Abstract
The paper examines key characteristics of civil society’s formal and informal aspects, through personal
interviews with leaders and members of various associations in Thessaloniki. It explores the criteria for
the selection of the operational type and further focuses on the impact of the economic crisis on both
formal and informal organizations. It appears that, when it comes to activity or membership variations,
there is no relation between the economic crisis and the organizations’ form.

Abstract
The present paper wishes to investigate the public discourse that surrounds the Eurozone crisis and its management, in
search for an understanding of the cultural politics that have characterised it. By the means of a critical discourse analysis
of media and elite rhetoric, the various ways that both German and Greek citizens are constructed as prototypical
representatives of Core Europe and Periphery Europe, respectively, is explored. Furthermore, the ways that both
Germans and Greeks are represented as distinct ‘nations’ and monolithic ‘cultures’ and constructed as either malicious
‘villains’ or innocent ‘victims’ are analysed and questioned. The analysis exemplifies two main tendencies, namely the
trend towards essentialisms and the pattern of binary oppositions. It concludes that, these two linguistic and intellectual
tendencies are intimately involved in an on-going process of identity formation with significant political implications,
particularly for the distinctly normative conceptions of national and European identities. As a second layer, reflections and
speculations are offered regarding the psychological dynamics behind these tendencies by looking for insights inside
social psychological perspectives, such as social identity theory, including social categorization theory, and social
representations theory. These applications reveal the political potential of these specific perspectives and the contribution
of social psychology to political science.

We welcome scholarly contributions on all fields and topics of Greek political and social studies.
Interdisciplinary, comparative and innovative approaches are particularly welcome. All types of
scholarly papers can be submitted and will undergo a through a peer review aiming to provide
authors with constructive feedback, as well as ensure that published papers meet certain
standards of coherence, structure and argumentation.

The GPSG provides access to a unique, international network of experts and researchers who
can comment on all aspects of Greek politics, including public administration and governance,
elections and political parties, security and intelligence, foreign policy and European affairs.

Spotlight: International event in Athens
Symposium on Educating for the Modern Global Economy
Athens, 5 October 2013 – Organised in collaboration with the Salzburg Global Seminar and the
Fulbright Foundation, Greece
Events of recent years have surely erased any
remaining doubts about the interconnectedness of
the world’s economies. With change inevitable and
globalization obvious, how can the next generation
be prepared to compete in these foreign and
uncertain conditions? How do universities, colleges,
vocational schools, and other institutes of higher
education assess the future needs of their students,
nations, and the world and react appropriately? How
can students be best prepared for a globalized
workplace? And what role do partnerships, both
internationally and with the private sector, play in
preparing students for a global knowledge
economy?
The Salzburg Global Seminar and the Fulbright
Foundation, Greece, with additional support from
the Greek Politics Specialist Group, recently
organized a symposium to examine these issues
both in the context of Greece and the world at large.
In the spirit of all three organizations’ common missions, visions, and commitment to education as the driving
force for positive change, innovation, and well-being for individuals and societies, the purpose of the event
was to provide a place for inspirational dialogue and new ideas. Salzburg Global, Fulbright Greece, and the
Greek Politics Specialists Group sought to involve as many people from their respective networks – Fellows
and alumni, those familiar with our work and those seeking to learn more, old friends and new ones. The oneday symposium provided an opportunity for those involved in the work of Salzburg Global and the Fulbright
Foundation to connect with one another and (re-)connect with like-minded individuals in Athens and Greece
and to reinvigorate ties to all three organizations.
The Symposium took place at Cotsen Hall, The American School of Classical Studies, in central Athens. The
event was free of charge for full and affiliate members of the Greek Politics Specialist Group.

