The Citadel Link is published 12 times a year and delivered to
residents of Citadel by Canada Post. This newsletter is also available
for pickup from local retail outlets.

Community Engagement
As we start a New Year it is always on the top of
my list to try to improve from the previous year.
Whether it is to focus on improving the Home
Environment, Community Environment etc - it is a
time to re-focus.
When my daughters were in middle school, I was
constantly concerned about them crossing the street
and was diligently on the lookout for vehicles going
at a faster than posted speed and wondering вЂ“ WHO
ARE THESE PEOPLE?
Now they are grown up and we no longer walk вЂ“ I
have come to the realization that part of this problem
lies within. I have caught myself on several occasions
going over the posted speed limit on the main drive
вЂ“ not completely focusing on what I should be doing.
So вЂ“ if I realize I am part of the problem, I should be
able to be part of the solution.
Most drivers admit to speeding from time to time,
and many believe speeding isnвЂ™t a contributor to
accidents. However, the faster you are going, the
longer it will take you to stop. Speed increases
the likelihood and severity of accidents involving
pedestrians. In Residential areas experts have found
that speed is a factor in almost a third of pedestrian

accidents and 12 percent of all car accidents. In
residential areas as well as highways, speed is a large
contributor to car accidents that lead to severe injury
According to Alberta Transportation website, the
probability of severe (vs non-severe) pedestrian
injuries in accidents in which vehicles were speeding
are:
вЂў2
0% in vehicles driving 40km/hвЂ”a driver speeding
through a playground or school zone
вЂў8
0% in vehicles driving 60km/hвЂ”a driver speeding
through a residential area
These numbers are even worse for children struck
by vehicles. While speed may not be the cause of
most accidents, it is a factor in causing accidents with
more injuries and damages. Do your part in keeping
our communityвЂ™s roads safe by driving at or slightly
under the speed limit especially in areas where
children / pedestrians could be present.

Ice Rink Volunteers
ItвЂ™s that time of year again! We are looking for
volunteers that would like to come out and help
with the ice rinks in Citadel. No prior experience is
necessary. We need people to be able to come out and
clear the ice of snow as well as assist in flooding the
rinks. If you are interested in helping out please give

Good evening everyone. My name is David Cox and I
was elected on to the board at last yearвЂ™s AGM as the
IT and Communications Director. In June of this year
I was asked to take on the role of acting President
after the almost simultaneous resignations of
Suzanne Thomasson (president) and Ilzett Thomson
(vice-president) due to personal work commitments. I
would like to take this opportunity to thank them for
the dedication and effort that they put in and wish
them both well.

The City of Calgary requested the CCA to conduct a
вЂ�freshвЂ™ needs assessment survey to confirm the need
for a community multi-use building and solicit the
need for additional programs in the Community.
There was a large response sample and the outcome
was overwhelmingly in favour or more programs

I am therefore presenting this PresidentвЂ™s report in
the capacity of acting President.
and in excess of a 90% of the sample were in
support of a Multi-use building for Citadel.

ity of Calgary вЂ“ Approval in Principle
Based on the results of the needs assessment survey,
the City of Calgary had no hesitation in issuing a
letter indicating approval and support вЂњin principleвЂќ
to proceed according to the CityвЂ™s Capital Projects
process with the building project.
вЂўO
pen House
A very successful вЂњBuilding Open HouseвЂќ was
conducted in February of this year. Valuable input
was received from the Community relating to the
conceptual designs put forward. These suggestions
have all been incorporated into the revised designs
which are currently under development with the
Architects.
вЂўE
stablishment of Building Sub-Committee
The open house also led to a number of Citadel
residents showing an interest in helping to drive
the building project forward. We have subsequently
established a Building Sub-Committee which acts as
an independent board вЂ“ but with representation on

this committee by existing board members. In order
to maintain segregation of duties and reduce the
risk of conflict of interest, the executive members
of the sub-committee are not members of the CCA
Board of Directors. The sub-committee makes
recommendations to the Board and all approvals
are provided by the Board of Directors.
вЂў Appointment of Project Manager
The board has appointed James Simpson (of Studio
Wolf Designs) as project manager. He is familiar
with the City of Calgary process and has been an
asset in helping to drive the project forward. We
would like to thank James for his valuable time and
willingness to help.
вЂў Architect & Topographical Survey & PreApplication Meeting
The CCA have appointed Roger White (Architect) to
take us to вЂњbuilding permitвЂќ stage. The CCA has also
recently conducted the prerequisite Topographical
Survey of the CCA lease area in order that the
Designs can be completed. The CCA has received
approval for a pre-application meeting with the City
of Calgary early in December 2014.

