A Year of Change and Continuity
The developments in UP Mindanao in the year 2010 were marked by a sense of continuity in a
time of change. The year 2010 was an election year that saw changes in political leadership at
the national, regional, and local level. Senator Benigno S. Aquino III was elected President, and
the term of President Gloria Macapagal Arroyo ended. The year 2010 also served as the last full
year in the six-year term of 19th UP President Emerlinda R. Roman. In the later part of the year,
the search for the next UP President was undertaken that resulted in the selection of Alumni
Regent Alfredo E. Pascual as 20th UP President. Also, the year 2010 marked the end of the term
of Chancellor Gilda C. Rivero. However, preceding all the milestone events, UP Board of Regents
on February 25 appointed Prof. Rivero to a second term as Chancellor. The developments in UP
Mindanao in 2010 were steps forward on the track that was set in first term.
Search for Chancellor
On October 20, 2009 the Search Process was initiated by UP President Roman through
Administrative Order No. PERR 09-86, Instituting a Search Process for the Chancellors of UP
Mindanao and UP Open University and Constituting Search Committees Therefor. The Search
Committee for the Next UP Mindanao Chancellor was composed of Prof. Virginia Obsioma as
Chairperson, with Prof. Joseph Acosta, University Librarian Briccio Merced, Budget Chief
Teresita Lagsub, BS Anthropology student Stella Monette de Castro, and Vice President for
Legal Affairs Prof. Theodore Te as President's Representative. The nominees for Chancellor
were incumbent Chancellor Rivero and Professor Benjamin C. Bagadion. On January 11, 2010, a
presentation of the nominees’ Vision Papers and Open Forum was held at the UP Mindanao
Administration Building Atrium with faculty members, REPS, administrative staff, and students
in attendance. Consultations were likewise conducted by the Search Committee among the UP
Mindanao sectors and the alumni. At the 1254th Meeting of the UP Board of Regents on the
25th of February 2010, the BOR appointed Prof. Gilda Rivero to a second term as Chancellor of
UP Mindanao. Chancellor Rivero's second term would be from March 1, 2010 to February 28,
2013.
In her Vision Paper for her second term, with the title, “The Green University Town: A Vision of
the University of Tomorrow”, nominee Prof. Rivero stated,
“The university has evolved the last 13 or so years, developing new ways to fulfill
its commitment to serve a rapidly changing world. Recent events indicate that

the world has once again been transformed -- politically, economically, and
technologically. And those transformations must guide our trajectory in the
years ahead. To be relevant, we must appreciate the challenges and the
opportunities that those transformations present.
“If we were to remain true to our character as a prime institution of learning, we
may have to focus on growing our human resources, infrastructure and
intellectual capabilities in support of scientific and technological initiatives as
these will be the keys to the future growth of our country.
For this to happen, the university has to put in place initiatives that will bring
about this transformation. One such initiative is continuous upgrading of the
faculty... Towards this end, we intend to remain focused on attracting and
retaining a broadly diverse faculty of extraordinary men and women, the
professors whose ideas will shape our world in the decades to come. We will
strive to provide our faculty with the technological and pedagogical resources
they need to provide that kind of guidance of their students through their
courses…
We will continue to build an intellectual community of outstanding students that
do not allow gender, religion, race, or wealth to hinder the fruition of positive
relationships.
The need to maintain such socioeconomic diversity will require careful
coordination of our tuition and financial aid policies as well as acquisition of new
scholarship grants. This will also require the further strengthening of the
Socialized Tuition Fee Program that allows students from low- and middleincome families to enjoy the benefits of a UP education through subsidized
enrolment.
Corollary to this is the crafting of a physical learning environment that promotes
efficient knowledge acquisition. A technology-enabled educational system has to
be accompanied by the promotion of a mindset that has a bias towards
ecological preservation and a vigilant attitude towards environmental
protection…
This is why our campus development plan is to build a green university town
characterized by a profusion of parks and open spaces, low individual standalone units, and freedom of movement in a secured setting.

The university is not just a disseminator of knowledge. It must also assume the
role of protector of heritage. This heritage is not just about culture and artifacts.
It must also include the environmental heritage which must be sustained as it is
passed on from one generation to the next.”
Appointment of Vice Chancellors
Upon the appointment of Chancellor Rivero to a second term, key officials were appointed to
assist the Chancellor in central administration. Prof. Emma Ruth V. Bayogan, who had served as
Vice Chancellor for Academic Affairs throughout the first term of Chancellor Rivero, was reappointed to another term. On May 20, Prof. Vicente B. Calag (Dept. of Math, Physics and
Computer Science, DMPCS) was appointed Officer-in-Charge of the Office of the Vice Chancellor
for Administration after just completing a degree of Master of Information and Communication
Technology in E-Business (with distinction) from the University of Wollongong, Australia. In
September, Vice Chancellor for Academic Affairs Prof. Emma Ruth V. Bayogan went on a study
leave for six months, which resulted in the appointment of Prof. Nilo B. Oponda, Ph.D.
(DMPCS), who recently completed his Ph.D. in Soil Science from UP Los Baños, as Officer-inCharge.

The following highlights, all of which took place in 2010, were marks of improvement in UP
Mindanao. In the area of academic improvement and accomplishment, the story that captured
the attention of UP Mindanao constituents was the accomplishment of the BS Architecture
graduates who took the June 2010 Licensure Exam for Architecture (LEA), administered by the
Professional Regulatory Commission. All ten BS Architecture graduates who took the Exam
passed it, once more achieving a 100%-passing rate for this only academic program of UP
Mindanao which requires a board exam. In addition, the accomplishment of the June 2010 LEApassers continues the 100%-passing rate in the LEA which the BS Architecture program has
maintained in the last five years.
This achievement, in all its significance, was further overshadowed by the achievement of one
of the ten passers. Jeremy Roy A. Sanchez (BSA 2008) took the June 2010 LEA and passed it with
a score that was fifth among the highest nationwide. Architect Sanchez’ fifth-place
accomplishment was a first in UP Mindanao’s fifteen-year history, as the highest placing UP
Mindanao BSA graduate in the LEA to date. The ten successful examinees are Architects
Mishelle B. Baldove, El Vim Noel T. Cabazares, Eric C. Manzano, Pinky N. Parreño, Richie Rossi H.
Rellama, Lemuel B. Ruyeras, Jeremy Roy A. Sanchez (the fifth placer), Loverly Marie M. Sarte,

Charissa DG. Valdez, and Maria Rallah E. Villaseca, who joined the faculty of the BSA program in
the following year.
In UP Mindanao, the BSA program belongs to the College of Humanities and Social Sciences
(CHSS). According to program coordinator Prof. Jean Marie V. Juanga, the BSA program started
in 1999 with twelve students and one faculty member. The first batch of BSA students
graduated in 2005 and the first set of graduates to take the LEA was in 2007. Chancellor Rivero
said, “The BS Architecture program has withstood the acid test with the 100%-passing rate of
its graduates in the LEA. While much remains to be done in terms of facilities, UP Mindanao has
rigorously provided our students with that conducive and enabling environment with the best
mentors. The BS Architecture program has embraced the challenge of creating a researchoriented and relevant architecture program for Mindanao. Our students and faculty have
immersed themselves in the study of indigenous architectural designs of our region, thus
enriching architecture in Mindanao. Perhaps in the near future, our program will be at the
forefront of blending indigenous Mindanao designs with the architectural concepts of the
western world”.
In similar stories of UP Mindanao graduates making their way through their careers, nine
graduates of the College of Science and Mathematics who proceeded to study medicine in
other medical schools after earning their undergraduate degrees in UP Mindanao successfully
passed the February/August 2010 Licensure Exam for Physicians. All identified alumni who took
the Licensure Exam for Physicians passed. The UP Mindanao alumni who became licensed
physicians in 2010 are: Hena S. Aldaba, Katrina O. Abraham, Jennifer Therese Y. Coronel, Lora
Grace J. Deles, Corissa Mindy T. Guerrero, Charisse Joy C. Murillo, Gladies Desesto-Rioferio,
Rosanna Charmaine KT. Vinson, and Cyrus L. Villaflores.
From the BS Agribusiness Economic program of the School of Management, BS ABE graduates
Mr. Jason Paul C. Simborios and Ms. Cherry Mae M. Nagar passed the April 2010 Licensure
Examination for Agriculturists in July. This successful examination result is another 100%
passing-mark for UP Mindanao graduates. From the CHSS, BA English (Creative Writing)
graduate Mr. Errol Merquita was awarded 2nd Prize in the NCCA-DWG Fiction-writing Contest in
Bisaya on November 6 for his short-story, “Kinsa ang Nagpatay sa Pari sa Calinan”, that
impressed Davao City Councilor Atty. Rachel Zozobrado.

Professor Vanessa C. Ramoran (Chairman, Dept. of Math, Physics & Computer Science) were

awarded as Region XI Winners in the 2009 CHED Republica Awards held last May 19, 2010 at
the HEDC Auditorium, UP Diliman, Quezon City.
Professor Malaque was awarded Region XI Winner in the Social Sciences and Humanities
category for his study titled, "Urbanization process and the changing agricultural landscape
pattern in the urban fringe of Metro Manila, Philippines" which he co-authored with Makoto
Yokohari.
Professor Ramoran was awarded Region XI Winner in the Natural Sciences, Mathematics,
Engineering and Information Technology category for her study titled, "Web tool for teachers:
Information systems for categorized teacher materials and online examination".
The National Awards Board was composed of Dr. Graciano P. Yumul Jr., Chairman, with Dr.
Fabian M. Dayrit, Dr. Ruben L. Villareal, and Dr. Rogelio O. Juliano as members for the Natural
Sciences, Mathematics, Engineering and Information Technology category, and Dr. Gelia T.
Castillo, Dr. Virginia A. Miralao, and Dr. Edita A. Tan as members for the Social Sciences and
Humanities category.
The CHED REPUBLICA Awards are offered biennially to recognize and reward outstanding
research outputs leading to significant advances in priority disciplines and contributing to
national development. A total of thirty-four (34) awards are open at the regional and national
levels under two major discipline cluster categories.
UP Mindanao Chancellor Gilda Rivero, UP Min-CHED ZRC XI Director, Prof. Larry Digal, and
CHED-XI Dir. Edward Aquino proudly assisted the winners during the awarding ceremony.
Opening of Infirmary and Kalimudan; Completion of Kanluran Road, Biotech Building,
School of Management Building
On the administrative side, President Emerlinda R. Roman, together with Chancellor Rivero and
Mr. Sebastian Angliongto, led the Inaugural Blessing, Ribbon-cutting, Unveiling of the Marker,
and Turn-over of the UP Mindanao Infirmary from the Beta Sigma alumni on February 26. The
Betans funded the renovation of an old building to make the project a reality. The Betans
likewise donated medicines and medical and dental services for the third consecutive year.
On the same occasion, President Roman and Chancellor Rivero, together with future
congressman Atty. Karlo Nograles, alumnus Francisco Ramos and other UP Mindanao officials
and students, held the Ribbon-cutting, Blessing and Unveiling of the Marker of the Kalimudan
Student Center, a project funded by the UP System.

Throughout the year, various infrastructure projects were completed. Kanluran Road, the
remaining portion of what has been called the "abortion road", was finally paved with concrete
throughout its one-kilometer length all the way to the entrance of the College of Science and
Mathematics. This included a state-of-the-art canal running alongside the length of the Road to
prevent flash floods in the vicinity. This was funded by the UP System with additional support
from Davao City 3rd District Congressman Isidro T. Ungab.
Construction of the Biotech Building Module 1, Phase 1 was completed in 2010. This houses a
Genetic Engineering Laboratory and a Fermentation Laboratory. This project was started with a
time capsule-laying ceremony on September 15, 2009 with the participation of DOST Secretary
Estrella Alabastro, CHED Chairman Emmanuel Angeles and UP President Roman.
The School of Management Corporate Building Phase 1A was substantially completed in
December 2010. This development moved the School of Management closer to being part of
the Mintal campus. Both the Biotech and SOM Buildings were funded by the UP System in the
amount of P4Million and P4.3Million, respectively.

