A PROFILE OF THE UNIVERSITY OF THE RYUKYUS
As the first public institution for higher education to be established on Okinawa, the University of the
Ryukyus was formally opened on the ancient site of Shuri Castle on May 22, 1950, by the United
States Civil Administration of the Ryukyus. When Okinawa was returned to Japan, in May 1972, it
became a national university.
The University now consists of seven faculties: Law and Letters, Tourism Sciences and Industrial
Management, Education, Science, Medicine, Engineering, and Agriculture, with the Graduate School
(Humanities and Social Sciences, Education, Medicine, Health Sciences, Engineering and Science,
Agriculture and Low), the United Graduate School of Agricultural Sciences, Kagoshima University,
the Non-Degree Graduate Program for Special-Needs Education Program, the Library and the College
Elementary and Junior High Schools. Other facilities such as the University Hospital, the Tropical
Biosphere Research Center (on Iriomote, Sesoko and Nishihara), the Agricultural Experiment Station
and the Experimental Forest (in the northern part of Okinawa Island), the Radioisotope Laboratory,
the Center of Molecular Biosciences, and the Foreign Language Laboratory offer unique opportunities
for advanced research and training, whereas the Computing and Networking Center provides various
supports for academic, administrative, and instructional university programs.
The Faculty of Engineering is composed of four departments; Department of Mechanical Engineering,
Department of Civil Engineering and Architecture, Department of Electrical and Electronics Engineering, and Department of Information Engineering. These departments offer both Undergraduate
and Graduate Programs leading to Bachelor of Engineering and Master of Engineering degrees. A
Doctoral Program in Material, Structural and Energy Engineering and Interdisciplinary Intelligent
Systems Engineering have been established in 1997. In addition to this Special Graduate Program,
the Faulty of Engineering accepts International Students in its regular Undergraduate and Graduate
Programs given in the Japanese language. The eligible students attending these regular programs
may also be able to obtain the scholarship from the Ministry of Education, Culture, Sports, Science
and Technology (Monbukagakusho).
The University of the Ryukyus has concluded Academic Exchange Agreements with other universities

The University, since its establishment, has endeavored to cultivate persons of ability who will contribute to international cooperation and the development of society. With that experience, and its
geographical and historical backgrounds, the University aspires to be an international university
open to South-East Asia, and the Pan-Pacific region and also its own local community.
Tropical Biosphere Research Center
This Center aims to carry out research on aspects of biodiversity, coral reef ecology, the functional physiology of
animals in coral reefs, applied plant science, the functional physiology of bioresources, and forest resource science.
The Center consists of the Nishihara Station, Sesoko Station, and Iriomote Station. The Center has 24 professional
members, three foreign visiting research fellows and five domestic visiting research fellows. Visiting scientists and
students are also welcome. In 2009, this Center has been combined with Center of Molecular Biosciences (COMB),
and the research area has been extended to include functional genomics, molecular biotechnology, bioremediation,
immunobiology and molecular microbiology. The Center is dedicated to higher education and the promotion of research in the field of tropical biosciences at cellular and molecular levels. All equipment and facilities are, in principle, available for use by students and faculty members from every school and department on campus.
Computing and Networking Center
The Computing and Networking center aims to promote computer education and to offer information
processing services such as E-mail and internet access to all students, faculty, and staff by administering several UNIX servers and campus computer network facilities. The center possesses three
computer rooms in the Computing and Networking Center building and six other computer rooms on
campus. Each computer room provides 20 to 50 personal computers with both Windows and Mac
operating systems. The center also has more than 30 personal computers for student use in the University Library. Students need a user ID for computer access; user ID application forms can be obtained from and submitted to the center. The campus network (RAINS: Ryukyu Academic Information
Network System) is available on campus at 10 gbps bandwidth and connects to each room by means of
100base-T. RAINS is connected to the Internet via SINET (Science Information Network) at 1 gbps
bandwidth.
Radioisotope Laboratory
The main equipment of the Laboratory includes a low-background automatic beta counting system
(Aloka LBC-4211), several GM scalers (Aloka TDC-102, 103, and 105), a liquid- scintillation counting
system (Aloka LSC-6100), a NAIG multichannel pulse height analyzer, and a TN pulse height analyzer with a multichannel scaling system. Altogether, 18 nucleides of up to 6.17937 GBq/year have
been licensed by the Science and Technology Agency.
Low Temperature Center
Liquid helium (-269℃) and liquid nitrogen (-196℃) are manufactured in the Low Temperature Center
and are supplied to users in the University of the Ryukyus. The Center also supports and promotes
research and education in the field of low temperature.
University Library
The University library is situated at the very center of the university campus. We are an open stack
library equipped with the “OPAC: Online Public Access Catalog” book search engine system and our
collection consists of nearly 962,000 vols.
Currently we subscribe to 7,000 Japanese and foreign periodicals as well as 17 newspapers. Further-

