第1章調査の概要
1．1調査の背景
フィリピン国では、開発の目標を国民の権利の強化と拡大及び国際競争力の強化を通
じた国民の生活向上に置いている。このため、特に個人、組合、自治体、NGOなどの主
導のもと、国民の活力を十分に生かした活気ある物資の生産と流通を促進することとし、
政府は平等な富の分配と拡大に必要な手段を講ずることとしている。さらに、この開発は
人材の育成、国際競争力の強化、永続的な開発を通じて実現されるとされている。
この目標達成のため、農工業分野においては、環境に配慮し高い生産性を維持する農
業と工業のバランスのとれた発展の重要性および地域に根ざし地域環境に合致した開発が
謳われている。
ベンゲット州は急峻な山脈と渓谷に囲まれた山岳地域という不利な地形的条件に加え
て、近年の鉱工業衰退の中で農業が唯→の主要産業となり、直接的にも間接的にもその生
活基盤を農業に依存している。そのため、全国的にも貧困比率が高く、州人口の3分の2
を占める農村地域における農民の所得向上が最重要の課題となっている。
こうした不利な地形条件にもかかわらず、永年にわたる継続的な農民の努力により形
成されたテラス農地を利用し、高地の寒冷な気候を生かした野菜、果実及び切花の生産が
行なわれ、現在ではフィリピンの一大野菜供給地となっている。
ところが、農家の耕作面積は小規模であり、農民組織や農協の形成も決して十分でな
く、仲買人による買いたたきが常態化するなど農民に不利な流通システムが依然として温
存され、農民は低所得な状態に置かれている。
そして、農業・農村基盤施設の未整備や営農生産技術に関する専門知識の不足もあり、
農民を取り巻く現状は固定化した貧困状態から抜け出せない状況にある。
ベンゲット州政府は農民が直面しているこうした貧困問題の根本的解決をめざし、農
民組織や農協の組織強化及び活性化を推進するとともに、農村社会の振興・強化や流通シ
ステムにおける農民による体制を強固なものにするための諸施設を整備する事業として本
計画を策定した。
ベンゲット州政府は本案件のために6市町および関係機関を構成員とする委員会を発
足させ本計画の策定を行ってきており、現在わが国の国際協力事業団（JICA）によって
実施されているプロジェクト方式技術協力との相乗的効果の発現も鑑み、わが国に対し
本案件の実現への協力を強く期待している。
このような諸事情を踏まえ、「ベンゲット高地農業流通システム強化計画」について海
外農業開発コンサルタンツ協会（ADCA）として、プロジェクトファインディング調査
を実施することとなった。
1．2 調査の目的
本調査は、フィリピン国ベンゲット州全域を対象とし、農民組織による流通システム
の改善と営農生産技術の向上に向けた施設的な拠点形成を目指す「ベンゲット高地農業流
通システム強化計画」について、現地調査を通じた実現可能性の検討、今後の調査協力の方
法の立案を行うものである。
1．3 調査の実施
本調査は、2001年4月20日から4月29日の10日間にわたり、海外農業開発コンサ
ルタンツ協会（ADCA）のミッションとして、日本技研株式会社堀田朋樹、片柳征男の
二名によって実施された。

第2章計画の背景
2．1計画の背景
ベンゲット州はルソン島中部に位置し、古い歴史と特徴的な社会・経済的風土を有す
る山岳行政区域CAR（CordilleraAdministrationRegion）の一つの州である。急峻な山脈と
渓谷に囲まれたテラス農地で、高地の寒冷な気候を生かした野菜、果実及び切花の生産が
盛んで、フィリピン全国の野菜消費量の85％を供給し、一大野菜供給地域を形成している。
そのため、ベンゲット州人口の3分の2は農村地域に居住し、直接的にも間接的にも農業
への依存度が高い。
ベンゲット州は1997年のMBN（MinimumBasicNeeds）調査で貧困州20の内の一つ
とされ、貧困ライン以下の住民比率は全国平均が38％に対し、ベンゲット州は61％とな
っている。農家一戸あたりの耕作面積は1ha程度と小規模であるとともに、持続可能な畑
作生産技術についての経験や知識の不足に起因する低生産性や、農産物の集荷施設や農道
といった農業基盤施設の未整備による収穫後処理における多大な損失のため、低所得を余
儀なくされている。また、農産物の取引も農家が個別的に行っている現状においては、仲
買人の窓意的な価格によって生産コスト割れとなるような低価格での取引も見受けられる。
農民は低所得を補おうと生産量の増加をめざし、森林の伐採による農地の拡大や化学
肥料や農薬の過度な投与を続けてきており、これらが健康被害や環境破壊といった問題を
も引き起こしてきている。
一方、農民組織や農協の活動はいまだ弱く分散的であり、農民の自助努力を促すよう
な支援施設の不備や専門知識の不足から効果的なものになっていないため、農民を取り巻
く現状は固定化し、貧困状態から抜け出せない状況にある。
ベンゲット州の農民が直面しているこうした貧困の鎖を断ち切り、農村社会の振興や
流通システムにおける農民による体制を強固なものにするためには、多面的な対策が講じ
られなければならないが、農協の組織強化及び活動の活性化がその前提となろう。

