές και Ασιατικές, οι
οποίες είτε υπήρξαν ιστορικά αποικίες κάποιων Ευρωπαϊκών χωρών είτε είχαν στενούς δεσμούς με αυτές.
Μετά την πτώση του τοίχους στο Βερολίνο το 1990, οι μετανάστες αυξήθηκαν σημαντικά και σημειώθηκαν μεγάλες εισροές πληθυσμού από
την Ανατολική Ευρώπη και την πρώην Σοβιετική Ένωση.
Κατά το 2005, υπολογίζεται ότι 64 εκατομμύρια μεταναστών ζούσαν στην Ευρώπη*1. Ενδεικτικά, το 2005 στο Δουβλίνο το 17% του πληθυσμού
είναι μετανάστες γεννημένοι σε άλλη χώρα, ενώ στο Άμστερνταμ και τη Μαδρίτη είναι το 28% και το 14% αντίστοιχα.
Ως αποτέλεσμα του μεγάλου αριθμού μεταναστών, στην Ευρώπη έχει σημειωθεί ρατσιστική συμπεριφορά που έχει πολλές φορές οδηγήσει
σε βία. Οι συμπεριφορές αυτές επέβαλαν την εφαρμογή πολιτικής από την Ε.Ε. με στόχο τον έλεγχο τόσο της μετανάστευσης από τις
χώρες - μη μέλη, όσο και του ρατσισμού. Ας σημειωθεί ότι ο έλεγχος της μετανάστευσης από τις χώρες - μη μέλη είναι ιδιαίτερα δύσκολος,
αφού οι είσοδοι στην Ε.Ε. είναι πάμπολλοι, ανήκουν σε διαφορετικές χώρες και δεν υπάρχει ένας και απλός τρόπος να ελεγχθεί.
Στα πλαίσια της εφαρμογής πολιτικής για τον έλεγχο των μεταναστών και το φαινόμενο του ρατσισμού, στην Ευρώπη υπάρχουν:
- το European Agency for the Management of Operational Cooperation at the External Borders of the Member States (FRONTEX), το οποίο
φροντίζει για τον έλεγχο της εισόδου παράνομων μεταναστών στην Ε.Ε.
- το European Network Against Racism (ENAR), το οποίο προωθεί την ίση μεταχείριση των εθνικών μειονοτήτων και των μη Ευρωπαίων
πολιτών οι οποίοι διαμένουν στην Ε.Ε.
- το Directorate General of Human Rights (του Συμβουλίου της Ευρώπης), το οποίο είναι ένα ανεξάρτητο σώμα για τα ανθρώπινα
δικαιώματα και ειδικεύεται σε ερωτήσεις σχετικές με το ρατσισμό και την έλλειψη ανεκτικότητας.
Παράλληλα, στα πλαίσια του Προγράμματος ‘Solidarity and Management of Migration Flows’ για την περίοδο 2007-2013, η Ε.Ε. διεκπεραιώνει
μια μελέτη για την εισαγωγή ενός ενιαίου για όλες τις χώρες - μέλη συστήματος εισόδου και εξόδου σε αυτή.
Αφρική
Πολλοί από τους εμφυλίους πολέμους στην Αφρική σήμερα πηγάζουν από τον ρατσισμό μεταξύ των διαφορετικών Αφρικανικών φυλών.
Πολλές φορές ο ρατσισμός αυτός πηγάζει από τη διακυβέρνηση των Ευρωπαίων πρώην κατακτητών τους, οι οποίοι εφάρμοζαν την
πολιτική του ‘διαίρει και βασίλευε’ στους ντόπιους πληθυσμούς.
Τρανό παράδειγμα οι διαμάχες μεταξύ των φυλών Τούτσι και Χούτου στη Ρουάντα. Η χρησιμοποίηση της μειονότητας των Τούτσι από
τους αποικιοκράτες ως άρχουσα τάξη της χώρας και η καταπίεση της πλειοψηφίας των Χούτου απ αυτούς οδήγησε σε διαμάχες μεταξύ
τους από το 1959. Το 1994 με αφορμή το θάνατο του τότε προέδρου της χώρας ξέσπασαν ταραχές που οδήγησαν στη γενοκτονία πάνω
απο μισού εκατομμυρίου Τούτσι από τούς Χούτου. Λόγω των ταραχών αυτών, εκατομμύρια κάτοικοι εγκατέλειψαν την χώρα.
Επιπρόσθετα, στη Νότια Αφρική υπήρχε μέχρι πρόσφατα το Απάρτχαιτ (1948 - 1994), το οποίο ήταν ένα σύστημα νόμιμου διαχωρισμού
των μαύρων από τους λευκούς κάτοικους. Ο φυλετικός διαχωρισμός αυτός εφαρμόστηκε στις περιοχές διαμονής, στην εκπαίδευση, στην
ιατρική φροντίδα και γενικότερα σε όλες τις δημόσιες υπηρεσίες, όπου οι προσφερόμενες υπηρεσίες στους μαύρους Νοτιοαφρικανούς
ήταν πάντοτε κατώτερες απ’ αυτές των λευκών.
Μέση Ανατολή
Σε πολλές χώρες της Μέσης Ανατολής υπάρχει ρατσιστική συμπεριφορά ενάντια σε οτιδήποτε Δυτικό ή Αμερικανικό, λόγω της πολιτικής
που εφαρμόζουν οι ΗΠΑ στην περιοχή (ιδιαίτερα μετά τα γεγονότα της 11ης Σεπτεμβρίου) και της υποστήριξης τους στο Ισραήλ. Ο
ρατσισμός αυτός έχει οδηγήσει σε επιθέσεις εναντίον τουρίστων από τη Δύση, καθώς και σε εμπορικό αποκλεισμό συγκεκριμένων
προϊόντων που κατασκευάζονται στις ΗΠΑ ή το Ισραήλ.