more 10,000 titles of electronic journals and 14 subscribed databases are accessible via our website.
The library provides seating space for 956 users and is well equipped with seminar rooms, a satellite
broadcasting room for foreign students, and single study rooms, which are available for intensive
research by graduate students and faculty members.
The library opening hour is 8:30 to 22:00 on weekday, 10:00 to 20:00 on Saturday, Sunday and holiday.
Health Administration Center
The Center has four full-time staff members: a doctor, a counselor, and two nurses. It is ready to offer
the campus community various health services, such as first-aid, health examination, and counseling
in order to preserve and promote the health of the students as well as that of the academic and administrative staff.
Foreign Language Center
The Foreign Language Center provides language learning opportunities for all members of the University. It manages four language laboratories and carries audiovisual aids to promote language education and research in such foreign languages as English, French, German, Chinese,
Spanish, Korean, Russian, Indonesian, etc. In addition, the Center makes Japanese language learning
materials available to foreign students studying at the University.
A BRIEF OUTLINE OF OKINAWA PREFECTURE
Okinawa Prefecture consists of the main island and more than 60 other islands, both inhabited and
uninhabited, with a total population of approximately 1.37 million people. Its capital city, Naha, is a
busy center of commerce and is the gateway to mainland Japan and the rest of the world.
In winter, it never freezes. The minimum temperature rarely falls below 10 degrees Celsius. Typhoons or tropical cyclones are frequent in July to October. Owing to a warm ocean current, called
the Kuroshio, most islands are surrounded with beautiful coral reefs which attracts numerous tourists
from the mainland Japan and overseas.
Okinawa remained under U.S. control after the end of the Pacific War until its reversion to Japan in
1972. Although Okinawa is an integrated part of Japan, and Japanese is the language spoken by
Okinawans, the culture of the islands maintains its unique traditions in many aspects such as the
festivals, dancing, music, craft work, etc. The most commonly followed religion in Okinawa is ancestor worship, with elaborate family tombs being a common sight throughout the islands.

