August 2012 First Issue Introduction The GPWIND project addresses barriers to the deployment of onshore and offshore wind generation, specifically by developing good practice in reconciling objectives on renewable energy with wider environmental objectives and actively involving communities in planning and implementation. By bringing together developers, regional and local government, environmental agencies and NGOs from different countries to share experiences, we are developing a guide to good practice and a 'how to' toolkit, which will be used to facilitate the deployment of renewable energy in support of the 2020 targets. The aim of GP WIND is to: - help increase the consenting rate for on and offshore wind projects and reduce the processing period for applications; and - support the design, planning and implementation of projects which are sensitive to environmental and community concerns, thereby facilitating faster deployment of wind energy across Europe and the achievement of 2020 targets for renewable energy generation. 1.1 Project’s results After more than two years of implementation and the study of 16 Thematic Case Study, the project has reached, at mid-2012, its objective and the consortium is able to present to European stakeholders the results of their work. Thanks to a close collaboration with key actors of the wind energy sector, GP WIND partners released two tools in open access to everyone: the “how to” Toolkit and the Good Practice Guide. The Toolkit consists in three different entries: - An online library providing information through relevant documents which will help with the design and development of projects, community and stakeholder engagement and the design and implementation of mitigation and environmental management strategies. Most of the documents will illustrate the Good Practice examples identified in the Guide. - A series of practical tools to be used by a wide range of stakeholders such as financial templates, conventions or different environmental management tools. - A “comparison by country” table that will enable the stakeholders to put the highlighted recommendations and good practices in context with respect to the local regulations and processes in different EU member states. 3 IEE/09/941/ SI2.558383 (GP WIND) REPORT ON REGIONAL DISSEMINATION EVENT - GREECE August 2012 First Issue The Good Practice Guide draws upon the information gathered in the thematic case studies to highlight a series of recommendations illustrated by examples of good practices for dealing with environmental impacts, managing processes, developing and implementing planning policy and guidance, engaging with local stakeholders and reconciling environmental concerns with the benefits of wind farm development. Both tools could have a really impact on the wind sector at European level since it allows stakeholders to know more about example of good practices around Europe and how they could replicate them in their how country. However, in order to have a real impact in the wind sector, it is essential to strength the communication and to organise debate places where stakeholders can learn more about what it is done in Europe and which stakeholder can help them to reach their objective and to solve their problems in the implementation of wind farms. In order to do so, GP WIND partners decided to organise a series a dissemination events at regional and international level during the last 5 months of the project. In total, 9 regional dissemination events have been and will be organised and one international event took place. In Greece, the regional dissemination took place, on Thursday, July 5th, at Parthenon Hotel in Athens. 1.2 Objectives and expected impact of the Regional Dissemination Event The regional stakeholder workshops are aimed to present the outcomes of the project ie the Good Practice Guide and the Toolkit to the various regional/national stakeholders. In the workshop the participants have the opportunity to have a first look, to learn how to use the “final products” ie the Good Practice Guide and the Toolkit of the project and express their opinion on their usefulness and finally to support the outcomes of the project. 2. Regional Dissemination Event The regional dissemination event took place on July 5 th in Parthenon Hotel in Athens. From 10 am to 15:30 pm under the title “GP Wind: Presentation and Discussion on the Good Practice Guide and the Toolkit”. There was no specific reason for choosing this date, our main target was to hold the event before the holiday period in Greece which is in August. The place was chosen because of the easy access to public transport. The invited stakeholders accounted to 400 covering the following fields of organisations: Local authorities Developers (Private and public) NGOs 4 IEE/09/941/ SI2.558383 (GP WIND) REPORT ON REGIONAL DISSEMINATION EVENT - GREECE August 2012 First Issue Academics Consultants The detailed list of stakeholders invited can be found in Annex 1 and the invitation in Annex 2 The event was organised by SPEED Development Consultants SA with the close cooperation of the rest of the Greek partners (AUTH, RWG & ADEP). A total of 20 stakeholders were present at the event and a list of the participants can be found in Annex 3. 2.1 Presentations/Panel discussion The programme of the event can be found in Annex 4 The workshop started with a brief welcome introduction by the General Manager of SPEED Development Consultants SA concerning the RES framework and situation in Greece and the possible contribution of the GPWIND project in the efforts towards the achievement of “Green Development” by giving a general introduction stating the goals and possible impact of the project. The 1st session of the workshop included presentation on various aspects of the project from the Greek partners as follows: 1. Introduction to the project (goals, partners, funding, methodology, outputs) by RWG. An overall general presentation of the project. 