Coming Up
Workshop on Political Violence, Terrorism and Extremism
London, Spring 2014
The Greek Politics Specialist Group will be convening a
workshop which will bring together researchers working
on the issue of political violence and extremism in
Greece and in Europe.
The workshop will give participants the opportunity to
present their recent, current and forthcoming research,
as well as to identify key patterns, network and share
opportunities for collaboration.
Indicative themes (not exhaustive) include:






The root causes, symptoms and effects of political violence and extremism
The relationship between insecurity, ignorance and hate crime
The electoral rise and social penetration of Golden Dawn and the response of the political, legal
and media establishment
The phenomenon of ‘new terrorism’, including its ideological and operational record
The rise of hate crime and notions of race, immigration and masculinity
Key debates regarding the role of populism, ‘interactive extremism’ and the ‘theory of the two
extremes’
The precise time, venue and format of the session will be announced early in 2014.
The event will be free but with a limited number of places so prior registration will be essential.

Νίκος Κοτζιάς, Ελλάδα. Αποικία Χρέους. Ευρωπαϊκή αυτοκρατορία και γερμανική
πρωτοκαθεδρία, Αθήνα, Εκδόσεις Πατάκη 2013.
Ο Ν. Κοτζιάς διατυπώνει μια νέα ερμηνεία των πολιτικών-θεσμικών
επιπτώσεων της Ελληνικής και Ευρωπαϊκής Κρίσης. Μέσα από την
εξέταση των αυτοκρατοριών τα 500 τελευταία χρόνια καταλήγει στο
συμπέρασμα ότι η ΕΕ μετεξελίσσεται σε μια αυτοκρατορία
στηριζόμενη: α) στις χρηματοπιστωτικές αγορές, β) στη
γραφειοκρατία των Βρυξελλών, γ) στη Γερμανία. Ο συγγραφέας
υποστηρίζει ότι στην ΕΕ κυριαρχεί όλο και περισσότερο η τάση
άνισης διαβάθμισης των κρατών-μελών της. Δημιουργείται μια
αλυσίδα στην κορυφή της οποίας βρίσκεται η Γερμανία, η οποία
κατέχει την πρωτοκαθεδρία στην ΕΕ, και στο κάτω μέρος ο
ευρωπαϊκός Νότος. Οι ισχυρές χώρες της ΕΕ, ιδιαίτερα η Γερμανία,
χαρακτηρίζονται πλέον από "οικονομικό πολιτιστικό εθνικισμό",
ακόμα και "ρατσισμό". Η τάση της ΕΕ να αναπτυχθεί σε
αυτοκρατορία συνδέεται με την εξέλιξη της Γερμανίας σε ένα είδος
"αυτοκρατορικού κράτους", μιας Νέας Ρώμης που είναι το
πραγματικό κέντρο του ευρωπαϊκού γίγνεσθαι. Αυτή η αλλαγή
συνδέεται με τη μετατροπή της Ελλάδας σε αποικία χρέους. Ο
συγγραφέας δείχνει μέσα από τις εμπειρίες και τις θεωρητικές
συζητήσεις του παρελθόντος, με σειρά συγκρίσεων, τι είναι και πώς
ορίζεται η "αποικία χρέους". Ο συγγραφέας αναλύει το σημερινό
σύστημα επιτροπείας που έχει στηθεί στην Ελλάδα. Πώς και με ποιους μηχανισμούς, θεσμούς,
προγράμματα λειτουργεί αυτό. Τις καταστροφικές επιδιώξεις της Τρόικας και των Γερμανών. Τις
τεράστιες ευθύνες της ελληνικής ολιγαρχίας και διαπλοκής. Τις επιπτώσεις που έχει η μετατροπή της
Ελλάδας σε αποικία χρέους στην κοινωνία και την οικονομία της, καθώς και στην Κύπρο. Αναλύει το
δημοκρατικό πρόβλημα και το πρόβλημα κυριαρχίας που προκύπτει για την "Ελλάδα αποικία χρέους".

Studies that is based in Athens. The Journal of
Mediterranean and Balkan Intelligence offers a
‘regional’ perspective on intelligence studies and is
proud to act as a forum for intelligence scholars and
practitioners from around the world. The first issue
focused on “Media and Intelligence” – Vol. No. 1, June
2013. The second issue (December 2013) will focus
on “Intelligence Reform in the Balkans”.