GUIDE FOR THE APPLICATION OF THE JAPANESE GOVERNMENT (MONBUKAGAKUSHO) SCHOLARSHIP
ASIA-PACIFIC ENGINEERING DESIGN PROGRAM
IN THE INTERNATIONAL PRIORITY GRADUATE PROGRAM (PGP),
GRADUATE SCHOOL OF ENGINEERING AND SCIENCE, UNIVERSITY OF THE RYUKYUS
( MASTER’S PROGRAM )
ABOUT THE PROGRAM
Asia-Pacific Engineering Design Program is organized in order to offer a better opportunity
for graduate study to the students from abroad by (1) instructing all the courses in the English
language, and (2) commencing the academic program in October.
This is a call for application to a two year Master’s Course for the academic year 2010-2012,
sponsored by the Scholarship Program of Monbukagakusho (The Japanese Ministry of
Education, Culture, Sports, Science and Technology).
On enrollment, the candidates are each assigned to an advisor who will direct their thesis
research for two years in the designated field of specialization. The degree of Master of
Engineering will be awarded in recognition of thesis research and course work including
seminars, with a minimum of 30 credit hours.
Before deciding the field and the topic of research, applicants are encouraged and
recommended to contact appropriate supervisor(s) appearing in the List of Faculty Members.
GUIDELINES FOR APPLICATION
1. Study Areas and Number of International Students for Admission
A total of 3 students, supported by the scholarships from The Japanese Ministry of
Education, Culture, Sports, Science and Technology (MONBUKAGAKUSHO), will be
accepted for enrollment under the Asia-Pacific Engineering Design Program, Graduate School
of Engineering and Science, University of the Ryukyus.
2. Qualifications Required for Applicants
(1) Prospective applicants are advised to get in touch with a potential thesis advisor at the
University of the Ryukyus for consultation on research themes and plan; applicants
without advisor’s such prior approval may not receive full consideration during the
admission screening.
(2) Nationality: Nationals of those nations recognized under the international scholarship
programs of Monbukagakusho. Applicants must be residents of a foreign country.
(3) Age limit: Applicants should be under 35 years of age, as of April 1, 2010, i.e. born after
April 2, 1975.
(4) Academic career: Applicants for the Graduate Program leading to a Master’s Degree
should have or be receiving a Bachelor’s Degree or an equivalent degree, as of September
30, 2010.
(5) Health: Applicants should be in good mental and physical health.
(6) Language proficiency: A good working level of English is required.
(7) Time limit for arrival in Japan: Applicants should arrive in Japan between October 1-7,
2010.
(8) Those who can guarantee their admission to the university if they are accepted.
Remarks:
1) Military personnel and civilian employees of the armed forces are not eligible for
scholarship.
2) Those who do not arrive within the time limit will be subject to cancellation of their

scholarship.
3) Persons already with financial support from their government or other organizations are
not eligible for this scholarship.
4) Those applicants who will have failed to earn a Bachelor’s degree by September 30, 2009
will be subject to cancellation of their scholarship.
3. Scholarship and Expenses
(1) A monthly stipend of 154,000 yen will be awarded for a year from October 2010. A monthly
stipend is expected amount. It may change by the time of enrollment or while attending the
University. However, this may be suspended during periods of leave of absence or when
the student remains off campus for prolonged periods without authorization.
(2) Travel Expenses
1) Onward Travel: An economy class air ticket, from the international airport* which is
the closest to the student’s home to the New Tokyo International Airport (or, if more
economical, another international airport), will be given.
2) Return Travel: An economy class air ticket, from the New Tokyo International Airport
(or another international airport) to the closest international airport* to the student’s
home, will be given to those persons who will be leaving after the scholarship period
and before the expiry of the time limit designated by Monbukagakusho.
* Applicants should use the International Airport in the country where they have their
nationalities.
Remarks:
1) Expenses for domestic travel between the international airport and Okinawa are to be
paid by the student.
2) Fees for travel insurance of both onward and return trips should be paid by the
student.
(3) School Fees: Fees for entrance examinations, admission, and tuition will be waived.
4. Selection and Admission
(1) Applicants will be examined by the Screening Committee of the Program. Only those
who have a solid academic background, research capability and commitment are
selected. The final decision of Monbukagakusho will be informed to the candidates
through the University of the Ryukyus around the middle of July, 2010.
(2) The number of scholarships is 3 and the scholarship period is strictly limited to two
years for the Master’s Course.
Remarks:
1) Applicants selected by Monbukagakusho as grantee must enroll in the program.
Refusal to enter the course after acceptance is not allowed.
2) Those who apply for the University of the Ryukyus are not allowed to apply for any
other universities as the Monbukagakusho scholarship student.
3) If you are admitted as the Monbukagakusho scholarship student of the University of
the Ryukyus and other universities, the Monbukagakusho will cancel your
scholarship appointment for all universities.
5. Enrollment
(1) Date of enrollment is October 1, 2010.
(2) Scholarship grantees shall be enrolled as regular graduate students of the University of
the Ryukyus.

