Pak violates ceasefire along
IB in Samba, targets BoP

After a brief lull of three
days, Pakistan today again
resorted to firing from across
the International Border (IB) in
Samba district of Jammu and
Kashmir in yet another act of
ceasefire violation.
вЂњPakistan Rangers resorted to
small arms firing at Narainpur
BoP along IB in Ramgarh sector
of Samba district at around
1030 hours,вЂќ Ramgarh Station
House Officer (SHO), Satesh
Kumar, told.
Confirming the ceasefire
violation, a BSF spokesman
said that Indian troops had
retaliated to the Pakistani firing
in brief exchanges.
вЂњThere was no loss of life or
injury to anyone in the firing,вЂќ
the spokesman added.
The latest ceasefire violation
comes 72 hours after the last
instance of firing from across
the border by the neighbouring
countryвЂ™s troops on the night of
October 19 in Pargwal sector of
Jammu district.
Pakistani troops had also
violated the ceasefire on Oct. 18
and 17 by resorting to firing on
BoPs in the Makwal and Allah
mahi Da Kothay (AMK) areas
of Jammu district.
Before that, the ceasefire was
violated twice on Oct. 17 along
the Line of Control (LoC) in
Hamirpur sector of Poonch
district. Ceasefire violations
also took place on Oct. 16 night.
In firing from across the LoC
in the Saujian-Kirni-Shahpur
belts of Poonch on Oct. 15, a
seven-year-old boy, Riyaz of
Kuiyian Gotirian village, was
injured. The IB and LoC in
Jammu region have witnessed
heavy firing and mortar shelling
by Pakistani troops since Oct. 1
which has left nine persons dead
and over 95 injured, including
13 security men.
Around 30,000 people have
fled their homes to avoid the
shelling, leaving 113 hamlets
deserted in the border areas.
Omar cleans flood-hit areas as
part of 'Swachh Bharat Abhiyan'

Corporation (SMC) officials in
cleaning the flood-hit areas of
the city as part of the 'Swachh
Bharat Abhiyan'.
Wielding brooms, Omar and
SMC Commissioner G N Qasba
swept the road in Jawahar
Nagar, one of the worst hit areas
in the recent flood.
Omar had earlier thanked
Bollywood superstar Salman
Khan for nominating him to the
'Swachh Bharat Abhiyan'
launched by Prime Minister
Narendra Modi earlier this
month.

wrote on micro-blogging site

вЂњCongress is not going to be
blackmailed under any such
threatвЂ¦Do not try to blackmail
us. Stricter possible action
should be taken against

The issue of black money has
led to a war of words between

Prime Minister Narendra
Modi's Diwali visit here on
Thursday to express solidarity
with the flood affected people
of Jammu and Kashmir will be
packed

meetings,
government sources said.
The Prime Minister is
expected to land at the airport
here at around 1 pm on
Thursday. He will then go to the
Raj Bhawan where he will meet
members of flood-affected
families, including women and
children, from different parts of
the Valley.
"He will chair a meeting to
review
the
relief
and
rehabilitation operations by the
state
and
the
central
government agencies," a state
government source told a news
agency. "Modi is also likely to
visit a relief camp in Srinagar,"
the source added.
Sources here also said that
Modi is likely to announce a
relief and rehabilitation package
for the flood affected people in
the state.
He is scheduled to fly back to
New Delhi in the evening.
The visit, however, has
evoked a mixed response from

As Congress accused the BJP

elections in Jammu and
Kashmir any time the Election

"As far as BJP is concerned,
we were ready yesterday, we

ready anytime for the elections.
We have no objections," BJP
leader and MoS in Prime
Minister's Office Jitendra Singh
told reporters here.
Singh, however, said the
timing of the elections in the
state was the prerogative of the
Election Commission of India.

Security has been beefed up

The 83-day-long operation
'Falah' to clear the firing range
in this famous meadow of
Budgam
in
Kashmir
concluded today with the army
saying that it has totally
demined the 69-sq. km area.
"The initiative to clear the
Tosamaidan field firing range
of the unexploded bombs and
other explosive objects came
to a conclusion after 83 days
and 10,000 man-hours. We can
confidently say now that we
have kept our promise made to
the people of clearing the
field," said Lt Gen Subrata
Saha, Corps Commander of
the Srinagar-based Chinar
Corps.
Tosamaidan, also known as
the 'king of meadows', is
situated in the Pir Panjal range
in Budgam district. It was at
the centre of a controversy
when Kashmiris demanded the
shifting out of the firing range
following the expiry of the
lease in April this year.
Several
protest
demonstrations were held
across the valley in support of
the demand for the army to
leave Tosamaidan after some
sporadic incidents causing
injuries to locals here due to
littered shells in the area.
Saha said the army used hitech equipment to clear the
impact and periphery areas of
the range even as it faced a lot
of difficulties in sweeping the
area due to its terrain.
"For about 24 days, we had
rainfall and snowfall here. It
was one of the biggest drives
undertaken by the army and
was supported by the locals
and the civil administration,"
he said.
Saha said that although the
area has been completely
cleared of dangerous material,
if any suspicious object is
found there, the locals should
report the matter to the army.
The army had given
financial assistance of Rs 1
lakh to the family of one Bilal
Ahmad Parray, who lost his
life in a shell explosion here
on July 16. The cheque was
presented to the family of the
deceased by Chief Minister
Omar Abdullah.