Ασία
Σε πολλές Ασιατικές χώρες, υπάρχει ρατσισμός ενάντια σε πληθυσμούς - μειονότητες που κατοικούν σε αυτές και σε πληθυσμούς με τους
οποίους υπήρξαν ιστορικά σε εμπόλεμη κατάσταση. Για παράδειγμα, στην Καμπότζη υπάρχει ρατσισμός ενάντια στους Βιετναμέζους,
ενώ στην Ινδονησία υπάρχει ρατσισμός εναντίον των Κινέζων, οι οποίοι θεωρούνται υπεύθυνοι για τα οικονομικά προβλήματα της χώρας.
Στην Ταϊλάνδη οι αρχές προσπαθούν να περιορίσουν την είσοδο των μεταναστών από το Μυανμάρ, ενώ στη Μαλαισία προσπαθούν να
περιορίσουν την είσοδο των Ινδονήσιων.
Στην Ινδία, ο ρατσισμός είναι ιδιαίτερα έντονος μεταξύ των διάφορων κάστων (κοινωνικών τάξεων): των Βραχμάνων (δασκάλων, ιερέων
και μελετητών), των Κσατρίγια (βασιλιάδων και πολεμιστών), των Βασίγια. (γεωργών και εμπόρων), και των Σούντρα ή Ανέγγικτων (των
υπηρετών και χωρικών) Οι τρεις πρώτες κάστες θεωρούνταν απόγονοι των λευκών Άριων εισβολέων στην Ινδία, ενώ οι τελευταίοι
θεωρούνταν οι σκουρόχρωμοι αυτόχθονες κάτοικοι της Ινδίας. Αν και το σύστημα των καστών έχει εξασθενίσει στις μεγάλες πόλεις, είναι
βαθιά ριζωμένο στην Ινδική κουλτούρα και οδηγεί σε διακρίσεις και ρατσισμό.
Ρατσισμός υπάρχει επίσης και μεταξύ των θρησκευτικών ομάδων των Ινδουιστών και των Μουσουλμάνων, οι διαμάχες των οποίων έχουν
οδηγήσει σε πολέμους και διαχωρισμούς (απόσχιση του Πακιστάν και της Μπαγκλαντές από την Ινδία, πόλεμος για το Κασμίρ στη Βόρεια
Ινδία, κλπ).
ΗΠΑ
Ο ρατσισμός στις ΗΠΑ εκδηλώνεται κυρίως εναντίον των μειονοτήτων και των μεταναστών. Η εσωτερική οικονομική δυσχέρεια έχει
δημιουργήσει ένα αρνητικό κλίμα ενάντια στους μετανάστες, οι οποίοι θεωρείται ότι επωφελούνται από το οικονομικό σύστημα των ΗΠΑ
εις βάρος των Αμερικανών. Οι περισσότεροι μετανάστες στις ΗΠΑ είναι από το Μεξικό και τη Λατινική Αμερική.
Επιπρόσθετα, τα γεγονότα της 11ης Σεπτεμβρίου έχουν οδηγήσει σε ρατσιστικά επεισόδια και επιθέσεις ενάντια σε μουσουλμάνους
πολίτες των ΗΠΑ.
Αυτόχθονες Πληθυσμοί
Από ρατσισμό φαίνεται να διώκονται και αυτόχθονες πληθυσμοί σε πολλά κράτη, δηλαδή οι μειονοτικοί πληθυσμοί ενός κράτους που
κατοικούσαν στο έδαφός του πριν την έλευση του μετέπειτα κυρίαρχου πληθυσμού.
Υπολογίζεται ότι τα 370 εκατομμύρια των πληθυσμών αυτών υποφέρουν από ακραία επίπεδα φτώχειας, ανισότητας, ιατρικά προβλήματα,
εγκληματικότητα και καταπάτηση ανθρωπίνων δικαιωμάτων, π.χ. οι Ινδιάνοι στην Αμερική, οι Αβοριγίνοι στην Αυστραλία. Παρόλο που
οι αυτόχθονες πληθυσμοί αποτελούν μόνο το 5% του παγκόσμιου πληθυσμού, αποτελούν περίπου το ένα τρίτο του εξαιρετικά φτωχού
παγκόσμιου πληθυσμού, το οποίο ανέρχεται στα 900 εκατομμύρια.
Κύπρος
Η Κύπρος μέχρι τη δεκαετία του 1970 ήταν κυρίως χώρα απ’ όπου έφευγαν οι μετανάστες, εις αναζήτηση καλύτερων οικονομικών
συνθηκών. Η Τουρκική εισβολή επέφερε ένα νέο κύμα μετανάστευσης, λόγω των άστατων πολιτικών συνθηκών.
Έκτοτε έχουν παρατηρηθεί πολλές κοινωνικές και δημογραφικές αλλαγές, οι οποίες την μετέτρεψαν σε χώρα - αποδέκτη μεταναστών.
Υπολογίζεται ότι περίπου 80,000-130,000 άτομα στην Κύπρο σήμερα δεν είναι κυπριακής καταγωγής.
Μειονότητες και ευαίσθητες ομάδες για ρατσισμό σήμερα στην Κύπρο θεωρούνται οι Τουρκοκύπριοι, οι Ρόμα (ζουν κυρίως στις κατεχόμενες
περιοχές), οι Ελληνοπόντιοι, οι Αρμένιοι, οι Λατίνοι, οι Μαρωνίτες, οι οικιακές βοηθοί και το εργατικό προσωπικό.
Για την προστασία των ευαίσθητων ομάδων και καταπολέμηση των περιστατικών ρατσισμού και διακρίσεων, υπάρχουν στην Κύπρο σήμερα:
- η Επίτροπος Διοικήσεως, η οποία έχει ως ευθύνη την προώθηση δραστηριοτήτων ενάντια στις διακρίσεις. Είναι επίσης η υπεύθυνη Αρχή
ενάντια στο Ρατσισμό, και υπέρ της Ίσης Μεταχείρισης.
- η Κίνηση για Ισότητα, Στήριξη, Αντί-ρατσισμό (ΚΙΣΑ) που αποτελεί ένα μη κυβερνητικό οργανισμό ο οποίος διατηρεί Κέντρα Στήριξης
για τους μετανάστες και πρόσφυγες στη Λευκωσία και Λεμεσό.
- το Γραφείο για την Καταπολέμηση Διακρίσεων και Ρατσισμού της Αστυνομίας Κύπρου.

Στατιστικά από την Έκθεση των Ηνωμένων Εθνών ‘Development Report’ για το 2009:
• Η πλειοψηφία των πληθυσμών μετακινείται μέσα στην ίδια τους τη χώρα. Υπολογίζεται ότι περίπου 740 εκατομμύρια είναι
εσωτερικοί μετανάστες, αριθμός τετραπλάσιος από αυτό που μετακινείται διεθνώς.
• Από τους πληθυσμούς που έχουν μετακινηθεί εκτός των εθνικών τους ορίων, μόνο το 1/3 έχει μετακινηθεί από μια
αναπτυσσόμενη σε μία ανεπτυγμένη χώρα (λιγότεροι από 70 εκατομμύρια άνθρωποι). Οι περισσότεροι από τα 200 εκατομμύρια
πληθυσμών μεταναστών έχει μετακινηθεί από μια ανεπτυγμένη χώρα σε άλλη.
• Οι πληθυσμοί των φτωχότερων χωρών είναι οι λιγότερο μετακινήσιμοι. Ενδεικτικά, λιγότερο του 1% του Αφρικανικού
πληθυσμού έχει μετακινηθεί στην Ευρώπη. Επιπλέον, περίπου 20,000 Αφρικανοί επαγγελματίες εγκαταλείπουν την Αφρική
ετησίως, γεγονός ιδιαίτερα ανησυχητικό ιδιαίτερα για τον τομέα της υγείας της ηπείρου.
• Υπάρχουν 214 εκατομμύρια μεταναστών στον κόσμο σήμερα.
• Οι μετανάστες αποτελούν το 3.1% του παγκόσμιου πληθυσμού.
• Υπάρχουν περίπου 20-30 εκατομμύρια παράνομων μεταναστών παγκοσμίως.
• Το 2008, υπήρχαν 26 εκατομμύρια εσωτερικών προσφύγων σε 52 διαφορετικές χώρες, ως αποτέλεσμα πολιτικών αναταραχών.

αρμοδιότητα να διερευνά καταγγελίες και να επιλαμβάνεται
θεμάτων που αφορούν σε διακρίσεις λόγω φύλου.

