最新のルクセンブルクニュースレターをお届けします。
去る 10 月 12 日に経団連ヨーロッパ地域委員会の訪欧ミッションがルクセンブルクを訪問しました。今年 7 月にベッテル首
相が公賓として来日した際に同委員会と面談したことから、首相自ら経団連使節団を歓迎しました。シュナイダー副首相
兼経済大臣とも日欧ＥＰＡを含む日欧経済交流についての意見交換を行ったほか、ロジスティクス産業の視察やルクセン
ブルク企業とのネットワーキングも開催されました。
ルクセンブルク経済は製造業、ロジスティクス、ライフサイエンス、スペースなど多様性がありますが、基幹産業はファンド、
資産管理、ユーロ債、保険、人民元国際化などに特化した金融セクターです。現在ルクセンブルクには 23 か国から 143
の金融機関が進出しており、ルクセンブルク籍投資ファンドは世界約 70 か国で販売されています。日本との交流も活発
で、ルクセンブルクファンド協会の幹部が 12 月 8 日に都内でファンドセミナーを開催するほか、来年 1 月にはグラメーニ
ヤ財務大臣が来日する予定です。
フィンテック業界の大きなニュースが、ルクセンブルクから届きました。ＥＵ初の仮想通貨ペイメントライセンスをルクセンブ
ルクの金融監督当局（ＣＳＳＦ）が、米仮想通貨取引所大手 SnapSwap に対して今月発行しました。これにより、同社はライ
センスに基づいたサービス提供が可能になります。SnapSwap は米国初のリップルゲートウェイで、2012 年にアメリカで創
業。2015 年にルクセンブルクに国際本社を設立しています。ＥＵ加盟国内で仮想通貨に対する対応が分かれる中で、ル
クセンブルク政府は昨年いち早く仮想通貨を認め、適切に監督する方法を模索してきました。
来年 1 月にはルクセンブルクからスピーカーを迎えてフィンテックのワークショップを都内で開催予定です。その際に、欧
州ならびにルクセンブルクのフィンテックシーンの最新情報を提供させて頂きます。
在日ベルギー・ルクセンブルク商工会議所（ＢＬＣＣＪ）のガラ・パーティーが 11 月 19 日にコンラッド汐留にて開催されま
す。両国大使臨席のもと、在日ベルギー、ルクセンブルク企業や関係者が集います。ご興味のある方は直接同商工会議

経団連欧州委員会ルクセンブルク訪問
10 月に経団連ヨーロッパ地域委員会の訪欧ミッションがルクセンブルクを訪問しました。佐藤義男ヨーロッパ地域委員長
（住友生命保険会長）を団長とし約 20 名のヨーロッパ地域委員会関係者が、ベッテル首相、シュナイダー副首相兼経済
大臣と経済交流について意見交換を行いました。また、経済省ではルクセンブルクのロジスティクスセクターならびに金融
セクターについてセクター担当者からプレゼンテーションを行ったほか、午後にはＣＦＬマルチモーダル社を訪問し拡大を
続けるロジスティクスパークを見学しました。ルクセンブルク産業連合（ＦＥＤＩＬ）ならびにルクセンブルク商業会議所合同
昼食ネットワーキング会には約 50 名のルクセンブルク企業関係者が参加し、日本に対する関心の高さがうかがえました。
夜、日本大使公邸で開催されたレセプションにはペルーで開催されたＩＭＦから帰国直後のグラメーニヤ財務大臣が参加
し、日本の使節団としばらく歓談しました。

ルクセンブルク国立研究基金と理化学研究所が研究者交流で覚書
10 月 7 日にルクセンブルク国立研究基金（ＦＮＲ）と理化学研究所が、研究協力
についての覚書を締結しました。覚書の調印式はルクセンブルク大使館で行わ
れ、両機関の関係者が集いました。これは、日本とルクセンブルクの科学技術発
展を促進するため、ルクセンブルクの大学・研究機関と理化学研究所との間の共
同研究に携わる研究者交流をサポートするものです。ルクセンブルク大学のシス
テム生体医薬センターと理研統合生命医科学センター（ＩＭＳ）の間にはすでに数
年来の共同研究実績があります。将来に向けてより多くの可能性を模索するた
め、ルクセンブルク科学技術研究所（ＬＩＳＴ）所長やルクセンブルク衛生研究所の研究者らも来日し、翌 10 月 8 日に
は横浜の理研ＩＭＳにおいてワークショップが開催され、今後の研究交流についての意見交換が行われました。

ＥＯＹ2014 ファイナリストがルクセンブルクのインキュベーションプログラムに参加
当貿易投資事務所は起業家の表彰制度「ＥＹアントレプレナー・オブ・ザ・イヤー（ＥＯＹ）」にルクセンブルクの政府
系インキュベーションプログラムを提供していますが、2014 年のファイナリストの 1 社である太陽光発電のＬｏｏｏｐ（ル
ープ）が今月から社員を同プログラムに派遣しています。同社はこのインキュベーションプログラムを通じて欧州市場
の理解を深めたいとしています。当事務所は今年も引き続きＥＹＯに協賛します。