6. Application
Applicants should prepare the following documents to be forwarded to the Graduate School
of Engineering and Science, University of the Ryukyus through the head of the universities or
the institutions with which the applicants are affiliated. Applicants who presently have no
formal affiliation should send the prepared documents through the Dean / Director of the
University from which they graduated.
(1) Application form (FormⅠ-1,Ⅰ-2,Ⅰ-3)
(2) Health certificate in the prescribed form completed by a registered medical doctor within
six months of the date of the application (FormⅡ)
(3) Certificate of Graduation (undergraduate, and graduate) or Certified Letter from the
Graduate School at which the applicant is currently enrolled, stating the expected
graduation date.
(4) Transcripts of academic record (undergraduate, and graduate) issued by the university
authorities and their English translation.
A GRADE POINT AVERAGE (GPA) must be issued by the university authorities.

addressed to the Director of Graduate School of Engineering and Science. Letter(s) of
reference from those who know the applicant’s research / study capability should be
addressed also to the Director of Graduate School of Engineering and Science.
(7) Three photographs (hatless portrait), 6 cm×4 cm in size, taken within six months of the
application date. Two copies should be attached to the application form. One copy should
be enclosed therein, with the applicant’s name and the nationality on the reverse side of
the copies.
(8) AN OFFICIAL TOEFL SCORE of 550 (Paper Based Test Score) / 213 (Computer Based
Test Score) / 79-80 (Internet-based Test Score) or above for applicants whose instructional
language at their home institution is NOT ENGLISH (Take proper procedure of sending
your OFFICIAL score report through the Educational Testing Service to the Graduate
School of Engineering and Science, University of the Ryukyus / TOEFL CODE No.8872).
Certificate indicating the medium instructions is English issued by the university
authorities for applicants whose instructional language at their home institutions is
English
(9) An abstract of the graduation thesis or project. Those who are not required a graduation
thesis from the university should submit an outline of the major field of study.
(10)Guarantee (FormⅣ) for those who are also applying for the non-scholarship program.
(11) Certificate of Guaranteed Admission (Those who have a job need to make sure to turn in a
document from your employer which states that you are allowed to attend the University of
the Ryukyus temporarily. There is no required format for this.
Remarks:
1) The above documents of A4 size paper should be written in English on the supplied
forms typewritten or in print.
2) Applications will not be considered if any of the above documents are incomplete,
incorrect, or lacking supporting evidence, nor will they be considered if they arrive

after the deadline.
3) The letters of reference and recommendation should indicate the English proficiency
of applicants as excellent, good, or fair.
4) All the submitted documents will be retained and not be returned to the applicant.
5) The information for documents mentioned in paragraphs (1), (2), (6) and (10) above
must be written on the forms provided. Only the originals are accepted.
6) Those who applied for this Monbukagakusho-supported scholarship should not also
apply, at the same time, for other scholarship programs, and vice versa.
7) All documents are to be prepared in English. For those who cannot prepare in English, a
separate English translation should be attached.
7. Application Deadline
Documents for application should be submitted to the Academic Affairs Unit (Faculty of
Engineering), Graduate School of Engineering and Science, University of the Ryukyus by
February 1, 2010.
8. Reservations
An enrolled student may be denied scholarship payment when:
(1) A serious falsehood is found in the application documents, and in this case, admission
may be cancelled even after enrollment.
(2) He or she has violated the pledge declared to the Minister of Education, Culture, Sports,
Science and Technology, Government of Japan.
(3) He or she has been subjected to a disciplinary action or has been judged by the faculty as
not being able to continue the Program.
9. Other Notes
(1) Successful applicants are expected to study and understand the geography, climate,
customs and habits of Okinawa as well as the general features and conditions of the
University of the Ryukyus. It must be noted that English is not normally spoken
among the majority of people in Okinawa.
(2) The International House may be available for accommodation at reasonable cost, if
there are vacancies.
(3) The areas of research conducted by the faculty members are outlined in the following
section.
(4) Grantees are expected to complete their Master’s Course Program within two years. No
extension of the term of scholarship will be available.
(5) Those grantees who have completed their Master’s Course in the Graduate Program can
apply for admission to the Doctoral Program, but not necessarily Monbukagakusho
scholarships are available for the admission.
(6) Grantees are recommended to be well acquainted with the Japanese language, culture,
and customs. Knowledge of the Japanese language is necessary in daily life.