1. Ποιες είναι οι αρμοδιότητες των ανεξάρτητων αρχών
κατά των διακρίσεων που λειτουργούν στο Γραφείο
Επιτρόπου Διοικήσεως;
Το Μάιο του 2004, με την ένταξη στην Ευρωπαϊκή Ένωση,
η Κύπρος, συμμορφούμενη με το άρθρο 13 της Οδηγίας
για τις Φυλετικές Διακρίσεις (2000/43/ΕΚ), διόρισε τον
Επίτροπο Διοικήσεως ως τον ανεξάρτητο φορέα/αρχή
για να διερευνά παράπονα που αφορούν την επιφύλαξη
διακρίσεων αλλά και να επιλαμβάνεται και να αποφασίζει
γενικά επί θεμάτων που αφορούν σε διακρίσεις.
Σύμφωνα με τη νομοθεσία, η οποία τέθηκε σε ισχύ στα
πλαίσια εναρμόνισης της Κύπρου με τις οδηγίες 2000/43/
ΕΚ και 2000/78/EΚ, η αρμοδιότητα του
Επιτρόπου
Διοικήσεως να ενεργεί ως ανεξάρτητη Αρχή κατά των
διακρίσεων καλύπτει τις διακρίσεις στη βάση των πιο κάτω
χαρακτηριστικών:
- φυλετικής ή εθνοτικής καταγωγής,
- θρησκευτικών ή άλλων πεποιθήσεων,
- αναπηρίας,
- ηλικίας και
- σεξουαλικού προσανατολισμού
Για σκοπούς εφαρμογής των πιο πάνω νέων αρμοδιοτήτων/
εξουσιών, εντός του Γραφείου Επιτρόπου Διοικήσεως
συστάθηκαν και λειτουργούν δύο Ανεξάρτητες Αρχές κατά
των Διακρίσεων: Η Αρχή κατά του Ρατσισμού και των
Διακρίσεων και η Αρχή Ισότητας.
Η Αρχή κατά του Ρατσισμού και των Διακρίσεων έχει
ως κύρια αρμοδιότητα την εφαρμογή των προνοιών της
Οδηγίας 2000/438/EΚ και επιλαμβάνεται καταγγελιών και
άλλων θεμάτων που αφορούν σε διακρίσεις - στη βάση των
πιο πάνω λόγων - στους ακόλουθους τομείς:
α) την κοινωνική προστασία/ασφάλιση
β) την ιατροφαρμακευτική περίθαλψη
γ) τις κοινωνικές παροχές
δ) την εκπαίδευση
ε) την πρόσβαση και την παροχή αγαθών και υπηρεσιών
που είναι διαθέσιμα στο κοινό, συμπεριλαμβανομένης και
της στέγασης.
Η Αρχή Ισότητας έχει ως κύρια αρμοδιότητα την εφαρμογή
των προνοιών της Οδηγίας 2000/78/ΕΚ και επιλαμβάνεται
2. Πόσες και τι είδους καταγγελίες έχουν καταγραφεί στο
Γραφείο σας που αφορούν στο ρατσισμό;
i) Στην Αρχή κατά του Ρατσισμού και των Διακρίσεων, από
το Μάιο του 2004 μέχρι το τέλος του 2009, υποβλήθηκαν
856 καταγγελίες. Η μεγάλη πλειοψηφία των καταγγελιών
αυτών αφορούσε σε διακρίσεις στη βάση της φυλετικής
ή εθνοτικής/εθνικής καταγωγής ενός προσώπου.
(Συγκεκριμένα, το ποσοστό των καταγγελιών αυτών επί
του συνόλου, ήταν 89% το 2008 και 76% το 2009)
[Σημειώνω ότι στις καταγγελίες αυτές περιλαμβάνονται
και οι καταγγελίες από ευρωπαίους πολίτες που διαμένουν
στην Κύπρο, οι οποίοι - επικαλούμενοι την υπηκοότητα
της ευρωπαϊκής ένωσης - ισχυρίστηκαν διάκριση στη
βάση της εθνικής τους καταγωγής σε σχέση, κυρίως,
α) με χρονοβόρες και γραφειοκρατικές διαδικασίες που
αντιμετωπίζουν με το τμήμα μετανάστευσης, και, β) τον
αποκλεισμό τους από ωφελήματα/επιδόματα για τα οποία
- είτε βάσει νομοθετικής ρύθμισης, είτε βάσει πρακτικής δικαιούχοι είναι μόνο Κύπριοι πολίτες.]
ii) Στην Αρχή Ισότητας, από το Μάιο του 2004 μέχρι το
τέλος του 2009, υποβλήθηκαν 496 καταγγελίες. Ένας
μεγάλος αριθμός των καταγγελιών αυτών, περίπου το ένα
τρίτο, αφορούσε σε διακρίσεις στη βάση του Φύλου.
3. Ποιες είναι οι κύριες αποφάσεις που έχετε λάβει με
βάση τα παράπονα που έχετε εξετάσει στο Γραφείο σας;
Θεωρώ ότι από τη σύσταση τους μέχρι σήμερα η Αρχή
κατά του Ρατσισμού και των Διακρίσεων και η Αρχή
Ισότητας έχουν κάνει πολλές σημαντικές παρεμβάσεις
σε διάφορους τομείς της κοινωνίας, τις οποίες δεν είναι
δυνατό να παρουσιάσω εξαντλητικά στα πλαίσια του
παρόντος ερωτηματολογίου. Παραθέτω, όμως, ενδεικτικά
τα θέματα που κάλυψαν κάποιες σημαντικές Εκθέσεις των
δύο Αρχών:
• σε σχέση με διακρίσεις λόγω φυλετικής, εθνικής ή
εθνοτικής καταγωγής
-
Αριθμός Εκθέσεων αφορούσε στις ενέργειες της
Αστυνομίας και άλλων φορέων σε σχέση με ρατσιστικές
επιθέσεις που δέχθηκαν πρόσωπα που διαμένουν στην
Κύπρο, λόγω της φυλετικής, εθνικής ή εθνοτικής τους
καταγωγής.
- Αριθμός Εκθέσεων αφορούσε στη δυσμενή μεταχείριση

ελληνοποντίων σε διάφορους τομείς της ζωής (π.χ.
δυσμενή μεταχείριση από ασφαλιστικές εταιρείες).
στη βάση της αρχής της ελεύθερης κυκλοφορίας των
ευρωπαίων πολιτών και των μελών των οικογενειών τους.

Αριθμός Εκθέσεων αφορούσε σε δυσμενείς διακρίσεις
κατά Τουρκοκυπρίων πολιτών (π.χ. τη
διακριτική
μεταχείριση που επιφυλάχθηκε σε Τουρκοκύπριο πολίτη
από την Επαρχιακή Διοίκησης Λευκωσίας κατά την
έκδοση πιστοποιητικού γέννησης και διαβατηρίου του
παιδιού του).
• σε σχέση με διακρίσεις λόγω φύλου

Αριθμός Εκθέσεων αφορούσε σε δυσμενείς διακρίσεις
έναντι ευρωπαίων πολιτών, κυρίως σε σχέση με τη
δυσκολία ή και τη μη δυνατότητα πρόσβασή τους σε
διάφορες υπηρεσίες και ωφελήματα που είναι προσβάσιμα
σε Κύπριους πολίτες.
- Αυτεπάγγελτη Έκθεση αναφορικά με την επίδειξη
ρατσιστικής συμπεριφοράς έναντι επιβατών σε πτήση
των Κυπριακών αερογραμμών.
- Έκθεση που αφορούσε στην απέλαση πολίτη κράτους
μέλους της ευρωπαϊκής ένωσης.
- Έκθεση αναφορικά με τη μη λήψη των απαραίτητων
μέτρων για την προστασία εγκύων ή γαλουχουσών
συμβασιούχων νηπιαγωγών.
- Έκθεση αναφορικά με το θέμα της
προσφυγικής καταγωγής εκ μητρογονίας.

της συνδικαλιστικής ελευθερίας των αλλοδαπών
οικιακών βοηθών.
- Έκθεση αναφορικά με το θέμα της πρόσβασης αναπήρων
ατόμων σε δημόσια κτίρια.
- Έκθεση που αφορούσε στο περιεχόμενο τηλεοπτικού
μηνύματος που χρησιμοποιήθηκε στα πλαίσια των
εκδηλώσεων για το Ραδιομαραθώνιο 2007.
• σε σχέση με διακρίσεις λόγω ηλικίας

Έκθεση που αφορούσε στην επιφύλαξη διακρίσεων σε
άτομα που έχουν συμπληρώσει την ηλικία των 70 ετών,
στους τομείς της ασφάλισης ταξιδιών και μηχανοκίνητων
οχημάτων.
- Έκθεση αναφορικά με τα ηλικιακά κριτήρια που υπήρχαν
για σκοπούς παροχής του επιδόματος βαριάς κινητικής
αναπηρίας.
- Έκθεση μετά από καταγγελία για επιφύλαξη διάκρισης
λόγω ηλικίας στις διατάξεις που ρυθμίζουν το όριο
υποχρεωτικής αφυπηρέτησης των μελών της Αστυνομίας.
- Έκθεση μετά από καταγγελίες για επιφύλαξη διάκρισης
λόγω ηλικίας στις διατάξεις του περί Συντάξεων Νόμου.

