Enjoy reading Leadership Montgomery's Annual Book of Leaders. It
will give you great insight into the pride, purpose, spirit and fun that are
the hallmarks of this outstanding organization and provide easy access to
all the "leaders who have class" in Montgomery County.
Make Montgomery County a better place to live and work - that is
the guiding principle behind Leadership Montgomery, a nonprofit,
community leadership program whose goal is to enhance, strengthen,
diversify and broaden Montgomery County's volunteer leadership.
Leadership Montgomery now has almost 1,700 graduates. Since
community trusteeship is an expectation of participants, its graduates
serve on hundreds of public and nonprofit boards, committees and
commissions. Every nonprofit needs a board, and every board needs
leadership.
What began as Esther Newman's vision 22 years ago has long since
expanded to include the vision of the board of directors, with input from
Leadership Montgomery's membership. Its mission is to bring together
current and emerging leaders to make Montgomery County a better place
to live and work. Leadership Montgomery achieves this by building a
diverse group of informed community trustees who create collaborations
and partnerships to impact community needs.
Based on annual participant feedback and evaluation, Leadership
Montgomery has succeeded in providing outstanding and often lifechanging experiences for participants. As a by-product, many new
friendships have taken root and flourished among graduates.

Rockin' around the clock LM 2011

`Imagine asking four dozen aspiring leaders
to spend a year yoked together. Popular
wisdom conjures only folly and nightmare
scenes -- too many cooks and spoiled broth, all
officers and no troops, herding cats, and worse.
And what is the prize for surviving the
experience -- why, the pleasure of joining a
company of hundreds more like them! Yikes!
And didn't we all worry about that when we
began?
In the end, all those chiefs became a team of
collaborators, friends, colleagues, and a 100%inclusive mutual admiration society. I propose
that rocks shaped the spirit of our class. Not
only did we identify with rocks at the opening
retreat, but rocks also capture a lot of what we
learned and did this year, and plan to do in the
years ahead.
With our fiesta spirit, we mastered the
concept of "on the rocks," enjoying great happy
hours after each session. But amidst the fun, we
drew in partners, practiced checking our egos at
the door, listened and learned from each other,
and came to appreciate our varied skills.
Rocks are not only about fun. Rocks can
trip you up, bruise your shins, crush you or just
block your path. We listened with dread and
dismay as County planners and state legislators
revealed the ship of state drifting in policy
paralysis onto the rocky shoals of budget crisis
and structural deficit. On the personal side,
illness and dying have afflicted 2011's families,
while marriage and pregnancy have enlarged our
circles. Sorrow and celebration have been
formative for some of us already, while for
others many charged moments lie ahead.
Fortunately, rocking also means soothing,
nurturing, and tenderly taking care. Many of us
feel stubborn pride in what Montgomery
County has done right and take comfort for the
future in the commitment and skill of our
classmates. It seems certain that,
somewhere in all this energy and vision
will be solutions for the community.
And as members of the class have
struggled or triumphed personally,
classmates have rocked us, offering a
hand, a shoulder, kind words, wisdom,
and shared joy.
That support and commitment
recalls another precious property of
rocks -- climbing on rocks will help you
see farther and reach higher. As we
testified at the closing retreat, classmates
have already offered professional advice
and services, business leads and
opportunities, and contributions
throughout the year, and that promises
to continue. Rocks last -- they do not
blow away on the next wind; and even
as time erodes them, rocks create fertile
soil at their feet. As we envision futures
for ourselves and our community, the
class that rocks will be a lasting
foundation for those dreams.
The class that rocks wrote feelingly
about leadership for the last evening's
entertainment - embracing integrity as
the foundation of leadership,
relationships as an essential building
block of achievement, self-discipline as
the bedrock for trust and cooperation, vision as
the safest compass to guide the ship, and
responsibility as the strength to stand firm and
take the hits through good times and bad.
Many of the hundreds of Leadership
Montgomery graduates who are now our family
have these great qualities, and we know that
each class gets there in its own way. We of
2011, with rocks as our models and guides, look
to be all this and more for others, for ourselves,
and for the County!