Flood rehabilitation delayed
due to prolonged rescue ops

Centre today said the
rehabilitation of the flood
victims of Jammu and Kashmir
has been delayed due to
prolonged rescue operations
following the natural calamity
in the state last month.
вЂњRehabilitation
follows
rescue. When the rescue part is
prolonged, when the rescue
operation is more onerous, the
rehabilitation gets delayed
accordingly,вЂќ Union Minister of

Jitendra Singh told reporters
here.
Asked if the present
government at the Centre had
been tardy compared to the
response to 2005 earthquake,
Singh said there was no
comparison between magnitude
of the two tragedies.
вЂњI donвЂ™t think there is any
comparison. This is an unequal
comparison. The magnitude of
devastation caused by the floods
is many times that of the
earthquake. The kind of
response by the present
government is unprecedented to
floods,вЂќ he added.
The Minister said there was
no deliberate delay in providing
compensation to the flood
victims before the onset of
winter.
вЂњThe process is being
followed and it will be done
sooner than later,вЂќ he said.
Singh said dealing with the
aftermath of a calamity is a
three-phased progress and in
normal
practice,
the
rehabilitation stage will come
only after the relief phase is
over.

Incursion by China during Prez XiвЂ™s visit вЂ�uncommon'

The ITBP, which guards the
Sino- Indian border, today said
that the incursion by China in
Ladakh during the recent visit of
its President Xi Jinping to India
was вЂњuncommonвЂќ as it had gone
on for a fortnight, unlike past
episodes which had lasted no
longer than 10-15 minutes.
вЂњIt was uncommon as
normally such incidents do not
last for more than 10-15
minutes. When they come, we
show them a banner telling them
that the territory is of IndiaвЂ™s
and ask them to go back. They
normally do. But this time the
incident lasted for long,вЂќ IndoTibetan Border Police (ITBP)

Refusing to disclose the
details of the affair which had
unfolded during the visit of the

Goswami said that incursions by
China take place due to the

the perception regarding the

Forces of the two countries

The matter had clouded XiвЂ™s

even as Prime Minister
Narendra Modi raised the matter
twice with the Chinese

Tension had erupted when
some Chinese workers crossed
over with equipment to build a
road up to 5-km deep inside
Indian territory. A marathon flag
meeting between the two armies
had facilitated an end to the
crisis.
Goswami said that ITBP,
which guards the 3,488-kmlong, high altitude border
stretching from Jammu and
Kashmir to Arunachal Pradesh,
has placed the demand for more
cameras and other surveillance
equipment.
вЂњWe have installed a camera
in the Ladakh sector which can
zoom into objects 20-25-km
away. We need more of such
instruments,вЂќ he said.
Asked to comment about
reports that the army wants to
have the operational control of
ITBP, Goswami said he had no
such information, but added that
вЂњgiving command of a force to
another force would not be
goodвЂќ.

approached Home Ministry for
approval to set up 54 more

and did nothing to mitigate the

anyone to rub salt into our
wounds," hardline faction of
Hurriyat led by Syed Ali Shah

It said when Modi had not
even felicitated Muslims on
Eid, his celebrating Diwali in
the Muslim-majority state is

Attack on Canadian parliament:
Soldier, shooter killed

At least two gunmen
traumatized the heart of the
Canadian government on
Wednesday, with one shooting a
soldier guarding the National
War Memorial and then
entering the adjacent Parliament
building, where multiple rounds
were fired. Shooting also was
reported at a nearby shopping
mall.
Police officers rushed to
secure the Parliament building
and move occupants to safety as
they hunted for what Canadian
news reports said were possibly
two or three assailants, in what
had the appearance of a
coordinated
attack.
The
Canadian
Broadcasting
Corporation reported that one
assailant was killed. The
condition of the soldier who
was shot was not immediately
clear.
The shootings began about
10am, just as the leaders of
parliament were holding their
weekly meetings, suggesting
the possibility of deliberate
timing. Many of the lawmakers
were rushed into secure rooms
in the basement by guards.