Έκθεση για τα αιτήματα της Μαρωνίτικης Κοινότητας σε
σχέση με τη στελέχωση και τη λειτουργία του Δημοτικού
Σχολείου Άγιος Μάρωνας και τη διδασκαλία της
Κυπριακής Μαρωνίτικης Αραβικής Γλώσσας.
• σε σχέση με διακρίσεις λόγω σεξουαλικού προσανατολισμού
- Έκθεση αναφορικά με τη μη αναγνώριση συμφώνου
καταχωρημένης συμβίωσης και παραχώρηση άδειας
παραμονής στην Κύπρο συντρόφου ευρωπαίου πολίτη
4. Ποιες είναι οι εισηγήσεις σας για τη βελτίωση των
συνθηκών και καταπολέμηση του ρατσισμού στην Κύπρο;
- Ευαισθητοποίηση της κοινής γνώμης για θέματα
διακρίσεων και κυρίως των παιδιών στα σχολεία.
-
Η αναγνώριση της ύπαρξης του προβλήματος του
ρατσισμού στην Κυπριακή κοινωνία. Από τις έρευνες που
έχω διενεργήσει διαφάνηκε ότι σε πολλές περιπτώσεις,
ρατσιστικές συμπεριφορές δεν αναγνωρίζονται και κατά
συνέπεια δεν καταγράφονται ως τέτοιες. Για παράδειγμα,
περιστατικά βίας τα οποία, κατά την άποψη μου, έκδηλα
είχαν ρατσιστικά κίνητρα, δεν καταγράφηκαν από την
Αστυνομία ως ρατσιστικά περιστατικά και συνακόλουθα
δεν ζητήθηκε η τιμωρία των ενόχων στη βάση των
αυστηρών νόμων που απαγορεύουν τη ρατσιστική βία.

Πολύ σημαντική είναι, επίσης, η υιοθέτηση και εφαρμογή
ολοκληρωμένης πολιτικής ένταξης των μεταναστών
στην Κυπριακή κοινωνία (υπέβαλα σχετικό υπόμνημα στο
Υπουργείο Εσωτερικών στο οποίο συμπεριλαμβάνονται

3.Πώς βλέπετε να έχει αλλάξει η κατάσταση όσον αφορά
το ρατσισμό στην Κύπρο κατά τα τελευταία χρόνια;

Η Κύπρος τα τελευταία χρόνια έχει αλλάξει ρόλο, από
πηγή μεταναστών στη δεκαετία του 1920, σε αποδέκτη
αλλοδαπών από τη δεκαετία του 1980 και μετέπειτα.

Υπολογίζεται ότι σήμερα υπάρχουν 80,000 – 140,00 άτομα
στην Κυπριακή Δημοκρατία που υπάγονται στην κατηγορία
των μεταναστών - αντιπροσωπεύοντας το 10%-14% του
συνολικού πληθυσμού. Μάλιστα, η πρόσφατη απόφαση της

αφορά στο ρατσισμό;
Στο Κέντρο Κοινωνικών Ερευνών RUBSI του Πανεπιστημίου
Λευκωσίας διεξήγαμε με χρηματοδότηση του ΙΠΕ την έρευνα
με θέμα «Πολιτική και Πράξη: Θέματα Εθνότητας και Φυλής
στη Σύγχρονη Κύπρο». Η έρευνα αυτή διήρκησε δύο έτη,
ολοκληρώθηκε το 2007 και είχε σαν βάση 300 προσωπικές
συνεντεύξεις βασισμένες πάνω σε ερωτηματολόγια με
αλλοδαπούς που διαμένουν στην Κύπρο, καθώς και 5
ομάδες εστίασης. Σκοπός της έρευνας ήταν να καταγράψει
τις εμπειρίες ρατσιστικής διάκρισης των ατόμων, τόσο σε
επίπεδο θεσμικό, όσο και σε επίπεδο κοινωνικό.
Επίσης, απ’ ότι γνωρίζω στην Κύπρο δραστηριοποιείται το
Ευρωπαϊκό Δίκτυο κατά του Ρατσισμού ENAR (European
Network Against Racism) που σκοπό έχει την προώθηση του
Αντιρατσισμού και την ίση αντιμετώπιση Ευρωπαίων πολιτών
και εθνοτικών μειονοτήτων που διαμένουν στην Ευρώπη.
2.Ποιες ενέργειες έχουν αναληφθεί από την Κυπριακή
κυβέρνηση για την καταπολέμηση του ρατσισμού στην
Κύπρο;
Ως μέλος της ΕΕ, η Κύπρος έχει υποχρέωση να ακολουθεί
το κοινοτικό κεκτημένο που αφορά τη μετανάστευση,
ιδιαίτερα στο θέμα της χορήγησης δικαιωμάτων για
μακρόχρονη παραμονή μεταναστών και τη χορήγηση της
πράσινης κάρτας, την ανάπτυξη πολιτικών και πρακτικών
που να οδηγούν στην κοινωνική ένταξη των μεταναστών
και τη δημιουργία συνθηκών ισότητας των κατοίκων της,
ανεξάρτητα από την καταγωγή τους.
Επίσης από το
2002, σύμφωνα με την πληροφόρηση από το Υπουργείο
Δικαιοσύνης, η Κύπρος μετέχει στο Ευρωπαϊκό Πρόγραμμα
για Δράση κατά των Διακρίσεων.
Σε επίπεδο Μη Κυβερνητικών Οργανώσεων λειτουργεί
από το 1998 η ΚΙΣΑ (Κίνηση για Ισότητα, Στήριξη και
Αντιρατσισμό), η οποία δραστηριοποιείται έντονα σε
θέματα στήριξης μεταναστών και αλλοδαπών στην Κύπρο
με εστίαση σε θέματα διακρίσεων τόσο σε θεσμικό όσο και
σε νομικό και κοινωνικό επίπεδο.
Κυβέρνησης να αρχίσει να δέχεται αιτήσεις από αλλοδαπούς
για την παραχώρηση της λεγόμενης ‘πράσινης κάρτας’,
σύμφωνα με τις οδηγίες της ΕΕ, έρχεται να συμβάλει
περισσότερο σε αυτή την αλλαγή της δημογραφικής
σύνθεσης της κυπριακού πληθυσμού. Ένα είναι το σίγουρο
ότι τα τελευταία χρόνια έχουμε παρατηρήσει μια αλλαγή
στο κοινωνικό προφίλ της κυπριακής κοινωνίας που εκ των
πραγμάτων συντελείται, και το θέμα της προκατάληψης
είναι βασική πτυχή του φαινομένου της μετανάστευσης.
Από την έρευνα μας συμπεραίνεται ότι η καθημερινή
κοινωνική
προκατάληψη
ενάντια
στους
μετανάστες
συσχετίζεται θετικά με το βαθμό δυσκολίας στην εξεύρεση
εργασίας και αρνητικά με τη συμμετοχή σε κοινοτικές,
θρησκευτικές ή κοινωνικές ομάδες και συγκεκριμένες
δραστηριότητες. Αυτό στηρίζει το συμπέρασμα ότι, όσο
οι μετανάστες απομονώνονται οικονομικά και κοινωνικά
στη φιλοξενούσα κοινωνία, με περιορισμένη συμμετοχή
στα κοινοτικά δρώμενα και περιορισμένης εμβέλειας
αντιπροσώπευση,
πιθανότατα
να
εισπράξουν
λίγη
δημόσια υποστήριξη και συμπάθεια και να αντιμετωπίσουν
περισσότερη προκατάληψη.
Η αναφερόμενη θεσμική προκατάληψη σχετίζεται άμεσα
με την κοινοτική, καθημερινή προκατάληψη. Η συσχέτιση
μεταξύ θεσμικής και κοινωνικής προκατάληψης δεικνύει
ότι, πιθανόν, η καταπολέμηση της προκατάληψης ενάντια
στους μετανάστες χρειάζεται να μελετηθεί σε συνάρτηση
τόσο με την κυβερνητική πολιτική και πρακτική όσο και την
πολιτιστική ένταξή τους στη φιλοξενούσα κοινωνία. Αυτή
η συνδυασμένη αντιμετώπιση δυνατό να βοηθήσει την
πολιτεία στο να δομήσει μια δικαιότερη, πολιτισμικά και
φυλετικά ανεκτικότερη κοινωνία.