(3) Tuition Fee: A total of 535,800 yen for one year, to be paid in October and April in two
divided installments.
4. Selection and Admission
Applicants will be examined by the Screening Committee of the Program. Only those who
have a solid academic background, research capability and commitment are selected. The
final decision will be informed to the candidates through the University of the Ryukyus
around the middle of June, 2010.
5. Enrollment
Date of enrollment is October 1, 2010.

(1) Successful applicants are expected to study and understand the geography, climate,
customs and habits of Okinawa as well as the general features and conditions of the
University of the Ryukyus. It must be noted that English is not normally spoken among
the majority of people in Okinawa.

are vacancies.

are outlined in the following section.
(4) Accepted students are recommended to be well acquainted with the Japanese language,

GUIDE FOR THE APPLICATION OF THE JAPANESE GOVERNMENT (MONBUKAGAKUSHO) SCHOLARSHIP
ASIA-PACIFIC ENGINEERING DESIGN PROGRAM
IN THE INTERNATIONAL PRIORITY GRADUATE PROGRAM (PGP),
GRADUATE SCHOOL OF ENGINEERING AND SCIENCE, UNIVERSITY OF THE RYUKYUS
( DOCTORAL PROGRAM )
ABOUT THE PROGRAM
Asia-Pacific Engineering Design Program is organized in order to offer a better opportunity for
graduate study to the students from abroad by (1) instructing all the courses in the English language,
and (2) commencing the academic program in October.
This is a call for application to a three year Doctoral Course for the academic year 2010-2013.
sponsored by the Scholarship Program of Monbukagakusho (The Japanese Ministry of Education,
Culture, Sports, Science and Technology).
On enrollment, the candidates are each assigned to an advisor who will direct their thesis research
for three years in the designated field of specialization. The degree of Doctor of Engineering /
Philosophy will be awarded in recognition of thesis research and course work including seminars,
with a minimum of 12 credit hours.
Before deciding the field and the topic of research, applicants are encouraged and recommended to
contact appropriate supervisor(s) appearing in the List of Faculty Members.
GUIDELINES FOR APPLICATION
1. Study Areas and Number of International Students for Admission
A total of 2 students, supported by the scholarships from the Japanese Ministry of Education,
Culture, Sports, Science and Technology (MONBUKAGAKUSHO), will be accepted for enrollment
under the Asia-Pacific Engineering Design Program, Graduate School of Engineering and
Science, University of the Ryukyus.
2. Qualifications Required for Applicants
(1) Prospective applicants are advised to get in touch with a potential thesis advisor at the
University of the Ryukyus for consultation on research themes and plan; applicants without
advisor’s such prior approval may not receive full consideration during the admission screening.
(2) Nationality: Nationals of those nations recognized under the international scholarship
programs of Monbukagakusho. Applicants must be residents of a foreign country.
(3) Age limit: Applicants should be under 35 years of age, as of April 1, 2010 i.e.born after April 2,
1975.
(4) Academic career: Applicants for the Graduate Program leading to a Doctoral Degree should
have or be receiving a Master’s Degree or an equivalent degree, as of September 30, 2010.
(5) Health: Applicants should be in good mental and physical health.
(6) Language proficiency: A good working level of English is required.
(7) Time limit for arrival in Japan: Applicants should arrive in Japan between October 1- 7, 2010.
(8) Those who can guarantee their admission to the university if they are accepted.
Remarks:
1) Military personnel and civilian employees of the armed forces are not eligible for this
scholarship.
2) Those who do not arrive within the time limit will be subject to cancellation of their
scholarship.
3) Persons already with financial support from their government or other organizations are
not eligible for this scholarship.
4) Those applicants who will have failed to earn a Master’s degree by September 30, 2010
will be subject to cancellation of their scholarship.

