Information for Foreign Nationals
１．必要な手続き Registration Required
ａ．住民票の作成 Issue of Resident Card
区役所窓口課（p.24 参照）
Ward Office Kuyakusho Mado-guchi-ka （See P.24）
2012 年 7 月 9 日以降に入国し、日本に 90 日以上いる外国人は、在留カ
ードを持って区役所で住民票を作成してください。すでに外国人登録証
を持っている人は、更新時に入国管理局で在留カードに切り替えとなり
ます。
Beginning July 9, 2012 a Resident Card (Zairyu Card) will be issued
to foreign nationals who will be staying in Japan longer than 90 days.
You can apply to Certificates of Residence at your ward office.
For those who entered Japan before July 9, 2012, the Alien
Registration Card will be deemed equivalent to the Resident Card. A
new Resident Card will be issued at a Regional Immigration Bureau
when permission to extend of stay is granted.
ｂ．就学 Enrolling in Elementary or Junior High School
外国人の子どもは希望すれば札幌市の小中学校に入ることができます。
区役所で住民票作成するときに相談しましょう。教育委員会教育推進課
でも相談できます。詳しくは p.68 を参照してください。
Children of foreign nationals may enter public schools if they wish.
Consult when you apply for Certificate of Residence at your ward
office or ask the Board of Education.

ｄ．社会保障・税番号制度（マイナンバー制度）
Social Security and Tax Number (My Number)
日本では 2015 年よりマイナンバー制度が始まり、日本に住む外国人に
も個人番号が通知されます。住民登録のある市役所や区役所からマイナ
ンバーが書かれた「通知カード」が送られてきます。勤務先や銀行で海

外送金を行う場合に個人番号を聞かれることがあります。

Starting in October 2015, Social Security and Tax Number called “My
Number,” will be issued to foreign nationals who are registrateed as
residents in Japan. Municipal offices will send a notification card to
your address. You must provide your number to your employer or at
the bank when you remit overseas.

This is a salon open to everyone with books, newspapers, and magazines
in various languages as well as a computer for free internet. You can also
bring your own computer and connect to free Wi-Fi. The information
counter has English speaking staff members and multilanguage
volunteers. Please feel free to ask about anything from tourism
information to information about living in Sapporo

防災パンフレット、観光ガイド、地下鉄案内、ごみの分け方を紹介するパン
フレットなど、札幌での暮らしに役立つ外国語の情報をパッケージにして配
布しています（無料）。
Foreign-language pamphlets offering useful information on living in
Sapporo (such as leaflets on disaster measures, sightseeing guidebooks
and pamphlets on how to use the subway and how to separate garbage)
are packed and distributed (free).
③メッセージ・ボード Message Board
異文化交流の情報交換を目的とした掲示板があります。「語学のエクスチェ
ンジレッスンをしたい」「帰国する前にいらないものを売りたい」など、あ
なたのメッセージをボードに掲示することができます。
A message board is available for cross-cultural information exchange.
Messages from those seeking language exchange lessons, holding
sayonara sales (selling usable items before leaving the country), etc. can
be posted here.

④ “レッツ・トーク”プログラム
“Let’s Talk” Program
外国語でのフリートークを通じて、異文化交流を楽しんでいただくプログラ
ムです。参加は無料で予約はいりません。ネイティブスピーカーが進行役を
務めます。
In this program, participants can enjoy cross-cultural exchange through
free conversation in foreign languages. No fees apply, and reservations
are not required. A native speaker of the language serves as the
facilitator.

Japanese Letters
日本語を表記する文字には、ひらがな、カタカナ、漢字があります。漢字は、中国語
を表記するための文字ですが、日本語の表記にも使われています。日本語では、一つの
漢字にいくつかの異なる発音があることが多いです。2136 字が常用漢字として制定され
ています。ひらがなとカタカナは、ともに漢字をもとにして日本で作られた文字で、漢
字を簡略化したものです。基本的に 1 字が 1 音節を表します。ひらがなとカタカナは、
それぞれ 48 字（現代語で使われるのはそのうち 46 字）です。英語をはじめとする西洋
諸言語は、多くの場合、カタカナで表記されます。
さらに、ローマ字は、ラテン文字（26 字）で表記された日本語です。
The characters used for writing Japanese are hiragana, katakana and kanji. Kanji
is a set of characters from Chinese, but also used in Japanese notation. In Japanese,
a kanji character can have many different pronunciations. There are 2136 kanji
characters in regular usage. Hiragana and katakana are character sets made in
Japan. They are based on simplified Chinese characters. Each character represents
one syllable. Both hiragana and katakana have 48 characters (46 characters are used
in the modern language). Western words, including English, are often written in
katakana.
In addition Japanese can be written by using the 26 letters of the Latin alphabet.
This writing system is called Romaji.

札幌国際交流会館は、日本学生支援機構が設置した外国人留学生のための共同住
宅です。
現在、北海道大学が留学生宿舎として使用しています。部屋数は単身用部屋41室、
夫婦用部屋9室で、日本人のレジデントアシスタント(RA)が１名常駐しています。また、
交流ラウンジ・軽スポーツ室などがあります。
Sapporo International House has been established by JASSO to provide
accommodation for international students, and currently used by Hokkaido
University as an accommodation of their International students.
The House consists of 41 rooms for singles, 9 rooms for couples. 1 Japanese
student live as Resident Assistants in the House. There is a sports gym and
a lounge in the building.