ΘΕΜΑΤΙΚH ΠΡΟΤΕΡΑΙOΤΗΤΑ «ΜΕΤΑΦΟΡEΣ
(ΣΥΜΠΕΡΙΛΑΜΒΑΝΟΜEΝΗΣ ΤΗΣ ΑΕΡΟΝΑΥΤΙΚHΣ)»
Εισαγωγή
Ο τομέας των Μεταφορών θεωρείται ένας από τους
σημαντικότερους στην Ευρωπαϊκή Ένωση αφού αποτελεί συνολικά
το 13,1% του ΑΕΠ και απασχολεί περίπου 20 εκ. ανθρώπους σε
θέσεις εργασίας.
Όμως οι «Μεταφορές» αντιμετωπίζουν και σοβαρά προβλήματα
όπως η μεγάλη κατανάλωση ενέργειας, η ολική σχεδόν εξάρτηση
από το πετρέλαιο (98%), η ανάγκη αύξησης των μέσων μεταφοράς
και η απαίτηση για οικονομικότερη και ασφαλέστερη μετακίνηση
των ανθρώπων.
H E.E. με σειρά Δράσεων υποστηρίζει την έρευνα στις Αειφόρες
Επίγειες Μεταφορές, την Αεροναυτική, τις Εναέριες Μεταφορές
και το σύστημα πλοήγησης Galileo. Οι Δράσεις αυτές έχουν
περιληφθεί στη Θεματική Προτεραιότητα «Μεταφορές (συμπ. της
Αεροναυτικής)» του 7ου Προγράμματος Πλαισίου.
Αειφόρες Επίγειες Μεταφορές
Στόχος της Δράσης «Αειφόρες Επίγειες Μεταφορές» είναι
ο οικολογικός προσανατολισμός στα δίκτυα μεταφορών, η
προώθηση μέσων μαζικής μεταφοράς και η αποσυμφόρηση στους
άξονες μεταφοράς, η εφαρμογή αειφόρου αστικής κινητικότητας,
η βελτίωση της ασφάλειας
προσώπων, διαδικασιών και
εγκαταστάσεων και η ενίσχυση της ανταγωνιστικότητας της Ε.Ε.
σε θέματα έρευνας στις μεταφορές.
Ο προϋπολογισμός της Δράσης, στις τρεις πρώτες Προσκλήσεις
Υποβολής Προτάσεων έχει κατανεμηθεί ως ακολούθως:
• 1η Πρόσκληση Υποβολής Προτάσεων 2007: 225 εκ. ευρώ
• 2η Πρόσκληση Υποβολής Προτάσεων 2008: 153 εκ. ευρώ
• 3η Πρόσκληση Υποβολής Προτάσεων 2010: 108 εκ. ευρώ
Αεροναυτική και Εναέριες Μεταφορές
Στόχος της Δράσης «Αεροναυτική και Εναέριες Μεταφορές» είναι
ο οικολογικός προσανατολισμός στα δίκτυα μεταφορών, η αύξηση
της χρονικής απόδοσης, η βελτίωση της ικανοποίησης και της
ασφάλειας του επιβάτη, η βελτιστοποίηση της σχέσης κόστουςαποτελεσματικότητας, η ενίσχυση της ασφάλειας των αεροσκαφών
και των επιβατών και η διερεύνηση νέων τεχνολογιών.
Ο προϋπολογισμός της Δράσης έχει κατανεμηθεί ως ακολούθως:
• 350 εκ. ευρώ στην Πρωτοβουλία SESAR
• 80 εκ. ευρώ στην Πρωτοβουλία Clean Sky
• 950 εκ. ευρώ Έργα Έρευνας και Τεχνολογικής Ανάπτυξης
Τα 950 εκ. ευρώ που διατίθενται για τα Έργα Έρευνας και
Τεχνολογικής Ανάπτυξης έχουν κατανεμηθεί στις διάφορες
Προκηρύξεις ως εξής:

Στα πλαίσια της Θεματικής Προτεραιότητας υποστηρίζονται επίσης
οι ακόλουθες δραστηριότητες:
SESAR (Single European Sky ATM Research)
Η Πρωτοβουλία SESAR έχει στόχο τη δημιουργία μιας ενιαίας
ευρωπαϊκής αεροπορικής υπηρεσίας, η οποία θα αναλάβει
τη διαχείριση των πτήσεων και θα σχεδιάσει τις αεροπορικές
διαδρομές για όλες τις χώρες της Ευρωπαϊκής Ένωσης. Στόχος
της Ε.Ε. είναι η ολοκλήρωση του έργου αυτού μέχρι το 2012.
Επιπλέων στόχος του SESAR είναι η δημιουργία ενός Ευρωπαϊκού

Φορέα Ασφάλειας Πτήσεων που θα αναλάβει όλα τα θέματα
ασφάλειας των αεροσκαφών.
Όσον αφορά στην περιβαλλοντική συνεισφορά του έργου,
αναμένεται ότι ο καλύτερος συντονισμός εδάφους-αέρος θα
επιφέρει 10% μείωση των εκπομπών διοξειδίου του άνθρακα.
Επιπρόσθετα, αναμένεται σημαντική μείωση του κόστους των
πτήσεων κατά 50%.
Clean Sky
Η Κοινή Τεχνολογική Πρωτοβουλία «Clean Sky» («Καθαρός
Ουρανός») ενώνει τις προσπάθειες του δημόσιου και του ιδιωτικού
τομέα για την ανάπτυξη καθαρών, καινοτόμων και ανταγωνιστικών
αεροπορικών τεχνολογιών.
Ο τομέας των αερομεταφορών βρίσκεται μπροστά σε σημαντικές
προκλήσεις, όπως η αύξηση εκπομπών αερίων και η ηχορύπανση.
Η πρωτοβουλία «Clean Sky» αφορά σε ένα πρόγραμμα συμπράξεων
δημοσίου και ιδιωτικού τομέα, στο οποίο θα συμμετέχουν οι
κυριότεροι συντελεστές στους τομείς της αεροναυτικής και της
έρευνας. 86 οργανώσεις από 16 χώρες, 54 επιχειρήσεις (20
Μικρομεσαίες), 15 ερευνητικά κέντρα και 17 πανεπιστήμια θα
συνεργαστούν με στόχο τη μείωση, μέχρι το 2020, των εκπομπών
διοξειδίου του άνθρακα κατά 50%, των οξειδίων του αζώτου κατά
80% και της ηχορύπανσης κατά 50 %. Παράλληλα, η Πρωτοβουλία
στοχεύει στην καθιέρωση ενός οικολογικού κύκλου ζωής για τα
αεροσκάφη, από τον σχεδιασμό, την κατασκευή και συντήρησή
τους μέχρι τη διάλυση και ανακύκλωσή τους.
GALILEO
H Πρωτοβουλία Galileo αφορά στη δημιουργία ενός δορυφορικού
προγράμματος ραδιοπλοήγησης. Κύριο χαρακτηριστικό της
Πρωτοβουλίας Galileo είναι ο ακριβής προσδιορισμός θέσης μέσω
δορυφόρων (όπως είναι το σύστημα GPS). Το φάσμα εφαρμογών
του Galileo είναι ιδιαίτερα ευρύ και κυμαίνεται από τη γεωργία και
την τοπογραφία, μέχρι την αλιεία, την έρευνα, τον τουρισμό και
τις επικοινωνίες.
Ο Προϋπολογισμός για το WP2011 αναμένεται να ανέλθει στα 260
εκ. ευρώ, 127 εκ. ευρώ για δραστηριότητες της Αεροναυτικής και
Αερομεταφορών, 127 εκ. ευρώ για τις Αειφόρες Μεταφορές και 6
εκ. ευρώ για τις Οριζόντιες Δράσεις.
Σημειώνεται ότι ο προγραμματισμός για τις επόμενες ανακοινώσεις
Προσκλήσεων Υποβολής Προτάσεων είναι ως ακολούθως:
• 4η Πρόσκληση Υποβολής Προτάσεων 2011: 127 εκ. ευρώ
• 5η Πρόσκληση Υποβολής Προτάσεων 2012: 157 εκ. ευρώ
• 6η Πρόσκληση Υποβολής Προτάσεων 2013: 135 εκ. ευρώ