shooting but was evacuated

OGW module of LeT busted,
arms cache recovered in J&K

With the arrest of two Over
Ground Workers (OGWs) of
Lashkar-e-Toiba, the Jammu
and Kashmir police today
claimed to have busted a
terrorist module that was using
passenger vehicles to ferry arms
and ammunition.
"Two OGWs of Lashkar-eToiba terrorist outfit were
arrested yesterday as they were
transporting
arms
and
ammunition from the bordering
district of Poonch to Srinagar,"
a senior police officer said.
He said the two accused were
arrested from a passenger bus
that was on its way to Srinagar
from Mandi Tehsil in frontier
Poonch district.
"On specific information, we
stopped the bus and conducted a
search operation and recovered
three hand grenades, a pistol
and some ammunition," he said.
The two arrested OGWs have
been identified as Mohammed
Azam and Sikandar Khan of
Chapria of Mandi Tehsil and a
case under various sections
have been registered with the
police.
With the tightened anti-terror
grid, terrorist outfits are
desperate to reinforce their
deleting supply of arms and
ammunition.

Ruling National Conference has sought deferring
the polls in order to focus on relief and rehabilitation
of the flood victims in the state.
The Election Commission visited Kashmir last
week to assess the situation in the flood-hit areas of
the state in order to take a final call on the poll
schedule.
Cong dares
no need to blackmail Congress. Whatever names
they have, they should reveal and act as they have a
government. They should not try to blackmail us.
вЂњWe also tell them not to limit the declaration of
names only to 136 individuals. We want to tell the
BJP and the Prime Minister that half truth is not the
truth. They should not go for selective and vindictive
leakages. They should come out with all the names.вЂќ
Maken also recalled that Prime Minister Narendra
Modi, during his Lok Sabha election campaign, had
said that if the black money is brought back, each
citizen will have Rs 15 lakh while Home Minister
Rajnath Singh, who was then BJP President, had
promised to bring back black money within 100
days.
вЂњDo not mislead people about names. People of
the country are not going to get into this trap of
names. People of the country are waiting that when
will the government bring back black money. 100
days have already passed and it is to be 150 days. So
not not a single penny has come.

Operation

In yet another public welfare initiative, Army has
given medical treatment to more than 3,000 patients
at medical camps in the area and has also treated
about 9,000 animals for various diseases.

Tosamaidan area were also organised by the army.
The army is also holding pre- recruitment training of
47 young boys with a view to guiding them to take
the recruitment test for entry into the security forces.
As part of an employment drive, a mobile phone
repairing course is being conducted at the
Community Development Centre at Khag for 30
youths, the Army added.
A jute bag-making course for 30 women is being
run by army besides training for 20 women in
tailoring, stitching and designing, it said, adding that
50 students from the Gujjar and Bakerwal
communities are being provided schooling.
The chief minister, while lauding the initiatives
taken by the army for the benefit of the civilian
population, expressed hope that the security forces
would continue to provide necessary help to the
people in their day-to-day life.
PM to have

Jammu and Kashmir Chief Minister Omar
Abdullah welcomed the decision. The opposition
Peoples Democratic Party too said the decision was
welcome, but also said it would have been better had
the Prime Minister visited the state during the Eid
festival that followed the devastating floods of
September 07.
This will be Modi's fourth visit to the state ever
since he became the Prime Minister five months ago.

Asked about the state governmentвЂ™s Rs 44,000
crore memorandum of losses to the Centre, Singh

without salary for 3 to 12
months.