Members’ Activities, News and Events:
Dr. Leonidas Cheliotis, Chancellor's Fellow in Law and
Co-Director of the Centre for Law & Society at the
University of Edinburgh, has been conferred the 2013
Critical Criminologist of the Year Award by the Division
on Critical Criminology of the American Society of
Criminology 'for distinguished accomplishments in
research which have symbolised the spirit of the Division
in recent years'. Dr. Cheliotis' research focuses on the
political economy of crime, violence and punitiveness,
including a series of publications on imprisonment and
immigration detention in contemporary Greece. His latest
publications are included in the latest issue of the
European Journal of Criminology, where he guest-edited
a special section on 'Immigration Detention around
Europe'.
Dr. Theofanis Exadaktylos has recently been appointed
convener of the Standing Group on Political Methodology
of the European Consortium of Political Research
(ECPR) alongside Dr. Philippe Blanchard (University of
Lausanne) and Dr. Lea Sgier (Central European
University). The new mission of the Standing Group is to
become a forum for dialogue between research traditions
and new methodological approaches in political
research. The Group is putting together panels for the
ECPR Conference in Glasgow, September 2013 and
would welcome contributions from any political research
discipline focusing on research methods. The call is open
until 15 February. Dr. Exadaktylos participated in an
assessment visit in Athens (13-16 October) conducted by
the Foundation for European Progressive Studies
(FEPS) of Brussels. The expert group, led by Jan
Marinus Wiersma, visited key stakeholders and social
projects leaders in Athens under the framework of the
FEPS Project on Enhancing Representative Democracy
in Europe. The report was presented at a conference at
the Renner Institute in Vienna on 9 November.
Dr. Daphne Halikiopoulou, Dr. Sofia Vasilopoulou
and Prof. Vassiliki Georgiadou took part and presented
on the rise of the extreme right in Greece at the one-day
conference organized by the Hellenic Observatory of the
London School of Economics on Greek Politics in
Crisis: Challenges to the Open Society.
Prof. Georgiadou focused on explaining the extremist
vote in terms of protest, revenge or belief, and Drs.
Vasilopoulou and Halikiopoulou disussed the banality
of Golden Dawn support. Prof. Paul Taggart (Sussex)
discussed the panel presentations.
Dr. Zoe Lefkofridi participated in a number of
conferences
discussing
gender,
inequality and
representation in Europe (Colloquium on Political
Behavior, EUI, Florence, 18 November; WZB workshop
24 September, International workshop on “Capitalism
and Democracy”, University of British Columbia,
Vancouver, 12-13 Apri). On 27 September, Dr Lefkofridi
presented on the ‘state of democracy in Europe: the
problems of populism and Euroscepticism’ at the
European Citizen Initiative for Media Pluralism
Conference, in Budapest. She also presented her work
on ‘Measuring extremism and mapping its ideological
and social human geography’ at the University of
Macedonia on 7 June. Finally, she has been very active
in social policy forums in Germany and Austria,
presenting her work on youth unemployment in Europe
at Perspectives – European Forum Alpbach on 20
August; on democracy and law at the series of
PfingstDialog – Geist und Gegenwart, section on
‘Vereingte Staaten von Europa. Hoffen. Wagen’ at
Leibnitz (15-17 May); and on Greece’s struggle between
EU funding and social protest at the conference “Wir sind
alle Griechenland- Politik & Soziale Gerechtigkeit in der
Post-demokratie” in Salzburg, on 5-6 April 2013.
Our executive committee member, Dr. Andrew
Liaropoulos gave a lecture on 18 October at the
Institute of International Relations (IIR) of the National
Chengchi University in Taipei, themed ‘Cybersecurity:
Trends and Challenges.’ Dr. Liaropoulos also gave a
presentation on ‘Intelligence in the age of social media:
the implications of the Arab Spring for the intelligence
community’, at the 2013 Annual Conference International
Intelligence History Association and the Research
Institute for European and American Studies, Intelligence
in the Mediterranean and the Balkans, Titania Hotel, 23

