Coming to the carols?
More than 25,000 people are expected to attend the 26th annual Monash Carols by Candlelight on
Sunday 14 December.
The carols concert is the most popular event on Monash’s
annual events calendar. It attracts the highest attendance
of any carols concert in Melbourne, with even greater
numbers than the iconic Carols by Candlelight event at the
Sidney Myer Music Bowl.

Howell and Samantha Du Rennes will also perform. Santa
will make a special appearance before the night finishes
with a spectacular fireworks finale at 10pm.
Held in Jells Park (Wheelers Hill), the FREE family event will
include a fireworks finale, back by popular demand.
Glow novelties and a selection of drinks and snacks will be
available for purchase. The Monash Carols by Candlelight is
a drug, alcohol and smoke free event. Given the fireworks,
dogs are not allowed for their own safety. Please bring a
torch, picnic rug and warm clothes.
The event will kick off at 4pm with the Kids Zone which
includes face painting, a jumping castle, Santa’s reindeer
and Scouts Australia activities. There will be an opportunity
for children to have their picture taken with Santa (so bring
your camera along).
The main concert will get underway at 8pm and will once
again be compered by Channel 9’s Pete Smith. The feature
act �Urban Praise’ will bring a rich blend of R&B, soul and
gospel, featuring some of Melbourne’s most talented

Taking out the championship
Nearing its 30th birthday, the Ceres
Calisthenics Club has plenty to celebrate,
having also been named Monash’s sports club
of the year.
Club Secretary Wendy Holman said the club was
thrilled to win the Active Monash category of the Sir
John Monash Awards in May.
“This is fantastic public recognition of what we’ve
achieved and the hard work that has gone into
building up our club from small beginnings,”
Wendy said.

Message from Mayor Geoff Lake
This will be my last column as
Monash Mayor. I have really enjoyed
the opportunity to lead the Council
again over the past 12 months
and appreciate the support of my
councillor colleagues, Council staff
and the community to do so.
Looking back over the past year, it
has been a busy and effective period
for Council.
Council's finances have never been
in stronger shape since Monash
Council was formed 20 years ago
from the amalgamation of Waverley
and Oakleigh Councils. We have fully
provisioned to pay down the $15
million debt Council largely incurred
during the amalgamation period.
We have been focused on doing more
with less - being more efficient, a
freeze on current staffing numbers
and reviewing how our resources are
allocated. This has generated millions
of dollars in annual savings which we
have re-invested back into improving
infrastructure (such as roads,
bike paths, drains) and increased
maintenance (such as street cleaning
and our parks).
In recent years residents have been
telling us that standards in these
areas have dropped so it has been
pleasing to be able to address this past
under-investment. We have achieved
this increased capital spending
while continuing to have lower rates
than any of the other 78 councils
in Victoria. I know how hard it is for
many to pay their rates each year and
I think it is very important that Council
never forgets that.
Council has also been an effective
advocate across a broad range of
issues. Our advocacy on banning
smoking in outdoor dining areas
caused both major parties to
change their positions, we achieved
some changes to the management
of dangerous dogs, we achieved
promises for grade separation at
Clayton Station and we finally got
the state authorities to clean up the
Huntingdale Station car park and
stop people dumping rubbish there.

�Garden City’ character to be protected
Council has adopted a new Housing Strategy which aims to protect the �Garden City’ character of Monash
while also identifying preferred locations for increased housing intensity.
Council sought community feedback
on a draft Housing Strategy earlier this
year. There was a strong push from
the community to protect the Creek
Environs: land in and around Damper,
Gardiner and Scotchmans Creeks.
Council has responded to this
feedback by adding a new Creek
Environs category into the strategy.
This will result in Council developing
detailed planning provisions to
conserve the environmental
significance and special urban
character of these areas.
The strategy aims to maintain the
predominately single detached
dwelling style in suburban
residential areas by promoting low
rise development as the preferred
character for the majority of the
residential areas and sites within
Monash. Heritage precincts - which
are mainly in Oakleigh - will continue
to be protected.
At the same time, strong population
growth and falling household sizes
have increased the need for more infill
development within established areas
of Australia’s major cities. To provide
more housing in Monash, higher
density developments will be directed
to areas in and around activity and
neighbourhood centres, and strategic
sites within the Monash National
Employment Cluster near Monash
University’s Clayton campus.
Council will now undertake further
work to support the strategy’s
directions. This work will include
completing a review of the character
of all neighbourhoods within Monash,
and then developing strong planning
provisions to maintain and protect the
�Garden City’ character of Monash.