The 13th Commencement Exercises
1st Magna cum laude, 18 cum laude, 185 graduates
In the UP Mindanao campus, the highest academic achievement of 2010 took place in the 13 th
Commencement Exercises held on April 21, 2010. As a background, a total of 185 students
graduated, composed of 63 graduates from the College of Humanities and Social Sciences, 81
graduates from the College of Science and Mathematics and 41 graduates from the School of
Management.
The highest academic achievement was the graduation of the first magna cum laude of UP
Mindanao in the person of Mr. Jade T. Ventura (BS Applied Mathematics). Mr. Ventura’s
General Weighted Average was 1.2726 from 145 units earned. Mr. Ventura was likewise the
recipient of the Chancellor’s Medal for Academic Excellence for being the student with the
highest GWA of the Class of 2010.
There were 12 who graduated cum laude in 2010. From the College of Humanities and Social
Sciences were BA Communication Arts cum laudes Sonny Paul R. Cirunay, Marlon John V.
Danlay, Jade Hazel D. Gamas, Catherine Rose B. Bengan, and Arianne Ross B. Pombo and BA
English (Creative Writing) cum laudes Kelly Marie T. Conlon and Khareen B. Culajara. From the
College of Science and Mathematics were BS Food Technology cum laudes Kristine Mae Y. Abao
and Jamie A. Concepcion, followed by Ruben A. Idoy, Jr. (BS Applied Mathematics), Stephen
Matthew B. Santos (BS Biology), and Philip R. Batingana, Jr. (BS Computer Science).
UP President Roman is Commencement Speaker
Adding to the special quality of the 13th Commencement Exercises, the 19th UP President, Prof.
Emerlinda R. Roman, accepted the invitation to be the Commencement Speaker. President
Roman’s participation as Speaker had a historic dimension as this was to be her last graduation
rite in UP Mindanao as UP President. Also present with Pres. Roman were Faculty Regent Prof.
Judy M. Taguiwalo, Vice Presidents Prof. Amelia P. Guevara (Academic Affairs), Prof. Arlene A.
Samaniego (Administration), Prof. Cristina P. Hidalgo (Public Affairs), Prof. Edgardo G. Atanacio
(Planning and Finance), Prof. Armin B. Sarthou, Jr. (Development), Prof. Theodore O. Te (Legal
Affairs), Secretary of the University and of the Board of Regents Prof. Lourdes E. Abadingo,

In her message to the graduates, President Roman said:
I would like you to think beyond yourself as an individual or as a member of your
family… That is, what can you contribute to society? The most basic thing which I
hope you are prepared to contribute is something you might think old-fashioned.
I refer to good citizenship. It means, above all else, thinking beyond the self …
about the implications of your decisions on others… and doing your part, in both
the most simple ways (like obeying traffic rules and not littering), and in more
critical ways (like paying taxes, and voting according to your conscience, and
standing up to be heard on important issues). And it is based on the firm
conviction that what you say and do makes a difference. In short, having
imagined UP in its second century, we are now working at carrying out the tasks
of bringing it about. If we make some mistakes - something which is inevitable in
any human institution - none of them will be irreparable. We will persevere. We
are all part of a community which is one in its faith in the importance of UP's
mission.
Colleges’ Send-off
The traditional send-off gatherings by the colleges for their graduating students were held in
the days preceding the 13th Commencement Exercises. The CHSS Send-off was held on 16 April
at the CHSS Audio-Visual Room with painter Ms. Araceli Dans as guest speaker and Sonny Paul
Cirunay as student speaker. The SOM Send-off was held on 17 April at the Terraza Milesa Bldg.
with Dole (Phils.) Finance and Logistics Director Rolando C. Maliwat Jr. as guest speaker. The
CSM Send-off was held on 20 April at the CHSS Audio-Visual Room with UP Diliman Professor
Windell L. Rivera as guest speaker.

The University Academic Conference and the Mindanao Studies Program
In keeping with Chancellor Rivero’s vision of creating a learning environment, the University
Academic Conference was held on 17-18 May. The topics for discussion on the first day were
the “UP Mindanao Research Agenda: Mindanao Studies Program”, the “Establishment of the
Intellectual Property Office (Technology Licensing Office)”, and “Improving Administrative
Efficiency”. The topics on the second day were the “RGEP Framework and proposed RGE
courses”, the “Curricular Program Review using the Revised Academic Assessment Instrument”,
and the discussion of “UP Mindanao's role as a Public Service University”.
Chancellor Rivero commended the 60-plus faculty members who attended. She described them
as “a special group who will set the direction and craft the action plan for UP Mindanao’s
significant role in UP’s second century.
UP Mindanao has to be global, national and local in perspective, it has to
respond to issues such as climate change, financial crises, migration, war,
poverty, it has to ensure responsive offerings that will prepare students to be
competitive, self-reliant, creative, and socially grounded, to be academically
excellent and academically relevant, and to give Philippine society the kind of
nation that Filipinos want.
UP Mindanao should ponder on policies regarding student admissions, faculty
recruitment, budget, medium of instruction, and academic policies. UP
Mindanao needs to secure its status as a research university with a highly active
graduate school cutting across wide fields to create new knowledge and for the
research activities to move further upstream. Faculty members must devote
more time to mentoring, supervising research in order to produce successorgenerations of researchers. The colleges must seek a balance towards increasing
graduate enrollment and rationalizing undergraduate enrollment, to achieve
greater curricular coherence and collaborative cross fertilization among
disciplines, to offer a wider choice of electives, to set vigorous academic
standards and safeguard intellectual honesty, to improved teaching and distance
learning. We need to identify a set of values, and to create an environment for
students to have social involvement through organizations, and to nurture and
guide them with resources and faculty participation; to raise the level of public
discourse, to be an arbiter of complex issues, with the ability to distill issues and
render judgment.”

These were the remarks of Chancellor Rivero at the start of the Conference. She closed her
remarks by stating that UP Mindanao will be asked to respond to the call to lead in science and
technology, food and agribusiness, to be a hub for enriched Mindanao arts and culture, and as a
player in meaningful social and economic transformation.
On the Mindanao Studies Program discussion, Office of Research Director Prof. Larry N. Digal
reported that the MSP has been adopted by UP Mindanao as its research agenda, and that Pres.
Roman had previously suggested two possible priority areas that the Mindanao Studies
Program could focus on: Culture and the Arts; and, the Peace Process.
The MSP in the College of Humanities and Social Sciences
The College of Humanities and Social Sciences presented their on-going Mindanao Studies
Program on Sago, particularly for an Ethnographic study of Sago-using communities in Northern
Mindanao that will produce documentation of indigenous processes and technologies. For their
Mandaya/Mansaka studies, a research project on the Dawot (epic poem) and Balilig (healing
ritual) among the Mandaya/Mansaka in Davao Oriental aims to produce a monograph and
documentation of their oral tradition. On the Technology Business Incubation, the proposal for
“Assessment on the Viability of Unaw Production” is being prepared.
Other MSP research projects currently being prepared are: On the Tasaday, a study on
Management of Ancestral Domain towards producing a Guide for the Tasaday’s Management
of their Ancestral Domain; on Peace studies, Post-Conflict Studies leading towards production
of a journal article and policy advocacy; on Indigenous Peoples’ Education, a study on IP
Education Curriculum leading to curricular revisions integrated into the instruction curriculum.
In the BS Architecture program, the MSP activities are in: Bioclimatic Studies; Vernacular
Construction Methods and Materials; Applicability of Green Technology and Green
Architecture. In the area of Social Cohesion: Designing Buildings/Communities for Multi-cultural
Interactions; Relocation Sites for Displaced Communities and Urban Poor. In the area of Peace
and Security: Space Configuration of Public Buildings; Settlements of Displaced Communities;
Design of Public Spaces; Fear of Crime and Feelings of Safety in Public Spaces. On Politics and
Governance: Design of Government Buildings and Complexes; Policies Study of Planning and
Building Codes. On Economy and Environment: Building Materials Development; Indigenous
Construction Knowledge for Mainstream Construction; Social Interaction in Residential

In the BA Communication Arts program, the MSP research and creative works are on:
Morphological and syntactic analysis of Davao indigenous languages; Semantic changes in
Davaeño language; Print media practices in Mindanao (with focus on Moro representation);
Broadcast media analysis / utilization of new media in Mindanao; Visual identity system used in
various sectors; Video documentary series on burning Mindanao issues; Radio plays for social
change; Interactive media studies; Corporate social responsibility of various SMEs in Mindanao;
Social networking sites as marketing and developmental tool; Public Relations Mapping;
Alternative print media as information, education and communication (IEC) tools; Animation
series on indigenous oral lore; Health communication practices of health care practitioners; and
Mapping Mindanao’s theater history.
In the BA English (Creative Writing) program, creative works will be on: Anthology of Fiction
about Lumad groups (20 groups) in Region XI, to be written by UPMin faculty and BAE
graduates; Anthology of Poems written by Lumad writers; Drama Workshops in Lumad
Communities; a Cosmology of 14 ethno-linguistic groups in Mindanao, translated for children.
In the Visual Arts: Art workshop by Lumad resource persons; Production of art works based on
indigenous aesthetics. On Fictionalizing History: Teaching Lumad Literature; Theorizing Lumad
aesthetics; Oral history of Davao writers; Criticism of works by Davao writers. In the research
category: Documentation, transcription, translation, and publication of the oral traditions of IP
Communities in Region XI. Under the Dept. of Human Kinetics: Performance Anxiety of Dance
Artists: Basis for Intervention Scheme; and, Gambling Cultural Practices in North Cotabato.
Research dissemination will be through conferences, public forum, and publications through
anthologies, journals or proceedings, paper presentations, and other forms such as exhibits,
visualizations of cultural research outputs, theater performances or productions.
Research utilization will be in the form of extension work such as community service, short
courses/trainings, intellectual property rights, and technology business incubation.

The research dissemination will be made through extension and community services,
conferences and symposia on sago and nipa, training programs/seminars on food processing,
nutrition and food safety, the design and analyses of experiments, and surveys and other
activities.
The MSP at the School of Management
The School of Management’s MSP research efforts are categorized into: Urban and Regional
Planning; Policy Research Program; Agribusiness Supply Chain Management; and Natural
Resource Economics and Management.
The various research undertakings are drawn from the strengths/core competencies of the
college such as: faculty members with expertise in management, agribusiness, economics, and
agriculture, which is essential in multi-disciplinal methodology; expertise in the disciplines of
agribusiness supply chain research, horticulture (fruits and vegetables), policy research, natural
resource economics, market research, and price transmission; and, generation of resources
from local, regional, national and international funding agencies. The SOM research projects
have nationwide coverage in the case of market areas, but with focus on the local marginalized
sector (e.g. small-scale farmers) of Mindanao.
Research dissemination activities are through local conferences and international conferences
such as: The UP Mindanao Supply Chain Forum series every February which is being funded by
the Australian Centre for International Agricultural Research (ACIAR) until 2012, to be under the
MSP from 2013 onward; the Agribusiness economics conference of CHED-Zonal Research
Center-XI presently under CHED-ZRC and Davao Colleges and Universities Network (DACUN);
the International Supply Chain Forum for Jan. 2012 under ACIAR, ISHS, CHED-ZRC and MSP; and
the Mindanao development issues forum every February, organized by the Office of Research,
under the MSP. Research utilization will be through field trips for students, SOM faculty and
staff under MSP, and funding for BSABE thesis students on the topic of Mindanao development
issues.
The action plan of SOM from June 2010 onward stipulated the following: draw up final list of
SOM MSP research projects; start the database of researches and publications; designate
personnel for each major/specific research. The quarterly activities of the plan are: analyses of
the database; dissemination of the analyses through workshops with faculty and staff; and,
design of extension program based on the output of the workshop. The end of the plan:
dissemination of researches conducted through conferences, forum, and extension; and to
strengthen collaboration with agencies.

The 15th Anniversary celebration and public offerings
Kontemporaryong Gamelan Pilipino (Kontra-GaPi) concerts
The year 2010 was UP Mindanao’s 15th Anniversary. The celebration in the month of February
featured a variety of public offerings from UP Mindanao. In the humanities and arts offerings, a
cultural exchange was facilitated by UP Diliman Chancellor Sergio S. Cao that brought the
Kontemporaryong Gamelan Pilipino (Kontra-GaPi), the Resident Ethnic Music and Dance
Ensemble of the UP Diliman College of Arts and Letters, led by Prof. Edru Abraham, to Davao
City.
On February 12, the Kontra-Gapi was in UP Mindanao, Mintal where they performed a fulllength concert using Asian instruments and featuring dance performances. This was followed by
a mime workshop led by Prof. Abraham, a music workshop where students tried out gongs and
other instruments, a dance workshop with the UPMin Dance Ensemble, and an interaction
involving the painting of a mural by UPMin students.
On February 13, the Kontra-Gapi performed in Davao City People’s Park to an audience of local
residents and visiting foreigners. On the morning of February 14, the Kontra-Gapi met with local
dance groups to share and exchange similar experiences and exchange dance demonstrations.
In the afternoon, Kontra-Gapi held workshops in music, dance, and mime in Matina Town
Square for fifty performers from Davao groups and academic institutions. In the evening,
Kontra-Gapi played at the Taboan Pavilion in Matina to a packed audience. Chancellor Rivero in
her remarks expressed gratitude to Chancellor Cao for making the cultural exchange possible.
Lecture on Gender and Islam
In the area of social sciences, the first public offering was the "Lecture on Gender and Islam" on
January 26, wherein human rights activist and Islamic feminist from the Republic of Indonesia
Dr. Lily Zakiyah Munir spoke on “Muslim Women, Islam and Human Rights Education”, focusing
on the major programs of her political party such as the religious preaching and information,
social and environment, health and population, education and cadre development, economy
and cooperatives, research and development, and legal and advocacy programs.
University Forum on Issues on the Bangsamoro Peace Process
In the area of political issues, the University Lectures on Issues on the Bangsamoro Peace
Process was held on Feb. 19 with Prof. Myfel Joseph Paluga. who spoke on “Salient Points and
Comments on the recent Policy Paper of the University Network on the Mindanao Question”