H Πρωτοβουλία Galileo αποτελεί πρόγραμμα στρατηγικής σημασίας
για την Ευρωπαϊκή Ένωση γι’ αυτό η Κοινότητα αποφάσισε
την πλήρη κάλυψη της δαπάνης για την εγκατάστασή του, που
ανέρχεται σε περίπου 3,4 δις Ευρώ για την περίοδο 2007-2013.
Πρόγραμμα Εργασίας για το 2011 (Work Programme 2011)
Έχει ήδη ξεκινήσει η συζήτηση για το Πρόγραμμα Εργασίας για το
2011 (WP2011) μεταξύ της Ε.Ε. και της Διαχειριστικής Επιτροπής
«Μεταφορές (συμπ. της Αεροναυτικής)». Το WP2011 αναμένεται
να ολοκληρωθεί και να εγκριθεί από τη Διαχειριστική Επιτροπή τον
Ιούλιο 2010 οπότε και θα ανακοινωθεί όπως και οι Προσκλήσεις
Υποβολής Προτάσεων.
Στα Προγράμματα Εργασίας συμπεριλαμβάνεται ο καθορισμός των
διαφόρων χρηματοδοτικών εργαλείων που θα χρησιμοποιηθούν
κατά προτεραιότητα, το περιεχόμενο των προκηρύξεων και τα
κριτήρια αξιολόγησης που θα εφαρμοσθούν κατά την επιλογή των
προτάσεων.

Δράσεις Marie Curie του Eιδικού Προγράμματος
«Άνθρωποι» του 7ου Προγράμματος Πλαισίου της Ε.Ε.
Η Ευρωπαϊκή Επιτροπή ανακοίνωσε τις Προσκλήσεις Υποβολής
Προτάσεων στα πλαίσια των Δράσεων Marie Curie “International
Reintegration Grants (IRG)” και “International Research Staff Exchange Scheme (IRSES)”, με Κωδικούς FP7-PEOPLE-2010-RG και
FP7-PEOPLE-2010-IRSES αντίστοιχα, οι οποίες εντάσσονται στο
Ειδικό Πρόγραμμα «Άνθρωποι» του 7ου Προγράμματος Πλαισίου
για Έρευνα και Τεχνολογική Ανάπτυξη της Ε.Ε.
Η Δράση “Marie Curie International Reintegration Grants IRG” στοχεύει στην ενίσχυση της ελκυστικότητας της Ευρώπης
ενθαρρύνοντας Ευρωπαίους ερευνητές, οι οποίοι εργάστηκαν
εκτός Ευρώπης για τουλάχιστον τρία (3) χρόνια, να επανενταχθούν
σε Κράτος Μέλος ή Συνεργαζόμενη Χώρα, ώστε να συνεισφέρουν
στην Ευρωπαϊκή έρευνα και να μεταφέρουν τις γνώσεις που
απέκτησαν στις Τρίτες Χώρες από τις οποίες επανεντάσσονται. Η
Δράση στοχεύει επίσης στη δημιουργία συνεργασιών μεταξύ του
νέου (Ευρωπαϊκού) ερευνητικού και/ ή βιομηχανικού περιβάλλοντος
των επανεντασσόμενων ερευνητών με αυτό των Τρίτων Χωρών
από τις οποίες προέρχονται.
Η κάθε Πρόταση υποβάλλεται από έναν (1) επανεντασσόμενο
ερευνητή σε συνεργασία με έναν (1) Ανάδοχο Φορέα (Host Organisation). Ο Ανάδοχος Φορέας πρέπει να έχει μόνιμη έδρα σε
Κράτος Μέλος ή Συνεργαζόμενη Χώρα και μπορεί να είναι δημόσιο
ή ιδιωτικό Ακαδημαϊκό ή Ερευνητικό Ίδρυμα, Επιχείρηση (ιδιαίτερα
Μικρή ή Μεσαία), Μη-Κερδοσκοπική ή Φιλανθρωπική Οργάνωση,
Διεθνής Οργανισμός Ευρωπαϊκού ενδιαφέροντος (π.χ. CERN),
το Κοινό Κέντρο Ερευνών της Ευρωπαϊκής Επιτροπής ή άλλος
Διεθνής Οργανισμός (π.χ. WHO, UNESCO κλπ).
Ο επανεντασσόμενος ερευνητής πρέπει να έχει εθνικότητα από
Κράτος Μέλος ή Συνεργαζόμενη Χώρα και να έχει εργαστεί
ερευνητικά σε Τρίτη Χώρα για τουλάχιστον τρία (3) χρόνια πριν
την Καταληκτική Ημερομηνία της Πρόσκλησης (9 Μαρτίου 2010).
Επίσης, κατά τα τρία (3) τελευταία χρόνια πριν την Καταληκτική
Ημερομηνία, ο επανεντασσόμενος ερευνητής δεν θα πρέπει να έχει
συμπληρώσει παραμονές άνω των δώδεκα (12) μηνών σε Κράτη
Μέλη ή Συνεργαζόμενες Χώρες (μικρής διάρκειας παραμονές,
όπως για παράδειγμα διακοπές, δε λαμβάνονται υπόψη).
Η Ευρωπαϊκή Επιτροπή θα συγχρηματοδοτεί το κάθε επιλέξιμο Έργο
με σταθερό ποσό €25.000 ανά έτος, με μέγιστη διάρκεια τα τέσσερα (4)
έτη, το οποίο αναμένεται να καλύπτει το κόστος αμοιβών του ερευνητή
ή άλλου προσωπικού που θα απασχολείται, κόστος μετακινήσεων,
αναλώσιμα, εξασφάλιση πατεντών, έξοδα δημοσιεύσεων κλπ.
Η Δράση “Marie Curie International Research Staff Exchange
Scheme - IRSES” στοχεύει στην ενίσχυση συνεργασιών μεταξύ
Ερευνητικών Οργανισμών μέσω συντονισμένων προγραμμάτων
ανταλλαγής προσωπικού. Δικαίωμα υποβολής έχουν δημόσιοι
ή ιδιωτικοί ερευνητικοί φορείς (πανεπιστήμια, ερευνητικά
κέντρα, κλπ). Οι Προτάσεις πρέπει να υποβάλλονται από Δίκτυο
Συνεργασίας που να αποτελείται κατ’ ελάχιστον από δύο
ανεξάρτητους συμμετέχοντες σε δύο τουλάχιστον διαφορετικά
Κράτη Μέλη ή Συνεργαζόμενες Χώρες και έναν ή περισσότερους
συμμετέχοντες είτε από χώρες με τις οποίες η Ευρωπαϊκή Ένωση
έχει Συμφωνία Έρευνας και Τεχνολογίας (Science & Technology
Agreement), είτε από χώρες που καλύπτονται από την Πολιτική της
Ευρωπαϊκής Γειτονιάς (European Neighbourhood Policy).
Οι συμμετέχοντες αναμένεται να υποβάλουν Πρόταση για πολυετές
πρόγραμμα, η οποία μπορεί να περιλαμβάνει κοινές ερευνητικές και
εκπαιδευτικές δραστηριότητες ή κοινά εργαστήρια και σεμινάρια,
καθώς και άλλες δραστηριότητες δικτύωσης. Πέρα από την
εκπλήρωση συγκεκριμένων επιστημονικών στόχων τα έργα IRSES
αναμένεται να αποφέρουν επιπρόσθετα οφέλη στους συμμετέχοντες
στα πλαίσια της μεταφοράς γνώσης. Η διάρκεια των Έργων μπορεί να
είναι από 2 έως και 4 έτη και η μέγιστη διάρκεια κάθε μεμονωμένης
ανταλλαγής είναι 12 μήνες. Επισημαίνεται ότι οι Συντονιστές Έργων
πρέπει να είναι από Κράτος Μέλος ή Συνεργαζόμενη Χώρα.
Όλοι οι συμμετέχοντες πρέπει να συνεχίσουν τη μισθοδοσία του
προσωπικού που ανταλλάσσουν για τη διάρκεια της παραμονής
του στο εξωτερικό. Ερευνητικό προσωπικό από Κυπριακούς
Οργανισμούς μπορεί να μετακινηθεί προς Τρίτη Χώρα και
αντιστρόφως. Για κάθε μέλος προσωπικού από Κυπριακούς
Οργανισμούς που θα μετακινείται προς επιλέξιμη Τρίτη Χώρα, η
Ευρωπαϊκή Επιτροπή θα συνεισφέρει σταθερό μηνιαίο επίδομα
ύψους €1.900 που αναμένεται να καλύπτει το κόστος ανταλλαγής
(συμπεριλαμβανομένων των εξόδων μετακίνησης). Προσωπικό
που θα μετακινείται προς Συνεργαζόμενο Φορέα άλλου Κράτους
Μέλους ή Συνεργαζόμενης Χώρας δεν θα δικαιούται μηνιαίο
επίδομα από την Ευρωπαϊκή Επιτροπή.
Η δημοσίευση των Προσκλήσεων Υποβολής Προτάσεων των Δράσεων

