ハフアダイ グアムか ら日本 の皆様 ヘ
にグアムに襲来 した台風 「バカ」は、当地の観光業界にと
こ
って、 れまでにない大きな衝撃をもたらしました.
グアムの政財界の リーダーたちは、この台風通過後、いち早く行動を起 こ
し、被害の調査に乗り出すとともに、修復計I● iを 実施.こ れまでの経験から
培ってきたグアムの災害に対する回f夏 力と底力の強さも手伝い、時速蘭 マイ
ルという、想像を絶する暴風に見舞われたにもかかわらず、観光業界はわず
か2週 間という短い期間で立ち直りを果たしたのです.
実際、グアム観光の中心であるタモン湾周辺の地区では停電を余儀なくさ
れましたが、各ホテルは自家発電に切り替えて対応 し、宿泊客の安全を守り
ました。私どもグアム政府観光局と地元観光業界が一致協力のもとで行動 し、
台風「パカ」による影響を最小限にくい止めることができたことで、当時、
グアムを訪れていた多くの旅行者にも不自由を感じさせることなく、楽 しい

On December 16,1997,Guam was hit by Typhoon Paka thatle■
yet another nlilestone in Guam's tourism industry. Assessing the
damage done to our isiand,our community and government leaders
implemented a quick recovery plan.Furthermore,our island's
resilience and strength in overconling nlaior diSasters a1lowed our
tourism industry to get back on its feet in two weeks.For a storm
packing gusts up to 185 miles per hour,this is hard for some people to
fathom.
Although our isiand power was lost in Tumon Bay,our tourism
center,most hotel properties were operational via on‐
site emergency
generators.Between the Guam Visitors Bureau and our
industry partners,we pulled together in unity to overcome
the damage brought by Typhoon Paka and made the expe‐

しかし、グアムにとって台風 の襲来 は、さほど驚 くことで
もありませ ん 。なぜ なら、これ まで にも幾 度 となく経験 し、

97年 12月 16日 大型台風「 PAKA」 がグアムにヒッ ト。最大風速 105m/secの 強風 と雨が吹 き
荒れ多大な被害を与 えて去 つた。年末年始 のハ イシーズ ンを間近 に控 え大 きなダメージを受け
たグアムは、全島あげて必死 の復 旧作業 を開始 した。本誌 では12月 25日 ∼27日 の3日 間、急 き
ょグアムに飛び取材 を敢行 した。

the Guam News Letter who visited the island for three
days between December 25th and 27th.

台風の影響で2月 16・ 17日 は空港が機能していなかったので この
間に日本に帰る予定だった私どものお客さま約躙 人を何とか1日 で
も早く帰国できるようにしなければなりませんでした。
一方、日本からの視察団もいち早くグアムに駆けつけ、
対応を検討
した結果、12月 26日 の午後5時 までは、年末年始のツアー客のキャン
セルチャージを取らないなどの対応策も決定しました。
台風 が上陸 した16日 の夜のお客 さまの避難、誘導、安全確保 に対するホテルの
対応は非常に良かったと思いま現 あれだけの台風で死者や重傷者がでていない
ことがそれを証明していると思いま魂 台風直後のホテルはそれぞれダメージの差
はあったものの、大変よく対応 していただきました。こういった緊急時、災害時の対
応の善し悪しでお客さまのグアムに対する印象が大きく変わってしまいます グア
ム政府も、ホテルヘの電力の復旧を最優先 にしてくれたり、ホテル ロードやビーチ
の清掃 に取組む等、観光客への影響をできるかぎり少なくしようという姿勢が見ら
れました。今回の場合、逆にグアムの良いプロモーションになったと思われま現

まず私がしたことは、いち早く正確な情報をつかみ日本に伝えることでした。そ
のために台風が通過した後、サン・ビトレスロード沿いを中心に視察に行き実際に
自分の日で確かめてきました。
緊急時には正確な情報がなにより大事なはずですがライフラインの状態、空港
の状況などがオフィシャルな形で発表 されなかったのがちょっと気になりました。
ただ自分の日で確認した限りでは、台風直後から見る見るうちに回復していく
姿 は、正直言って驚かされました。

過直後は、12基 あるボーディングブリッジのうちЮ基が壊れ、滑走路の

lights did not work and,with no functioning radar,planes were lim‐

operating on the 18th,and on the 19th there were three nightS to Tokyo and
oneto Osaka.
AII of the approxunately 1800 passengers that were scheduled to return to
Japan between the 16th and 19th of December were sent home on the 19th.
The flight schedule was completely back to norlnal by the 25th.
Guam has been struck by other large typhoons before,such as Pamela and
Omar,however l believe that compared to these past typhoon experiences,we
have learnt how to better respond to the damage.And l believe this success to
be the result ofthe accumulated efforts made to date.