wherein he shared the comments made by academicians from twenty academic institutions on
the controversial Memorandum of Agreement on Ancestral Domain (MOA-AD) document, such
as territorial boundaries, land reform, forms of governance, arms and a comprehensive
approach. Chancellor Rivero, in her Welcome Remarks, said academicians and public academic
institutions should disseminate research output either in the form of discovered truths or a
solution that can contribute to an action plan or agenda that is meaningful, and thereby help to
improve the lives of the Filipinos.
Technical Forum on Aerial Spraying
In the area of the natural sciences, the first public offering held on January 27 was the
"Technical Forum on the Science behind Aerial Spraying", on the agricultural technique that has
generated much debate in Davao City and the Mindanao region. International expert Dr.
Andrew Hewitt presented how the droplet size, aircraft position, nozzle height, boom length,
wind speed and direction, and physical properties of the spray mix ensure accurate aerial
spraying. The reactors were Davao City Councilor Leonardo Avila III, Fertilizer and Pesticide
Authority’s Dr. Norlito Gicana, UP Los Banos Prof. Calixto Protacio, Dept. of Health Engr. Rex
Labadia, UP Mindanao Professor Eufemio Rasco Jr., and banana industry stakeholders.
Chancellor Rivero in her remarks welcomed the opportunity to hear and discuss issues
concerning life and health that could be solved through communication. She said academic
institutions should translate specialized scientific knowledge into popular versions, connect
with the agencies that matter, provide guidance on how to proceed by making the sciencebased information known, help people make an informed choice, and thereby contribute to the
beginning of a better life.
University Forum on Current Issues in the Banana Industry in Mindanao
On February 23 was the University Forum on Current Issues in the Banana Industry in
Mindanao. The Forum featured lectures by Prof. Larry Digal and Prof. Eufemio Rasco for an
audience composed of representatives from industry and academic sectors. Chancellor Rivero
introduced the Forum as a way for researchers to give back to the affected or concerned
sectors what they have discovered, and expressed hope that the audience would carry with
them a renewed motivation after the lectures. Prof. Digal’s talk on “Economic Issues in the
Banana Value Chain” focused on the incidence of poverty, the economic role of the banana
industry and the opportunities it presents for small scale producers through improved linkages,
price, productivity, cost, logistics, and policy issues such as agrarian reform. Prof. Rasco’s
lecture on “Soil and Biodiversity in the Banana Plantation” posed the question, “Are banana
plantations bad for the environment?”, and the current concerns about the practice of aerial
spray, and the possible contamination of surface water, loss of top soil, and loss of biodiversity.

Dr Rasco’s presented his research objectives to focus on weed management and its effect on
soil loss and biodiversity, to compare various weed management practices and their effects on
soil erosion, and evaluate the toxicity of herbicides.
CHSS Month
The College of Humanities and Social Science celebrated their CHSS Month in February with
various events. A symposium was held on the “Maguindanao Massacre (3rd Month
Anniversary)” on 23 February where Prof. Paluga and a fellow-researcher presented their
observations about the media coverage of the massacre and its aftermath, and Prof. Antonio
Moran played a video of the motorcade to the massacre site. On other social issues, Prof. Arve
Bañez (DSS) gave a public lecture on “Mga Babaeng Lumad at Mintal Gym” about womenfolk
from indigenous peoples’ communities who travel to urban areas for economic reasons. Prof.
Valeriano Clamonte gave a public lecture on “Life in the Margins: Manobo People in Mt. Apo”.
Prof. Skilty Labastilla presented his study, “Becoming a Man in Davao City”, about poor men
folk who cope with sudden fatherhood. Prof. Antonio Moran gave a lecture on “Measuring
Community Capacity for Educational Reforms” and Prof. Raymundo Pavo spoke on “Filipino
Philosophy and Post-Modernism”. In the literary arts, public lectures on the art of creative
writing were given by Palanca-awardee playwright and essayist Prof. Jhoanna Cruz Daliling who
talked on “The Role of Dreams in Writing” and fictionist-novelist Prof. Timothy Montes who
spoke on “Creative Writing as a Fine Madness”.
Dance Ensemble Concert; Sports and recreation
In sports and recreation, the UP Mindanao Dance Ensemble presented their new dance
repertoire in their 2010 Dance-Concert in the Mintal Gym on February 25. The Dance-concert
featured indigenous dances, modern jazz dances and their tap dance specialty, under the
direction of Ensemble alumna Ms. Jonacyl “Beauxy” Auxtero.
In other events, a ballroom dance instruction session named “Wake UP! Shake UP!” was
organized by the Dance Ensemble for students, faculty, and staff. A table tennis tournament
and chess tournament was held by the varsity teams for students and local residents. The 13 th
UP Mindanao Foot(ball)fest, a ladies football tournament, was held on February 20 with
participation from Ateneo de Davao, UP Mindanao, Faith Academy, Holy Child School, and
Catalunan Grande School. Finally, a Fun Run was held on February 27 to culminate the
Anniversary month.
CSM Week
The College of Science and Mathematics (CSM) celebrated CSM Week on February 15-19, 2010
with the theme "CSM XV: Malinawon, Malambuon, Madasigon, atong Ipadayon" (15 th CSM

Week: Peace-loving, Progressive, Enthusiastic, let us Continue). The opening ceremonies were
held at the CSM Grounds with food processing demonstrations, course presentations and open
laboratories for visitors. The food processing demonstrations such as making ham, chicken
nuggets, brownies and choco-milk were held from February 15-18 with Prof. Jackie Tagubase
and the Department of Food Science and Chemistry.
On February 20, UP Mindanao BS Biology students participated in a Medical Mission. On Feb.
22, Public Lectures on Geographical Information Systems (GIS) and Information and
Communications Technology (ICT) were given by Prof. Vicente Calag (DMPCS). Other events
during the CSM Week were: “Beat the Wiz”, a math contest, held on February 17 by the Dept.
of Math, Physics and Computer Science; and, a digital film-making festival and competition held
on February 16-17. The culminating activity was the CSM Night featuring the awarding
ceremonies for the various activities and the "Hunk and Babe of the West", a personality
contest named after the word “Kanluran”. The CSM Student Council 2009-2010 also had their
oath-taking on February 18 during CSM Night. On February 26, the CSM formally opened the
Biotech Building Module 1, Phase 1.
SOM’s 5th Supply Chain Forum; SOM Public Lectures
The School of Management held two major public offerings on the 15 th Anniversary month. The
first offering was the 5th UP Mindanao Supply Chain Management Forum on February 5. This
was supported by the Australian Centre for International Agricultural Research’s (ACIAR) HORT
2007/066/04 research component. SOM Dean, Dr. Sylvia Concepcion gave a background on the
ACIAR research program, "Enhancing the profitability of selected vegetable value chains in
Southern Philippines" and the "Component 4: Analysis of selected value chains", of which she is
the Component Coordinator.
Curtin University Professor, Dr. Peter Batt, also a UP Mindanao Adjunct Professor, presented his
“Initial results of the marketing survey” with its objective to “assess the institutional market for
high-value vegetables”, that was carried out in Metro Manila, Cebu, Bohol, Leyte, Negros
Occidental, Negros Oriental, and Mindanao across wholesalers and consolidators, retailers,
executive chefs, food manufacturers and processors. Curtin University Professor, Dr. Roy
Murray-Prior, likewise a UP Mindanao Adjunct Professor, spoke on “Collaborative Marketing
Groups: Concepts and Theories” and the strengths and weaknesses of these groups. Case
studies were presented of the experiences of the Ned, South Cotabato Cluster, the Lantapan
and Impasog-ong Bukidnon Cluster Farmers and the Smallholder Farmers’ Association of Sitio
Quirogpang, Davao City by their respective research teams.

On February 25, the SOM presented the “SOM Public Lectures on Marketing, Environmental
Protection & Training Needs” at the Terraza Milesa Bldg. Chancellor Rivero in her remarks
stated that “the SOM has set the bar even higher in the public lectures by integrating their
research thrust with the mainstream thrust of research”. Prof. Luis Antonio Hualda presented
"Leadership and Collaborative Marketing Groups: The Case of Farmer Clusters in Lantapan,
Bukidnon". Mr. Vlademir Shuck presented "The Tropical Sea Cucumber Holothuria scabra in
Brgy. Bato, Sta. Cruz, Davao del Sur: Net Margins and Value Chain Analysis". Dr. Benjamin
Bagadion Jr. presented "Building Effective Community-Driven Projects for Environmental
Protection" and Prof. Miguel Soledad presented "Training Needs Analysis for Micro, Small and
Medium Enterprises (MSMEs) in Davao City". The audience was composed of industry
practitioners, NGO workers, government officials and students.
UP President Roman opens UP Mindanao Infirmary and Kalimudan Student Center
As part of the 15th Anniversary celebration, UP President Emerlinda R. Roman led the activities
on February 26, 3:00 PM, a Friday, at the Inaugural Blessing, Ribbon-cutting, Unveiling of the
Marker, and Turn-over of the UP Mindanao Infirmary, which was constructed with assistance
from the Beta Sigma alumni. President Roman was accompanied in these activities by
Chancellor Rivero and Beta Sigma alumni led by Mr. Sebastian Angliongto. The ceremonial key
was turned-over by Beta Sigma alumnus Mr. Jesus “Sonny” Pagador. Following this ceremony,
President Roman proceeded nearby for another Ribbon-cutting, Blessing and Unveiling of the
Marker of the Kalimudan Student Center, another completed infrastructure project that was
constructed with funds from the UP System. The President was joined by the Chancellor and
other UPMin officials, Atty. Karlo Nograles and alumni Francisco Ramos. The blessing rites were
officiated by Betan Fr. Bernabe de la Cruz.
On Friday, Feb. 26, 8:00 AM was the Blood Donation Drive at the Lopez Hall Dormitory.
Simultaneously, a Medical/Dental Mission was conducted by the Beta Sigma Fraternity alumni
at the UP Mindanao University Student Council Center for constituents of UP Mindanao,
Barangay Bago Oshiro and Barangay Mintal. At 6:00 PM at Matina Town Square was the annual
“Tatak UPMin” talent show organized by the University Student Council.
Recognition Ceremony and Gawad Chanselor Awards
The highlight of the 15th Anniversary celebration was the Recognition Day Ceremony for
students and loyal staff held on February 19, 2010.
Among students, a total of 129 students were awarded Certificates of Merit as University

accomplishments made during her first term as Chancellor.

the 15th Anniversary Celebration of UP Mindanao

I just like us all to understand the context by which ten-year service is being recognized.
Ten as a number would be very relative, it could be insignificant or very significant. But in the
light of someone who has stayed on with UP Mindanao that is tremendously meaningful.
Because it exacts of the person a high level of commitment because UP Mindanao is very young
and not a lot of things are on the same plane. Yet they were focused on their mission, to serve
the nation by being in UP Mindanao and taking advantage of all the meager resources, getting
inspiration from you, the students, and fostering good camaraderie among the colleagues at all
levels. So again, my heart pours out to all the loyal awardees of this year and of the past.
Since we are celebrating our 15th anniversary, I’d like somehow, to share with you the
milestones of the University. Yes, we are young but we have achieved milestones. Today is
actually a manifestation of this milestone. What we are today and where we are going is
something we take this opportunity to consider. The path we have taken and which we are
about to take are actually based on guided direction pooled together by the complete array of
intellectuals found throughout the University system. These can apply throughout the different
campuses, and in UP Mindanao this provided the framework for our priority agenda. Allow us
to present briefly these milestones throughout the past years.
One of the major goals is rationalizing current degree programs in UP Mindanao. At the
start of my term in 2007, one of the tasks undertaken was rationalizing the current degree
programs in order to more actively address the educational needs of Mindanao.
In line with this goal, an academic assessment workshop was held in the summer of
2008 to evaluate existing degree programs as well as examine and improve existing academic
standards and policies. As a result, reviews of degree programs were pursued by the different
colleges. The Department of Biological Science and Environmental Studies revised the BS
Biology program. The Department of Math, Physics and Computer Science initiated discussion

on the review of the BS Applied Mathematics and BS Computer Science programs, in order for it
to be more competitive in this era driven by technological improvements.
We have submitted to the UP System for approval a new general education course and
some other general education courses are underway. These are crafted to provide students
with a wider selection of interesting topics covering a broad spectrum of subject matter with a
goal to enhance their ability and critical thinking and even their sense of nationalism.
In support of our academic endeavors, the upgrading of academic facilities and
laboratories were pursued. UP Diliman’s College of Architecture showed their enthusiastic
support to the UP Mindanao BS Architecture program by donating fifty computer units to them.
At the same time, the UP Mindanao Technology Kiosk, which we call the I.T. Kiosk, was
opened to provide the students with the computer services and internet facilities they need in
fulfilling their academic requirements.
To provide our dear clients, our students, with the quality education they truly deserve,
we continuously provided avenues for faculty development. Our faculty attended fora,
seminars, workshops, and these were encouraged and supported. We have equipped our
faculty members with up-to-date pedagogical methodologies in the teaching effectiveness
workshop in 2009. All these were pursued to enhance the academic credentials of the faculty
such that excellence in teaching and research would be more and more the norm.
Our efforts for academic excellence have manifested itself in the numerous
achievements of the students. In the last three years, the graduates of the BS Architecture
program have garnered a 100 percent passing rate when they took the Architecture Licensure
Exam. A number of students have also won regional as well as national competitions. These are
accomplishments of our teachers and of the UP Mindanao family, and for that we are very
proud.
Another of our goals is to strengthen the research capability of UP Mindanao.
During the System-wide Conference on the blueprint of UP in the next century, one of
the goals is for UP to become more than just a national university. It has to be recognized as a
research university.
On our part, I am proud to say that we have made a giant step towards achieving this
goal. The P23-Million DOST-UP Mindanao Biotechnology Research Program was a great leap for
Mindanao, for UP, not only for the opportunity to bring faculty members to do research for