2.2 プロジェクト方式技術協力｢フィリピン農協強化を通じた農民所得向上計画｣との連携
フィリピン政府は1992年12月に策定された｢中期開発計画｣における国家経済開発
目標である①貧困の緩和､ ②不平等の是正､ ③生産的雇用の拡大および④持続的な経済成
長を図るため､農村部において｢農地改革の推進｣と｢協同組合の組織化と育成｣を掲げ
ている｡
大統領府協同組合開発庁(CDA)は｢農協組織整備計画｣ (1993年)の結果を踏まえ､
日本の総合農協の事業方式をモデルに､モデル農協における営農指導を基礎とした販売･
購買.信用事業の強化を通じた農民の所得向上および農村女性･地域住民の雇用機会の創
設を促進するために､日本の政府開発援助によるプロジェクト方式技術協力を要請した｡
これを受けて､ベンゲット州を対象に2000年7月から2005年6月の5ヶ年にわたる｢フ
ィリピン農協強化を通じた農民所得向上計画｣ (The Project for Improvement ofFarmer's
Income andArea Development)が進行中である｡
この計画に基づく日本側としての活動内容は､地域内のパイロット農協の事業拡充･
開発により農協組合員がより収益性の高い農業生産を実現することにあり､あわせてフィ
リピン側カウンターパートの農協活動強化に関わる能力の向上を目指すものとなっている｡
このため､現在5名の専門家が派遣されている｡このプロジェクト方式技術協力は､いわ
ば農協活動をソフト面から強化することにより農民の所得向上の達成を目指すものといえ
るC
しかし､モデル農協の強化･育成や農民の組織化を基礎とした営農生産技術の向上､
販売･購買･信用事業の推進を図る上で､地域内に農協の組織･事業活動の拠点となる施
設やこれに関連したインフラの整備が必要となっている｡
同時に､今回の事業計画の実施によって施設面の整備が進むことは､それらの施設を
農民自らが自主的に管理運営することを目標に農協の組織化や活動強化にむけた動機付け
としても働くことが期待でき､プロジェクト方式技術協力の推進を後押しする相乗的な効
果が発揮される｡

第3章計画の内容
3．1計画の目的
本計画はベンゲット州の農民の所得向上を通じた農村地域における貧困の撲滅をめざ
し、プロジェクト方式技術協力との連携を図りながらプロ技が果たすソフト面からの農協
活動強化に対し、ハード面からそれを支援することを目的とする。
具体的には以下の目的達成のために、特に農業・農村基盤の整備に重点を置いて取り
組むことを提案するものである。
1）ベンゲット州の農産物を主対象とし、農民の所得を向上させる有用な流通システ
ムづくりに施設整備の面から支援する。
2）農業・農村開発の体制的核となる農民の組織化と農協活動の強化を施設面から支
援する。
3）畑作の生産・営農に関する知識や技術の普及、並びに環境にやさしい栽培技術の
教育訓練の実施を通じて、農家の所得向上を図るとともに農村社会の健康と福祉
の改善を促進する。
4）政府機関及び非政府組織NGOによる農業生産向上と農村社会振興に関する総合
的かつ効果的な連携の枠組み形成に役立てる。
3．2 事業計画
農民組織及び農協による営農生産技術の向上と流通システムの改善のための施設的な
拠点としてトリニダット中央市場とそれにリンクした生産地域におけるサテライトとして
の集荷・多目的施設の整備を行う。
これにより農協の販売・購買・信用事業の促進を施設面から支援し、農民が個別に仲
買人と取引している不利な現状から脱却すべく、サテライト集荷場に一度集荷した生産物
をトリニダット中央市場に運搬することにより、農民の利益保護や所得の向上が実現され