Although people on Cuam usually exhibit the leisurely traits peculiar to

for the recovery operations and also by the army's navigational aid relief sys‐

nary scheme of things to this kind of cHsis inanagement system.

夜 を過ごす ことにな り、ホテルスタッフ総動員で一晩中館内を巡回 しケス ト
の不安感を少 しでも和 らげるようにしました。
また、レス トランも機能 していなかったので、食事はロビーで無料で提供
しました。従業員もいっ しょに食事をとり期せず して ローカル と旅行者の交

switched immediately to our own power supply.
However,unfortunately the generator had been
swamped by sea water and was not fllnctioning.
In the end,approximately 200 guests had to spend the night with only emer‐
gency lights and candles to see by.The hotel s●

the night patrolling the hotel and trying to make the guests lnore comfortable.
The restaurant was also not ftlnc■
onal,so we supplied meals free of charge

Atter the last guest had checked out on tlle 20th we closed Alupang Bcach
Tower for six days,and reopened on the 27th.We received lots of words and

スターサンドビーチは、台風がヒットした部分に
あるにもかかわらず大きな被害はありませんでした。
切り立った産の下にあるビーチは、グアムの地元民
であるチャモロが最初に住んだところといわれるだ
けあって地形的にも台風に強いのかもしれません。
オブシ ョナルツアー も12月 28日 には再開 し、昼間のオブシ ョナルツアーで
は一番の稼動を見せています。
一部壊れた施設もありますが通常のオペ レーシ ョンにはまったく問題はな
く、台風に関係なく進めていた リニューアルも4月 までには完了 し、再オープ
ンする予定です。もっとも最大のセールスポイン トである自然のままのビー
チとその周辺の自然環境は、現在でも今までどおり楽 しめる状態です。
台風の直後、過去にきて くれたお客 さんたちからたくさんの激励の電話 を
もらいました。 日本で台風 のニ ュースを見て心配 して くださったようです。
これにはスタッフ ー同感動 しました。

役社長は、「決 して景気の良い時期 とはいえませんが、今をどん底と考 えれ

such as Japanese domestic ski tours and tours to Hokkaido and Oki‐
nawa,established a localsubsidiary in Guam on December l,1997.
More than 90% of tours handled by the parent company are for
domestic travel to IIokkaido and(Dkinawa.The company has been suc‐
cessful in targeting the younger generation,such as students and OL's
in their twenties.The move into Guam has been prompted by the exis‐
tence of a similar client group here.The timing of this move is good as
the lnain carrier for the company,ノ LNA,is ailning to increase its llights
to resorts.

今やグアムの名物 イベ ン トになったRIC.グ アムのインターナショナルロー
ドレース.昨 年は11月 16日 に開催 された,ス ター トは炎天下 を避 け早●llに
5kmコ ースは午前5時45分 、101cllコ ースは6時 15分 にそれぞれスター トした,
,
今回は総勢圏 人が参加 し起伏の多い難 コースにチ ャレンジ.101伽 では日本
の上屋克巳氏 がコースレコー ドの31分 55秒 で優勝 し賞金10∞ ドルとコースレ
コー ド賞鰤 ドルを獲得 した。2位 には高原竜太郎氏、3位 にはEI M∝ね、

The PIC Guanl lnternational Road Race has become a premier
eventin Guam and was held on November 16 1ast year.The race began
early in the morning to avoid the midday heat,with the 5km race
starting at 5:45 anl and the 10knt race at 6:15 am.
A total of 833 people decided to challenge the difficult and hilly
course.The Japanese runner Katsunli Tsuchiya won the 10knl race in
a course record time of 31 minutes 55 seconds

today.Considered to be one of the main people to carry Guam toward
development,it would not be exaggerating to say that he has had the
most Guam‐ oriented sales career of anyone on island.
VVe asked Mr.Otsuka about his fllture sales policy now that he had
been appointed to the position atthe Guam Regency Hotel.
''The Regency Hotel has focused on the Korean market in the past,
but l want to exPand the Japanese lnarket.The hotel industry on
Guam needs to improve the human side ofits operations,such as the
dedication and service of its hotel stafi And if we can change the cur‐
rent competition system fronl one of competition based on the cheapest
rates to a system whereby there are different categOries of hotels,or
hotels grouped by price range from which the clients can make a
choice,then we will have competition policy working in its true form.
We are making changes based on these ideas.The Guann Regency
Hotel is situated in an elevated position and all rooms have an ocean
view.I am hoping we can build on the charms ofthe hotel being quite
small,and make it one of Guanl's best kept secrets.ヽ

ホテル ニ ッコーグアムが年明けか ら平常業務に戻る 。
ニッコーでは、ホテルのシンボルともいえるロビーの天丼に損傷が出るな
ど、最も被害が大きかったと噂されていたが、その後の復旧活動が目覚ま
しく、グアム国際空港が再開 した2月 η目にはほぼ完全復旧するほどの回復
ぶりをみせた。
スーパー台風 ・PAKA"が グアムを直撃 したのが