'Akhir Kab Tak' in their Rath Yatra from J&K to

down, but not out
After the Haryana and Maharashtra assembly election
results were declared, I congratulated a friend, a political
scientist, for correctly predicting that the Bharatiya Janata
Party would get a majority in Haryana. He then recounted the
exchange between two friends, вЂњCongratulations,вЂќ said one
to the other. вЂњFor what?вЂќ his friend asked. The other replied,
вЂњYou were right. The floods are on time!вЂќ
Who has been swept away by the flood of BJP victories?
The obvious answer is the Congress. But does the BJPвЂ™s
success in projecting itself as a national party that can
represent regional aspirations also make the future of
regional parties uncertain? After all, the BJP made substantial
gains although it abandoned its erstwhile allies in these
elections. It jettisoned possible alliances with the Indian
National Lok Dal and the Haryana Janhit Congress, and yet
rose from four seats in the state assembly in 2009 to 47 this
time around. In Maharashtra, it gambled by going it alone
without the Shiv Sena, and emerged as the single largest
party.
This pattern may well be repeated in state elections in
Jharkhand, Bihar, West Bengal, Assam and even Punjab.
These states are vulnerable to change in government. Yet,
analysts may be reading too much into the BJPвЂ™s regional
successes. After all, the state-level parties in Haryana and
Maharashtra have not been entirely decimated. The INLD
has emerged as the second largest, and, therefore, the main
opposition party in Haryana. And this was despite two of its
top leaders undergoing a 10-year prison term.
One could even argue that because the Jats saw their 80year-old leader Om Prakash Chautala out on bail, limping
from one rally to another, a sympathy vote consolidated
behind the INLD. While the Jat vote (except in the Congress
belt of Rohtak and Jajjhar) consolidated in favour of the
INLD, the non-Jat consolidation behind the BJP was larger,
contributing to the partyвЂ™s victory. So the main state-level
party, the INLD, despite its leaders being publicly
dishonoured and jailed, maintained an honourable legislative
presence.
Maharashtra, too, the Shiv Sena has far from disappeared.
Indeed, it has increased its strength in the legislature. The
regional Nationalist Congress Party also continues to exist.
Despite seizing ground from both, the BJP still needs to ally
with one of them to be able to form a government in
Maharashtra.
It is difficult to see how state-level players will disappear
under the onslaught of the BJP in Jammu and Kashmir,
Punjab, Uttar Pradesh, Bihar, West Bengal, Assam,
Meghalaya, Arunachal Pradesh, Nagaland, Tripura, Odisha,
Andhra Pradesh, Telangana, Tamil Nadu, Kerala or even in
Delhi.
The state-level players do well not because they represent
a regional sentiment but because they promise good
governance. Naveen Patnaik, who does not even speak Odia,
has won every election since 1999 and his Biju Janata Dal
will continue ruling Odisha till 2019. These parties are
regional only in terms of their area of influence. They have
the same development and governance goals as the national
parties irrespective of whether they are organised around
caste, ethnic, religious or regional lines. Where national level
parties have failed to provide a responsive government in a
state, why would voters not opt for local political parties?
By virtue of its majority government at the Centre, the
BJP insisted on changing the rules of engagement between
itself -- a national party -- and the state-level parties. Yet, the
electoral successes of the BJP do not necessarily mean the
eclipse of state-level parties.
The BJP is in an ascendant phase under the leadership of
Narendra Modi. However, in this time of fast-changing
public aspirations, short attentions spans and the constant
public need for new stimuli, public perceptions of the Modi
government will change. When the storyline flags, the BJP
may have to look for allies once again.
Meanwhile, winning state-level elections largely by
banking on ModiвЂ™s personal charisma, would mean that the
local leadership of the BJP will be dwarfed. As power will
accrue to only two people, Modi and Amit Shah, the вЂњhigh
commandвЂќ culture, which ruined the Congress, could also
become the bane of the BJP.

For everyone's sake, can Congress sack Rahul?