Dr. Stamatoula Panagakou of the University of Cyprus
and Dr. W. J. Mander of the University of Oxford coorganised the International Conference “British Idealism
and the Concept of the Self” at Harris Manchester

College, Oxford, 27 -30 August 2013. Scholars from
Britain, the USA, Canada, Greece and Cyprus, Italy,
Israel, Finland, China, Venezuela, Sweden, Poland,
Nigeria, the Netherlands, and Taiwan had the opportunity
to present their papers and exchange ideas about their
research in the inspiring environment of Oxford.
The philosophers shared unforgettable moments
at the majestic Harris Manchester College which has a
strong “idealist connection.” The scholars who
participated in the Conference explored the concept of
the self in the philosophical discourse of Anglo-American
Idealism, and showed the enduring relevance of Idealism
to contemporary philosophical issues.
The Conference also served as a gathering of
the members of the various Philosophical Associations
devoted to the revival and continuation of the philosophy
of Anglo-American Idealism: the Bradley Society, the
British Idealism Specialist Group of the Political Studies
Association of the United Kingdom, the Collingwood
Society, the Collingwood and British Idealism Centre,
and the Centre for Idealism and New Liberalism. The
Conference Organisers would like to thank the Principal
and Fellows of the College, the Samuel and Daniel
Jones Trust, and the University of Cyprus.

Dr. Eleni Xiarchogiannopoulou presented her work on

Annual Conference on global re-ordering (Bruges, 19-20
September).
Under
the
same
project,
Dr.
Xiarchogiannopoulou convened earlier a GR:EEN
workshop at the Université Libre de Bruxelles – ULB (1819 April) on the EU as a laboratory of deepening
multilateralism looking at the transformation of European
governance and its international implications. She also
participated at the Agora Forum of research networks,
civil society and policy makers at ULB (22 October) on
‘Evolutions in the Transatlantic Relationship within a
Multipolar World: Defensive move or constructive
engagement’.
Prof. Dimitris Tsarouhas is now Acting Chair at the
Department of International Relations at Bilkent
University in Ankara. Prof. Tsarouhas received an
honorary research fellowship at the South East European
Research Centre at City College (University of Sheffield).
He gave at talk at the Centro de Estudios Politicos y
Constitucionales in Madrid on 28 October, on
“Structures, Agents and Discourse in Managing
Economic Crises: Comparing Greece and Turkey”.
With Prof. Dimitris Tsarouhas, she presented a paper
on the “Diffusion on flexicurity in the EU and the ILO: from
persuasion to emulation” at the workshop ‘Regionalism,
Norm Diffusion and Social Policy: dealing with old and
new crises in Europe and Latin America’ that took place
the Free University of Berlin (22-23 November) under the
auspices
of
the
Kolleg-Forschergruppe
The
Transformative Power of Europe. She has also been
involved in the Inter Alia Forum of Civic Action in Athens
preparing an opinion paper on ‘To vote or not to vote?

Finally, Prof. Tsarouhas was awarded a Distinguished
Visiting Fellowship at Faculty of Business and
Management at Queen Mary, University of London. In the
framework of his fellowship, he gave a workshop on Jean