3. Scholarship and Expenses
(1) A monthly stipend of 155,000 yen will be awarded for a year from October 2010. A monthly
stipend is expected amount. It may change by the time of enrollment or while attending the
University. However, this may be suspended during periods of leave of absence or when the
student remains off campus for prolonged periods without authorization.
(2) Travel Expenses
1) Onward Travel: An economy class air ticket, from the international airport* which is the
closest to the student’s home to the New Tokyo International Airport (or, if more economical,
another international airport), will be given.
2) Return Travel: An economy class air ticket, from the New Tokyo International Airport (or
another international airport) to the closest international airport* to the student’s home,
will be given to those persons who will be leaving after the scholarship period and before
the expiry of the time limit designated by Monbukagakusho.
* Applicants should use the International Airport in the country where they have their
nationalities.
Remarks:
1) Expenses for domestic travel between the international airport and Okinawa are to be
paid by the student.
2) Fees for travel insurances of both onward and return trips should be paid by the student.
(3) School Fees: Fees for entrance examinations, admission, and tuition will be waived.
4. Selection and Admission
(1) Applicants will be examined by the Screening Committee of the Program. Only those who
have a solid academic background, research capability and commitment are selected. The
final decision of Monbukagakusho will be informed to the candidates through the University
of the Ryukyus around the middle of July, 2010.
(2) The number of scholarships is 2 and the scholarship period is strictly limited to three years for
the Doctoral Course.
Remarks:
1) Applicants selected by Monbukagakusho as grantee must enroll in the program. Refusal
to enter the course after acceptance is not allowed.
2) Those who apply for the University of the Ryukyus are not allowed to apply for any other
universities as the Monbukagakusho scholarship student.
3) If you are admitted as the Monbukagakusho scholarship student of the University of the
Ryukyus and other universities, the Monbukagakusho will cancel your scholarship
appointment for all universities.
5. Enrollment
(1) Date of enrollment is October 1, 2010.
(2) Scholarship grantees shall be enrolled as regular graduate students of the University of the
Ryukyus.
6. Application
Applicants should prepare the following documents to be forwarded to the Graduate School of
Engineering and Science, University of the Ryukyus through the head of the universities or the
institutions with which the applicants are affiliated. Applicants who presently have no formal
affiliation should send the prepared documents through the Dean / Director of the University from
which they graduated.

Remarks:
1) The above documents of A4 size paper should be written in English on the supplied

2) Applications will not be considered if any of the above documents are incomplete,
incorrect, or lacking supporting evidence, nor will they be considered if they arrive
after the deadline.
3) The letters of reference and recommendation should indicate the English proficiency
of applicants as excellent, good, or fair.
4) All the submitted documents will be retained and not be returned to the applicant.
5) The information for documents mentioned in paragraphs (1), (2), (6) and (10) above

6) Those who applied for this Monbukagakusho-supported scholarship should not also

7. Application Deadline
Documents for application should be submitted to the Academic Affairs Unit (Faculty of
Engineering), Graduate School of Engineering and Science, University of the Ryukyus by

8. Reservations
An enrolled student may be denied scholarship payment when:
(1) a serious falsehood is found in the application documents, and in this case, admission may be
cancelled even after enrollment.
(2) He or she has violated the pledge declared to the Minister of Education, Culture, Sports,
Science and Technology.
(3) He or she has been subjected to a disciplinary action or has been judged by the faculty as not
being able to continue the Program.
9. Other Notes
(1) Successful applicants are expected to study and understand the geography, climate, customs
and habits of Okinawa as well as the general features and conditions of the University of the
Ryukyus. It must be noted that English is not normally spoken among the majority of people
in Okinawa.
(2) The International House may be available for accommodation at reasonable cost, if there are
vacancies.
(3) The areas of research conducted by the faculty members of the Graduate Program are
outlined in the following section.
(4) Grantees are expected to complete their Doctoral Course Program within three years. No
extension of the term of scholarship will be available.
(5) Those grantees who have completed their Master’s Course in the Program can apply for
admission to the Doctoral Program, but not necessarily Monbukagakusho scholarships are
available for the admission.
(6) Grantees are recommended to be well acquainted with the Japanese language, culture, and
customs. Knowledge of the Japanese language is necessary in daily life.