The Narendra Modi government
is as half-hearted as its leader is
energetic. It is as tentative as he is
transformative; its actions are as
timid as his promises were
unrestrained.
This was underlined by two of the
decisions that it took in the past few
days.
First, it set a new formula for the
pricing of natural gas discoveries in
India. The formula, however,
stopped short of also putting into
place a transparent and depoliticised process for adjusting that
price.
After all, a "premium" was
promised for natural gas discoveries
in fields that are difficult to extract it
from -- which is, by a strange
coincidence, exactly the sort of field
that Reliance Industries claims it has
been saddled with. This means,
essentially, that bureaucrats or
ministers will set the premium, in
response to requests and claims from
the company that has discovered
natural gas. This is not, to put it
mildly, a particularly marketfriendly or reformist vision.
Then there's its step on coal "denationalisation" -- oh wait, Finance
Minister Arun Jaitley really doesn't
want us to say that has happened.
And he is right. It hasn't happened.
The government went to great pains
to emphasise it had not really
allowed private sector mining -merely decided on an ordinance that
would allow for the status quo ante
to be restored.
It is a matter of great amusement
to most people who look carefully at
these issues that such steps are being
sold as great reform, just as a
website for inspectors was sold as
labour law reform and an electronic
attendance register for bureaucrats
as administrative reform.
What is more worrying, though, is
that the government's claim that
these are major reforms is going
unchallenged.
Look -- governments, in general,
are allowed to make this sort of
outsize claim. The opposition exists
to question their decision -- to point
out if and where it falls short, and
whether it is a real change or not.
Unfortunately, India does not have
an opposition, and so the
government's
bombastic
exaggerations
are
going
unchallenged.
On Sunday, as the results came in
from elections in Maharashtra and
Haryana, and the Congress party lost
power in states it had held for 15 and
10 years respectively, the Congress'
supreme leaders were noticeably
missing in action.
The person responsible is Rahul
Gandhi, and he was unavailable.
Unlike the wild-eyed and
malicious crazies online, I do not for
a moment suppose he was
holidaying somewhere pleasant.
As it happens, it is clear he was
visiting cyclone-hit parts of Andhra
Pradesh and Odisha. This was, no
doubt, a nice thing to do. It is also
colossally stupid to do it when your
party is falling part, and your
partymen want to hear from you.
True, that the Congress' current
leadership has shown itself
catastrophically incompetent is one
thing.
That should bother nobody but
them, and their own dwindling band
of die-hards, who have more and
more to forgive and less and less
patience with which to do it. But that
the Congress' leadership is also
intent on becoming the sort of
mindless opposition that it justly
criticised over the past decade
should infuriate us all.
Consider the Congress party's
reaction to the news that the
government had announced the
"decontrol" of diesel prices -- that
they
would
henceforth
be
determined by market forces.
Diesel subsidies used to be one of
the biggest holes in the Union
Budget.
But in January 2013, the last
government took the decision to
move prices up gradually every
month, till the per-litre subsidy was
wiped out.
That happened some months ago,
actually, and the government has
only now implemented the last and
least politically difficult step of the
plan set into motion by its
predecessor almost two years ago -a decision that, remember, caused
the government to be reduced to a
minority. Even the official press
release on diesel decontrol from this
government references the Cabinet
decision taken by the last lot.
So you would think the Congress
would want to hang around insisting
it got the credit for ending the diesel
problem, right? You would be
wrong.
The timeless geniuses who are
currently running India's oldest party
repeatedly into various walls instead
went with the "It's An Anti-People
Plot" gambit.
Is that official party policy?
Would the Congress really like to
run away from one of its
achievements while in power to seek
refuge instead in the kind of
reflexive "pro-poor" idiocy that has
made it a marginal force in almost
every Indian state of consequence?
I know Manmohan Singh has
earned his retirement.
But surely his ministers are
capable of turning up to point out the
reform limitations of the current
government?
Remember P Chidambaram? (Tall
gentleman, used to be finance
minister.) Why was he not claiming
he had fixed diesel prices, not Arun
Jaitley?
Where was M Veerappa Moily,
former petroleum minister? Over the
weekend, even as Modi ordered his
ministers to go on television, the
entire Congress front bench was
missing in action -- following their
leader's example.
Rahul is leading this Congress so
amateurishly, and from so very far
behind the front line, that he has
made a barely competent Cabinet
look superbly professional.
Rahul's silence on policy issues
was barely defensible when his party
was in power.
There at least he could claim that
he would undermine the prime
minister if he spoke. He may not
have noticed yet, but the Congress is
no longer in power.
The longer he runs away from
policy issues to play "NGO-NGO" in
The Real India (copyright owned by
the Nehru-Gandhi Family), the more
people will see through that excuse
and conclude he just has no vision to
offer India.
Sadly, if the Congress is stupid
enough to think that Dalits, Muslims
and The Poor are enough to send it
triumphantly back to power in a few
years, they will hurt more than
themselves.
Dalits are abandoning the