Citadel Beautification:
вЂў West Citadel Levy
Shari has worked tirelessly to get all necessary
approvals for the West Citadel Special levy in
order to bring West Citadel into the beautification
program. This has proved rather controversial with
some of the Citadel residents. The CCA received
an independent assessment indicating that on
average West Citadel properties showed a 10%
deflation in prices compared to the rest of Citadel
and attribute this discrepancy to the lack of upkeep
in West Citadel. On behalf of the entire board, I
would like to thank Shari for all the hard work as
well as fielding and answering the questions on this
initiative.
вЂў Managing the Contract (Planting, Maintenance,
Christmas Lights)
Besides driving the West Citadel Special levy
project, Shari also manages the contract with
Foothills Landscaping (which includes planting of
beds, maintenance / upkeep and Christmas lights).
вЂў Tree Planting
A successful events was arranged by Shari in
conjunction with Calgary Parks to plant trees

on the slope across from St. Brigid School. This
was designed to reduce the traffic on paths being
created on the slope and reduce the erosion taking
place.

ew Content Management Website
The CCA have also implemented a new content
management website which facilitates easy
maintenance of the website and keeping the content
current. This has enabled multiple email accounts
which are linked to CCA board roles rather than
using private email addresses. These can then be
switched when new board members are elected
without the inevitable change in email addresses
with CCA 3rd parties.

acebook Page
Facebook has become a fast and efficient means
of communication. The membership base for the
Facebook group has grown from 151 members from
the AGM last year to 339 members as of today. We
are able to reach a large community instantly and
have active sharing and participation from many
members.

anada Anti-Spam Legislation
Effective 1 July 2014, the CCA were required to
implement anti-spam policies to prohibit the bulkemail of members without their special consent.
This has been successfully implemented and
remains as a consent link on the website to opt-in or
opt-out of email communication.

The CCA has reintroduced membership cards and
overall response has been positive. It was gratifying
to see members coming to events with their
membership cards, and has made administration at
events much easier.
вЂўN
ew Membership System:
The CCA has implemented a new automated
online Membership system and have cancelled the
membership system through Compusim. We are
awaiting the activation of a CCA merchant account (for
online VISA and MasterCard payments) before this can
be activated to the members вЂ“ with online payments
and automated email reminders. The manual process
of membership application will still remain in effect.

Events
Karen Mills (with help from the entire board) has
once again delivered an awesome & successful year of
events for Citadel. Thank you for all the personal the
time and effort on behalf of the entire community, and
commend you on the successful events.
вЂў Casino Event
The CCA held a very successful Casino Volunteering
event on December 26th and 27th last year. The next
event has been scheduled with the AGLC to take
place in June of 2015.
вЂў Stampede BBQ
Due to popular demand the CCA decided to try out
a Stampede Breakfast for a Stampede BBQ. This
proved very popular with the CCA residents and
guests. The survey conducted indicated that the BBQ
was far more popular as there are many breakfasts
taking place around the City during the stampede,
and a BBQ makes for a refreshing change.
вЂў Other successful events
Community Cleanup, Parade of Garage Sales and Fall
Fair were all very successful events.
Facilities:
вЂў Facilities Maintenance:
The CCA have prepared the application for grant
funding for Ice Rink & Tennis Court maintenance to
be submitted by 15 January 2015. If approved in full,
the City of Calgary will cover 75% of the costs and the
CCA will be required to cover 25% of the costs. We are
looking at resurfacing of the tennis courts as well as
the ice rink, and to repair the damaged rink boards.
вЂў Rink Rats Crew:
Francois joined the board as Facilities Director and
has been instrumental in building an eager вЂњrink
ratвЂќ team. We received many comments to the effect
that the quality of ice on the rink was the best that
they had seen in over 10 year. For those that have
volunteered to flood the rink and remove the snow
will testify that this is a thankless, cold and labour
intensive job. Francois has been dedicated to the
upkeep of the rink and was out every night for more
than two months during the last season. A big thank
you... and we hope that you can continue to make
this the best outdoor rink in North Calgary.
вЂў CCTV cameras:
The CCA have approved and will be installing
CCTV cameras to help control vandalism around
the rink and will be beneficial during the building
construction. This cameras will become a critical
utility for maintaining the building and will be

repurposed to monitor the building once completed.
Community Engagement:
The CCA recently appointed Doug Moore as
Community Engagement Director. Although
his tenure has been short, he has re-initiated a
Community Block Watch program in conjunction
with cooperation from Const. Roy Moe. Doug has
many ideas which he has brought forward to
implement in order to raise the level of Community
Engagement. We look forward to working with Doug
to implement some of these idea.
Other Events:
вЂўW
inter Gala
The CCA worked hard to hold a Winter Gala event
during the last season. Unfortunately, the weather
did not play along and was cancelled after the 3rd
attempt to hold the event. This would have been
able to take place should we have been able to host
the event from our own building alongside the rink.
вЂўM
ovie in the Park
A вЂњMovie-in-the-parkвЂќ event was planned by the
CCA in conjunction with the City of Calgary and
sponsored by Cllr. Joe Magliocca. Once again we
were plagued by bad weather and were forced
to postpone the event twice. The event has now
tentatively been scheduled to take place in the
Spring of 2015
вЂўS
tay and Play / Park and Play
The CCA sponsored a very successful Stay and Play
/ Park and Play event in the Summer this year. This
was hosted in conjunction with the City of Calgary.
вЂўO
ther Active Programs
Tuesday Night Badminton Program is very
successful and well supported.
The Youth Drop-in Program attendance appears to have
declined and the CCA will work with the City of Calgary
to advertise the event and try to increase attendance.