προβλημάτων ή προηγούμενης ιδεολογικοπολιτικής
εγγύτητας με τμήματα ψηφοφόρων το έδαφος
εμφανίζεται πρόσφορο για την ανάπτυξη ενός
ρεπερτορίου δράσεων. Η γνωστότερη περίπτωση
που ταιριάζει σε αυτόν τον τύπο οχυρού είναι εκείνη
του Αγίου Παντελεήμονα. Η υποβάθμιση της
περιοχής, σε συνδυασμό με την υπερσυγκέντρωση
μεταναστών το δεύτερο ήμισυ της δεκαετίας του 2000
και την αυξημένη εγκληματικότητα εξαιτίας του
πολλαπλασιασμού των περιστατικών ληστειών και
διαρρήξεων μεταξύ 2006 και 2010, αποτέλεσε ικανή
συνθήκη προκειμένου να διεισδύσει η οργάνωση σε
γειτονιές του αθηναϊκού κέντρου. Η ΧΑ διαπλέκεται με
επιτροπές
κατοίκων
του
6ου
Δημοτικού
Διαμερίσματος, πολώνει το κλίμα μεταξύ των
αντίπαλων
πλευρών
και
αυτοανακηρύσσεται
«προστάτης» των γηγενών. Κατορθώνει έτσι να
αποκτήσει εγγύτητα με τον τοπικό πληθυσμό, να
στρατολογήσει ακτιβιστές και να προβάλει στελέχη
της, να θέσει ζητήματα στη δημόσια αντζέντα, με ένα
κομμάτι της τοπικής κοινωνίας να παρακολουθεί ως
θεατής και ένα άλλο να μετέχει στον πυρήνα των
πρωτοβουλιών της οργάνωσης προκειμένου αυτή να
«καθαρίσει» την περιοχή από τους μετανάστες. Με
τον τρόπο αυτόν η ΧΑ μετατρέπει το οχυρό σε
ορμητήριο για την εξάπλωσή της στην επικράτεια.
Πώς φτιάχτηκαν τα οχυρά του
εξτρεμισμού
Η περίοδος από τη δολοφονία του Παύλου Φύσσα ως
τις συλλήψεις του αρχηγού και στελεχών της Χρυσής
Αυγής (ΧΑ) συνοδεύθηκε από την πεποίθηση ότι η
συγκυρία ήταν πρόσφορη για την αποδυνάμωση της
εξτρεμιστικής οργάνωσης. Οι αρχικές ενδείξεις
δημοσκοπικής πτώσης της ακολουθήθηκαν από τη
σταθεροποίησή της στην κοινή γνώμη.
Σε λαϊκές γειτονιές της Β' Πειραιώς οικοδομείται ένας
δεύτερος τύπος οχυρού: εδώ η οργάνωση δεν
διασυνδέται απευθείας με την τοπική κοινωνία, αλλά
«στήνει ενέδρα» στα ευάλωτα στρώματα εργατικής
προέλευσης, τα υψηλά ποσοστά ανεργίας και η
κοινωνική ανέχεια των οποίων τα αποκολλούν από τα
παραδοσιακά τους στηρίγματα. Αν εξετάσει κανείς τα
εκλογικά δεδομένα του 2012, θα διαπιστώσει ότι η
άνοδος της ΧΑ ακολουθεί την πτώση του ΚΚΕ.
Αυτή η παραδοξότητα τροφοδοτεί πληθώρα
συζητήσεων, οι οποίες αναφέρονται στην ιδεολογική
εγγύτητα των υποστηρικτών της με την οργάνωση,
στην προσέγγισή τους με όρους κοινωνικής
ψυχολογίας και στον ρόλο της κρίσης ως παράγοντα
εξτρεμιστικής κινητοποίησης. Ωστόσο έχει υποτιμηθεί
η σημασία της στρατηγικής που η ΧΑ ακολούθησε
προκειμένου να αναδειχθεί στην πολιτική σκηνή,
καθώς και οι συνθήκες πολιτικής θυματοποίησης που
δημιουργούνται μετά τις δολοφονίες των Γιώργου
Φουντούλη και Μανώλη Καπελώνη.
Στη Β' Πειραιώς (Πέραμα, Κερατσίνι, Δραπετσώνα)
ένα φαινόμενο εγχώριου «εργατολεπενισμού»
βρίσκεται σε εξέλιξη: ό,τι συνέβη στη Γαλλία με το
Εθνικό Μέτωπο τη δεκαετία του 1990, όταν εκλογείς
με γνωρίσματα ψηφοφόρου της Αριστεράς πέρασαν
στην Ακροδεξιά. Ο ίδιος τύπος δημιουργίας οχυρού
διά μέσου «ενέδρας» εμφανίζεται σε περιβάλλοντα
ευάλωτων μεσοστρωμάτων, η ρευστοποίηση των
επαγγελματικών
δικαιωμάτων
των
οποίων
συνεπάγεται τη διάλυση των πελατειακών τους
σχέσεων με το κομματικό κράτος. Μετά το 2010 η ΧΑ
βρίσκει το έδαφος πρόσφορο και εισχωρεί
προοδευτικά σε επαγγελματικές ενώσεις δικηγόρων,
οδηγών
ταξί,
λεωφορείων,
φορτηγών
και
μικροπωλητών, ενώ κεκαλυμμένα είχε διεισδύσει
στον
(διαλυθέντα)
κλάδο
των
δημοτικών
αστυνομικών. Από τους χώρους αυτούς αντλεί
Ακολουθώντας μια συνήθη πρακτική για τα κόμματα
του δεξιού εξτρεμισμού, η ΧΑ επέλεξε τη στρατηγική
της δημιουργίας οχυρών, προκειμένου να αποκτήσει
κοινωνικές συνδέσεις και ορατότητα σε περιοχές στις
οποίες κατ' αρχάς συγκέντρωσε τις δυνάμεις της και
ανέπτυξε τις δραστηριότητές της. Τι είδους οχυρά
δημιουργεί η ΧΑ και ποια η λειτουργικότητά τους για
την εξάπλωση της επιρροής της; Η επιτόπια έρευνα
μάς
επιτρέπει
να
διατυπώσουμε
ορισμένες
προκαταρκτικές απαντήσεις στα ερωτήματα.
Ο πρώτος τύπος οχυρού προκύπτει από τον