indigenous species which have been discovered to be unique bio-resources, but also enabled
them and us to upgrade teaching and research laboratories.
With the state-of-the-art laboratory in place, I take pride to inform you that UP
Mindanao is part of the Philippine Genome Center Project, a project that will be of nationwide
interest. Through this project, UP Mindanao shall pursue the completion of genetic sequencing
of various indigenous species, particularly those found uniquely in Mindanao. We have, for
starters, been working on the sago palm. It is a non-traditional food source, and it has great
potential in terms of biofuel. The nipa palm is also another biofuel source that is also being
studied. Conservation activities are likewise focused on the endemic and threatened species we
call the Philippine eagle and the pitcher plant.
Another major feat for UP Mindanao is having been designated as the CHED Zonal
Research Center for Region 11. Now we have a unified research agenda we call the
comprehensive Mindanao Studies Program. Through this, all the colleges are currently engaged
in research activities that have significant impact on the development of Mindanao in the areas
of biotechnology, Mindanao culture and the arts, and agribusiness economics. We have met
with the Regional Director of DOST because we have planned with the assistance of at least, for
now, two colleges at the forefront of what we will be establishing, what we call the Technology
Incubation Center.
These have motivated UP Mindanao researchers such that they have recently garnered
awards for their posters, for their papers, as they present these in national and international
conferences. Not a single year passes without at least one or two researchers or faculty
members or research staff getting recognized for their laudable contributions. We need to care
for the faculty, for the research staff, as we care for you our students. The University is only as
good as its faculty. The faculty is the University. UP Mindanao has the best faculty.
On the third goal, that is to promote a culture of excellence among the administrative
staff. Recognizing the valuable services of the administrative personnel, we continuously lobby
at the Department of Budget and Management for the much needed items for our nonteaching personnel. We have also solicited endorsements from the Regional Development
Council-Region 11 for our Faculty and Staff Development Plan. We have conducted several
activities for staff development. And these activities are not limited to in-house training or
seminar programs; we also encourage them to attend the orientations provided by the
Philippine-American Educational Foundation, such that they may avail of Fulbright scholarships.
During the 2008 Centennial celebration, the Department of Budget And Management
provided UP with what we call Centennial bonuses of about P20,000 per personnel. Now, this

had a complication. The DBM provided only for those who were within the DBM plantilla. So we
appealed to the UP System to assist us in granting the same privilege in an effort to always
work at equality for all benefits for personnel. As such, thirty administrative personnel, four
REPS personnel and thirteen faculty members totaling forty-seven UPMin personnel with what
we call casual appointments, were fortunate to have been granted bonuses during the
Centennial year.
To further boost the morale of our committed and dedicated UP Mindanao personnel,
we have annually recognized outstanding faculty, administrative and REPS personnel in this
University through the Gawad Chanselor Awards. We have also acknowledged our personnel
who, despite their busy schedules, were able to pursue graduate degrees.
The fourth major goal is branching out and aggressively pursuing resource generation
and linking up.
We know that the UP budget is very meager. All the more, UP Mindanao budget is even
smaller as it is based on student population, of which we have the smallest at one thousand
students. Being a young campus then the University needs to establish its linkages and network
that shall assist UP Mindanao into further claiming its niche as the premier state university in
Mindanao.
We have assiduously strengthened our ties with the alumni in Davao City who came from
various campuses such as UP Los Baños and UP Diliman. These alumni are behind the
administration all the way. They constitute the UP Alumni Association of Davao City Inc. and
they are the moving force that have propelled us and continue to propel us further to move
forward. In their desire to help UP Mindanao, they have guided us on how to generate funds.
Some of these funds were generated through the efforts of the UP alumni.”
One such instance is the Thirteen Million Pesos (P13 Million) we received from the Oplan
Kaalaman Scholarship Program of the Honorable Speaker Prospero C. Nograles.
This represents part of Twenty-four Million Pesos (PhP 24 Million) that we have received for
student scholarships during our term.
We also received Three Hundred Fifty Thousand Pesos (P 350 Thousand) from the CIBAC
Scholarship Program of the Honorable Congresswoman Cinchona Cruz-Gonzales.
We received One Million Pesos (P 1 Million) from CHED for the Student Assistance Fund
for Education (SAFE) Loan.

Finally, we received Ten Million Pesos (P10 Million) for the CHED Scholarship Grants for
UP Mindanao students also through the initiative of Hon. Speaker Prospero Nograles.”
Through constant collaboration with the alumni at the Regional Development CouncilRegion 11, we got a total of Forty Million Pesos in terms of Congressional initiatives for our
campus. What we have right now is Five Million for the Kanluran Road, particularly the canal,
which is an initiative of Congressman Isidro T. Ungab, also a UP alumnus, through the
Department of Public Works and Highways, who have started to make the canal the way it
should be, so that water from the high ground will be channeled and avoid flash floods coming
from Kanluran.
There is the amount of Ten Million Pesos (P10 Million) for the Student Dormitory from
the Honorable Congressman Isidro T. Ungab through the National Housing Authority. This
already has the Sub-Allotment Release Order. It will be housed at the area of the College of
Science and Mathematics, so that the graduating or senior students working in the laboratory
24/7 do not have to hike a kilometer down to the EBL Dormitory for their needed rest.
The following Congressional initiatives I wish to mention are still pledges, as we do not
yet have the Sub-Allotment Release Orders from them. One of these is Fifteen Million Pesos
(P15 Million) for the UP Mindanao Road Network from the Honorable Speaker Prospero
Nograles. Another Ten Million Pesos (P10 Million) was promised us by the Honorable Senator
Juan Miguel F. Zubiri of Bukidnon for the School of Management Corporate Building.
I am really unable to thank enough all the alumni who helped, especially through the
leadership of Mr. Sebastian Angliongto and Mr. John Gaisano. They have helped us make
representations at the Houses of Congress and the Senate.
Hence we have pending House Bill 5946 authored by House Speaker Prospero Nograles
and Deputy Speaker Simeon Datumanong, and Senate Bill 3309 authored by Senate Majority
Floor Leader Senator Juan Miguel Zubiri, which shall be for Special Development Funds of UP
Mindanao so that UP Mindanao can pursue its Medium-Term Development Plan.
On February 27, 2010, UP Mindanao shall receive from the Federation of Beta Sigma
Alumni of the North America Chapters, through a turn-over ceremony, the UP Mindanao
Infirmary. This Infirmary is also our offering to the community.
We also wish to report the support that President Emerlinda R. Roman has given to UP
Mindanao during our term as Chancellor.

President Roman gave us seven items for faculty members in 2008 and in 2009.
President Roman provided funds for our campus infrastructure with the approval of the Board
of Regents. Among these are the painting, re-painting, tiling, and waterproofing of the
Administration Building, which were sourced from the Centennial Funds and implemented in
December 2007 to March 2008.
So that on February 27, 2010, we shall inaugurate the Kalimudan Student Center, which
shall provide auxiliary services for students, and the Biotechnology Building Module 1 Phase 1
at the College of Science and Mathematics. All these were made possible with the support of
President Roman.
More significantly as well, we must mention that Dr. Roman gave us Twenty Million
Pesos additional funds for roads. Such that we can put them together so that not only Kanluran
Road will be passable, but also the interconnecting roads within leading to the Administration
Building, around the Oblation Plaza and out towards the Main Guardhouse.
Within this next month the ‘Abortion Road’ that we call within the Kanluran area will be
history!
With the safe road system in place, UP Mindanao constituents shall now be given a safe
transport system. That will follow very soon.
For all we have received and accomplished the last years, I express my deep gratitude to
all our donors, benefactors, alumni and friends who have never grown tired of supporting us.
I also am indebted to the faculty, to the REPS, to the administrative staff. This is not a
singular achievement. It is ours. It is everybody’s idea and effort put together. You have worked
so hard for the University. That only inspires me to even work harder.
For that, I thank you from the bottom of my heart. I wish each one of you, each one of
us, to remain faithful, to do our part, and always be thankful.
Today, we congratulate the honor students, their parents, the outstanding service
awardees, the loyalty awardees. We applaud you for what you have achieved so far, for what
you have contributed to UP Mindanao.
To all of us, congratulations! I guess we can say we have a good job done. May we
continue to excel in leadership and service and be the UP of the future!

Mindanao Conference on Issues in Development
The Mindanao Conference on Issues in Development (MCID) on the theme "Defining
Mindanao" was organized and conducted by the UP Mindanao-CHED Zonal Research Center-XI
on November 8-9, 2010 at the Brokenshire College Convention Center, Davao City.
The objectives of 2010 Conference were to initiate an overview of development in Mindanao
within the key areas of concern defined by the UN Millennium Development Goals (MDG) and,
at the same time, interrogate these ideas by adopting an indigenous or insider’s perspective.
The MCID benefited from the success of the 2009 Research Conference that was implemented
as a series of conferences broken into four parts on the topics of health and social sciences,
educational management, agribusiness and economics, and biodiversity and the environment.
The 2010 Conference aimed to be more inclusive and bring together scholars from within and
outside the country to discuss issues that confront Mindanao as a whole. The key themes for
discussion in the conference were the following: Indigenous Peoples (IPs), Peace and Conflict
Resolution, Poverty, Health and Gender, Education and its management, Biodiversity and the
Environment, Agribusiness and Economics, and Governance Policies.
The conference also aimed to: (1) determine a common and emerging research agenda for
Mindanao; (2) identify gaps on studies in development; (3) find new paradigms in confronting
old problems, and; (4) foster and enhance networking and collaboration of various
stakeholders.
After the Opening Remarks of CHED-XI OIC, Dr. Edward Aquino, the First Plenary Speaker was
Bro. Karl M. Gaspar, CSsR, who spoke on the topic of “INDIGENOUS PEOPLES (IPs): “Urgent
Issues Confronting the Lumad and Their Implications for Mindanao’s Development”. Bro. Karl
elaborated the urgent issues as: Assure Lumad’s rights to territory and domain; Make possible
their living in peaceful and livable communities; Protect and develop livelihood for survival
purposes; Provide them with education that empowers and sustains their cultural integrity;
Empowerment in view of climate change.
The Second Plenary Speaker was Fr. Albert Alejo S.J. of the Ateneo de Zamboanga University, a
member of the Konsult Mindanaw (Bishop-Ulama Conference) and Dialogue Mindanaw (Office
of the Presidential Adviser on the Peace Process). Fr. Alejo spoke on the topic, “Beyond Peace
Talks: Contribution from Public Consultation to Peace Communication”, wherein he explained
the existence of an “invisible war” among communities at the grassroots level, and the role of

dialogue and communication in the peace process. The Third Plenary Speaker, Professor
Benjamin C. Bagadion of the Asian Institute of Management, spoke on “Private-Public
Partnership (PPP) as a Strategy for Environmental Protection and Sustainable Development in
Mindanao”.
Chancellor Rivero, in her remarks, said “a paradigm shift in development has made it peoplecentered, and sustainable development calls for a change of attitudes towards production and
consumption, particularly towards the protection and management of the natural resource
base. We need an action plan and framework for sustainable development that meets the
needs of the present, without compromising the ability of the future generation to meet their
own needs.”

The 2nd Agribusiness Economics Conference
The 2nd Agribusiness Economics Conference was held on August 9 at the CHSS Audio-Visual Room with
Parallel Sessions held in the Lorenzo Hall and the Gaisano Room. The Conference was jointly organized
by the Australian Center for International Agricultural Research (ACIAR), UP Mindanao-CHED Zonal
Research Center-XI and the Davao Colleges and Universities Network (DACUN).
The Plenary Speaker was Department of Trade & Industry Undersecretary Engr. Merly M. Cruz who
spoke on “Agribusiness Cluster Development: Opportunities, Challenges, and Lessons Learned.”
Undersecretary Cruz spoke on the deliberate clustering of an industry in regions. She defined industry
cluster as “geographic concentrations of interconnected companies, specialized suppliers, service
providers and associated institutions in a particular field.”
According to Undersecretary Cruz, to cluster would offer the following benefits to an industry: reduce
costs, leverage on one another's specialties, increase rates of innovation, pursue joint solutions to
common problems, build common labor pool, technology and infrastructure, and learn collectively what
it takes to be competitive. She identified the top industry clusters in2005 as: Furniture Industry of Cebu;
Sardines of Zamboanga, Cold Chain of Bukidnon; and Davao's 8 Industry Clusters such as the Mango
Industry Cluster and the Banana Industry Cluster; and the development of the same for a Bamboo
Industry and Pangasius Fillet Industry.
Chancellor Rivero, in her remarks, said "never lose sight of the human dimension of agribusiness,
because we are trying to transform lives in the region, particularly the marginalized sectors, such as that
of the small-scale farmers and all the people involved until the food reaches the consumers. Research
focused on these needs should feed into instruction and extension activities of universities, and into
policies and strategies of government and private institutions, so that the knowledge generated remains
relevant."
Researchers who presented their research findings were from the University of Southeastern
Philippines, University of Mindanao, St. Mary's College-Tagum, Iloilo State College of Fisheries, Southern
Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST) and UP-Mindanao,
with some co-authors from the Curtin University (Western Australia), and the New South Wales
Department of Primary Industries .