2. Environmental thematic case studies presentation by ADEP. An analysis of the various case studies covering environmental topics 3. Community thematic case studies presentation by SPEED SA. An analysis of the various case studies covering community topics 4. GPG & Toolkit presentation by AUTH. An analytical presentation of the project site, the GPG and the Toolkit explaining the various sections, with examples on the usage. The 2nd session of the workshop included presentations by invited speakers (stakeholders) as follows: 1. Wind Energy and Environment: Offering benefits to European Local Communities by Angeliki Koulouri (EWEA). The presentation included an update on the current situation concerning wind energy in Europe, the prospects and targets set up to 2020, the macroeconomic benefits, good practices, community acceptance and environmental aspects. 5 IEE/09/941/ SI2.558383 (GP WIND) REPORT ON REGIONAL DISSEMINATION EVENT - GREECE August 2012 First Issue 2. The prospects for the development of wind energy on the Greek islands by G. Karalis (National Technical University of Athens). The presentation included an introduction to small scale wind farms and hybrid systems on the Greek islands which are not interconnected to the mainland grid and cover local energy needs, an update on the current situation and the prospects of interconnected wind farms on the islands and proposed installations on uninhabited small islands/islets, the current situation and prospects on offshore wind farms and finally the effects of the wind farms on the microclimate of the wind farm areas. 3. Wind Energy: Environment and Development by T. Gregoriou (Greenpeace Greek branch). The presentation included an update on the current situation and prospects for the development of RES electricity in Greece and Europe, the effects of the climate change due to the use of fossil fuels and how they can be avoided, and finally the ways through which problems for wind farm development can be avoided. The 2nd session ended with the intervention of P. Papastamatiou (President of ELETAEN) on the contribution of the project with regards to problems arising in the cooperation between regulatory authorities, local communities and investors in Greece and on the criteria that were used to define the good practices, stating the usual problems faced in Greece where local communities have “relations of power” with the local authorities and agents, leading to the subversion of the investors’ intervention. In Greece the “relations of power” are very often reinforced by misconceived statism according to which the state is the basic development lever thus endangering the efforts to implement the Good Practice Guide proposals by the various stakeholders. Concluding his intervention, Mr. Papastamatiou stated that the implementation of the law covering the RES development in Greece very often contradicts the existing spatial and urban planning enforcing the various “relations of power” between the various stakeholders. Mr Papastamatiou’s intervention led to the 3rd session of the workshop ie the debate/panel discussion and comments were given by the Greek partners who stated that the GPG comes at a stage where there are many pending applications for wind park development at a time of deep economic crisis and luck of funding liquidity, and the usefulness of the GPG will depend on it’s use by the various stakeholders, the project’s promotional follow up activities and the continuous consultation between the stakeholders. Also as far as the law implementation is concerned this is not only a Greek phenomenon but there have been various cases of non compliance in the rest of Europe and the “relations of power” should also be taken into account. A theme that arose concerned the translation of the GPG in Greek because very often the personnel responsible for RES in various local authorities and agencies is not so fluent in English language and the partners stated that the Greek version of the full edition of the GPG will be available through the project’s site although this is not a contractual obligation. 6 IEE/09/941/ SI2.558383 (GP WIND) REPORT ON REGIONAL DISSEMINATION EVENT - GREECE August 2012 First Issue Another question concerned the prospects of the project after the end of the project and the partners stated that the prospects will depend mainly on the feedback on the GPG/TOOLKIT implementation and the interest of the various stakeholders. The response and interest of regional/governmental and local authorities was the final theme set by the participants and the stakeholders stated that in spite of the efforts taken for the promotion of the project to them the reaction was very limited. 3. After the event 3.1 Feedback from attendees The following questionnaire was given to the participants and they were asked to fill it either after the termination of the event or send it to us at a later stage. List of questions: 1. By taking into account your organisation and the rest of the involved stakeholders what is your opinion on the usage of the GPG and the Toolkit? 2. How do you envisage that you can promote and disseminate the GPG and the Toolkit through your organisation to the stakeholders? 3. Which do you consider will be the benefits by the usage of the GPG? 4. Do you envisage that the GPG will influence the wind energy stakeholders? 5. Do you have any suggestions for the improvement of the GPG and the Toolkit? 6. General remarks and suggestions Only one questionnaire was filled in the event. A “thank you for the participation” mail was send to all the participants with the questionnaire as attachment but unfortunately we did not receive any reply.