The 2011 Class of Senior Leadership
Montgomery met for the first time in the fall of
'10, and they were eager to share their wisdom
and talent with like-minded individuals in the
group while they learned about the County.
Here are memories of the program from class
member Lesley Moore Vossen:
I once took a class that taught you how to
make a mosaic table. What made our tables
different was we didn't use those neat one-inch
square pieces of pre-cut glass to create our
design. Rather, we shattered old china plates
and cups and found pieces of plastic and wood
and enamel and used these oddly shaped
chunks to make our tables. This could account
for why my table, which I thought would
feature a dove of peace, ended up looking more
like a seagull with a neck problem.
What got me thinking about the table was
thinking about the past year of Senior
Leadership Montgomery. It may be a rather
clichГ© kind of metaphor, but the year did end
up in my memory not unlike a mosaic made of
irregular pieces of many colors that jog my
memory of places visited and people met.
There's a very clean and bright shiny chunk
of metal polished and very red that is surely the
fire truck at the Hillandale fire station. There is
a robin's egg blue piece, the color of the sky
when I flew over the County in the traffic plane
on a lovely clear October day. And of course,
many pieces looking like the mosaic of the
County when seen from above - the gray of the
quarry (which I never knew existed) and the
green of the agricultural land, and the sand
color of the area being worked on for the Inter
County Connector, and the reds and golds of
the trees near my own house in Silver Spring on
the cool autumn day.
There's a bright yellow -- the hard hats we
wore at the Resource Recovery Facility, where,
like alchemists, they turn garbage into energy.
One piece is a standard gray reminding me of
the walls at the County's Correctional Facility.
There's a lovely piece that is cream colored and

Montgomery 10 years ago, the intent was to
bring include another segment of the
population, people 55 and over, into the fold of
the diverse group of informed community
trustees who create collaborations and
partnerships to impact community needs.

gold - a memory of a Glen Echo carousel horse.
A honey-colored piece of wood -- a memory of
standing on the stage of Strathmore's concert
hall and looking out at the golden hall. And
several chunks of varied colored greens like the
many trees of Washington Grove - another
place I never knew existed until we met there.
And then there is that dark, dark gray piece of
iron - a remnant of the slave collar at Button
Farm, which haunts me still.
But the majority of pieces of my mosaic are
the pieces representing what I came to learn
about my fellow classmates. As seniors, we had
long histories and long careers and what we
could share with each other about ourselves on
Wednesdays were only tiny fragments of our
lives. But jumbled as those memories are, they
have a clarity of their own, because in the end it
is always the people we remember and the
people who are important.
And so we shared these small slices of our
lives, where we had taught or studied and
where we had lived or traveled and where we
were now. Where we worked or volunteered
and what we cared about passionately.
"But what is it for? What are you going to
do with it all?" my daughter asks me. And I
have no idea. Perhaps, like my father always
said, "It is good to learn just for the sake of
learning". And what I will do with it is to
continue to learn about the County that
stretches from Germantown to Silver Spring,
from Wheaton to Bethesda, and all the places
in between. After many years of wandering, it
is now my home and after one year of learning
about Montgomery County, it continues to be
fascinating.
Thank you to all the people I met along the
way, the County officials and nonprofit leaders
who care so much about what they do and
about the County. Thank you to Esther and
Kati and to every single person in Senior
Leadership Montgomery's class of 2011.
Thanks for the memories and for the mosaic.
At the end of the program, the members of
the 2011 Class of Senior Leadership
Montgomery made a promise to take
advantage of the tremendous network provided
by Leadership Montgomery to stay connected
and help make a difference in the County.

