Dear Friends,
Who am I? Why am I here? Where do I come from? And where am I going?
These timeless inquiries were not issued by a philosopher, a clergy member, or a politician. They were suggested by
a theater director. Nevertheless, they have nearly universal relevance—especially within civil society—since each
of us has a role to play, and understanding our roles is crucial to our collective success.
Venice Family Clinic’s role might seem obvious, and in some ways it is. After all, there are more than 46 million
uninsured people in America, and a large portion are low-income and can’t pay for care, which they all surely need
in order to live life to their fullest potential.
But it’s much more nuanced than that, and there is no single answer, anyway. Sometimes, the Clinic is a healer,
a teacher, or an advocate. Other times, it’s a safe haven, a respite, or merely a stable influence in an unstable world.
And whereas there once was a time when Venice Family Clinic’s leadership spoke longingly of the day when health
care reform would put the Clinic out of business, it is now eminently clear that Venice Family Clinic would play a
central role in that reform. At the very least it would play a role on a local level—treating many thousands who
would gain coverage, as well as thousands who would be left out—but it might also play a role on a national level,
as an example of how the system ought to work.

greatest challenges in that span—now is the perfect time to reiterate the Clinic’s reasons for being…and to embrace
the opportunity to reinvent some of them, too.

Because nobody wants to end up
in the emergency room.
When Melissa Colton, 41, was laid off from her job in 2007, she had better luck than many—at least she got to keep
her health insurance through her partner’s employer-sponsored plan. But in early 2009 that luck seemingly ran out,
when the company was sold and the new owner refused to recognize domestic partnerships. And when she went
shopping for an individual policy, Melissa, an asthmatic, came face to face with a harsh reality: no insurer wanted her.
But Venice Family Clinic did. At her first visit, she got a complete work-up, including seasonal flu shots and her
asthma medication, which was more than just a convenience.
“I’d be in a lot of trouble if this clinic wasn’t here,” she says, explaining that she ends up hospitalized every time she
comes down with the flu, due to complications with her asthma. “The value of this for me is I don’t get sick, but it
costs everybody else less, too, because it keeps me out of the E.R. It’s a one-stop shop. I’ve never been better cared for.”

Because children shouldn’t be asked to
balance the budget.
California is unique among American states in its natural and material wealth, but it is also especially vulnerable to
shocks to the economy by way of tax revenue. And although it might seem counter-intuitive, when the state suffers
these shocks, its legislators often respond by cutting health programs for the poor…precisely when they are needed most.
Two thousand nine illustrated this fact to a startling degree, culminating with approximately $4 billion in cuts to
health programs for the state’s 2010 fiscal year. What’s more, many of these programs also receive matching federal
funds, which means some—like Healthy Families, a low-cost insurance program for children, teens, and pregnant
mothers—suffer a double or triple blow.
Venice Family Clinic helps stem the tide of these cuts for children like twelve-month-old Karina Mendez, who was one
of more than 6,000 kids who visited the Clinic in 2009. Some began visiting the Clinic soon after they were born,
while others found help at the teen clinic at Santa Monica High School or the Culver City Youth Health Center.

Because medicine is more than a profession.
As a child, Venice Family Clinic staff physician Chiquita Flowers, MD, might have been an unlikely candidate for medical
school. She was an excellent student, but she came from a family with limited economic resources, as well as limited
health care literacy; the only interactions she had had with the health care system were when she or a family member
was in crisis.
But she loved science and wanted to help people, so after graduating from the University of Chicago, she went to
medical school at Stanford University. She was the cream of the medical school crop and could have chosen to go into
research or to become a specialist, but she chose to become a primary care doctor at a community clinic because that’s
where she could make the biggest difference to the underserved.
“When I look into the faces of these patients, I see myself and my family,” Dr. Flowers says, following a visit with Peggy
McKeever, 58. “I see people with limited resources who are trying to navigate a maze of medicine and medications and
medical terminology. They’re looking for someone to help them. I’ve found that I have a better ability to care for people
whose stories resonate with my own.”