UPCAT in UP Mindanao
The Office of the University Registrar (OUR) announced the results of the 2010 UP College
Admission Test (UPCAT) through the news media in January 2010. From March through April,
the OUR and University Registrar Prof. Karen Joyce G. Cayamanda sent news bulletins to invite
all applicants who earned a University Predicted Grade (UPG) of 2.8000 or better in the UPCAT,
to enroll in UP Mindanao for their UP education. The news releases emphasized no increase in
tuition or other related fees for undergraduate programs in 2010. In April, the OUR and the
various academic departments intensified their campaign to garner confirmations from
prospective freshmen students through news bulletins, e-mails and direct-mail. This resulted in
the enrollment of 234 freshmen in Academic Year 2010-2011.
In May, the University Registrar began the information campaign to generate applications for
the U.P. College Admission Test for Academic Year 2011-2012, and made announcements about
the UPCAT date on August 7-8, 2010. The Davao City testing center was the UP Mindanao

campus in Mintal, Davao City. According to Registrar Cayamanda, a total of 883 fourth-year
high school students took the UPCAT in UP Mindanao.
Summer Bridge Program Begins, April 12 / Completed, May 21
The Learning Resource Center (LRC) of UP Mindanao again provided Summer Bridge Program
(SBP) from April 12 to May 21, 2010 for selected incoming freshmen for SY 2010-2011, under
the direction of Prof. Jhoanna Lynn Cruz Daliling. The program aims to close the gap between
the qualifiers' high school exit skills and UP entry requirements. The 2010 SBP provided noncredit courses in Mathematics, English, Chemistry, and Physics. A psychosocial program was
also organized by the Office of Student Affairs to help students adjust more easily to their
academic environment at UP. Other supplementary activities such as study skills and basic
computer applications training workshops were also integrated into the course. Participants
who displayed exemplary academic performance and improvement were recognized in the SBP
Closing Program on 21 May. A total of fifty-two prospective freshmen participated in the SBP,
or equivalent to 24.18% of those invited. Fifty of them eventually enrolled as freshmen in UP
Mindanao.
University Convocation for Freshmen
The annual University Convocation for Freshmen was held on 08 June 2010. A total of 234
freshmen enrolled in the first Semester of Academic Year 2010-2011. VCAA Bayogan gave the
Welcome Remarks to the freshmen. The Inspirational Message was given by UP Mindanao Class
of 2008 cum laude and present Dept. of Math, Physics and Computer Science Instructor
Vladimer Kobayashi. The Message on Behalf of the Freshmen was delivered by Edwin Gersom
Angelo H. Alcantara, the freshman with the highest University Predicted Grade, who also led
the Student Pledge. On the same occasion, the members of the University Student Council
2010-2011 headed by Chairperson Krista Iris Melgarejo took their oath of office as administered
by outgoing Chairperson Rosell Serrano.

Governance
BOR approves UP Mindanao Land Use Plan
The UP Board of Regents approved the UP Mindanao Land Use Plan during its 1255th Meeting
(Part II) held on 02 June 2010 at the BOR Room, UP Diliman, Quezon City. The salient features
of the Plan are the Campus Development Concepts, the Land Use Plan, and the Implementation
of the Campus Master Development Plan. The proposal approved by the BOR reads, as follows:

CAMPUS DEVELOPMENT CONCEPTS
The campus is envisioned to provide an environment for quality learning
that is conducive to intellectual development and value formation. Academic
facilities and structures shall be sensitive to the human scale and be
distinguished by an architectural character reflective of the region’s history, art
and culture and anchored on the University’s image.
It shall be a “garden” campus featuring integrated green areas and public
spaces that present a sequence of experiences, ranging from one of solitude to
vibrant communal activities supported by a sustainable transport system. As a
self-contained community, it shall respond to the institution’s socio-civic
requirements while maintaining an active “town and gown” interface. The
“pedestrian” campus shall give priority to the pedestrian network composed of
protected walkways, bikeways, and handicap facilities.
All features of the learning environment, from the built to the natural
must communicate a distinctive sense of place and imagery that functionally
fulfils UP Mindanao’s vision as the premier in the region located in a “Green
University Town”.
THE LAND USE PLAN
The assessment of land requirements for the various uses and
developments in the campus is primarily based on the academic demand for
land. After the requirements for academic purposes were determined, the land
requirements for other land uses then ascertained.
The proposed land use plan is also integrated with a transportation plan
for the Campus in order to cope with the requirements of future campus

development. A key feature of the land use plan is the provision of land for open
spaces and environmental considerations.
The academic clusters shall constitute the core campus. The center of the
core campus is the Oval park, which serves as the open space for the academic
clusters. The area for research and development (R&D) shall be reflected as a
component of the campus core. The overall open space requirements of the
Campus shall serve as buffer for other land uses in the future.
IMPLEMENTATION OF THE CAMPUS MASTER DEVELOPMENT PLAN
The implementation of the UP Mindanao Campus Master Development
Plan will be in phases. The present student population and the availability of
funds will be the major considerations in planning the phases of the
development of the campus. In broad terms, the plan will be in three major
phases.
Phase 1 will include the establishment of the UP Mindanao Road
Network, referred to as the Mindanao Loop and the major roads to define the
boundary and periphery of the Academic Core. The second phase will see the
development of the Academic Core which is within a fifty (50) hectare parcel of
land. The Academic Core is the center of over-all development and the focal
point of all major activities in the campus.
The development of other academic buildings with the Academic Core
will be included in Phase 3. The succeeding phases will continue the master plan
up to build-out. Dormitory facilities, roads, and utilities will be developed
incrementally according to the demands of each phase.
Upon approval of the Board of Regents, the UP Mindanao Campus
Master Development Plan shall become the basis of all development projects in
the campus. UP Mindanao through its Campus Architect shall issue the
appropriate planning guidelines and standards consistent with the visions,
principles, and parameters set forth in the Master Plan.
Amendment to the Policy on Study Leave with Pay for Non-Teaching Personnel
The UP Board of Regents has granted an "APPROVAL IN PRINCIPLE" to the "Amendment to the
Policy on Study Leave with Pay for Non-Teaching Personnel" during its 1255th Meeting held on

27 May 2010 at the BOR Room, UP Diliman, Quezon City. The completion period for master
degree students was increased from 2 years to 2.5 years, while PhD students’ completion
period was increased from 2 years to 4-5 years.
BOR approves Financial Assistance Program for Hospitalization Expenses
The Financial Assistance Program for Hospitalization Expenses for University employees systemwide was approved by the Board of Regents on its 1255th meeting held on 27 May 2010. The
benefit provides a P200,000.00 accumulated maximum amount per employee.
Faculty Regent Taguiwalo reports to UPMin constituents
Faculty Regent Prof. Judy M. Taguiwalo visited UP Mindanao on April 20 to meet with the
faculty and deliver her report, “Revisiting my Plan of Action and what I have done so far to
implement it”. First among her concerns was “To contribute to ongoing efforts at assessing and
revising current University policies and practices on recruitment, renewal, tenure and
promotion of faculty. This includes ensuring that scholarly requirements are balanced with
enabling conditions for faculty development, and that provisions for transparency in the
processes involved are in place.” The Faculty Regent’s Forum was held at the Lorenzo Hall and
was attended by members of the faculty and the officials of the UP Academic Employees Union.
All UP Workers Union holds national meet in UP Mindanao
The All UP Workers Union held its national conference in UP Mindanao on April 15. The venue
was at the Lorenzo Hall, Administration Building. The Union officials presented its 2009 report
introducing its officers, the issues and campaigns of 2009 such as the Collective Negotiating
Agreement, additional sick leave, the UP budget cut, merit promotion incentives, and other
issues.
BOR Meeting in UP Mindanao, accepts nominations for UP President, August 27
UP Mindanao was host to another historic moment in UP history. The Board of Regents held its
1259th meeting on August 27, 2010 at the Gaisano Room of the UP Mindanao Mintal campus.
New CHED Chairperson Patricia B. Licuanan, in her capacity as BOR Chairperson, was present.
Also present was Congressman Juan Edgardo M. Angara, Chairman of the House of
Representatives Committee on Higher and Technical Education. In that meeting, the BOR
accepted the nominations for the next UP President.
Sectoral Regents Meet UPMin Constituents, August 26
The three Sectoral Regents visited UP Mindanao on the eve of the 1259 th Meeting of the Board
of Regents. Faculty Regent Judy M. Taguiwalo, Student Regent Cori Alessa Co, and Staff Regent

Clodualdo E. Cabrera met UP Mindanao faculty, students, and staff at the CHSS Audio-Visual
Hall to have a dialogue on the topic of, “The Search for the Next UP President: Criteria, Process
and Experience.” VC Calag gave the Welcome Remarks to the Forum. The Regents talked about
the history of the UP Sectoral Regents’ Forum, the role of the multi-sectoral movement in the
search process, the constituent’s familiarity with their sectoral Regent, and certain decisions
the BOR had taken with regard to the search process.
Forum of Search for UP President Webcast September 20/ September 24
With the term of incumbent UP President Roman ending on February 2011, the Search for the
Next UP President held a series of forums to introduce the nominees. UP Mindanao
participated in two interactive webcasts dedicated to the Search process. In UP Mindanao, the
webcasted forums were held at the CHSS Audio-Visual Room. The first forum on September 20
was headed by Chancellor Rivero and OIC-OVCAA Prof. Nilo Oponda. The second forum on
September 24 was hosted by Prof. Jhoanna Lynn Cruz Daliling. Both forums were attended by
faculty, staff and students.
Faculty Regent Online Voting, November 19
With the term of the incumbent Faculty Regent set to end in December 2010, an Election for
the Faculty Regent was held in November. UP Mindanao faculty members participated in the
on-line voting for the next Faculty Regent, held on November 19 at the Gaisano Room.
Coordinating the efforts were Vice Chancellor Calag and OIC-OVCAA Oponda and the
Information Technology Office. The System-wide voting resulted in the selection of Prof. Ida F.
Dalmacio of the Institute of Biological Sciences (IBS) of the College of Arts and Sciences (CAS) in
UP Los Baños (UPLB) as Faculty Regent. Her term of office begins on January 2011 and will end
on December 2012.
Search for CHSS and CSM Deans
In UP Mindanao, the terms of Dean Maria Araceli Dans-Lee (CHSS) and Dean Reynaldo G. Abad
(CSM) were due to end on 31 December 2010. On September 3, Chancellor Rivero constituted
the Search Committee for the Next CHSS Dean composed of Prof. Eufemio T. Rasco, Jr. as chair
with members composed of Prof. Miguel D. Soledad as Faculty Representative, Michael R.
Bonghanoy for the REPS, Sabas A. Ociones, Jr. for the Administrative staff, and Marian Rikka O.
Añora as Student Representative. Prof. Ludendorffo Decenteceo (Department of Speech
Communication and Theater Arts, CAL, UPD) was the President's Representative to the
Committee.
Likewise, the Search Committee for the CSM Deanship was created and composed of SOM
Dean Sylvia B. Concepcion as Chair, having for its members Prof. Jhoanna Lynn C. Daliling

(Faculty), Michael A. Gatela (REPS), Chief Accountant Zenaida G. Calatrava (Administrative),
student Mary Ellen Jade "Dora" Lebria (4BACA), and UP Assistant Vice President for

The deadlines for acceptance of nominations for each of the two Deanships were set in October
2010. In the CHSS, the nominees were incumbent Dean Prof. Dans Lee, and Dept. of Humanities
Chairperson Prof. Arch. Jean Marie V. Juanga. In the CSM, the lone nominee was incumbent
Dean Reynaldo G. Abad. As a result of the effort of the two Search Committees and their
respective nominees, both Dean Dans-Lee and Dean Abad were appointed to a second term for
the period 01 January 2011 to 31 December 2014.
BOR selects Alfredo E. Pascual as 20th UP President, 03 December 2010
On December 3, the Board of Regents in its 1264th Meeting elected UP Alumni Association
President and Alumni Regent Alfredo E. Pascual to be the next UP President. Mr. Pascual’s
curriculum vitae described him as an international finance and development professional with
37 years experience as banker, consultant, and academic. He earned his BS Chemistry and MBA
degrees from the University of the Philippines. The term of the 20th President will be from
February 10, 2011 to February 9, 2017.
Mr. Pascual’s vision paper stated that the new UP leadership must prepare a 10-year
development plan that convincingly builds the case of UP as a key to national development. For
him, with a clear road map, the next UP President's task is to actually start and manage
effectively the quick and determined march of UP through the next few years of the 21st
century.