υποστηρικτές, ψηφοφόρους
διασυνδέσεις στην κοινωνία.
και
ακτιβιστές
με
κεντρική πολιτική σκηνή. Οι κατακερματισμένες
δυνάμεις της ως το 2009 και οι περιορισμένες
οργανωτικές
της
δυνατότητες
λειτούργησαν
πολλαπλασιαστικά όταν συγκεντρώθηκαν στα οχυρά
της, η εδραίωση των οποίων υποβοήθησε την
εξακτίνωση της οργάνωσης στην επικράτεια.
Αντίθετα, τα πανεπιστήμια αποτελούν μέχρι στιγμής
για τη ΧΑ την πιο γνωστή περίπτωση αποτυχίας
δημιουργίας οχυρού. Οι προσπάθειές της να
διεισδύσει στον φοιτητικό συνδικαλισμό, είτε μέσω
συμμετοχής της σε εκλογές φοιτητικών συλλόγων είτε
φορώντας τον μανδύα «ανεξάρτητης» παράταξης,
δεν απέδωσαν καρπούς. Οι αιτίες της αποτυχίας
μπορούν
να
αναζητηθούν
στις
θεσμικές
προδιαγραφές της πολιτικής συμμετοχής στα ΑΕΙ: τα
καταστατικά των φοιτητικών συλλόγων απαγορεύουν
τη
συμμετοχή
παρατάξεων
με
«φασιστικές
πεποιθήσεις», όπως ρητά αναφέρεται, γεγονός που
δημιουργεί ένα cordon sanitaire στην εξάπλωση της
ΧΑ στην ανώτατη εκπαίδευση. Σημαντικό ρόλο προς
αυτή την κατεύθυνση έχει παίξει η ισχυρή παρουσία
αριστερών και δεξιών παρατάξεων εντός των ΑΕΙ,
που λειτούργησαν σαν φόβητρο, αποτρέποντας
ενδεχόμενη δικτύωση της ΧΑ στον φοιτητικό
πληθυσμό.
Οι θεσμοί θα μπορούσαν να αποτελέσουν παράγοντα
αναχαίτισης της δύναμής της και περιορισμού της
μέσα στα κάστρα της. Αυτά μπορεί να διατηρηθούν
μεσοπρόθεσμα μόνο αν ανανεώνονται με υποστήριξη
από τα έξω. Η δικαστική διερεύνηση της υπόθεσης,
εφ' όσον ολοκληρωθεί, μπορεί να λειτουργήσει ως
θεσμικό ανάχωμα απέναντι στη ΧΑ. Ωστόσο
χρειάζεται να υπάρξουν περισσότερα τέτοια
αναχώματα, τα οποία θα κλείσουν τις στρόφιγγες
τροφοδοσίας της οργάνωσης και θα συρρικνώνουν
την κοινωνική της επιρροή.