The award, presented by
Leadership Montgomery,
recognizes exemplary leadership
that has had a significant impact
on the lives of County citizens.
Dr. Weast was nominated by
more than 50 graduates and
current participants in the
Leadership Montgomery program, the most nominators a candidate
has ever received.
"Dr. Weast has led our school district during a time of dramatic
change. Yet, amidst all this change, student achievement has reached
an all-time high and [MCPS] has become a national model of how a
large school district should be run," said Stewart Edelstein ('03),
Executive Director of the Universities at Shady Grove and Associate
Vice Chancellor for Academic Affairs, University System of
Maryland.
Dr. Weast has been in education for over 40 years and has been
a superintendent of school districts in Maryland, North Carolina,
Montana and Kansas. He joined MCPS in 1999 and was named
Maryland Superintendent of the Year in 2003. His tenure at MCPS
has been marked by dramatic changes in demographics, including a
57 percent increase in the number of students receiving free and
reduced-price meals and a 116 percent increase in the number of
English Language Learners.
Working closely with his employees, Dr. Weast has implemented
a strategic school reform effort that has led to all-time highs in
academic achievement. For instance, the class of 2010 scored an
average of 1653 on the SAT, the district's highest score ever, and half
of the class graduated having received a college-ready score of three
or higher on at least one Advanced Placement exam. These results far
exceed the performance of the state and the nation.
Dave Dabney ('01), Executive Director of Bethesda Urban
Partnership, is the father of triplets who will graduate from a MCPS
high school this spring.
"With AP and Honors classes as part of their curriculum, they
have made great strides academically and athletically and have
become solid, well-rounded school citizens," Dabney said. "As we
prepare for this next step in higher education for all three, I say
'thank you' for making a difference in the lives of my children and
the lives of all Montgomery County Public School students."
Dr. Weast's tenure at MCPS has been guided by the district's
strategic plan, Our Call to Action: Pursuit of Excellence, which was
developed in partnership with employees, parents, students and the
community. Under Dr. Weast's leadership, the district has invested in
the development and training of staff, including teachers, support
personnel and building leaders.

"From a principal's perspective, I can say that I have seen
amazing changes, as a system, for the better of our students," said
Elaine Chang-Baxter ('08), Principal of Garrett Park Elementary
School. "One of his legacies that he is leaving is drilling down data to
target the needs of each and every individual student. The end result
is that our kids are better off because of this."
In November 2010, MCPS received the Malcolm Baldrige
National Quality Award, the highest presidential honor an American
organization can receive for performance excellence through
innovation, improvement and visionary leadership. MCPS is just the
sixth school district to receive the award. And in October, MCPS was
named a finalist for the Broad Prize for Urban Education, which
honors large school districts that have raised student performance
while narrowing racial, ethnic and socio-economic achievement gaps.
MCPS is the first district in Maryland or the Washington area to be a
finalist.
Judy Docca ('02), a retired MCPS Principal and current member
of the Montgomery County Board of Education, said "Dr. Weast is
a hard driving, purposeful superintendent who kept focus on
excellent programs for students of every ability and who celebrated
MCPS' highly qualified staff."
Steve Simon ('06), Public Relations Consultant and former
MCPS Director of Public Information, said "Some of us may only
occasionally get a front-row seat to observe a high-octane, highperforming, and yet, at times, hard-nosed CEO of a $2 billion-plus,
142,000-student, 22,000-employee operation in action. I feel
fortunate for having had the experience. He's been a strong leader,
yes… but an effective one, because he understands the intricacies of
what it takes to move a large ship in a consistent direction."
Dr. Weast has also supported programs and initiatives to give
students a well-rounded educational experience that goes beyond the
classroom. For instance, when the Music Center at Strathmore
opened, Dr. Weast created a program that brought all second and
fifth grade students to Strathmore for a performance by the National
Philharmonic.
"Since the Music Center at Strathmore opened is 2005, Dr.
Weast has ensured that students in MCPS attended a concert in their
second and fifth grade years," said Eliot Pfanstiehl, Chief Executive
Officer of Strathmore and Facilitator of Leadership Montgomery.
"His foresight and courage has given 20,000 students a year the gift
of music, something they will treasure and build upon the rest of
their lives."
Dr. Weast said that the Sandy Spring Bank Outstanding Leader
Award is a very meaningful recognition of his time in Montgomery
County. "I am honored to have been chosen for the Outstanding
Leader Award and to have been nominated by a group of citizens
who care so deeply for Montgomery County," Dr. Weast said.
"Whatever has been accomplished during my tenure at MCPS has
been due to the excellent work of our teachers and staff, and I share
this award with them."
Dr. Weast will receive $1,000 in recognition of his leadership and
another $1,000 for the charity of his choice. He will donate it to The
Strathmore Student Concerts for 2nd and 5th graders.

