It is surrounded by the beautiful natural scenery of the Akan and Daisetsuzan National Parks and the especially lovely Lake Onneto with its magnificent reflections of the changing colors of the seasons. The forest around the town is one of the richest natural forests in Hokkaido, which provides plentiful wood resources. In this rich natural environment, we envision a local community that is kind to both people and nature, and develop the infrastructure for a vibrant town where every citizen can live out a healthy, fulfilled life with safety and without anxiety. Under the basic philosophy of “Making a Town of Cooperation,” which means that the town administration and citizens think together, share roles, and cooperate with each other, we are making a town where everyone, including children, adults and the elderly, can think, “I am glad to be born in this town,” and, “I am glad to live in this town.” Cooperating with families and neighborhoods, we promote a unique education in order to equip children with creativity, the motivation to study, consideration for others, and competence to live. We promote planned planting and caring of trees in order to utilize forest resources and improve their public functions. We also try to make our commerce and industry more vibrant and attractive, and promote long-stay tourism that utilizes local resources. Making a cooperative town with everyone involved Our aim is to promote cooperation in the town between citizens, the administration, businesses and other groups. We think together, share roles, and cooperate. We promote an open administration so that citizens and the administration will share information, and implement independent administration and finance. 3 Child Raising and Welfare 収穫体験 4 子育てと福祉 少子化・人口減少に立ち向かう 足寄町独自の子育て・教育支援の充実 足寄町では、誰もが安心して子育てのできる環境づくりを町の重要な施策として取り組んできまし た。出産前から乳幼児に至るまでの各種健診はもちろん、全国に先駆けて特区による幼稚園と保育園 の一体的運営（現在の認定こども園）をはじめ家庭的保育ママ事業の制度化、子育て支援や児童発達 支援事業の機能を集約した拠点施設「あしょろ子どもセンター」の開設などが挙げられます。 平成 27 年度からは、足寄町独自の子育て・教育支援策として、子育て応援出産祝金贈呈、へき地保育 所への給食提供、町内の小学校から高校までの給食費の無償化、保育所保育料・学童保育所保育料の無 償化、障がい児の日中一時支援に係る利用者負担金の無償化を実施。さらには、平成 28 年度供用開始に 向けて現在、児童館と学童保育所を統合した「放課後児童拠点施設」を整備中であり、町民ぐるみで子 育て世帯を応援し支えていく体制を目指しています。 同時に少子化と人口減少に対する対策の一環として、特定不妊治療助成の対象に男性不妊治療も加 あしょろ子どもセンター 役場１階の喫茶きらり あしょろたまごくらぶ ゆめ風ひろば えた他、足寄高校生を対象とした公設民営塾「足寄町学習塾」を開設。障がい者福祉に関しても、相 談や指導を通じた発達の支援から始まり、最終的には自立した社会生活を送ることを目的とした環境 づくりを整えています。 これらの子育てや教育支援を安定的、かつ継続的に実施するための財源として、5 億円の「子育て 安心基金」を創設。結婚から妊娠、出産、子育てに係る切れ目のない施策を総合的に推進しています。 Tackling a declining birthrate and population Improving Ashoro’s unique supports to child raising and education As one of the town’s important policies, Ashoro has arranged an environment that enables anyone to raise children without worry. The measures include not only various health checkups given to expectant mothers, babies and infants but also integral operation of a kindergarten and day care center (now called an authorized Center for Early Childhood Education and Care), which began as a forerunner in a special zone designated by the national government, the institutionalized family day care provider project, and the Ashoro Child Center, the center with facilities and services for child-raising and child-development support. Since 2015, as part of Ashoro’s unique child-rising and educational support, we have initiated a program to provide gift money at childbirth to help support child-raising and are now providing lunches to day care centers in remote areas. In addition, we have also made school lunches from elementary to senior high school free of charge. We have also made day care and after-school care centers, and temporary day care of disabled children free of charge. Furthermore, we are arranging “a center for children after school,” which we aim to open in 2016. We are establishing a system that enables all the citizens to support child-raising families. As a measure against a declining birthrate and population, we added aid for male fertility treatment to the existing fertility treatment aid. We also opened the Ashoro Town Juku School, a public-sponsored, privately-operated supplementary school for high school students. With regard to welfare for the disabled, not only do we provide development support through consultation and instruction, but also we are arranging environment that enables the disabled to eventually live social life independently. As a financial source to implement these child-raising and educational supports steadily and continuously, we have established the five-hundred-million Child-raising Security Fund. The comprehensive Support Counseling Room provides citizens with consulting on medical care and welfare and acts as a center for medical and other facilities to cooperate. We work to secure a peaceful life for our citizens by providing detailed medical and nursing care services. In 2015, Musuvillage, a comprehensive facility for elderly citizens and others, began its operations as the hub of the cooperation of medical care with nursing care, health maintenance, and welfare. The building has a small-scale, multifunctional care facility and temporary accommodations for those who usually receive nursing care at home. It also contains a group home for elderly citizens suffering from dementia. In addition, the building has facilities for local exchanges and activities for all the elderly citizens in the town to maintain their health, enjoy various activities, and prevent their need of nursing care. Also, in cooperation with the Council for Social Welfare, which shoulders local welfare, we support citizen guardian activities, and are operating a volunteer project to support nursing care. We intend to establish a system that involves citizens’ participation and is selfcontained within the local community. 