The Symposium is held in the thirtieth year of the establishment of the IMEKO Technical Committee n.4 "Measurement of Electrical Quantities", and, in Italy, for the fourth time after the first edition in 1986 (Como), the 10th edition in 1998 (Naples), and 16th edition in 2008 (Florence). The annual IWADC is held in Italy for the fourth time, after the editions in Naples (1996), Perugia (2003), and Florence (2008). This year, both the events take place in Benevento, a small town in Southern Italy with a significant historical heritage. Since June 25th 2011, Benevento, due to the Santa Sofia's Church with its Cloister and the surrounding zone with several other outstanding samples of Longobard legacy, is part of UNESCO World Heritage Sites: "Longobards in Italy. Places of the power (568-774 A.D.)". The Symposium covers all the aspects of the theory and practice of electrical and electronic instrumentation, measurement and control technologies, and related applications. This year, the Symposium is focused on Research on Electrical and Electronic Measurements for the Economic Upturn. The global economic situation requires new technological solutions in the measurement field that has a so high impact on research, industry, and daily life. It is well known, in fact, that the research leads to a sustainable growth as it keeps the Countries, which invest on research, on the verge of the development in any field. As a result, the industry can produce new and high-value added products, by providing higher incomes, higher salaries, and bigger research investments. Many development Countries continuously invest large parts of their GDP resulting in bigger growth rates. The most advanced Countries approached the problem with lower available budgets, but almost all of them focus on the research as one of the pillars of the recovery. The research paves the way for the recovery and a long-term GDP increase, but the research also improves the shortterm GDP: recently, the Eurostat agency rules for the GDP estimation moved the research costs from the expense to the investment category. These new rules made even more convenient for the EU Countries to spend money on research. Thus, researchers of all over the world have a direct and present responsibility about the recovery from one of the hardest economic crises since the Big Depression. With the aim of providing a common ground for researches to share their findings about the measurement of electrical quantities, the Symposium this year was improved by adding a significant number of Special Sessions. A first reason is that so many are the application fields of the measurement of electrical quantities that a single track could have been too much dispersive. A second reason is that, in spite of a centralized research address definition, a spontaneous aggregation of well-focused themes has been gathered, with specific aim of providing a forum of specific debate very close to the single research field. Therefore, several application-oriented Special Sessions have been organized this year. 2 Along with the 'classical' TC-4 themes, like automatic measurement systems, electromagnetic compatibility, measurements for health and environment, and novel but interesting new fields, like the software-related measurement aspects, two additional Special Tracks have been organized to involve researchers working in fields considered very different but using methods or instruments measuring electrical quantities. The aim is to let them meet and share their experience with TC-4 native researchers in order to create original and fruitful research aggregations. The special track "Theoretical and experimental physics meet metrology engineering at the particle accelerators frontiers for new knowledge" expresses clearly in the title the intentions of the organizers looking at a the mutually beneficial exchange of knowledge and experience among the instrumentation and measurement engineers and the physicists working in high-challenging scientific environments. A special contribution has been given by CERN and INFN in this direction. The second Special Track on "Advanced Measurements in Geotechnics" has the same aim of joining fruitfully engineers working in very different application fields, but joined by the same interest in the experimental investigation. For the first time, in the TC-4 Symposia, a special session on "Forensic Data Acquisition Analysis and Measurement" focuses on the legal metrology aspects, sometimes neglected by the researchers, but really significant for the economic impact of the research in measurement of electrical quantities. The IWADC, as done for 18 years, provides a place for discussion about issues more specific to the field of digital instrumentation, and, in particular, its key components: the ADC and DAC. This edition is focused on new methods for non-conventional ADC architectures. This year, for the first time, a whole half day will be devoted to a software hands-on session on ADC testing, in order to let any attendee to experience by him/herself the ADC test methods described by a selected panel of experts. This Session will be run in the afternoon on Tuesday September 16th. Anyone attending the Symposium is welcome to participate at any time. We are sure that the recognized historical beauty of Benevento will be a perfect frame for these prestigious events. It is, in fact, a further occasion to meet old friends and new people from all over the world, as well as to engage with them a continuous comparison directed to achieve wider views on the scientific and technological progress of instrumentation and measurement. For the first time in the TC4 history, the events are managed by the new IMEKO conference management system. The Technical Program consists of 45 oral sessions including up to five successive presentation slots from Monday to Wednesday. Two keynote speakers will introduce the Symposium works with plenary sessions on the first two days. Prof. Giuseppe Iacobucci from the University of Geneva and CERN will open the Symposium on Monday 15th with a speech on "The Higgs boson and beyond: the physics of the Large Hadron Collider experiments at CERN". Dr. Nicholas G. Paulter from NIST will open the Program on Tuesday 16th with a speech on "Pulse metrology". Also the Special Tracks and several Special Sessions will be introduced by invited keynote prestigious presentations. 3 We wish to take this opportunity to thank all the Technical Program Committee members, the Special Session Organizers, and the anonymous Reviewers who contributed to make this outstanding program possible, as well as the Authors for submitting their papers and sharing their scientific findings with the IMEKO TC-4 community. Contributions in the special track on Theoretical and experimental physics meet metrology engineering at the particle accelerators frontiers for new knowledge face measurement issues related to theoretical and experimental physics, while contributions in the special track on Advanced Measurements in Geotechnics deal with measurement systems and methods for the characterization of soils and structures in Geotechnics. Moreover, a wide number of special sessions are part of the technical program, either on the major themes of the measurement science, or on topics shared with other disciplines. In particular, the following special sessions will be held: coherence among beam physics requirements, magnet design, and measurements; instrumentation and measurements for road safety forensic data acquisition analysis and measurement electrical and electronic instrumentation and measurements for movement analysis in clinical settings instrumentation and measurements for superconducting physics and engineering research 20 years of GUM: problems, perspectives, perplexities synchronization service for measurement and monitoring advanced signal acquisition and generation in measurement instruments transducers for robot autonomous navigation photovoltaic systems: monitoring and integration architectures measurements for mankind and environment measurements for ambient assisted living measurements for sustainable development and health electromagnetic compatibility measurements characterization and tests of smart materials-based devices multifunctional photonic sensors advanced modeling and experimental strategies in EIS measuring software quality: what's new on the field? The IWADC will contain two oral sessions, the former on modelling and design and the latter on testing of ADCs and data acquisition systems. A software hands-on session will be held, too, where practical aspects of ADC testing will be faced. The general track of the Symposium, instead has been organized into 6 thematic oral sessions on the following topics: Measurements on power systems; Sensors and sensor systems (2 sessions) Methods and systems for signal analysis and telecommunications 5 Measurement standards Component and device testing We received a huge number of abstracts. The entire Program Committee worked hard at selecting 220 of them that will be presented in 5 parallel sessions across the three days. A single poster session will be held on tuesday afternoon. In order to allow the attendees to enjoy the beauties of the historical center of Benevento, the presentation halls have been chosen among hystorical buildings and in particular: the former monastry of Sant'Agostino, where the keynote speeches of Monday and Tuesday will be held; the Musem of Sannio; the building of the library of the Province; the former monastry of San Domenico; the former monastry of San Vittorino.