Η καλλιέργεια της τομάτας παρουσιάζει τεράστιο ενδιαφέρον
Ινστιτούτου Γεωργικών Ερευνών Κύπρου σε συνεργασία με τη
για την Κυπριακή και την Ελληνική γεωργία. Στην Κύπρο
Γεωπονική Σχολή του Αριστοτελείου Πανεπιστημίου Θεσσαλονίκης
καλλιεργούνται περίπου 330 εκτάρια τομάτας δίνοντας μια μέση
στα πλαίσια μιας διακρατικής συνεργασίας μεταξύ 2007 και 2009,
ετήσια παραγωγή 30000 τόνων, ενώ στην Ελλάδα η επιτραπέζια
με συγχρηματοδότηση από το Ίδρυμα Προώθησης Έρευνας
τομάτα αποτελεί μια ιδιαίτερα σημαντική καλλιέργεια, καθώς

Αποτελέσματα
Τα αποτελέσματα των ιολογικών ελέγχων έδειξαν ότι στην Κύπρο
ευρέως διαδεδομένος, με ποσοστό 42%, είναι ο ιός του κίτρινου
καρουλιάσματος των φύλλων της τομάτας (Tomato yellow leaf

γενική παραδοχή κατατάσσεται ανάμεσα στους σημαντικότερους
εντομολογικούς εχθρούς των καλλιεργούμενων φυτών σε
ολόκληρο τον κόσμο. Για το σκοπό αυτό μελετήθηκε το πλήρες
γονιδιώμα 12 απομονώσεων από ιούς που εντοπίστηκαν σε
συμπτωματικά φυτά τομάτας από διαφορετικές γεωγραφικές
περιοχές. Η έκβαση της μελέτης έδειξε ότι στην Ελλάδα δύο ιοί
που ανήκουν στο ίδιο γένος (Begomovirus) ευθύνονται για την
ασθένεια, ο TYLCV και ο ιός του κίτρινου καρουλιάσματος τύπου
Σαρδηνίας (TYLCSV), με τον πρώτο να καταγράφεται ως ο πιο
διαδεδομένος. Στην Κύπρο, προσδιορίστηκαν μόνο στελέχη του
ιού TYLCV (τύπου Ισραήλ). Επιπλέον αναφέρεται ότι μέσα από το
πρόγραμμα σχεδιάστηκαν για πρώτη φορά διεθνώς ειδικοί μοριακοί
ανιχνευτές για τον ταυτόχρονο διαχωρισμό των δύο ιών TYLCV
και TYLCSV με τη χρήση των συστημάτων PCR πραγματικού
χρόνου και τη χημεία TaqMan®. Με τη χρήση σύγχρονων μοριακών

• Αυτό καταδεικνύει μια τάση προς απομόνωση και περιορισμένη
κοινοτική δραστηριότητα / συμμετοχή.
• 47% των συμμετεχόντων δήλωσαν ότι είχαν αντιμετωπίσει
θεσμικές διακρίσεις π.χ. το Τμήμα Μετανάστευσης, αστυνομία,
οι υπηρεσίες κοινωνικής ευημερίας και υπηρεσίες παροχής υγείας
• 63% δήλωσαν ότι αντιμετώπιζαν διακρίσεις και προκατάληψη
στην καθημερινή τους ζωή λόγω της προκατάληψης και του
ρατσισμού μέσα στην κυπριακή κοινωνία.
Οι απαντήσεις του δείγματος στις ερωτήσεις του Μέρους Β, το
οποίο σχετιζόταν με τις εμπειρίες όσον αφορά τους θεσμούς και
την καθημερινή ζωή, έδειξαν μια αυξημένη επίγνωση που αφορά
τη διαφορετικότητα, την απομόνωση και την άνιση μεταχείριση.
Χαρακτηριστικά, δύο από τους πιο κοινούς όρους σε όλο το δείγμα
ήταν το «εμείς» και «εκείνοι», ενώ είναι σημαντικό το ότι καμιά
αναφορά δεν γίνεται σε «εμάς», αλλά σε «μένα» σαν μια μορφή
ατομικής ταυτότητας .
Συμπεράσματα
• Η
καθημερινή
κοινωνική
προκατάληψη
ενάντια
στους
μετανάστες συσχετίζεται θετικά με το βαθμό δυσκολίας
στην εξεύρεση εργασίας και αρνητικά με τη συμμετοχή σε
κοινοτικές,
θρησκευτικές
ή
κοινωνικές
ομάδες
και
συγκεκριμένες δραστηριότητες. Αυτό στηρίζει το συμπέρασμα
ότι, όσο οι μετανάστες απομονώνονται οικονομικά και κοινωνικά
στη φιλοξενούσα κοινωνία, με περιορισμένη συμμετοχή στα
κοινοτικά
δρώμενα
και
περιορισμένης
εμβέλειας
αντιπροσώπευση, πιθανότατα να εισπράξουν λίγη δημόσια
υποστήριξη και συμπάθεια και να αντιμετωπίσουν περισσότερη
προκατάληψη.