Congress -- look at the way the Dera
Sacha Sauda, a Dalit Sikh religious
organisation, chose to endorse the
Bharatiya Janata Party in Haryana
this time, instead of the Congress.
Muslims are abandoning the
Congress -- look at the way
Asaduddin Owaisi's parochial
Muslim party won its first seats
outside Hyderabad in this election.
And The Poor will abandon the
Congress if it offers them only
empathy and visits from its heir, and
no concrete paths to prosperity.
But in destroying itself through
shifting to the left as the coterie
around Rahul would like to see, the
Congress could also take down
India's chances at reform with it.
It would push the government to
the left, towards greater caution,
instead of greater radicalism. It
would choose obstruction and guile,
rather than open and constructive
criticism. It would hurt all our
futures, since we need a sensible
liberal opposition and not another set
of noisy Communists.
If it is to help reform India, the
Congress needs to reform itself. And
to reform itself, it needs to get rid of
its leader.
I wrote some years ago that the
Congress should sack Rahul, for its
own sake.
I am now forced to conclude that
the Congress needs to sack Rahul for
everyone's sake.
Scholar, friend and a fine humanist
Hiranmay Karlekar
Professor Salahuddin Ahmed was a
wealth of society, not just for Bangladesh but
for India too. His demise is a sad event for us
all
The Indian sub-continent lost a fine
scholar and humanist вЂ” and Presidency
University, Kolkata, an outstanding alumnus
вЂ” in the passing of AF Salahuddin Ahmed,
Bangladesh's National Professor, on October
19. Prof Ahmed, who did his BA with
honours in history from Presidency
University, then College, and MA in the
same subject from Calcutta University, also
received a Masters' degrees from the College
of Oriental and African Studies, London, the
University of Pennsylvania in the United
States and a doctorate in history from the
University of London. Neither these
academic awards, nor his many publications,
impressive as they were in themselves,
however, reflect the enormous respect in
which he was held by Bangladesh's
academic community and civil society.
Steeped in MN Roy's philosophy of Radical
Humanism, he was closely associated with
the Radical Democratic Party founded by the
latter.
Professor AhmedвЂ™s voice was a voice of
sanity and wisdom in Bangladesh's public
life. Closely supported by his wife, Hamida
Khanom, he had unfailingly taken a resolute
stand against Islamic fundamentalism вЂ”
indeed, fundamentalism of all kinds вЂ” and
the rights of minorities. Ms Khanom, who
had graduated from Bethune College, before
doing her masters from Kolkata University,
and who had preceded him to the hereafter,
had retired as the principal of the College of
Home Economics in Dhaka, and was a
distinguished educationist herself.
Professor Ahmed's notable books in
English include Perspectives on History,
Society and Politics; Social ideas and social
change in Bengal 1818-1835, Bangladesh
Tradition and Transformation, Bengali
Nationalism and the Emergence of
Bangladesh. His well-known books in
Bengali are Itihash O oitijjo Bangalir
Sadhana O Bangalir Muktijuddha and
Bangladesh:
Jatiyabad,
Swadhinata,
Gonotantro. Besides, he had played an
important role in the publication of Sheikh
Mujibur Rahman's Ashamapta Atmajiboni,
which came out in English as Unfinished
Memoirs.
Awards for Professor Ahmed's manysided contributions included the Bangladesh
Sadhinota Padak, the country's highest
award for contributions to a multiplicity of
fields including the War of Liberation, the
language movement, education, literature,
journalism, public service, science and
technology and various forms of arts, in
1999. Earlier, in 1991, he had been awarded
the
prestigious
Ekushey
Padak,
commemorating
the
martyrs
the
Bangladesh's language movement killed on
February 21, 1952.
Firm friendship with India was the
corner-stone of his approach to foreign
affairs. His philosophy, activities and role as
a teacher had deeply inspired a large number
of Bangladesh's scholars and public persons
including Mr Shahriar Kabir and professor
Muntasir Mamun. Both Mr Kabir, a prolific
writer, journalist, film-maker and human
rights activist, and Professor Mamun, an
author, historian, scholar and translator who
teaches history at Dhaka University, had
played a crucial role in preserving the
secular and democratic legacies of the
Liberation
War
and
combating
communalism and Islamic fundamentalism.
Both were arrested and persecuted by the
Bangladesh Government under the prime
ministership of Begum Khaleda Zia, for
their forthright stand against communal riots
and atrocities on Hindus. Both were at the
forefront of the movement for the arrest and
prosecution of war criminals and played a
key role in the setting up of the International
War Crimes Tribunal in 2009 in which
Professor Mamun appeared as a key
prosecution witness in 2012.
It was courageous and relentless efforts
by people like them that prevented the
Jamaat and other violent Islamist bodies
from destroying secularism and democracy
in Bangladesh, seriously threatened when
the Bangladesh Nationalist Party ruled the
country in alliance with the Jamaat from
2001 to 2006, and, more recently, when the
two had launched a murderous campaign to
scuttle the parliamentary elections.
Powerfully reinforcing their efforts was the
intellectual ambience created by scholars
and intellectuals like professor Salahuddin
Ahmed.
Bangladesh's Prime Minister, Sheikh
Hasina, who visited his residence in Banani,
Dhaka, to pay her last respects and offer her
condolences to family members, prayed for
him and, dwelling on his many
contributions, described him as a вЂњwealth of
societyвЂќ whose passing was a great loss. She
could not be more right.
Reforms in academic research, scholarship