2014 Financial Statement
Attn: All Citadel Residents. The first Board of
Directors Meeting for 2015 is January 28th at the
Hamptons Coop. The 2014 financial statement for
Citadel will be reviewed and discussed at that meeting.

Sledding Safety
West Valley Softball
A
Registration begins January 5th for the upcoming
2015 season. West Valley is the designated softball
program for children in your community wishing
to play softball. West Valley offers a Learn To Play
program for children born between 2007 вЂ“ 2010 and
a softball program for those born 1996 вЂ“ 2007. The
softball season runs late April to mid- July.
lberta Health Services, EMS would like to remind
parents and children of some basic sledding safety
tips as the winter season continues. Sledding injuries can
result from collisions with stationary objects such as trees
and rocks or with other people on the hill. Unprotected
falls can result in injury if you lose control at high
speeds. Everyone is at risk вЂ“ especially children. Educate
your family how to stay safe by following these simple
reminders and have a fun day on the toboggan hill.
Equipment
вЂў Ensure your sled is in good condition. Do not use sleds
with broken parts, sharp edges, or splits in the material.
вЂў Currently, there are no helmets designed
specifically for sledding. However children should
wear a properly fitted helmet designed for high
impact collisions, such as hockey, cycling, or
climbing helmets.
Hazards
вЂў Avoid hills that are too steep,
or too icy вЂ“ you can lose
control very quickly.
вЂў Choose hills free of obstacles
such as trees, rocks, utility
poles, or fences.
вЂў Be mindful of clothing
that contains drawstrings,
or loose clothing, such as
scarves, which can present a
choking hazard if they become caught or snagged.

вЂў Even when properly protected from the elements,
the finger tips, toes, ears, the tip of the nose, and
other high points on the face such as the forehead
and cheek bones can be affected by frostbite.
вЂў If frost bite has occurred, treat it by first removing
the individual out of the cold environment. Gently
warm the affected skin by placing a warm hand
over it or by placing the affected part in warm
water (not hot; ~41В°C max.) til re-warmed.

Winter has arrived and itвЂ™s time to be mindful of how
the buildup of ice and snow on city sidewalks can
post a risk of injury to Calgarians. Older adults, those
with mobility issues or parents pushing strollers or
walking with young children, may find it treacherous
to venture out if neighbours are not diligent about
clearing the ice and snow. All of us can help make
walking in our communities safe for everyone if we
work together and follow the regulations set out in
CalgaryвЂ™s Street Bylaw.
Property owners are
responsible for clearing
all sidewalks adjacent
to their property. This
means removing all
snow and ice down
to the bare concrete
within 24 hours after
the snow stops falling.
If, as a property owner,
you do not live at
the residence, it is
important to work with
tenants or arrange
for a contractor to
clear the snow. ItвЂ™s
also important to note
that if a property is
being developed, the
developer is often the
owner responsible to
clean sidewalks around
a construction site or
empty lot. The property
owner is ultimately
responsible for snow
clearing under the
bylaw. For any ice that
is difficult to remove,
a de-icing mixture
is available at fire
halls or Roads depots.

be put onto the road or boulevard. Large mounds
of snow in the street can impede the flow of traffic,
limit driver and pedestrian visibility and hinder Blue
Cart and Black Bin collection.
Sidewalks also need to be clear of obstructions such
as electrical cords. When plugging in your vehicle,
make sure you donвЂ™t place an electrical cord on or
over any portion of a street.

a challenge for some
residents to shovel and
clear their sidewalks.
The Snow Angel
campaign, now in its
10th year in Calgary,
encourages citizens to
be good neighbours by
helping older adults
and others in need with
their snow removal. All
you have to do is adopt
someoneвЂ™s sidewalk this
winter and keep it clear.
LetвЂ™s remember
that snow, ice and
obstructions on our
sidewalks can result in
serious injuries and can
cause those with limited
mobility to be confined
indoors. Be a good
neighbour and clear the
snow.

This project was completed a full year ahead of
schedule thanks to the participation and coordination
between The City of Calgary, Qualico Developers and
the Province of Alberta.
While there is some minor work to be completed
(permanent signage and additional landscaping in
the spring, for example) these ramps opened a full
year ahead of schedule. Construction was completed
between August and November of 2014. This project
was completed within its $2.6 million budget.
Symons Valley Road Re-opened
Symons Valley Road was completely closed between
144 Avenue N.W. and Sage Meadow Circle from June
16 to November 26, 2014. During this time, crews
upgraded Symons Valley Road to accommodate future
residential development. The upgrades included
improving the road structure to better serve the
heavy truck and vehicle traffic that uses this roadway
on a daily basis. Because of these upgrades, Symons
Valley Road now has a life cycle of approximately 30
years, and is 50 per cent closer to final completion.
The road will ultimately be widened to two lanes
in each direction. During the closure of Symons
Valley Road, all heavy truck traffic was detoured to
Shaganappi Trail. Symons Valley Road is currently reopened to truck traffic. The City of Calgary, Stantec,
and Brookfield Residential would like to thank
residents and motorists in the area for their patience
and support during construction.