Asian Development Bank Economic Growth Forum in UPMin, August 3
UP Mindanao hosted the Asian Development Bank (ADB) forum titled "Promoting Inclusive
Economic Growth" on August 3 from 2 to 5 p.m. at the Lorenzo Hall.
The visiting ADB team was composed of Principal Country Specialist Dr. Claudia Buentjen, UP
School of Economics Dean Dr. Arsenio Balisacan, Country Specialist Mr. Joel V. Mangahas. The
discussion panelists were Dr. Edmundo Prantilla of UP Mindanao Foundation, Miguel Herrera of
National Economic Development Authority-Region XI, Engr. Ramon Quinto of the Davao City
Chamber of Commerce and Industry. Welcome Remarks were delivered by Chancellor Rivero,
Dean Dans-Lee introduced the speakers and Professor Timothy Montes served as emcee.
Mr. Joel Mangahas spoke on “Critical Development Constraints” where he compared the
Philippines with other East Asian countries. Using the Millennium Development Goals, he
presented the performance of selected indicators, such as population below poverty line
($1.25/day), the Gini index of income inequality, underweight children, under age 5 mortality,
maternal mortality, unemployment rate, literacy rate, access to improved water source, and
access to improved sanitation. He identified the poorest provinces as Tawi-tawi, Zamboanga del
Norte, Maguindanao, Apayao, Surigao del Norte, Lanao del Sur, Northern Samar, Masbate,
Abra, and Misamis Occidental, six of which are in Mindanao. He identified the critical
constraints to poverty reduction as: the lack and slow growth of productive employment
opportunities; inequitable access to development opportunities, especially education, health,
infrastructure, and productive assets; inadequate social protection and social safety nets. In
order to overcome the constraints, he proposed the following: expand the fiscal space;
accelerate infrastructure; institutionalize good governance; support expansion and
diversification of the industrial base; and make opportunities more equitable.
Dean Arsenio M. Balisacan’s talk focused on “Critical Development Constraints to Growth and
Poverty Reduction: Priority Development Issues and Challenges in Mindanao”. He listed the key
challenges as: persistent poverty, not just because of low economic growth, but also because of
weak response of poverty reduction to growth; weak governance characterized by highly
politicized, poorly coordinated, highly fragmented social sector and asset reform programs, and
rampant corruption. The economy since 2006 had three shocks, from which it has not fully
recovered: the food (rice) crisis in second half of 2007 to first half of 2008; the global
financial/economic crisis in the second half of 2008 to first half of 2009; and Typhoons (Ondoy,

Peping, and Santi) in the second half of 2009. According to Dean Balisacan, the challenges
facing the P-Noy Administration are the following:
o Poverty reduction a huge policy challenge
o Moving the country to a higher-but more inclusive and sustainable-growth path has to
be high on the development agenda
o Addressing the critical constraints to private investment and growth
o Tight fiscal situation due largely to weak revenue generation
o Inadequate infrastructure, particularly transport and power
o Weak investor confidence owing to governance concerns, especially corruption
o Reducing the high inequity in access to opportunities
o High priority on education, health, including family planning services
o Rebuilding institutions, including the civil service, and good governance in pursuit of
inclusive growth
Farmers and Partners Learning Alliance, July 19-20
Smallholder vegetable farmers and researchers from the academe, public and private sectors
gathered on July 19-20, 2010 to share experiences in the search and identification of alternative
markets for vegetables. This was the "1st UP-Mindanao Farmers' and Partners' Learning
Alliance", held at the UP Mindanao School of Management.
Farmers from Ned, Lake Sebu and Kablon, Tupi (South Cotabato), Saloy and Quirogpang (Davao
City) and Lantapan (Bukidnon) shared their experiences in their respective clusters as
smallholder vegetable producers. Researchers from UP-Mindanao and Adjunct Professors Peter
Batt and Roy Murray-Prior from Curtin University (Australia), DA Senior Agriculturist Marilou
Infante, City Agriculturist Leonardo Avila III and businessman Mr. John Gaisano shared
observations in their respective areas. The topics ranged from farming and marketing in ASEAN
countries, institutional market requirements, vegetable post-harvest practices, vegetable
utilization/processing and preservation, and issues and challenges arising from analysis of net
margins of selected vegetable value chains. Finally, Dean Sylvia Concepcion delivered her
SEARCA Professorial Chair lecture on "Institutional Market Segments" on July 20. The learning
alliance is part of the research project titled, "Enhanced profitability of smallholder vegetable

producers in Southern Philippines" which is supported by the Australian Centre for
International Agricultural Research (ACIAR).
DMPCS International Public Lectures, 08 March
The Department of Math, Physics and Computer Science invited private and public school
teachers to a series of international public lectures on March 8 at Lorenzo Hall, Administration
Building. The speakers were from Harrisburg Community College, Pennsylvania, USA. Dr.
Richard Stringer spoke on “Using Magnetic Resonance Imaging to Watch a Caterpillar Change to
a Butterfly” and “How a Laser was Used to Listen to a Butterfly’s Heartbeat”. Dr. Joy Garcia Tien
spoke on "The Impact of Cognitive Monitoring Learning Logs on Student Course Success", and
Dr. Angela Campbell spoke on “Typical Development Stages for Traditional and Non-traditional
Students” and “What to do with student behavioral issues and possible solutions for faculty”.
Webcast of Basic Education Sector Reform Agenda (BESRA) Conference, March 9
UP Mindanao also hosted a venue for the webcast of “The Promise of Redemption: BESRA and
the Need for Higher Education Reform”, a conference on the Basic Education Sector Reform
Agenda (BESRA) held on March 9 in UP Diliman. Chancellor Rivero and former Chancellor

A Celebration of the Literature of the Mansaka, April 29-30
A presentation on the oral tradition of indigenous peoples was held the on April 29-30, 2010 at
the CHSS Audio-Visual Room, Administration Building as part of the research project by Prof.
Genevieve J. Quintero. The event was named, “A Fruitful Harvest: A Celebration of the
Literature of the Mansaka of Maco, Compostela Valley”.
Chancellor Rivero gave the Welcome Remarks and a Prayer was offered by Datu Antonio G.
Matuco, a Mansaka Elder. Research Project Coordinator Prof. Quintero gave an Overview of the
Project/Program and Maco IP-MA Office Coordinator Ms. Teresita B. Marcial introduced the
participants. Messages were given by Maco Mayor Arthur Carlos Voltaire Rimando and NCCA
Commissioner and UP Mindanao Professor Ricardo M. de Ungria. The program was composed
of the singing of Mansaka Folk Songs using various found instruments, an exchange of Mansaka
Riddles touching on aspects of nature, a narration of Mansaka Oral Narratives (Myths, Legends,
Folktales), and a narration of the Mansaka Epic in three sessions. The Closing Program Message
was delivered by Datu Lorenzo Mata, a Mansaka Elder.

Davao Writers Workshop, May 3 – 7
The Davao Writers Guild, in cooperation with the National Commission for Culture and the Arts
(NCCA) and the University of the Philippines Mindanao conducted the second Davao Writers
Workshop on May 3-7, 2010 at Lispher Inn, Matina. Chancellor Rivero delivered the Welcome
Remarks before workshop participants and panelists which included prizewinning writers Prof.
Timothy Montes, Prof. Ricardo de Ungria and Macario Tiu, with resource persons Prof.
Genevieve Quintero, Mr. Satur Apoyon, and Prof. Anthony Tan from MSU-IIT.
The workshop fellows included UP Mindanao students, other Davao student writers and
participants from Cagayan de Oro City, General Santos City, and Ozamis City. Their works of
fiction, poetry, essays, and plays in English and Cebuano were subjected to the critical scrutiny
of the panelists throughout the week. The Workshop Director was Prof. Jhoanna Lynn B. Cruz
Daliling. A discussion of poetry in Cebuano was handled by writer-poet Satur P. Apoyon.
Culminating the event was the launching of the reprint of Davao Harvest 1, the first anthology
of Davao literature edited by Tita Lacambra-Ayala and the late Alfrredo Salanga.
Webcast of Conference on Native Species-based Forest Restoration
UP Mindanao hosted a public webcast of the International Conference on Native Species-based
Forest Restoration held in UP Diliman on July 15-16. The conference brought together scientists
and practitioners who promote the use of native trees for forest restoration. Although technical
problems slowed down the webcast from Diliman, the enthusiastic participants in UP Mindanao
venue held their own forum to exchange views and presented their own videos and practices.
Lecture on History in Basic Education, July 26
UP Diliman History Professor Maria Serena Diokno delivered a public lecture on July 26 titled,
"Making a Case for History in Basic Education: A Policy Paper on the Social Studies Curriculum
and Textbooks" at the UP Mindanao School of Management, F. Inigo St., Davao City.
Prof. Diokno presented the results of their research project which examined the public school
Social Studies textbooks and the 2002 curriculum on which the current textbooks are based,
from the perspective of the discipline of History. She presented their findings on Social Studies
curriculum in terms of its historical content (factuality and sequence, interpretation, point of
view and bias, if any), the overall findings, and recommendations which are addressed to the
Department of Education, curriculum specialists, teacher training institutions, teachers in basic
education, textbook writers, publishers, historians, and students of history. Prof. Diokno
delivered her lecture with the energy and brilliance for which she is noted for. The lecture was
attended by teachers from private and public schools in the primary and secondary education,
as well as some from tertiary institutions.

Singing Techniques and Expressivity lecture-workshop, August 19
Filipino international tenor Prof. Ramon "Montet" Acoymo, former Dean of the UP College of
Music, conducted a lecture-workshop on "Singing Techniques and Expressivity" on August 19 at
Lorenzo Hall, Administration Building. Prof. Acoymo's lecture-workshop was divided into two
parts. Part 1 covered musico-historical contextualizations of singing, the philosophies of singing,
the basic pedagogical approaches, and the classic pedagogical procedures in singing such as
posture, respiration, phonation and resonation. Part 2 focused on resonation, the registration
of the voice, expressivity and interpretation, some practicum and an open forum. The lectureworkshop was well-attended by students and faculty members from a number of secondary
and tertiary schools in Davao City, and CHSS constituents. The organizers looked forward to
having Professor Acoymo back in UP Mindanao in the future.
Visit of ACIAR and PCARRD
Chancellor Rivero welcomed the representatives of the Australian Center for International
Agricultural Research and the Philippine Council for Agriculture, Forestry and Natural Resources
Research and Development (PCARRD) in UP Mindanao on August 18. The ACIAR and PCARRD
teams were briefed on the research capacity of UP Mindanao.

Kasadya 2010, December 17
Kasadya 2010, the annual UP Mindanao Christmas Lantern Parade and Contest was held on 17
December, a Friday, at Davao City People’s Park. The parade began at exactly 3:30 PM. The
theme of Kasadya 2010 was “Panaghiusa Ipatigbabaw sa Kapaskuhan ug sa Umaabot” (Let
Solidarity Reign This Christmas and Onwards). The first activity was held on December 1, which
was the Building Decoration Contest in the campus. Most Lively Parade Participants: Society of
Math Majors (SMM). In the Kasadya parade the competitions are for the Christmas Dance
Contest (Over-all Winner, 1st Runner-Up, 2nd Runner-Up), Parol Contest Winners (Best Parol,
1st Runner-Up, and 2nd Runner-Up); Parol with the Most Relevance to the Theme; Most

Dulâ 2010 was held over three days in August and September with the team sports holding

held on Thursday, 02 September 2010 at the Atrium, UP Mindanao Administration Building.
Welcome Remarks were given by Vice Chancellor Vicente Calag. A Message was delivered by
Chancellor Rivero after which she did the Sounding of the Gong to signal the start of DULA

2010. The Oath of Sportsmanship was led by competition swimmer Mary Pauline Fornea
(1BSFT). An Aerobics Warm-up was led by students, after which began the Cheerdance
Competition featuring Anthropology, Architecture, Biology, Communication Arts, Food
Technology, Applied Mathematics and Agribusiness Economics students. After a superb and
daring show of cheerdance from the degree programs, the Champion was, once again, the BS
Biology students.

