Il seminario vuole mettere a tema i giovani nello “spazio europeo”, cercando di fotografarli in movimento, piuttosto che
analizzarne i comportamenti sulla base di interpretazioni stereotipate, ancorchè supportate da dati oggettivi.
Se è vero infatti che i “numeri” della disoccupazione giovanile
ci restituiscono una situazione allarmante, la sempre più alta
mobilità dei giovani – sospinta certamente da quei dati – non
sembra rispondere esclusivamente a quella necessità.

Il seminario metterà a confronto rappresentanti politici a livello
europeo con le organizzazioni del società civile, con il mondo
istituzionale e della ricerca, ma anche con l’esperienza dei singoli.
Obiettivo dell’incontro è ancora una volta quello di interrogare
il ruolo di Associazioni come le Acli nell’intercettare domande
e bisogni, nell’organizzare risposte dirette e nel concorrere a
promuovere, anche attraverso un’attività di lobbing con le reti
sociali di cui sono parte, “buone politiche” a partire dalle buone
pratiche.

Ciò che da anni si è andato teorizzando sulla cittadinanza europea, gli sforzi che sono stati fatti perché – a partire dalle giovani
generazioni – si andasse oltre nella percezione di appartenenza
alla propria Nazione, sembra aver trovato una possibile strada
non sulla scorta di un convincimento teorico, quanto su quella
più impervia di una pratica necessaria.
Moneta unica, passaporto europeo, un quadro normativo ancora molto imperfetto ma orientato al riconoscimento di diritti
comuni, la creazione di opportunità e la promozione di scambi
culturali attraverso specifici progetti comunitari, tutto ciò sta
sostenendo l’esperienza migratoria di un numero sempre più
grande di giovani. E con ciò – è l’ipotesi di fondo del nostro
seminario – la loro integrazione nello spazio europeo, ovvero
una loro maggiore conoscenza sia in termini di opportunità e
apprendimenti che di diritti, maggiori possibilità di occupazione e crescita professionale, lo sviluppo di una loro più forte e
dinamica partecipazione sociale che si sta sviluppando anche
in forme inedite.

Ce séminaire vise à mettre au premier plan les jeunes dans
l’“espace européen”, en les décrivant dans le mouvement et
l’action plutôt que d’en analyser les comportements sur base
d’interprétations stéréotypées quoique basées sur des données
objectives.
La situation liée à l’emploi des jeunes, chiffres à l’appui, est
alarmante; d’autre coté, la mobilité croissante des jeunes – en
croissance sans doute aussi en raison de cette même situation –
ne semble pas répondre exclusivement à cette nécessité.

Ce qui a été théorisé sur la citoyenneté européenne, les efforts
qui ont été prodigués pour avancer – à partir des jeunes
générations – dans la perception de sa propre Nation, semble
avoir entrepris le chemin non pas d’une croyance théorique
mais plutôt celui, plus périlleux, d’une pratique nécessaire.
Monnaie unique, passeport européen, une réglementation encore très imparfaite mais orientée à la reconnaissance des droits
communs, création d’opportunités et promotion d’échanges
culturels grâce à des projets communautaires, tout cela est
déjà en train d’accompagner l’expérience de la migration d’un
nombre croissant de jeunes. Et avec cela – voici l’idée de base
de notre séminaire – leur intégration dans l’espace européen,
c’est-à-dire una plus grande connaissance tant en termes
d’opportunités et apprentissage qu’en termes de droits, de plus
grandes possibiltés d’emploi et développement professionnel,
de développement d’une participation sociale plus forte et
dynamique qui est en train de se développer aussi dans des
formes inconnues jusqu’à présent.
Le séminaire offrira une opportunité d’échange entre les représentants politiques au niveau européen et les organisations de
la société civile, le monde institutionnel et de la recherche, en
prenant en compte aussi l’expérience des sujets. Notre rencontre
vise encore une fois à vérifier le rôle des Associations comme
les Acli quand il s’agit de capter les besoins et les demandes,
d’organiser les réponses directes et de contribuer à la promotion
de bonnes politiques, via aussi une activité de lobbying avec les
réseaux sociaux dont elles font partie et à partir des bonnes
pratiques déjà dévéloppées.

Infact, if it is true that the “numbers” of youth unemployment

return us an alarming situation, the increasingly high mobility
of young people - certainly driven from those datas - does not

seem to respond to that need.
What for years has gone theorizing on European citizenship, the
efforts that have been made was – starting from the younger
generation – to go beyond the perception of belonging to their
own nation, seems to have found a way possible not on the
basis of a theoretical conviction, but in that more inaccessible
of a necessary practice.
Single currency, European passport, a regulatory framework
still very imperfect but oriented to the recognition of common
rights, the creation of opportunities and the promotion of cultural exchanges through specific community projects, all that is
sup-porting the migration experience of a growing number of
youngsters.
And with this - it is the hypothesis leading of our seminar - their
integration in the European space, or their greater knowledge,
both in terms of learning opportunities, and that of rights, more
job opportunities and professional growth, the development of
their strongest and most dynamic social participation that is
also being developed in new forms.
The Seminar will put to compare political representatives at
European level with the organizations of civil society, with the
institutional world and researches, but also with the experience
of the individuals.
The objective of the meeting is once again to interrogate the
role of Associations like the ACLI to intercept questions and
needs, or-ganize direct answers and in to compete to promote,
also through an activity of lob-bing with the social nets of which
they are part of “good policies” based on the good practices.