Ο Σίγκμουντ Φρόυντ γεννήθηκε στη σημερινή πόλη της Τσεχίας Πρζίμπορ,
που αποτελούσε την εποχή εκείνη τμήμα της Αυστρίας σε μια οικογένεια
εβραϊκής καταγωγής.
Ο Φρόυντ μετακόμισε σε νεαρή ηλικία με την οικογένεια του στη Βιέννη,
όπου και έζησε μέχρι το 1938. Από την παιδική ηλικία ο Φρόυντ ήταν
εξοικειωμένος με τα ιουδαϊκά έθιμα και είχε έντονη συναίσθηση της
εβραϊκής του καταγωγής, παρόλο που μεγαλώνοντας υιοθέτησε τελικά
μία αθεϊστική στάση ζωής. Από μικρός έδειξε να διαθέτει σημαντικές
διανοητικές ικανότητες, ενώ διέθετε κλίση στις γλώσσες και μεγάλη
ευχέρεια στα Λατινικά, τα Αρχαία Ελληνικά, τα Γαλλικά και τα Αγγλικά.
Σπουδές και πρώτες έρευνες
Το 1873 ξεκίνησε σπουδές ιατρικής στη σχολή του Πανεπιστημίου της
Βιέννης. Στα πλαίσια της έρευνάς του, ασχολήθηκε με το πρόβλημα της
γοναδικής δομής των χελιών. Η εργασία του εντασσόταν στα πλαίσια του
ερωτήματος της εποχής εκείνης αν το νευρικό σύστημα των ανώτερων
ζώων διαφέρει από εκείνο των κατώτερων. Η έρευνά του κατέληξε σε μία
ανακάλυψη ιδιαίτερης σημασίας, καθώς αποδείκνυε πως τα κύτταρα του
νευρικού συστήματος των κατώτερων ζώων εμφάνιζαν μία συνέχεια με
εκείνα των ανώτερων. Το 1881 απέκτησε το διδακτορικό του δίπλωμα.
Το 1882 άρχισε να εργάζεται ως γιατρός στο Γενικό Νοσοκομείο της
Βιέννης, με στόχο την εξασφάλιση περισσότερων χρημάτων. Στην
απόφαση αυτή συνέβαλε και η επιθυμία του να παντρευτεί την Μάρθα
Μπέρναϋς, με την οποία παντρέυτηκε το 1886 και απέκτησε έξι παιδιά.
Στο Νοσοκομείο της Βιέννης εργάστηκε στα τμήματα της χειρουργικής,
της παθολογίας, της ψυχιατρικής κλινικής, του δερματολογικού τμήματος
και του τμήματος νευρικών ασθενειών. Ο Φρόυντ επιθυμούσε να μελετήσει
ειδικότερα τις συφιλιδικές ασθένειες, καθώς η σύφιλη συνδεόταν με τις
παθήσεις του νευρικού συστήματος. Οι μελέτες που πραγματοποίησε
εκεί ο Φρόυντ σχετικά με την κλινική χρήση της κοκαΐνης θεωρούνται
ιδιαίτερα σημαντικές και κατέληγαν πως η κοκαΐνη ήταν κατάλληλη για
χρήση σε περιπτώσεις νευρασθενειών, δυσπεψίας, καθώς και ικανή να
αντικαταστήσει τη μορφίνη.
Απαρχές της ψυχανάλυσης
Το Σεπτέμβριο του 1885 διορίστηκε με τον τίτλο του υφηγητή στο
πανεπιστήμιο της Βιέννης, στο τμήμα Νευροπαθολογίας, όπου και
άρχισε να στρέφει το ενδιαφέρον του στην ψυχολογική πλευρά της
νευροπαθολογίας.
Από το 1886 δεχόταν κυρίως νευρωτικούς ασθενείς σε ιδιωτικό του
ιατρείο, με τους οποίους χρησιμοποίησε τη ψυχαναλυτική μέθοδο. Εκεί
παρατήρησε πως αναδυόταν στην επιφάνεια ένας σημαντικός αριθμός
από μνήμες των ασθενών, που αφορούσαν σεξουαλικές εμπειρίες.
Ιδιαίτερης αξίας θεωρείται η ανακάλυψη του οιδιπόδειου συμπλέγματος,
το οποίο υποδηλώνει την αγάπη κάθε παιδιού για τον ένα γονιό και τη
ζηλότυπη εχθρότητα προς τον άλλο.
Το ασυνείδητο
Αν και ο Φρόυντ δεν ανακάλυψε για πρώτη φορά το ασυνείδητο, συνέβαλε
ουσιαστικά στη μελέτη του. Ο Φρόυντ πρότεινε ότι οι άνθρωποι δρουν
συχνά για λόγους που δεν άπτονται των συνειδητών σκέψεων τους, καθώς
το ασυνείδητο μπορεί να αποτελεί την πηγή των ανθρώπινων κινήτρων. Ο
Φρόυντ προέκτεινε τη θεωρία του μελετώντας συστηματικά τα όνειρα,
θεωρώντας τα ως το καλύτερο δείγμα πεδίου δράσης του ασυνειδήτου.
Επίσης παρατήρησε τη λειτουργία της απώθησης στο ασυνείδητο όπου οι
άνθρωποι έχουν τη δυνατότητα να απωθήσουν επίπονες σκέψεις ή μνήμες
από το συνειδητό μέρος της λειτουργίας του εγκεφάλου στο ασυνείδητο.
Το Εκείνο, το Εγώ και το Υπερεγώ
Ο Φρόυντ διαίρεσε τη δομή του ασυνειδήτου σε τρία μέρη: το Εκείνο, το
Εγώ και το Υπερεγώ. Το Εκείνο αντιπροσωπεύει τα κίνητρα, τα ένστικτα
και τις βιολογικές ανάγκες του ατόμου. Είναι έμφυτο και δεν επηρεάζεται
από την εμπειρία του ατόμου. Το Εγώ αποτελεί το λογικό μέρος που
αναπτύσσεται και καλλιεργείται με την επίδραση της συσσωρευμένης
εμπειρίας. Το Υπερεγώ αντιπροσωπεύει όλες τις θετικές, ηθικές και
κοινωνικές αξίες του ατόμου, αποτελώντας κατά κάποιο τρόπο την ηθική
συνείδηση. Η αλληλοσυσχέτιση των τριών αυτών στοιχείων καθορίζει τη
ψυχική κατάσταση του ατόμου, έτσι ώστε αν οι πιέσεις που εξασκούν το
ένα πάνω στο άλλο είναι ετεροβαρείς, τότε δημιουργούνται συγκρούσεις
ανάμεσα στο Εγώ και τις ενστικτώδεις ορμές ή τη συνείδηση, οι οποίες
ωθούν το άτομο να καταφύγει σε συγκεκριμένους μηχανισμούς άμυνας.
Αμυντικοί ψυχικοί μηχανισμοί
Οι αμυντικοί μηχανισμοί αποτελούν ασυνείδητους μηχανισμούς που
τίθενται σε λειτουργία από το Εγώ όταν αποτυγχάνουν διάφορες
συνειδητές προσπάθειες. Η χρήση των μηχανισμών αυτών από το
άτομο είναι πολλές φορές χρήσιμη -εάν γίνεται συγκρατημένα- αλλά
η κατάχρηση ή η επαναχρησιμοποίησή τους μπορεί να οδηγήσει σε
ψυχολογικές διαταραχές όπως η κατάθλιψη. Οι αμυντικοί μηχανισμοί
περιλαμβάνουν την άρνηση, την απώθηση, την απομόνωση, την
μετατόπιση, την προβολή, την παλινδρόμηση ή την εκλογίκευση.
Αναγνώριση
Ο Φρόυντ δέχτηκε ισχυρή κριτική για το έργο του, η οποία αφορούσε τόσο
τα συμπεράσματα των μελετών του όσο και την καθαυτή επιστημονική φύση
των διαδικασιών ψυχικής ερμηνείας και θεραπείας. Από τις αρχές όμως του
20ού αιώνα, ο Φρόυντ ανέπτυξε συνεργασία με τους Καρλ Γιουνγκ και Καρλ
Άμπραχαμ, οι οποίοι αποτέλεσαν μέλη ενός μικρού κύκλου συνεργατών του
Φρόυντ, αποκαλούμενος στη Ζυρίχη και «κύκλος Φρόυντ».
Το 1910 ιδρύθηκε η Διεθνής Ψυχαναλυτική Εταιρεία, με πρόεδρο τον
Γιουνγκ, την ίδια στιγμή που άλλες τοπικές εταιρείες εξελίσσονταν στη
Βιέννη, στο Βερολίνο και στη Ζυρίχη.
Μέχρι τις αρχές της δεκαετίας του 1920, το έργο του γινόταν ευρύτερα
γνωστό, ενώ τα βιβλία του μεταφράζονταν και γίνονταν περιζήτητα. Η
αύξηση της δημοτικότητάς του αντιμετωπιζόταν από τον ίδιο ως βάρος,
χαρακτηρίζοντας τη ως «απωθητική», καθώς τον αποσπούσε από το
«ήρεμο επιστημονικό έργο».
Τελευταία χρόνια
Το 1923, ο Φρόυντ ανακάλυψε έναν καρκινώδη όγκο, από τον οποίο
υπεφέρε μέχρι τον θάνατό του στις 23 Σεπτεμβρίου το 1939.
Η τέφρα του φυλάσσεται σήμερα μέσα σε μία ελληνική υδρία, από την
πλούσια συλλογή αρχαιοτήτων που διέθετε ο Φρόυντ και βρίσκεται στο
κρεματόριο του Γκόλντεν Γκρην στο Λονδίνο.
Ο Σίγκμουντ Φρόυντ υπήρξε ένας από τους πλέον βαθυστόχαστους
αναλυτές του 20ου αιώνα. Η επίδραση του δεν περιορίστηκε μόνο στην
ψυχολογία και την ψυχιατρική, αλλά ταυτόχρονα απλώθηκε σε πολλούς
τομείς της επιστήμης (ανθρωπολογία, κοινωνιολογία, φιλοσοφία) και της
τέχνης.