Extension and Linkage
Towards a UP Mindanao Land Reservation Comprehensive Development Plan
UP Mindanao has been assigned a land reservation covering an area of 4,100 hectares of the
public domain in Marilog District, Davao City through Presidential Proclamation (PP) No. 1253.
Presidential Proclamation 1252 likewise assigns 2,800 hectares as the UP Mindanao LaakVeruela Land Reservation located in Compostela Valley Province.
According to the Proclamations, the UP Mindanao Land Reservations will be utilized for
purposes of research, extension, and instruction, as well as forest protection and rehabilitation,
biodiversity conservation, crops and livestock production and management, and will be a
training and development center for upland communities.
To move this mandate forward, UP Mindanao held a Stakeholder's Meeting on September 29 at
the UP Mindanao School of Management, F. Iñigo St., Davao City. In attendance were
Chancellor Rivero, University Legal Counsel Atty. Marie Glenn Sorila, DA-XI Regional Technical
Director Romulo Palcon, CENRO Forester Paje, the City Agriculturist’s Office, Freedom for IPs
(NGO), alumnus Jose Nobleza, and UPMin officials. Presentations were shown by the various
stakeholders of their proposed or on-going projects that are within the UP Mindanao Marilog
Land Reservation, mostly under the Dept. of Environment and Natural Resources. Through the
meeting and other subsequent activities, the University intends to forge an active partnership
with the community and major stakeholders on-site to come up with a UP Mindanao Land
Reservation Comprehensive Development Plan. This Development Plan is envisioned to
showcase environmentally-sound, people-friendly, culturally-sensitive, community-based
projects which will involve the marginalized sectors, including the Indigenous Peoples, in the
area. These projects will serve as UP Mindanao's contribution to uplifting the lives of the
community, and to providing sound activities leading to food security.
Academic Enhancement Program for Marahan High School, June-September
UP Mindanao conceptualized an Academic Enhancement Program for High School students that
was piloted at Marahan National High School in Marilog District, Davao City. The Program is a
bridge program for incoming senior high school students. It seeks to attract the students from
underrepresented sectors to take the UP College Admission Test (UPCAT) and study in the
University. The two-week program contains information about the University and tutorials in
Science, Mathematics, English and History. Chancellor Rivero visited the tutorial sessions with

volunteer teachers Ms. Metche Ann Casinillo and Ms. Giovanna Fae Oguis (DMPCS), Prof.
Quintero (Humanities), Mr. Michael Gatela and the Office of Extension and Community Service.
Linkage with Beta Sigma alumni
The Beta Sigma alumni, through the efforts of businessman and civic leader Mr. Sebastian L.
Angliongto, have established linkage with UP Mindanao. The UP Mindanao Infirmary, opened in
February, was a product of this linkage, and the medical-dental missions that were held in
recent years. On May 4, Mr. Angliongto and Mr. Pagador visited UP Mindanao once more to
deliver medicine donations from the Beta Sigma alumni. The medicine donations were
accepted by Chancellor Rivero and Student Affairs Director Prof. Evelina Ayson. On October 4,
another delegation of Betans headed by Mr. Frank Mamaril from the USA arrived to meet with
Chancellor Rivero that led to the signing of a memorandum of agreement for the planned
operation of the UP Mindanao Infirmary.
Earlier, on January 19, Mr. Angliongto brought Mr. and Mrs. Cecilio Felix to meet Chancellor
Rivero and discuss a cattle-raising project with UP Mindanao. Likewise, on November 4, Mr.
Angliongto brought Beta Sigma alumni Renato Labadan, Ph.D. and party to explore other
prospective projects, again with Chancellor Rivero and Professor Rasco.
UPMin and Architecture program sign MOA with housing NGOs, June 22
The University of the Philippines Mindanao and its BS Architecture program signed a
memorandum of agreement with NGOs to help build community shelters in various sites in
Mindanao. The signing was held on June 22, 2010 between UP Mindanao and the Homeless
People's Federation Philippines Inc. (HPFPI) and its intermediary support NGO, the Philippine
Action for Community-led Shelter Initiatives (PACSII).
According to Chancellor Rivero, "This partnership has the end goal of using, at the most
affordable cost, decent housing and basic services which could be replicated by the
underprivileged and homeless citizens of Davao City and neighboring cities. This is in keeping
with UP Mindanao's thrust of being a true public service university."
Signatories to the memorandum of agreement were Atty. Jason Rayos Co and VP Arlene O. San
Pedro of HPFPI/PACSII and UPMin 's Chancellor Rivero, College of Humanities and Social
Sciences Dean Ma. Araceli Dans Lee and Architecture program coordinator Prof. Jean Marie V.
Juanga. According to the proponents, the partnership will provide the much-needed impetus to
existing efforts at providing technical support to urban poor communities in Davao, Digos and
Kidapawan. It will mobilize institutional support for the scaling-up of slum upgrading and
housing projects in the three cities. The agreement would also allow architecture students to

deepen their knowledge and skills through actual hands-on learning and real-world application
of their studies, within a participatory, community-driven context.
MOA with NEDA on Disaster Risk Reduction in Development Planning, July 15
UP-Mindanao entered into a Memorandum of Agreement with the NEDA Region 11 on
"Integrating Disaster Risk Reduction and Climate Change Adaptation in Local Development
Planning and Decision-making Processes". Chancellor Rivero and NEDA Region 11 Director Ma.
Lourdes D. Lim signed on behalf of their respective agencies. The MOA-Signing was the
culminating activity of the "Trainees' Training on GIS Application for Mainstreaming Disaster
Risk Reduction and Climate Change Adaptation (DRR/CCA) in Subnational Development and
Land Use/Physical Framework Plans", held on July 15, 2010. Present at the ceremony were PNP
- XI Director Superintendent Pedro Tango, Phivolcs's Mr. Desiderio Cabanlit, DENR Mines and
Geosciences Bureau XI's Alfredo T. Relampagos, HLURB's Engr. Norman Sinsuat Datukon and
Mr. Ramon Revilla, NEDA's Miguel Herrera and Prof. Nilo Oponda.
Lecture-Forum on Sexual Harassment, 23 September
A Forum on Sexual Harassment was held on September 23, 2010 at the Lorenzo Hall,
Administration Building to orient UP Mindanao constituents on sexual harassment, and the
laws and procedures pertinent to handling sexual harassment cases. The Resource Speaker was
Atty. Romeo T. Cabarde, who expounded on Republic Act 7877, the “Anti Sexual Harassment
Act of 1995”, its concepts, implications and challenges. The Forum was facilitated by OSA
Director Prof. Evelina Ayson, Prof. Anne Shangrila Y. Fuentes and Prof. Quintero of the UP
Mindanao Gender Committee and the Office of Extension and Community Service
Ambassador of Argentina visits UP Mindanao
Argentina's Ambassador Joaquin Daniel Otero and wife Marta Otero visited UP Mindanao on
October 27, 2010. They were received by Vice Chancellors Vicente Calag and Nilo Oponda and
Dean Sylvia Concepcion, who provided the visitors with a briefing and orientation on UP
Mindanao and copies of Banwa journal. The Ambassador gave some books on Argentina's
culture and economy. The UP Mindanao officials promised to keep in touch and maintain ties
with the Ambassador after the meeting.
MOA with Freedom 4 IPC
Chancellor Rivero signed a memorandum of agreement with the non-government organization,
Freedom 4 IPC, represented by their Executive Director Antonio S. Peralta on November 10. The
Freedom 4 IPC would help UP Mindanao look for investors and to package investors’ proposals.

Launch of IP Community Enterprise: Sago Flour Production, Veruela, Dec. 1
UP Mindanao’s OVCAA OIC Prof. Nilo B. Oponda, Food Science Prof. Dulce Flores and Land
Management Officer Joel Sagadal attended the “Aedaw Tu Tribo” on December 1 in the UP
Mindanao Laak-Veruela Land Reservation. The activity was the Launching of Community
Enterprise: Sago Flour Production. UP Mindanao food stuffs such as espasol, hotcakes, apa,
flour, cookies, and noodles all from sago were displayed. The venue was the Community Peace
and Development Center, Manobo Tribe of CADT 089, Veruela and Sta. Josefa, Agusan del Sur.
Mindanao Week of Peace Celebration in UPMin, December 2
UP Mindanao participated in the 2010 Mindanao Week of Peace celebration with a "Forum on
Peace and Poster Contest" for high school students. Among the high schools who participated
were: Brokenshire Toril High School, Calinan National High School, Crossing Bayabas NHS,
Emilio Estipona NHS, Holy Child of Mintal, Holy Cross of Mintal, Holy Cross of Calinan, Manuel
Guianga NHS, Mintal Comprehensive HS, Mulig NHS, Sto. Nino NHS, Toril NHS, and Tugbok NHS.
In the morning was a "Forum on Peace" with a film showing and a discussion with Brother Karl
Gaspar, a Mindanawon peace advocate. The afternoon session had a lecture/workshop on
poster-making with Prof. Teody Boylie Perez, and an "On-the-Spot Poster-Making Contest" that
generated 28 posters. The partners were the Alternate Forum for Research in Mindanao
(AFRIM) and the UP Mindanao Office of Extension and Community Service.

Linkage with Public Officials and Alumni
Courtesy call to Davao City Mayor Sara Duterte-Carpio, August 23
Davao City Mayor Sara Z. Duterte-Carpio received Chancellor Rivero, Vice-Chancellors Emma
Ruth Bayogan and Vicente Calag during the UP Mindanao team's courtesy call on August 23. A
set of Banwa journals and a brief on UP Mindanao's course offerings and public services were
given to the Mayor by the Chancellor. The Mayor offered the UPMin team a prospective role in
her plan for putting up botanical parks in the City.
Visits of Congressman Isidro Ungab
Congressman Isidro T. Ungab (3rd District, Davao City) visited UP Mindanao twice, on February
12 and on August 13, 2010. In February, the Congressman visited the on-going Kanluran Road
improvement project where he was met by Chancellor Rivero and the College of Science and
Mathematics constituents led by Dean Reynaldo G. Abad. He also visited the site of the
proposed Dormitory Annex at the CSM.
On August 13, re-elected Congressman Ungab visited again to discuss the implementation of
the dormitory project, and to see the paved Kanluran Road. The Congressman, together with
National Housing Authority OIC Ms. Carol Angel and her team, were met by Chancellor Rivero
and VCAd Calag.
Senator Richard Gordon and Bayani Fernando visit UPMin, 10 March
Presidential candidate Senator Richard Gordon and Vice-presidential candidate Secretary
Bayani Fernando passed by UP Mindanao on March 10 on their campaign trail. Senator Gordon
carried an electronic book that he pledged to give to all students when elected. Secretary
Fernando wore his signature yellow hard hat. The students welcomed the candidates warmly.

UP Alumni Association Davao
Outstanding Chapter Award
UP Alumni Association-Davao received an “Outstanding Chapter” award on June 26 at the
UPAA Annual Homecoming in UP Diliman. The award was received by Chairman Sebastian
Angliongto and President Cherry Napala.
On April 20, on the eve of the 13th Commencement, the UPAAD hosted a welcome dinner for
UP officials led by President Roman.
On May 21, former UPAAD Director Dr. Anacleto Millendez donated medicines to the UP
Mindanao Infirmary.
New Directors
On July 31, an election was held and a new set of Directors was elected, headed by Patrick John
Castro as Chairman and Dr. Doris Tagle-Villareal as President. Other directors were Jose
Nobleza, Romulo Palcon, May Che Capili, Jose Embate, Jeffrey Coronel, Celina Rances, Bryan
Tenorio, Rene Estremera, Joel Sagadal, Jerick Axalan, Sherwin Ramos, and Beverly Hernandez.
On August 26, the new UPAAD Board of Directors hosted an induction-dinner with UP officials
as guests. President Roman served as Inducting Officer to the new UPAAD Directors.
On December 4, the UPAAD held the Pasiklaban skit contest and dinner affair for alumni and
students at the CAP Auditorium, Davao City.

VP for Administration Arlene Samaniego opens PMS-OPES workshop, 22 July
UP Mindanao staffers were honored by the presence of UP Vice President for Administration
Arlene A. Samaniego, MD who visited the PMS-OPES workshop on July 22. VP Samaniego
enjoined the administrative staffers to be focused in formulating their task sheets.
VP Samaniego inspects new infrastructure, 23 July
Vice President Samaniego visited UP Mindanao on July 23, together with AVP for Finance Jose
Florendo and Property Office Officer-in-Charge Isagani Bagus. VP Samaniego’s team inspected
the newly-completed infrastructure projects, the Kalimudan Student Center, the Biotech
Building, and the School of Management Building.
OIC Tingson inspects Kanluran Road, May 13
Human Resources Chief Siegfriedo G. Tingson made a drive-through inspection of the newlycompleted Kanluran Road on May 13. Mr. Tingson served as Officer-in-Charge of the Office of
the Vice Chancellor for Administration from March to May 2010.
University Legal Counsel Atty. Marie Glenn Sorila and REPS take Oath
UP Mindanao's new Legal Counsel Atty. Marie Glenn Cedeño-Sorila took her oath of office
during flag ceremony on September 27, 2010. The oath of office was administered by
Chancellor Rivero. Atty. Sorila is a graduate of the UP College of Law.
Likewise, the new officers of the REPS Association took their oath of office: Merlyn Mercadera,
President; Michael Gatela, 1st Vice-President, Marilou Montiflor, 2nd Vice-President; Ella de
Leon, Treasurer; Roxanne Aguinaldo and Salome Sendrejas, both as Secretary.
Kalimudan Student Center begins operation, August 23; Blessing, August 26
Kalimudan Student Center began its service operation on August 23, a Monday. The Koro
Katingugan, under Prof. Dennis Sumaylo sang songs a capella for the guests. Messages were
given by Mintal Barangay Captain Ramon Bargamento II, Chancellor Rivero, concessionaire
Ulysses Lopez, USC Chair Iris Krista Melgarejo, and College Business Manager Cherrylyn dL.