昨年 12月 16日 。92年 のオマー台風、93年 の大地震 と自然災害に
毎年のように直撃 されているグアムだが、その都度奇跡的 とも

タモン湾に突き出した岬の101ぽ の広大な敷地に展開されるグアム屈指の
デラックスカテゴ リーホテルとして知られるホテルニ ッコーグアム。今回
スーパー台風・PAKA"に よる被害 はタモン湾に沿って立つホテル
の “

当日の宿泊者は380名 を数えました。とにかく想像を超える強風だっ
たこともありますし対応策としては「安全第一」でした。結果的にあ
れだけの台風でありながら一人もお客様にケガ人を出さなかったこと
がまずうれ しかったですね。ロビーに一部損傷箇所が出たりというこ
とで宿泊者の皆様 にとっては不安もあったかと思いますが皆 さんホテ
ル側の指示に従って項 く等、目立った混舌日まほとんどありませんでし
た。
台風は延べで 6∼ 7時 間、台風の目に入って一時小康状態を保った
後に吹き返 しが始まりました。私の判断で客室内に待機中のお客様の
全部屋に朝食をお配 りし、吹き返 しが始まる前に全員を宴会場に誘導
しました。宴会場では毛布とシーツ、それに食べ物 と飲み物をご提供
し、明るく安全な場所で少 しでも気持ちに余裕をもって頂 きたく配慮
させて頂きました。
復旧作業についてはたまたま関係筋の工事現場から50/tlま どの作業員
を確保することが出来たことも速やかな復旧に繋がったと思います。
てお り海 に面 してこのア トリウムが大 きく口を広げる形状 にな
っていることもあり、風速1∞ mを 超 えた今回の強風 は完全にこ
のア トリウムを直撃、結果的には外 からの風 を遮断するシャッ
ターが壊れた り天丼部分の壁面が壊れた りとい う結果を招 いたc
また、 ロビーに隣接す るラウンジ「ファウンテン」 はガラス窓
で囲まれた部分が強風 でほぼ全壊 したため、一部を急邊化粧板
で囲み、既に営業面で支障のない状況 となっている。
一番の心配の種 であった客室 については、ほ とんど被害 らし
きものは出ていない。 しかし、高層階、低層階 に関わらず テラ
スか らガラス戸を通 して浸水 したためカーペ ッ トが被害 を受け、
相当数の客室のカーペ ッ トを年内の短期間に張 り替えたという。
結果的には一番の被害 を被ったのが植栽関係。通常であれば最
も風に強いはずのヤシの本 が吹 き飛 んだり場所 によっては倒 さ
れるとい う光景を目の当た りにすると `楓 速1∞ m"の 世界がい
かに想像を絶することなのかが理解される。
いずれに して も今回のスーパー台風 はグアムの各地 で様 々な

電力の確保 とい う面でやや立 ち後れたこともあり営業再開後 も冷房が
効 かなかった部屋が一部にでたため金券 を配布 してホテルゲス トの皆
様に少 しで も滞在 の不備 を払拭 して もらうなどの処置 もしま したが、
結果的にはほとんどのお客様 に通常の状態でグアムの ヴァカンスを楽
しんで頂けることが出来たことに大きな満足感を感 じています。
それ と今回痛感 したのはフロン ト業務などで コンピュータのバ ック
アップがいかに大切かということです。幸い水を被 ることもなく通常
の稼働 をキープ出来 たこともホテルの営業再開を早期に実現出来た大
きな要因ですね。
台風や地震 という災害 にも屈 しないグアムのホテルのホスピタリテ
ィは、数多くのお客様のサンクスレターで も証明 されました。ますま
す充実す るグアムの ヴァケーシ ョンスポ ッ トとしての魅力がます ます
評価 されているという実感 をより強 くしています。皆様のご来島を心
よりお待ち申 し上げています。
被害 を出 しているわけだが、ホテルに限っていえば想像以上の
復旧が関係者の努力でなされたことに驚きさえ感 じる。ホテル
ニ ッコーグアムでも、今回の災害 のなかでホテルスタッフの不
眠不体の努力があったことに大 きな結束力を感 じたというコメ
ン トが各所で聞かれた。
タモン湾 は既 にエメラル ドグ リー ンの美 しい世界を蘇 らせ 、
今年 に入ってか らの観光客の入 り込み も順調 に仲 ば している。
取材班 が現地入 りした年明けの第 1週 には普段 とまったく変わ
らない光景がホテルにあった。エ ン トランスでホテルグス トを
迎えるアテンダン トのいつ もと変わらない笑顔が印象的であっ
た。