The Politics of Austerity and Public Policy Reform in the EU

The authors of this special issue critically engage with the current debates in the political economy and public policy
literatures (i.e. varieties of capitalism, Hall and Soskice 2001; Europeanization, Featherstone and Radaelli 2003;
and neo-institutionalism, Goldmann 2005) in light of the reforms directed by austerity politics. Our aim is to highlight
the strengths and weaknesses of the literature and to suggest theoretical and methodological alternatives where
necessary. Drawing from and based on a conference devoted to the “Politics of Austerity” and hosted at the
University of Strathclyde in December 2011, this proposal addresses an extremely topical issue of major
significance for the EU. It is based on a series of interlinked questions, which provide the starting point/unifying
theme of all contributions:
1) How has the “politics of austerity” become the dominant narrative in addressing the causes of the crisis?
2) What kind of public policy reforms have been initiated/implemented in its wake?
3) What are the medium- and long-term consequences of such reforms for the political economy of the states
concerned?
4) To what extent are these reforms the result of external imposition (bypassing notions of democratic
accountability and thus further damaging EU credibility in this field)? Linked to that question, to what extent
are these reforms the results of domestic, pro-reformist coalitions eager to utilize the window of (reform)
opportunity opened by the crisis?

5) What does the comparative angle adopted in this special issue suggest about EU reform capacity and the
salience of context-dependent institutional factors in overcoming inertia?
6) Can the existing literature on varieties of capitalism, Europeanization and neo-institutionalism illuminate the

7) What is the most appropriate methodology for analysing a phenomenon which is still in its making, in order

Event: Workshop on Leadership, Politics, Institutions, and the Media
Dr. Stamatoula Panagakou of the University of Cyprus organised a Workshop that addressed issues of politics,

media, culture, society, and power. This educational activity took place on 10 April 2013 at the University of
Cyprus. The Workshop was inspired by the events that followed the death of Diana, Princess of Wales, in a car
st
crash in Paris, on 31 August 1997. Both the life and the tragic death of Diana have received unremitting media
and scholarly attention. Princess Diana exemplified fragility and strength, beauty, kindness and determination,
while her involvement in the campaign against the production and use of landmines demonstrated her leadership
qualities and her capacity for an active role in the scene of global affairs.
In her talk on “The Queen, the Prime Minister, and the Dead Princess,” Dr. Panagakou reflected on issues of
politics, media, celebrity and the people. She discussed how the death of Diana, the eruption of public feelings, the
role of the media, and the communication between the
Royal Family and the Prime Minister concerning Diana’s
funeral were presented in two important documents of
contemporary British political history: A Journey (2010),
by Tony Blair, and The Alastair Campbell Diaries. Vol. 2:
Power and the People (2011), by Alastair Campbell. Dr.
Panagakou used concepts from the philosophy of A.
Giddens to illustrate the topic of tradition, modernisation,
and institutions, and explained aspects of the British
political system and culture. Exploring further the topic
of media and politics, Associate Professor Philemon
Bantimaroudis (University of the Aegean) delivered a
speech on “The Media Coverage of Political
Personalities: The Case of Andreas Papandreou.” He
presented the results of his research on the American
media coverage of the politics and personality of the
Greek political leader Andreas Papandreou, from 1981
to 1996.
Welcome speeches were given by the Rector of the University of Cyprus, Professor Constantinos Christophides,
and by the Director of the University of Cyprus Library, Dr. Philippos Tsimpoglou. The highlight of the Workshop
was a short speech by the eminent film director Costa- Gavras who greeted the delegates and emphasised the
importance of the arts both for the paideia of a nation and for the cultivation of political consciousness. The
Workshop was well-attended and generated a fruitful and enthusiastic discussion. The participants exchanged
ideas about tradition and modernisation, power and institutions, political culture, media and public opinion, as well
as the importance of leadership. They also engaged in a constructive dialogue about political culture in Britain,
Greece, and Cyprus, and the role of charismatic personality in politics.