Mindanao souvenir items, and recreation facilities. On August 26, a blessing of the buildings

A team-building day was organized by the Office of the Vice Chancellor for Administration on
April 30. The venue was the Monfort Bat Cave in Samal Island. A series of highly-challenging
activities were held to enhance teamwork. These included kite-making, group-walking,
threading needles, relay games, and other problem-solving challenges for the teams.
Opening of Wellness and Development Program for Employees, 05 July
The Wellness and Development Program for Employees held its opening activity at the Atrium,
Administration Building on July 5. Vice Chancellor Vicente Calag led the opening events with
support from students of PE class and Mary Ellen Jade Lebria as emcee. The students and staff
engaged in a variety of physical exercises with musical accompaniment.
Admin Team-building at Mergrande, November 20
Another team-building day was organized by the OVCAD for the administrative services staff on
November 20 at the Mergrande Ocean Beach Resort in Davao City. Guidance Counselor Pamela
Flores facilitated the group activities. Among the expectations expressed by the staff were: to
enjoy; to know one another; to avoid cheating in games; “mabusog” and “unta dili makapoy”.
The other activities involved hula hoops, ball handling and volleyball. Chancellor Rivero handed
out prizes to the teams at the end of the event.
Adoption of Energy Conservation Measures
In line with the call of the UP System for all CUs to adopt energy conservation measures, VC
Calag issued a memorandum requesting everyone to do their share in reducing electric
consumption in our campus. According to VC Calag, “energy consumption is one of the biggest
operational expenses of UP Mindanao, where in P3.39 million was spent for electricity
consumption in the year 2009.”
Employees of the Month for July, August, September, October
Certificates of Recognition were given to employees who exhibited punctuality and perfect
attendance in the months of July, August, September and October. Among the awardees were
Physical Plant Office Chief Cesar Estocado, Budget Office OIC Teresita Lagsub, Accounting Office

Delegation to 73rd Araw ng Dabaw
UP Mindanao sent a 47-person delegation to participate in the 73rd Araw ng Dabaw Parade.
The delegation was composed of UP Mindanao alumni led by Professor Dennis John Sumaylo

Lighting the University Belen; Decorating the Students’ Christmas Tree, Nov. 26
Chancellor Rivero, VC Calag and OIC Oponda lighted the “University Belen” at the Atrium of the
Administration Building on November 26. The event was attended by students, faculty and
staff. Christmas messages were delivered by Chancellor Rivero and USC representative Rey
Caubalejo, after which the light switch was turned on by the Chancellor. The emcees were

participants trekked to the Kalimudan Student Center grounds to do the decorating of the
students Christmas tree.
University Faculty and Staff Christmas Party, December 13
The University faculty and staff held their joint Christmas party on December 13. The affair was
a colorful event as the colleges and units turned out in their most brilliant and dashing
costumes. The “Enhanced Christmas Carol” contest presentations were elaborate and the
parlor games were challenging and exciting.

6-7; Recognition, Briefing, and Rites for Student Organizations, 05 July.
University Student Council
The University Student Council led the following activities: Joined the All UP Workers Union’s
rally during the Board of Regents’ Meeting in UP Mindanao, August 27; Led an awareness
campaign on the issue of budget cuts for state colleges and universities by calling on students
to wear shorts on November 19; Led the Torch Night 2010, a student-organized festival for
freshmen and upperclassmen, July 8.
Fornea 1BSFT wins seven gold medals, January 8-10
Mary Pauline Fornea (1BSFT) continued her winning streak in swimming from December 2009
by winning another seven gold medals in solo and relay swimming events in the Commission on
Higher Education Regional Meet in January 8-10, 2010. Ms. Fornea has been active in
competitive swimming since her youth. She is coached by her father, Mr. Fornea, and DHK Prof.
Armando Salazar.
Dialogue with Students, January 26
A dialogue between students and the administration was held on January 26, 2010 at the
College of Humanities and Social Sciences Audio-Visual Room (CHSS AVR). Present were
representatives of the student councils and student organizations and UP Mindanao officials led
by Chancellor Rivero, the Deans, the Department Chairs, and the Office of Student Affairs. The
dialogue was called in response to a letter and position paper dated January 14 from University
Student Council Chairperson Ms. Rosell Susan B. Serrano regarding various student issues and
concerns. The dialogue resulted in the clarification of a number of issues raised by the students.
Student Leadership: Then and Now, with UPMin alumni, February 17
The UP Mindanao Alumni Association, in coordination with the Office of Student Affairs,
organized a seminar titled, "Student Leadership: Then and Now", on February 17, 2010 at
Lorenzo Hall. The objective of the seminar was to enrich the leadership capabilities of students
serving as officers of recognized Student Councils and Organizations, to help student leaders
develop meaningful long-term goals. The resource persons were UP Mindanao Alumni

Association President Professor Valeriano Clamonte, Edward Niño “Wardy” Puyod, and Krishna
Hernandez. This was an offering on the occasion of UP Mindanao’s 15th Anniversary.
Varsity Recognition Ceremony, 25 February
The University honored its varsity players by holding the Annual Varsity Recognition on
February 25 at the Mintal Gymnasium. Department of Human Kinetics Chairman Prof. Erwin
Protacio led the awarding of certificates to the varsity teams for chess, table tennis, and
football. The ceremony was held during the annual UP Mindanao Dance Ensemble danceconcert for 2010 held in the Mintal Gym. This event was part of the Anniversary celebration.
JENESYS sends UPMin students to Japan April-May
Seven UP Mindanao students were chosen to join the “Visit Japan: 2010 JENESYS Programme”.
They travelled to Japan in April/May 2010 to experience home stays, meet Japanese youths,
visit schools and see historical and cultural sites. Ms. Francis Lyn Malalis, Theodore Lozada and
Maureen Joyce Homez (all BACA) were enrolled in the Japanese language course under
Professor Teody Boylie “Bong” Perez. The other UPMin students who went to Japan were
Cecilia Eikinela C. Gervacio (2BSFT), Kristine Mae Dorado (1BSFT), Maria Lourdes S. Braceros
(1BAE) and Chris David F. Lao (1BAE).
Student Leadership Training Camp, June 9-11
The first UP Mindanao Student Leadership Training Camp was held on June 9-11 at the PCA
Training Center, Bago Oshiro, Mintal, Davao City. Some 70 students attended the live-in camp.
It was organized by the UPMin Alumni Association in cooperation with Junior Chamber
International (Jaycees) and Ayala Youth Leadership Camp, and implemented with the
cooperation of UP Mindanao Office of Student Affairs and Office of Extension and Community
Service, and the UP Alumni Association Davao. The training director and principal resource
person was Mr. Monchito Mossesgeld of the Ayala Youth Leadership Camp, the group that
developed the training modules. It was a memorable experience-of-a-lifetime for many UP
Mindanao upperclassmen. The organizers agreed to re-stage the Leadership Camp for
succeeding batches of UP Mindanao students.
BAE Freshman wins “Dear P-Noy” Letter-writing contest
UP Mindanao BA English freshman Julie Kristine de Guzman won First Prize in the "Dear P-Noy"
Letter-Writing Contest on August 20. The contest was organized by the Voice of Mindanao
(VoM), with the main theme for the message being, “the letter-writer’s message for President
Aquino and the letter-writer’s vision for southern Philippines.” Ms. De Guzman’s letter is in

Pilipino and may be read in its entirety at www.upmin.edu.ph. The Board of Judges was chaired
by the sister of Pres. Aquino, Ms. Victoria "Viel" Aquino-Dee.
Ladies Football Team join Azkals clinic, September 18
Members of the UP Mindanao Ladies Football Varsity Team participated in the football clinic
conducted by the Philippine National Team at Deca Homes Resort Subdivision in Mintal, Davao
City. The Lady Footballers served as facilitators and players in the youth age group sports clinic.
Also present during the football clinic were national team members Anton del Rosario and
popular Filipino-American players Phil Younghusband and James Younghusband.
BSCS students pass PhilNITS-FE, October 2010
Five BS Computer Science students passed the October 2010 Philippine National Information
Technology Standards Exam for Fundamental Engineers (PhilNITS-FE) given by the Japan IT
Engineers Examination Center (JITEC). The Exam requires the person to have the ability to use
basic-level algorithm and data structure and program development, and system integration
tests. The BSCS students are Gecel Molina, Hilton Soberano, Miguel Guillermo, Gus Kali Oguis,
and Lauren Lapuz. This is the fifth consecutive year that UP Mindanao students and faculty
members passed the PhilNITS-FE.
Students join UP Alumni’s Pasiklaban, December 4
Students groups joined the UP Alumni Association-Davao’s Pasiklaban skit contest on December
4. The venue was the CAP Auditorium. The Betans won 1st prize, 2 nd prize went to Munting
BACA group, and 3rd prize went to the Katingugan group. The judges were Ms. Mabel Acosta,
Ms. Aida Reyes. The UPAA Davao served dinner to the students, alumni and guests and
provided a street party with a live band after the contest. Beta Sigma alumni and Upsilon Sigma
Phi alumni were among the many attendees to the event.
BACA student wins 1st Runner-up in National Oratorical Competition
Jessa Loreta C. Billano (4BACA) won 1st Runner-up in the Veterans Federation of the Philippines’
18th National Oratorical Competition at the Veterans Center, Taguig City. “Stand for Liberty and
Freedom that our Veterans Fought, Lived and Died For”.
Still more student events that were held in 2010 were the following:
CHSS Fair. The CHSS Fair from January 18 to February 11 was composed of week-long
celebrations by the four CHSS degree programs of Architecture, Anthropology,
Communication Arts and English. This served as the CHSS offering to the UP Mindanao
Anniversary celebration.

Anthro Week. Documentary film showings, public lectures and exhibits, and fellowship
activities marked the Anthro Week celebration on February 1-5. Although small in
number, the BS Anthropology students are dynamic and participative.
Betans Blood-letting and Medical Mission. The Betans participated in the
Medical/Dental Mission was conducted by the Beta Sigma Fraternity alumni on February
26 at the USC House and a Blood Donation Drive at the Lorenzo Hall in September 8 and
another Medical Mission with alumni on November 11.
I-Spell-Eng ’10. The Omega Alpha Fraternity and Sorority held their traditional annual
spelling contest “I-Spell-Eng” on February 6.
Paragon Week. The Pi Sigma Fraternity and Pi Sigma Delta Sorority celebrated their
anniversary through Paragon Week on September 6-10 with a series of socio-cultural
activities: Basic Masses Integration, Pi Usapan, Pi Oplan Linaw Mata Year 3 optometric
clinic, the Pi Sudoku challenge, and the Pi Salida film showing.
Kappa Epsilon Annual RocKEumentary. The Kappa Epsilon Fraternity and Sorority held
their annual “RocKEumentary” music band contest for 2010 on February 24 at the
Fahrenheit Bar, Davao City.

The Bt Eggplant Experiment
The year 2010 may be remembered as the time that the Bt eggplant experiment site in the UP
Mindanao campus was destroyed by its detractors. Davao City Mayor Sara Duterte issued a
letter dated December 13 ordering UP Mindanao to cease and desist from testing the Bt Talong
and to immediately remove the crops already planted. The order was based on the City
Agriculturist’s report that UP Mindanao complied with only 3 of the 18 conditions in its
Biosafety Permit. The letter was received at UP Mindanao on 15 December. On December 16,
University officials met with the Mayor to appeal for a postponement of the order which was
not granted. On December 17 and 18, Mr. Leonardo Avila III, Officer in Charge of the City
Agriculturist Office of Davao City, hired residents from Barangay Mintal and Barangay Bago
Oshiro to uproot the plants in the campus. The plants were uprooted, and buried on-site.
The Bacillus thuringiensis (Bt) eggplant experiment was a research project of Professor Eufemio
T. Rasco, in association with the UPLB Institute of Plant Breeding. In the wake of the uprooting,
Professor Rasco cited the public consultations he held. The first was his lecture, “Potential Risks
& Benefits of Bt Eggplant”, at the 2nd Agribusiness Economics Conference held on August 9. On
September 29, he organized the "Seminar on Understanding the Science of Bt Eggplant". With
Bt eggplant detractors growing increasingly vocal, Professor Rasco attended the Forum on Bt
Eggplant at the Ateneo de Davao University on September 30, where a number of detractors
attended. On November 30, Professor Rasco issued the first of his statements regarding the
experiment. On December 9, he held another Bt Eggplant Forum at UP Mindanao. Despite
these, the City Mayor issued her order.
Bt Eggplant public consultations and fora
A "Seminar on Understanding the Science of Bt Eggplant" was held on September 29 at the
Lorenzo Hall with speakers Dr. Kailash Bansal, Professor of the National Research Centre on
Plant Biotechnology and the Indian Agricultural Research Institute, and Dr. Desiree Hautea of
the Institute of Plant Breeding, UP Los Banos. The other speakers were Ms. Merle Palacpac,
Chairperson of the Dept. of Agriculture Biotech Core Team, Prof. Cesar B. Quicoy of UP Los
Baños Dept. of Agricultural Economics, and Professor Rasco.
The following day, on September 30, was the City Agriculturist’s Office’s forum on the Bt
eggplant at the Ateneo de Davao University. Professor Rasco attended to give his presentation
in favor of the Bt eggplant. The anti-Bt eggplant groups were in full force at the forum. With
them was Indian Professor Dr. Pushpa M. Bhargava, who warned that the adverse effects of
biotechnology in food can only manifest 20 years later.

On November 5, Professor Rasco, in a statement, said, “We are making the following
clarifications in the light of the vicious campaign being waged internationally and in Davao City
to discredit the Bt eggplant. Bt eggplant is the subject of a scientific research that aims to
promote human health and environment.”
Another Bt Eggplant Forum was held on December 9 at the Lorenzo Hall which was attended by
City Councilors Emmanuel Galicia, Conrado Baluran, Jose Louie Villafuerte and City Planning
Coordinator Roberto Alabado. The resource speakers on that occasion were Dr. Randy Hautea,
Dr. Rasco and Ms. Palacpac.
In the wake of the December 17-18 uprooting, Professor Rasco continued his experiment using
traditional varieties of eggplant. However, the public debate on the Bt eggplant continued in
2011. The Sangguniang Panlungsod Committee on Agriculture and Food held hearings in
February 2011 with Chancellor Rivero herself representing UP Mindanao.