The opening of the Nehru Papers would
be the greatest homage to Nehru and an
exceptional opportunity for scores of young
scholars to see what went right (and also
what went wrong) in Modern India
As India prepares to celebrate the 125th
birth anniversary of Jawaharlal Nehru, the
incumbent Prime Minister of India, Mr
Narendra Modi, announced that he will head
the national committee to commemorate the
occasion. A Prime MinisterвЂ™s Office release
said the first meeting of the committee will
be held вЂњsoon after DeepawaliвЂќ.
The media was surprised as no one from
the Nehru-Gandhi family was included in the
committee which has six Cabinet Ministers;
however senior congress leaders such as Mr
Ghulam Nabi Azad, Mr Mallikarjun Kharge
and Mr Karan Singh have been called upon
to participate.
A host of other eminent academics,
scholars, retired bureaucrats and Army
officers will take part in the deliberations of
the committee, which will also have the
Director General of National Archives of
India as a member.
It is an interesting inclusion, though the
fact that there is no permanent DG since
professor Mushirul Hassan left in May 2013,
shows the lack of interest of the previous
Government for scholarly work and research.
Hopefully, this will change under the new
dispensation.
The Nehru celebrations would be the
ideal occasion to open up to research, what is
known as the Nehru Papers (also referred to
as the JN Collection) kept in Teen Murti
Bhavan, and this without any restriction.
It has been one of the greatest enigmas of
вЂ�modernвЂ™ India: How come the
correspondence, notes, speeches of the first
Prime Minister of India are considered
вЂ�privateвЂ™ and why should it be kept under the
custody of one вЂ�privateвЂ™ person (Ms Sonia
Gandhi)? The stateвЂ™s papers should never be
privatised.
Apparently, Nehru had willed all his
papers to an organisation to be created after
his death (the Jawaharlal Nehru Memorial
Fund). However, Nehru did not specify that
thereafter, special permission of the
custodian would be required to access any
file/document.
Apparently, his daughter, Indira Gandhi,
added this odd rule that they should remain in
the custody of her family.
The end result is that the Nehru Papers
do not come under the Public Record Rules,
1997, which states that records that are 25
years or more must be preserved in the NAI
(and that no records can be destroyed without
being recorded or reviewed).
While legally, it is mandatory for each
GovernmentвЂ™s department to prepare a halfyearly report on reviewing and weeding of
records and submit it to the NAI, the Nehru
Papers are exempted. It would be fine to keep
the Papers as a вЂ�collectionвЂ™, if they were
openly available to the general public. The
Nehru Papers are an invaluable collection
dealing with all topics under the Indian sky,
looked after by the Prime Minister (Nehru
was also Foreign Minister from 1947 till his
death in 1964).
One can argue that the JN Collection is
not completely closed; if one is ready to
follow the cumbersome process and write to
the 'custodian', one has technically a chance
to have a darshan of the said file/letter. But
why to always complicate the researcher's
life?
I have always wondered if those who
have practically closed the Nehru Papers to
the public of India, have ever read what
Nehru wrote about the secrecy? On August
27, 1957, in a note to his Principal Private
Secretary, he commented about some persons
having been refused access to the National
Archives of India: вЂњI am not at all satisfied
with the noting on this file by Intelligence or
by the Director of Archives. The papers
required are very old, probably over thirty
years old. No question of secrecy should
apply to such papers, unless there is some
very extraordinary reason in regard to a
particular document. In fact, they should be
considered, more or less, public papers.
вЂ¦Also the fact that a Communist wants to
see them is irrelevant. I do not particularly
fancy this hush hush policy about old public
documents. Nor do I understand how our
relations with the British Government might
be affected.вЂќ
One can hope that the committee for the
125th anniversary of Nehru will put this issue
first on its agenda and as an offering to the
memoirs of the first Prime Minister, will
make his fabulous collection of historic
documents available to each and every one in
India (and abroad), wanting to study NehruвЂ™s
works.
It can be argued that the Nehru Papers
have been partially declassified through the
publications of more than 55 volumes of the
Selected Works of Jawaharlal Nehru (19471960), but for a researcher, this selection
cannot replace the вЂ�real thingвЂ™. Further,
though the policy has been changed for the
most recent volumes, the editor used to
resume with a few words the letter/event/note
which had triggered the Prime MinisterвЂ™s
answer; to read Nehru's interlocutor full
questions/queries helps to better understand
NehruвЂ™s answer. The newly-appointed
committee would do India a great favour in
opening the entire collection to the public.
Recently speaking at the 42nd annual
convocation of the All India Institute of
Medical Sciences , the Prime Minister said,
вЂњWhile Indian doctors have made a name for
themselves across the world, the country
needs to step up medical research, to keep
pace with fast-changing world. We should
focus on research, particularly on case
history. This can be a big contribution to
humankind.вЂќ
It is not only in the medical field that
research should be supported, but in the
historical one too. Young (and older) Indians
should be encouraged to research and dig in
the past (the glories as well as the goof-ups)
in order to better face today's reality.
Let me tell you my personal experience
in the National Archives of India which I
have been frequenting for the past 15 to 20
years. Every two years, I have to re-apply
from scratch and prove again that I am still a
вЂ�scholarвЂ™. Being born in France, I have to
bring a certificate from the French authorities
вЂ�provingвЂ™ that IвЂ™m still a вЂ�researcherвЂ™. Though
the French Embassy has always readily
obliged, why canвЂ™t I be a вЂ�scholarвЂ™ for life?
When I ask the NAI staff, I am invariably
told: вЂњNo sir, this is the rule in IndiaвЂ™ you can
be a scholar for two years only.вЂ™ What a
nonsense!
If the Prime Minister wants to build a
nation of researchers, there are many rules to
drop and many vaults to open. Today, a string
of antiquated rules and regulations, redtapism and an obscurantist mind-set not
worthy of a dynamic country like India,
remains in place. As a result, Indian history
continues to be buried. Is it the hallmark of a
mature nation?
The opening of the Nehru Papers would
be the greatest homage to Nehru and an
exceptional opportunity for scores of young
scholars to see what went right (and what
went wrong) in Modern India.
Please, Mr Prime Minister, encourage
historical research too.