る。
ベンゲット州の州都であるトリニダット市を対象とし、日本政府の無償資金協力とし
て「トリニグッド高地農村総合開発事業」が1989年から1990年にわたり実施されている。
この事業は潅漑・排水施設整備を中心とした農村総合整備事業であり、生産基盤の重点的
整備が行われた。その結果、トリニダット市における野菜や切花の生産量が飛躍的に増加
するとともに、ビニールハウスを用いた商品価値の高い施設農業も拡大してきている。
ベンゲット州内の中心的な集荷・卸売施設であるラ・トリニダッド市場（The La
TrinidadⅥgetableTradingPost）は1984年に建設された。上述の「トリニグッド高地
農村総合開発事業」による増産効果もあり、現在では全取扱量が約286ton（日量）にも
達し、日量26．7tonの容量しかない現市場は24時間稼動しているにもかかわらず常時飽
和状態となり、非効率的な卸売り作業を余儀なくされ機能が麻痺する寸前の状態となって
いる。こうした状況を解決するとともに、流通システムの改善を行い農民組織や農協が協
同販売する施設的スペースの確保も実現するために、ベンゲット州立大学の用地内に新た
に中央市場の建設を計画する。
同時に、中央市場と結ぶ生産地域に建設するサテライト集荷場は農民組織や農協によ
る農産物の集荷や運搬に供される集荷施設とともに多目的利用のための施設を併設する。
この多目的施設（会議室、事務所等）は農民組織及び農協の組織・事業活動の拠点と
なるだけでなく、畑作の生産・営農に関する知識や環境にやさしい栽培技術の教育訓練の
場、あるいは様々な農村社会活性化のための諸活動の場として有効に利用される。
一方、耕作地からサテライト集荷場まで及びサテライト集荷場から中央市場までのア
クセス道路のうち、国道については整備済みや各種整備計画が事業化され着工している区
間も少なくないが、国道以外の州道路やバランガイ道路の多くは未整備のままとなってお
り、集出荷時の荷いたみによる損失が多大な額となっている。
また、それらの道路は集落を結ぶ生活道路ともなっており、未舗装のため降雨時には
ぬかるみ農村住人に極めて困難な生活を強いており、こうした農村地域における生活条件
の改善も求められている。

それゆえ、アクセス道路の整備は集出荷の効率化による流通での有利性確保や荷いた
み防止による損失の低減と高品質生産物の供給、そして農村生活基盤の改善といった観点
から必須であり、計画に取り込むものとする。
本計画では、さらにトリニダット中央市場とサテライトの集荷・多目的施設における
集荷・販売作業や農民組織や農協の組織・事業活動の円滑な実施のために、それらの活動
に必要とされる諸機材（運搬車両、視聴覚機材、通信機器、事務機器）の導入も計画に取
り入れる。

本計画は、ベンゲット州全域を対象とし、計画一般図に示すように5ヶ所のサテラ
イトの集荷・多目的施設が各々の地域をカバーする。

農民組織による農産物（5カ所のサテライト集荷場から集められる）の共同販売
を促進・支援する諸施設およびその周辺のアクセス道路の整備

3．4 事業の効果
本事業の稗益範囲はベンゲット州261，648haのみならず、国道等により繋がる近接の
ヌエバピサヤ州、マウテンプロビンス州、ラウニオン州及びイロコスリージョン州の生産
地からの野菜の一部も本事業で建設される諸施設において取り扱うことができ、稗益範囲
はさらに広がる。
稗益人口はベンゲット州の人口の3分の2を占めるという農村地域に居住する約22万
人及びその周辺州の稗益人口と想定される。
事業の効果は以下のようである。
① 農家所得増加による生活水準の向上と、それに伴う購買力の増加による商品流通
の活発化と付随する雇用の創出が図られる。
② 環境にやさしい栽培技術の導入によって自然環境が保全され、消費者には安全で
高品質の野菜の供給が可能となる。
③ 事業の実施を通じて、農業・農村社会のさらなる改善にむけた自助努力を可能と
する農村協同組織の形成が図られる。
3．5 事業の実施機関
本事業の実施機関はベンゲット州政府であり、これまで日本政府の無償資金協力とし
て行われた「トリ二グッド高地農村総合開発事業」（1989−1990）や「ベンゲット総合病院改
修事業」（1997−98）の実施機関としての実績を有している。
事業実施にあたってはベンゲット州政府統括のもと、関連市町や関係機関を構成員と
するプロジェクト執行委員会を設立する計画となっている。