Council wants to make sure we are providing our
residents with the services and support you need.
Huntingdale residents can have a say on the theme and
design of a new piece of street art in their suburb.
We are visiting local neighbourhoods on weekends,
and during the week, to make it easier for you to raise
any local issues with us. Please come along to any of
these Council “listening posts” and tell us how we can
serve you better.
With the help of a State
Government grant, Council
will be commissioning an
artist to create a mural on
a wall near the Huntingdale
Railway Station. Interested
residents are able to attend
workshops with the artist
where they can put forward
their ideas for the mural.

Win for community on Family Day Care
Council will continue to operate a Family Day Care service into the future after listening to the pleas of
families who use the service.
At its October meeting, Council decided to continue the
service which provides care - in the homes of educators to about 400 children.

July next year, Council will no longer receive about $255,000
from the Government to run the program.
Council has been considering the future of the program
for several months after the Australian Government
announced - as part of its budget cuts in May - that it would

provided a similar service in Monash. However, families
who use Council’s service have told us that they trust the
high quality and reputation of our service.
Council has decided to make changes to the service
to reduce its costs. The aim is to ensure the service is
delivered at no cost to Monash ratepayers. The fee for the
service will be increased by $1.15 per hour to be $9 per
hour. Council’s Family Day Care coordination unit will be
reduced by 1.09 equivalent full time positions and the unit
will move from a rental facility back to the Monash Civic
Centre, eliminating rental costs. Importantly, the unit will
continue its current level of home visits and supervision.

How Do I...?
We’ve got “Enough Pokies”
Monash Council is leading the “Enough
Pokies” campaign, supported by the majority
of the 79 Victorian councils, the Municipal Association of Victoria and the
Salvation Army, to push for tougher action on poker machines.
In the lead up to the 29 November State Election, the campaign wants
government action to protect vulnerable communities from poker machines.
The campaign’s focus is on the big gaming operators and their attempts to grow
their income from gaming by moving their machines into the most disadvantaged
and vulnerable communities in Victoria. The legal framework to protect those
communities is currently flawed and inadequate. Of the 154 decisions made by
the Victorian Commission for Liquor and Gambling Regulation (VCGLR) since July
2008, 93% have been in favour of the gaming operator despite strong opposition
from councils and community groups. Every year more than $2.5 billion is spent
on poker machines in Victoria, almost $7 million per day.
Monash experienced first-hand the flawed regulations when we lost fights to stop
the L’unico Hotel (Clayton) and the Matthew Flinders Tavern (Chadstone) from
increasing their poker machine numbers.
The “Enough Pokies” campaign

simple guidelines to the VCGLR
to act in the public interest.

Clayton rail project update
Monash Council is continuing to seek reassurance from the State
Government that it will deliver on its promise that construction of
the Cranbourne-Pakenham Rail Corridor Project will begin in 2015
amid concerns the project may be delayed.
In March 2014 Premier Denis Napthine
announced the project would start in
2015 and end in 2019 but a further
announcement on 17 October
has mid-2015 as the date for final
contracts to be signed which would
push the start date back considerably.
Monash Council is keen for the State
Government to meet its original
timelines announced in March to ensure
this critical project - which includes
the removal of railway crossings on
Clayton and Centre Roads and locating
a redeveloped Clayton rail station under
Clayton Road - is delivered quickly to
reduce traffic congestion and improve
driver and pedestrian safety in Clayton.
Council will continue to seek detailed
information on the project from
the State Government and inform
ratepayers.