ビレロイ&ボッホ「オールド・ルクセンブルク」でティーパーティー
10 月 13 日、ルクセンブルクにルーツを持つテーブルウェアの老舗「ビレロイ＆ボッ
ホ」が開催した【オールドルクセンブルクでお茶会キャンペーン】当選者を、ルクセ
ンブルク大使公邸へご招待してティーパーティーを開催しました。「オールド・ルク
センブルク」は唯一創業当時からのデザインを受け継ぐビレロイ＆ボッホを代表す
るテーブルウェアです。今でも多くのファンを持ち、世界中のルクセンブルク大使館
でも使われています。今回のパーティーでは、キルシュ駐日大使自らが参加者を
おもてなしし、ルクセンブルクの大公家御用達パティスリー「オーバーバイス」で修業経験のある「Avec Plaisir !（アベ
ック・プレジール）」の海原博シェフに特製スイーツを提供頂きました。

ルクセンブルク観光プロモーションイベントを大使公邸にて開催
ツーリズムＥＸＰＯ2015 に先駆け、ルクセンブルク観光プロモーションのワーキングディナーが 9 月 24 日に大使公邸
で開催されました。同ＥＸＰＯ出展のために来日したルクセンブルク政府観光局のプロダクト＆トレード・マネージャー
のリズ・モリス氏と、現地で日本人向けツアーを企画制作するＴＹプロダクションの古賀康代代表によるルクセンブル
クの観光情報紹介の後、ルクセンブルクテイストの料理とルクセンブルク直輸入チョコレート、ワイン、ビールなどがふ
るまわれました。銀座のロテサリー・レカンの渡邊シェフによるルクセンブルク名物「パテ・オ・リースリング」も大好評
で、美食の都ルクセンブルクを印象づけるイベントとなりました。

Luxembourg Europe's fifth-ranked financial centre
ルクセンブルク金融センター、欧州第 5 位に
Luxembourg is the fifth-ranked financial centre in Europe, third in the EU and 19th in the world, according to the
18th biannual Global Financial Centres Index compiled by consultancy Z/Yen and think-tank Long Finance. The
Grand Duchy is ranked eighth globally for its business environment and infrastructure, as well as for its potential to
develop a more important role. Luxembourg received a score of 700 out of 1,000 in the report, just behind Zurich
(715), Geneva (707) and Frankfurt (706).

ArcelorMittal extends Luxembourg University collaboration ArcelorMittal is
extending its partnership with Luxembourg University, providing €350,000 in
sponsorship for the endowed chair in steel and façade engineering for a further three
years until 2019. The company has been supporting the university since 2010.

アースラボ・ルクセンブルク、戦略的パートナーシップ・アワードを獲得
EarthLab Luxembourg receives strategic partnership award International industrial and environmental risk
monitoring centre EarthLab Luxembourg has received the Strategic Partnership Award at the World Satellite Business
Week organised by Euroconsult. The third centre established as part of the EarthLab Galaxy international programme,
the Luxembourg facility is funded by Telespazio France, e-GEOS, POST Luxembourg and HITEC Luxembourg, and
offers geo-information natural and industrial risk assessment services.

Innovative heating pump firm expands into new premises Hi-tech heating pump manufacturer Geopowair has
moved into new 3,000-square metre premises in Dudelange's Wolser industrial park. Having been launched as a startup at the Technoport incubator at Foetz in 2012, Geopowair's expansion has required it to move into a complex
containing its corporate headquarters, research centre, workshops and a showroom as well as manufacturing facilities.

Jan de Nul の重量物運搬船が北海に風力タービン設置
Jan de Nul heavy lift vessel to install North Sea wind turbines Luxembourg-headquartered Jan De Nul Group and
alternative energy provider Nobelwind have signed a contract for the construction and installation of monopile
foundations for 50 wind turbines and a Offshore High Voltage Substation and the installation of the turbine generators,
totalling 165 MW, 46 kilometres off the Belgian coast at Zeebrugge. The contract is the first for Jan De Nul's new
jack-up heavy lift vessel Vidar, which is specially built for installing offshore wind farms and is one of the largest of
its kind in the world, following its acquisition last month.

S&P reaffirms Luxembourg's triple-A rating
スタンダード&プアーズ格付、ルクセンブルクのトリプル A を維持
Standard & Poor's has reaffirmed Luxembourg's AAA rating, with a stable perspective.
Finance minister Pierre Gramegna says the rating is a sign of the country's attractiveness, its
growth prospects and ability to create new jobs.

Luxembourg ranked world's 20th most competitive economy Luxembourg has been ranked 20th out of 140
countries and 8th in the EU in the 2015-16 Global Competitiveness Report published by the World Economic Forum,
based factors ranging from infrastructure and macroeconomic environment to financial market efficiency and
innovation. The Grand Duchy is rated highly in areas including technological readiness, goods market efficiency and
institutions.