Because volunteers see the opportunity
to make a difference.
There are nearly ten volunteers for each staff member at Venice Family Clinic. They fill every kind of role, from clinician
to event coordinator to board member. Often, they seek out the Clinic for training in their area of interest. But just
as often, they come to the Clinic because they have special knowledge to impart.
In 2009, the Clinic enjoyed the help of more than 2,000 volunteers, almost a quarter of whom were physicians.
Of these, over 100 were specialists, like Basil Clyman, MD, a rheumatologist with special certification in sports
medicine. Dr. Clyman began volunteering at the Clinic ten years ago, and he still gives the second Thursday evening
of every month to helping patients, like Susan Bradley, 59, who have muscular-skeletal disorders.
“These kinds of problems are often treatable without drugs or surgery, and I offer a tincture of reassurance that there
are lots of things that patients can do to feel better,” he explains. And between patients, he acknowledges another,
equally important motivation. “Everything I do here is done in the hope that the staff will learn from it, too.”

Because health care
should further your dreams,
not hinder them.
Abhijit Sagar, 33, exemplifies the American virtues of hard work and responsibility. He recently enrolled in the MBA
program at the Anderson School of Business at UCLA, but the two-year commitment was anything but a stress-free
decision because, while he would get health insurance through the program, his wife, Bhawana, 31, and his son,
Ayaan, 16 months, would not.
Languages, locations, referrals, transportation, discrimination—the low-income uninsured face numerous obstacles to
accessing the help they need. That’s why Venice Family Clinic has something you won’t find in a traditional doctor’s
office: Clinic Coordinators, like Lorena Chavez. Their job is to help patients, like Rick Phillips, 35, understand their
treatment plans and navigate the system.
After several months of looking, the family finally succeeded in finding private insurance coverage for Bhawana, but
Ayaan was repeatedly rejected, often simply because he had been rejected before. Yet they knew he could not just go
without regular medical attention, including essential immunizations, well-child care to make sure his developmental
growth milestones are being met, and simple sick care, for when he has, say, an ear infection. Then they heard about
Venice Family Clinic.
Rick used to teach martial arts and do financial reporting for a life insurance company, but he has seen his livelihood
evaporate in the last two years. He came to the Clinic with a variety needs, and Lorena made sure he found answers
to each—antibiotics from the on-site dispensary, a date and time for a CT scan at UCLA, a follow-up appointment to
pick up his new glasses, even bus tokens to help him get around town, since he is verging on homelessness.
“Without insurance, it’s hard to find peace, so finding this clinic was very comforting,” Abhijit says, noting that they
are still trying to get Ayaan his own insurance. “It’s close to our home and we get help every time we call. Our lives
are normal again. We have continuity.”

Because cost isn’t the only obstacle
the uninsured face.
“This is the first time I’ve been down on my luck, and I’ve been faced with all kinds of new obstacles,” he says.
“But the Clinic is one of the things I’m grateful for. They’re very good at not leaving any loose ends.”

Because the uninsured need a voice
in government, too.
When elected officials want to know what it’s like on the front lines of the health care crisis, they often turn to Venice
Family Clinic for answers. No year was busier on this front than 2009, as the Clinic dedicated hundreds of hours to
advocating for health programs and health care reform to legislators nationwide.
Venice Family Clinic is a free clinic. That means all of its services—including visits with the doctor, diagnostic
procedures, medications, referrals to specialists, individual and group counseling, dental care, vision care—are free
to those who qualify based on income and geography.
One of those legislators was U.S. Representative Jane Harman, of California’s 36th District, who met with Darcie Miller, RN,
Head Nurse at Venice Family Clinic’s Milken Family Foundation Medical Building, and other staff members at a recent
visit. Congresswoman Harman has been one of the Clinic’s biggest advocates in Washington for years and played a
key role in the passage of HR 3962, the Affordable Health Care for America Act, in November.
Volunteers, community partners, pharmaceutical manufacturers, and other in-kind donors contribute more than
$12 million worth of products and services, but it still takes nearly $21 million annually to operate the largest free
clinic in the country, so philanthropists of all kinds play crucial roles in raising funds.
Venice Family Clinic and its patients also enjoyed unwavering support from U.S. Representative Maxine Waters, of
California’s 35th District, as well as U.S. Representative Henry Waxman, of California’s 30th District, who has worked
tirelessly on behalf of the uninsured and, as Chairman of the House Energy and Commerce Committee, was one of
the lead sponsors of HR 3962.