第4章総合所見
4．1事業実施の可能性
本事業は農民の所得向上の目標を実現するに合致した内容となっており、稗益もベン
ゲット州のみならず近隣の州の一部と広範囲に及ぶことから、きわめて高い効果が期待で
きる。また、現在進行中のプロジェクト方式技術協力との連携を図りながら、相乗的効果
が発現できるものである。
事業内容は高度な技術を必要とする建設工事は含まれておらず、実施体制も十分確立
でき、実施面での技術的・制度的な問題は少ないといえる。
以上のように、本事業は優良な案件であり、事業規模からも日本政府の無償資金協力
による実施が可能と判断される。
4．2 必要な調査
本計画はベンゲット州政府を代表とした関係市町・関係機関で構成されるプロジェク
ト委員会で策定されたものである。
今回の現地調査において得られた知見に基づき、今後この計画が無償資金協力によっ
て、より効果の高い事業内容として実施されるために、次の諸点についての調査・検証が
求められるであろう。
（ヨベンゲット州の農産物流通に関わる基礎データの収集と分析に基づき、計画に盛
り込まれている中央市場や5ヶ所のサテライト集荷場の配置についての再検証や
その規模の最適化を行う必要がある。
（ヨプロジェクト方式技術協力の活動とも連携をとり、農民組織・農協活動の実態把
握に基づく農村改善施設に求められる機能と役割の明確化を図る必要がある。
③ 農産物の運搬ルートの調査による生産地から市場への輸送実績に基づき、改修の
対象となるアクセス道路ルートの再検証を行う必要がある。

5. Background of the request :
The Province of Benguet is in the Cordillera Administrative Region (CAR) peopled by
indigenous tribal groups. Rugged sloping terrain, mountain ranges and deep valleys
characterize its topography. Predominantly an agricultural area, it is known as the salad bowl
of the Philippines
producing eighty percent (85%) of the country's temperate vegetable
consumption. Twothirds of the province's population live in the rural areas and are directly
and indirectly dependent on agriculture for their livelihood.
Based on the 1997 Minimum Basic Needs Survey of the Social Reform Agenda, Benguet is
one among the poorest provinces in the country with poverty incidence at 61%. Most of the
agricultural tillers have small landholdings at an average of one (1) hectare and remain poor,
struggling with lack of skills and knowledge to practice emerging technologies in sustainable
productive upland farming, post harvest applications and marketing strategies and systems.
Crop damage due to inundation/siltation
and pest/virus infestation is estimated to be one third
to one half of the projected crop produce. Inadequate agricultural infrastructure
support
facilities and services hampers efforts of farmers to increase farm production and income.
Marketing processes are highly individualistic
and results in a situation where the system is
dictated by a cartel of middlemen and traders who impose their ownprices and terms on the
hapless fanner. Price and supply manipulation occur most oftenwith the produce selling
below production cost.
Further,

fanners have resorted to hazardous practices in an effort to increase production that
to excessive deforestation and greater use of chemical farm inputs depleting soil
water resource base and causing pollution to the environment, endangering health
sustainability of agriculture.
Farmers' groups, associations and cooperatives remain weak, ineffective and divided, lacking
supportfacilities, expertise and knowledge to stimulate, encourage self-reliance and mobilize
resources.
The constraints and difficulties which confront the fanners of Benguet calls for a multidimensional approach that leads towards an empoweredrural communityand a strong
dynamic institutional frameworkamongagricultural stakeholders in order to break the chains
of poverty.

The on-going Project Type Technical Cooperation being implemented in Benguet by the
Cooperative Development Authority and the Japan International Cooperation Agency would
undoubtedly be reinforced, strengthened and expanded with the implementation of this
proposed multi-dimensional project. Taking off from the same vision and objective as the
improvement of farmers' income, the facilities and structures herein proposed would be
indispensable for the strengthening of managementof cooperatives and cooperatives'
marketing activities reaching out eventually to all agricultural stakeholders.
6. Coal of the Project

To decrease the incidence of poverty amongfarm families through the empowermentof rural
communities of Benguet and the establishment of a strong institutional framework of
agricultural stakeholders.
7. Objectives of the Project :

To ensurethe sustainability of the project, the Rural CommunityE mpowerment

Direct Benefits - Improvementof rural fanner's income and activation of rural life.
Region/Area, No. of Beneficiaries - Expected to benefit fromthe project are the rural
farm families of the Province of Benguet and the adjacent highland temperate vegetable
producing areas of the Cordillera, Hocos and Cagayan regions. The Province of Benguet
has a total land area of 261,648 hectares and a total population of 330,129 as of 2000
census.

The La Trinidad Vegetable Trading Post the only existing vegetable collection
facility in the province, serves as the major trading Outlet for temperate vegetables grown
in the province. It consists of3 buildings with an open space in the center that serves as
the bulking area. The total area of the facility is 9,168 sq.m. The structure is a place for
bulking and trading vegetables before shipment to Metro Manila and other market
outlets.