Luxembourg economic prospects boosted by eurozone recovery: LaSalle Luxembourg's financial services sector is
benefiting from the eurozone's economic recovery, which is boosting inflows into Luxembourg-based investment
funds and private banks, according to property investment specialist LaSalle Investment Management. Luxembourg
City has moved up two places to 5th out of 100 European cities in the 2015 European Regional Economic Growth
Index, which measures economic prospects from the perspective of real estate investment.

Luxembourg reports healthy employment growth. Luxembourg has registered one of the highest employment
growth rates in the EU in the second quarter, with the number of people in jobs swelling 0.7% over the first three
months of the year and by 2.6% from a year earlier. One of the fastest-growing sectors was IT and communications
technology, where employment was up by 4.5% since June 2014.

Temporary employment surges in first half Luxembourg had 7,908 people in temporary employment at the end of
May, up from 6,224 a year earlier. Demand for temporary workers remains strong in industry and construction,
according to Luxembourg business federation Fedil.

SMEs well informed on financial markets: report Luxembourg SMEs generally possess the financial knowledge
they need to access capital markets, according to the Financial Dialogue report from the European Banking Federation.
The study says SME-specific financial information is easily accessible from Luxembourg's banks, the economy
ministry, the Chamber of Commerce, and other sector-specific organisations.

US economist to help develop sustainable economy strategy
米エコノミスト、持続可能な経済戦略策定を支援
Renowned US economist Jeremy Rifkin will help Luxembourg develop a new economic strategy based on smart IT
solutions. He says the goal is to design an interconnected economy that can serve as a test-bed for future developments
throughout the rest of Europe. The project will involve various government ministries, the Chamber of Commerce and
sustainability group IMS.

LuxGovSat to feature revolutionary life-extending technology The LuxGovSat project launched by the
Government in partnership with SES will feature revolutionary technology allowing the working life of the satellite to
be extended at a fraction of the cost of launching a new spacecraft. The satellite, officially designated SES-16, is to be
placed in geostationary orbit at 21.5 degrees East.

Luxembourg named as world's ninth most innovative country
ルクセンブルク、世界で最もイノベイティブな国第 9 位に
Luxembourg ranks ninth in the Global Innovation Index for 2015 compiled by Cornell University, INSEAD and the World
Intellectual Property Organisation, ahead of neighbours Belgium, France and Germany. The Grand Duchy was placed
second globally on innovation output and third for innovation efficiency, up from ninth in 2014. The report says
Luxembourg's strengths lie in IT access, environmental performance, employment in knowledge-intensive services and joint
venture deals, as well as in cultural and creative services exports.

Luxembourg E-commerce Association joins Ecommerce Europe The Luxembourg E-commerce Association has
become the 18th national organisation to join Ecommerce Europe, an umbrella group representing more than 25,000
European online retailers. Luxembourg e-commerce revenues totalled €531m in 2014 and are expected to rise 13% to
€600m this year.

SES signs European Ultra HD capacity deal Netherlands-based TV Entertainment Reality Network has contracted
capacity under a long-term agreement with Luxembourg's SES to launch a new HD and Ultra HD free-to-air channel
exclusively available in Europe via the Astra satellite system. SES has recently collaborated with clients including
Armstrong to initiate the first-ever live and linear Ultra HD broadcast, and with Fashion One to launch the world's first
global UHD channel.

Crédit Mutuel Arkéa、MangoPay の子会社 Leetchi を買収
Crédit Mutuel Arkéa acquires Leetchi, MangoPay Crédit Mutuel Arkéa, the bancassurance arm of the French
banking group, has acquired an 86% stake in Fintech firm Leetchi and its Luxembourg-based subsidiary MangoPay,
the leading payment platform in Europe. The latter provides services to the marketplace and crowdfunding sector and
supports more than 700 clients in 22 countries. Crédit Mutuel Arkéa intends to invest €10m to support Leetchi's
expansion plans, including the hiring of additional staff.

Luxembourg enjoys highest purchasing power in world

Luxembourg City residents have the highest purchasing power of any city in the world in
terms of net hourly pay, ahead of Geneva and Miami, according to the latest the latest
Prices and Earnings study from UBS, which surveyed 71 business capitals worldwide.
Purchasing power in Luxembourg is notably greater than in Frankfurt (24% higher), Paris
(31%), Brussels (32%), London (37%), and Tokyo (40%).

Luxembourg Airport sets passenger record A record 295,000 passengers passed through Luxembourg Airport in
August, up 9% from 269,000 a year earlier. Passenger traffic of 272,000 in July represented an increase of 11.3%.
Luxair handled an additional 30,000 passengers over the two-month period, up 9%.

Luxembourg short film wins three awards in Canada
ルクセンブルクの短編映画、カナダの映画祭で三冠獲得
The Luxembourg-produced independent film Antoine by Cyrus Neshvad has received
three awards at the Fort McMurray International Film Festival in Canada, for best short
film, Annette Schlechter as best actress and Max Pütz as best actor. Antoine has been
selected by 68 festivals so far and received 13 honours.