Because everyone contributes what they can.
So do patients, like Maria Diaz, 64, who collectively contribute more than $400,000 per year. “It feels good to make
a donation,” she says. “There’s no clinic like Venice Family Clinic. I wouldn’t change it at all.”

Because health care reform
can’t happen without us.
Despite the frustration that typified 2009 for so many Americans, the year ended on a hopeful note with the
preliminary passage of two ambitious health care reform bills in Washington. But no matter the details of reform
legislation or when it is passed, the real test will be in its eventual implementation, which is why Venice Family Clinic
has achieved permanent importance to the health care system.
For starters, once millions of people from low-income communities become insured, the health care system will need
specialized knowledge of their needs—the kind of knowledge that only comes with experience. From its expertise in
chronic disease management to its emphasis on family weight management to its understanding of and respect for
cultural differences, Venice Family Clinic has knowledge that many other primary care providers do not.

In addition, even if so-called “universal health coverage” is enacted, some populations—such as the mentally ill and
the homeless—inevitably will fall through the cracks. Venice Family Clinic cares for the most vulnerable members of
society and is known for doing so; as such, it enjoys their trust—trust that takes decades to form.
Health care reform will not be an isolated incident. It will be a process. It is therefore essential not only that Venice
Family Clinic maintains its pursuit of making quality health care accessible to everyone in need, but that consumers,
insurers, elected officials, and other health care providers all take note of it for what it is: a model for how the health
care system ought to work.

Nine Key Achievements in 2009
Two thousand nine was a year unlike any other in Venice Family Clinic’s
history—distinguished, of course, by the most severe worldwide economic
downturn since the Great Depression, which resulted in both a huge increase
in demand for services and a decline in public and private funding.
Both because of and in spite of these forces, Venice Family Clinic improved
yet again in many of the most important areas. But it wasn’t easy. Staff worked
harder than ever. Volunteers took on more responsibilities than ever. Patients,
too, contributed more than ever. And the results testify to all this effort.
In fiscal year 2009 *, Venice Family Clinic:

Provided free, quality health care to 24,424 people in need—an increase
of 4% from 2008.

Increased total patients visits by 4%, to 103,517, including 80,480
primary care visits, 8,074 specialty care visits, 8,748 mental health
visits, 2,141 dental visits, and 4,074 health education visits.

Recruited and/or retained 2,057 volunteers—an increase of 33%.

Procured $12.1 million worth of donated goods and services—an
increase of 7%.

Was a training site for 43 local education programs in the areas of
medicine, nursing, pharmacy, mental health, social work, public
health and administration, and integrative medicine.

Orthopaedic Hospital, and OPCC, a homeless services agency in Santa Monica, launched
a respite care program for homeless patients discharged from local hospitals and in need of
follow-up care.

Venice Family Clinic is guided by specific principles that are
the foundation of its day-to-day decision making and future

1. Venice Family Clinic’s highest priority is to provide
primary health care1 to those without access to care.
Prevention, treatment, care management, and health
promotion are integral components of the primary care
it provides. Venice Family Clinic strives to deliver
comprehensive medical, mental health, educational, and
supportive services, as well as appropriate specialty care.
3. Venice Family Clinic demonstrates cultural competence
in all aspects of its organizational culture and service delivery.