Call for Papers, Conferences and Events
“Beyond “Absorption”: The Impact of EU Structural Funds on Greece (19812013)” Athens, 19-20 September 2014
Since 1981, Greece has been a major beneficiary of EU structural funds (ERDF, ESF, CF and structural support for
agriculture). For over 30 years, average EU transfers ranged from 2.4 to 3.3% of the country’s annual GDP. EU
structural aid – around 22 billion euro for 2007-13 – still continues to finance thousands of projects all over the
country in almost every sector of the economy – from the construction of motorways to the upgrading of human
resources. The debate has often focused on the failure of the Greek government to “absorb” EU funds, instead of
questioning their effectiveness for fostering growth and promoting development. Evaluations of these projects were
usually confined to measuring quantifiable outputs. However, much less research has focused on the long term,
non-economic and indirect impact of the structural funds. This conference aims at filling this gap.
The Department of Economics and the Department of Political Science and International Relations of the University
of the Peloponnese, the Greek Politics Specialist Group (GPSG) of the UK’s Political Studies Association (PSA),
and the Hellenic University Association for European Studies (EPEES) welcome papers from academics and other
researchers, decision makers, bureaucrats, consultants and anyone who has been involved in the design,
implementation and evaluation of EU-funded projects in Greece since its accession into the EC/EU.
Papers should focus on the impact of EU cohesion policy on Greek:
- institutions and governance,
- state-society relations,
- macro-economic performance,
- infrastructure,
- the private sector, and
- civil society.
Comparative studies on the experience of other recipient EU member-states are particularly welcome.
Papers could be comparative, or focus on specific cases (e.g. projects, sectors, regions, etc) emphasizing either the
economic or the under-researched political, social, and cultural aspects.
All papers should be original and submitted for circulation to conference participants in advance.
The best papers will be included in a collective volume to be published by an international academic publisher.

The topic of the next issue of the Journal of Mediterranean and Balkan Intelligence is ‘Modernization of Intelligence
Services in the Mediterranean Region’. From the end of the Cold War to the Arab Spring, the Mediterranean
countries have experienced various security challenges like illegal immigration, organized crime, Islamic terrorism,
territorial disputes and political uprisings. From Spain to Syria and from Turkey to Morocco, security sector reform
has been a priority in the Mediterranean region. It is in this context that we need to study the way the intelligence
communities in the Mediterranean region approached the issues of intelligence reorganization and reform. What
were the criteria for intelligence modernization? How effectively did the intelligence services adjust to the rising
security threats? What was the role of internal and external actors in establishing intelligence oversight
mechanisms? Did the modernization process respond to a certain intelligence failure? Are there any regional
characteristics that affect the intelligence modernization process? The next issue of the JMBI aims to provide a
needed perspective on intelligence modernization and calls for papers that address these topics in the
Mediterranean countries, Greece, Italy, Malta, Turkey, France, Spain, Portugal and Cyprus.

An exciting new, four year, fixed term Research Fellow position is available for an outstanding and creative social
scientist to join a small research team working on a European Research Council funded study on children’s
participation in public life. The study is based at the Centre for Innovation and Research in Childhood and Youth
Studies (CIRCY) at the University of Sussex. The role will involve extensive periods of fieldwork and remote working
in Athens, Greece. You will work closely with the PI and the rest of the research team, splitting your time between
the University of Sussex in England and Athens. This is an exciting opportunity to contribute to the theoretical
development in the literature on children’s participation in public life and to generate much needed empirical
material on the topic of a cross-culture nature and importance. You will have a PhD in one of the following:
sociology, social psychology, anthropology or cognate discipline. You will have a strong track record of carrying out
research with children, and knowledge of the key issues and debates on children’s participation preferably from a
childhood and youth studies perspective. Fluency in the language of the study country is an essential requirement.