...report dumped rubbish?
Council encourages all members of
the community to take responsibility
for maintaining Monash as a great
place to be. It is an offence to
dump or store any items, rubbish or
discarded goods on nature strips,
parks or roadways.
Council investigates any concerns
from residents regarding dumped
rubbish and may fine the person who
has left the rubbish $295. Following
investigation, we will also remove
dumped rubbish if reported. To
report dumped rubbish contact our

Family violence has been in the news
lately particularly the tragic case of
Luke and Rosie Batty.
among young children, in particular
small boys, for a strong male role
model. I believe we must teach boys
at a young age that violence against
women is unacceptable. It is time
for men to take a stand and speak
out against abuse and aggressive
behaviour against women and refuse
to tolerate it any longer.
It is an issue I feel strongly about as a
father to three - two daughters and
a son - a husband, Councillor but
also as a man.
As a childcare educator for 17 years
who operated my own childcare
business, I saw first-hand the need
We all know victims of family violence
even though we may not realise
it. These people are
not statistics - they are
wives, sisters, mothers,
daughters, the barrister
at the coffee shop, the
school crossing supervisor
or the colleague working
beside you.
I’m proud that Monash
Council is leading the
way with our world-first
Generating Equality and
Respect (GEAR) program that targets
violence against women by working
to create communities, cultures and
organisations that promote respectful
and equal relationships between men
and women.
It is through programs such as this, the
Monash Men’s Action Group (pictured)
and the White Ribbon program which
I’m pleased to support, that we can
make a difference in the lives of many
women and children so they can live in
safety, free from abuse and violence.

ANZAC
Centenary project
Monash Council will commemorate the ANZAC Centenary, 100 years since Australia’s
involvement in the First World War, by marking the four Avenues of Honour
throughout the city.
The Avenues of Honour are in Drummond
Street Oakleigh; State Street Oakleigh East;
Clayton/Carinish Road Clayton and High Street
Road Mount Waverley. This project was chosen
by Council because it recognises a number of
areas within Monash of historical significance.
Council will contribute $50,000 to the initiative
and we have also applied for some funding
from the Centenary Major Grants Program.
The project will include tree planting and the
insallation of custom designed, commemorative
bollards to mark the length of these historic
avenues of trees. The bollards will feature
respectful images, a website address and QR
code that can be scanned to access further
historical information about the Avenues of
Honour and their local history.

Highway Gallery
New public toilet
Council will conduct an open Expressions of Interest for the
lease of the Highway Gallery in Mt Waverley.
A modern public toilet is expected to be
installed in Mount Waverley’s Hamilton Place
shopping centre in the first half of 2015.
The gallery has been managed as a community arts space by
the Waverley Arts Society since 2010 but the group has advised
Council that they will not continue management of the space into
2015. The Highway Gallery is a Council-owned facility that has been
managed by various volunteer committees over the past 24 years.
Councillors Rebecca Paterson and Bill Pontikis and Council staff
recently met with a a variety of organisations and community
groups to discuss the future use of the gallery.
The Expression of Interest will open early next year inviting
submissions from independent groups and organisations to fund
and manage the gallery for an initial term of three years.
Council will manage the gallery in the meantime and an exhibition
by Holmesglen TAFE will be held at the gallery from Tuesday 18
November until Thursday 4 December.

Council plans to install the automated toilet in
the Hamilton Place car park, west of the IGA
supermarket. It will be close to the existing taxi
rank and central to the shopping village.
The toilet will provide residents with improved access
to facilities, as currently the IGA toilets are able to
be used by members of the public only during the
supermarket’s opening hours.
Many residents have told Council that when they
are out and about, they want to know there will
be clean and safe public toilets available. Council
generally funds the installation of one new public
toilet each year.

Come along to the launch of Clayton
CANVAS, a project aimed at preventing
the harm caused by gambling. As part of
the launch, a play “Two Sides of the Coin”
will be performed by people whose lives
have been impacted by gambling. The
FREE launch is being held at the Clayton
Community Centre (Cooke St). Funded
with a $205,000 Victorian Responsible
Gambling Foundation grant, this project
will provide support to Clayton residents
experiencing harm from gambling,
including seniors, young men involved in
sports clubs, and international students.