Inside Montgomery is a special program offered annually in the
spring to a select group of senior executives who would like to learn
more about the County. The one-day bus tour provides visual and
verbal cues to the County's unique character. It concludes with a
reception providing an opportunity to discuss what was seen and
learned during the day. Tour guides are key business, government,
and community leaders who offer a truly unique and informative
perspective on local issues, such as economic development,
transportation, land use, public safety and education. Participants
heard from County Executive Isiah "Ike" Leggett and also from the
Director of the County Department of Economic Development Steve
Silverman. Program highlights this year included visits to
Montgomery College Germantown Campus, Germantown Town
Center and tours of Human Genome Sciences and the Transportation
Management Center, Emergency Communication Center, and
Emergency Operation Center.
Leadership Montgomery thanks Dave Dabney ('01), Executive
Director of Bethesda Urban Partnership, for chairing the program
again this year.

Inspires the Future Leaders of the County
Youth Leadership Montgomery (YLM) is a
two-part program based on a partnership
between YLM and Maryland Leadership
Workshops (MLW) that provides an experience
to develop leadership skills and community
awareness for any Montgomery County public
or independent high school student entering
grades 9-12.
During the week-long residential MLW
session in August, the students get to know
each other by participating in daily
workshops designed specially for the YLM
team and have the opportunity to spend the
week on a college campus at Washington
College in Chestertown, MD.
In the fall, the young leaders learn about the
role of nonprofit organizations and civic
engagement in our society through the example
of passionate leaders, as well as hands-on
activities. To understand the importance of
charitable giving, they research nonprofit

students feel passionate about. After a visit to
the nonprofits, they decide to award a generous
donation of $1,000 to the organization they feel
is most deserving. The money comes from the
Roberta F. and Lawrence A. Shulman Youth
Leadership Endowment. Setting the criteria and
awarding the money is always a challenging task
for the students.
"I think the program was a lot more indepth than some other leadership programs,
mainly because you're expected to actually act
on what your passion is. With other programs,
you're always stuck in the 'planning' phase and
then they expect you to follow up on it on
your own after the program is done. With
Youth Leadership Montgomery, there's a
planning phase, and a presentation phase,
where you are given to tools to spread the
word of your passion to people who can have
a significant impact on your area of interest." Aurin Chakravarty (YLM '10).
"I have noticed two changes in Nicky since
his involvement with YLM. He is more
comfortable in new situations and around people
he doesn't know; and he has more confidence
while voicing his opinions and presenting his
point of view. Through his exposure to students
from all over the County, he has found a greater
sense of himself and what he contributes to a

The Youth Community Leadership Awards
program recognizes and rewards outstanding
high school seniors attending public, private or
parochial schools in Montgomery County.
Youth Award recipients are selected from
applicants who have completed a minimum of
260 hours of approved community service by
the end of their junior year and who
demonstrate exceptional leadership in their
community service activities. Each student is
required to submit an award application, essay
and recommendations. Five students are
selected annually to receive a $1,000 award at
LM's annual Celebration of Leadership event.