today, the chief minister said
that he had prepared plans to
reconstruct Visakhapatnam.
The central government and

have assured all help to
reconstruct Visakhapatnam city
badly damaged by Cyclone
Hudhud, he said.
"The administration and all
departments have worked hard
to provide relief and rescue
operations as well as restore
normalcy in a few days.
Sometimes I acted harsh with
the administration but it is only
to speed up the operations and
extend all help to cyclone
victims.
"My concern was to bring
normalcy as early as possible in
the process if anybody was hurt,
I offer my regrets to them,"
Naidu said. He said that after
the cyclone hit Visakhapatnam
he contacted chief ministers of
Odisha, Karnataka, Tamil Nadu
and West Bengal sought their
help. "We procured 2,500
metric tonne of potatoes from
West Bengal and 250 lorries to
supply it to the affected people,
while 30,000 metric tonne of

dumped

victims through fair price shops.
The government gave a package
to all victims through ration
shops," he said. He said that he
conducted a review meeting
with 22 officials of various
central government departments

offered New Delhi's qualified

disarmament, we support the
negotiation in the Conference
on Disarmament of an FMCT
that meets India's national
security interests," he said.
Such a treaty would stop
the making of materials that
could be used in nuclear
weapons.
Reintroducing a draft
resolution on a Convention
on the Prohibition of the Use
of Nuclear Weapons, he
criticised countries with
nuclear weapons coverage
that have repeatedly voted
against the proposed measure
since it was first introduced
in 1982.
Varma expressed "regret
that a sizeable minority of
member states - some of them
nuclear weapon states, some
with
nuclear
weapons
stationed on their soil and
others
with
alliance
partnerships underwritten by
policies of first use of nuclear
weapons - have voted against
this resolution".
And, "for reasons that are
difficult to understand, some
member states which are
today in the forefront of
efforts to highlight the
humanitarian impact of use of
nuclear weapons have also
voted against this resolution".
Reflecting the concern of
the international community
to the dangers from terrorists,
Varma said India will be
introducing again a draft
resolution on "measures to
prevent
terrorists
from
acquiring weapons of mass
destruction".

Prime Minister Narendra
Modi will review the progress
of
infrastructure
sectors
including roads, railways and
power in the presence of senior
officials of concerned ministries
on November 5.
"The Prime Minister has
called a meeting to review the
progress
of
various
infrastructure projects being
implemented under different
ministries on November 5," a
source said. "Since the
Commission
has
been
monitoring
infrastructure
sectors, the Prime Minister will
review the progress report
prepared by body", he said.
According to the information
available, Planning Secretary
Sindhushree Khullar will also
be present at the meeting to
brief the Prime Minister about
the monitoring report on
infrastructure prepared by the
Commission. The Commission
has been calling meetings of
various officials these days to
finalise its assessment report on
different infrastructure sectors.
In
order
to
push
infrastructure development in
the country, Modi had asked his
ministers to electronically
monitor the progress of projects
and directed the Railways to
submit a comprehensive plan
for encouraging foreign direct
investment in the last review
meeting held on September 12.
There are instructions to
review progress of eight major
infrastructure sectors - Civil
Aviation, Ports and Inland
Waterways, Railways, Roads,
Telecom, Power, Coal, and New
and Renewable Energy on
monthly basis.

Sukhoi-30 fighter plane fleet
and is undertaking a thorough
technical check after both the
pilot seats in one of the aircraft
ejected without command
during landing, leading to a
crash near Pune recently.
The fleet of about 200 twinengine Su-30s would be back
in air only when they are
cleared by the technical review.
The move came after a Su-30
fighter of the Indian Air Force
was involved in an accident on
October 14 in which both
ejection seats had "fired" while
the aircraft was coming in to
land.
The pilots were safe but the
aircraft crashed about 20 kms
short of the runway. No loss of
life or damage to property was
reported. A Court of Inquiry

Prime Minister Narendra Modi
will meet all MPs of BJP-led
National Democratic Alliance
(NDA) over tea here on
October 26. All MPs of BJP's
estranged ally Shiv Sena,
including Union Minister
Anant Geete, will be present
during the meeting at the Prime
Minister's residence. This is the
first interaction of all NDA
MPs with the Prime Minister
after the alliance stormed to
power at the Centre in May.

October 26 evening. As Shiv
Sena is a part of NDA, all its
MPs, including myself, will be
present at the meeting," Geete