7 Promoting use of renewable energy 木質ペレット 8 木質ペレット工場 ペレットストーブ ペレットグリル 再生可能エネルギーの利用推進 足寄町次世代エネルギーパーク構想 足寄町ではかねてから、農林業などの基幹産業から発生するバイオマス資源を活用し、 これらをエネルギーとして循環させ、持続可能な地域循環を生み出す取り組みを行ってき ました。平成 24 年度には経済産業省から「次世代エネルギーパーク」として認定。再生 可能エネルギーの利用推進に力を注いでいます。 足寄町には、さまざまなバイオマス資源が存在し、未利用材を活用した木質ペレットの 生産や家畜ふん尿を利用したバイオガスプラントの普及を推進しています。これらの取り 組みを見学コースとしてまとめ、町外からの視察や見学に対応する受け入れ体制も整備し、 役場庁舎の木質ペレットボイラー Ashoro Next-Generation Energy Park Plan Ashoro has been trying to achieve sustainable local recycling by recycling biomass resources coming from the town’s major industries such as agriculture and forestry as energy. In 2012, the Ministry of Economy, Trade and Industry certified the town as a Next-Generation Energy Park. We promote use of renewable energy. Ashoro has various kinds of biomass resources. We promote wood pellet production from untapped wood and biogas plants that use livestock manure. In recent years, we have arranged a tour course to observe these efforts and established a system to receive visits and tours from outside the town. We contribute to expanding use of renewable energy. さらなる再生可能エネルギーの普及に寄与しています。 バイオガスプラント 雪氷熱を活用する農業農村活性化施設 太陽光発電「足寄中学校」 温泉熱を利用した「いちごハウス」 温泉熱を暖房として使用する総合体育館 9 Agriculture and Forestry 大規模草地育成牧場 10 農業と林業 ゆとりと活力ある農業・農村づくり 魅力ある林業の振興と豊かな森林の保全 広大で豊かな大地を有効に生かした農林業が足寄町の基幹産業となっています。 農業では、代表的な農作物として小麦やてん菜、豆類などが挙げられ、近年では 肉用牛の育成 多彩な種類の野菜栽培も増加傾向にあります。また、全国的にも認知度が高い林 産物「螺湾（らわん）ブキ」は北海道遺産にも選定され、足寄町の特産品として その一翼を担っています。 酪農と畜産は乳用牛・肉用牛を合わせ飼育頭数は約 2 万 3 千頭。そのうち、黒 毛和種牛頭数は、平成 27 年 2 月末現在で 6 千頭を数えます。また、平成 16 年に 「放 牧酪農推進のまち宣言」を行い、中山間地域特有の広大な草地を活用した足寄町 ならではの酪農経営を行っています。 行政面積の 77％を占めるのが森林資源。足寄町はこの豊かな資源を有効活用す 小麦の刈り取り る方法に力を注いでいます。近年では役場庁舎や高齢者等複合施設「むすびれっじ」 へ地元カラマツ材を積極的に利用するなど、植樹、造林、育林等、次世代へ森林 資源を引き継ぐ取り組みを積極的に行っています。 Making vibrant agriculture and an agricultural village Promoting attractive forestry and conserving rich forests 羊の放牧風景 Agriculture and forestry, which effectively utilize the town’s huge and rich land area, are the key industries of Ashoro. Wheat, sugar beets and beans are the representative crops. In recent years, cultivation of various vegetables has been increasing. As a product from the forests, the nationally renowned Rawan Butterbur has been designated as a Hokkaido Heritage and is counted as one of the town’s specialties. There are approximately 23,000 beef and dairy cattle in Ashoro. Among them, as of the end of February 2015, 6,000 head are Japanese Black Cattle. In 2004, we issued the “Declaration of a Town That Promotes Pasture-Based Dairy Farming.” Dairy farms are managed making use of the large expanses of grassland which is typically found in hilly and mountainous areas, the geographic features of Ashoro. Seventy-seven percent of the town’s land area is forested. Ashoro is making efforts to develop ways to effectively use these rich resources. In recent years, we have used local Japanese larch wood for the buildings of the Town Hall and Musuvillage, a comprehensive facility for the elderly citizens and others. This idea has been particularly realized in the wood pellets in an attempt to effectively utilize forest resources, cheese and other dairy products made from fresh, quality Ashoro milk, and original Rawan butterbur products. In recent years, strawberries are grown in greenhouses making use of hot spring heat. Ashoro is graced with the excellent scenery such nature has created. Lake Onneto, located in Akan National Park, is the first tourist spot in Tokachi that has been awarded with double stars in the Michelin Travel Guide. The water of this mystic lake changes its color not only according to changes of seasons but also by time of day. Also, Yunotaki (“Hot Spring Waterfall”), which has been designated as a national natural monument, and Shiowakka, the growing dome made from minerals in groundwater, are not only nice tourist spots but also academically valuable. After enjoying some magnificent views, it is a good idea to relax in a quaint hot spring bath in Meto or Meakan. With regard to school lunch, we started to provide lunches to Ashoro High School in 2015. We provide lunches made from local ingredients for students to deepen their understanding of local industries and products. The hands-on learning program that makes use of the Town’s famous fossil finds accepts not only local citizens but also those who come from outside town. In order to realize our goal of creating “a good town to live in,” Ashoro is improving facilities necessary for daily life and effectively utilizing them. As the development of the Trans-Hokkaido Expressway has connected the town to the expressway network to the central Hokkaido area, and as the development of ultrahigh-speed Internet is going on, the range and convenience of the citizens’ life is expected to expand. Making a town where people can live comfortably without anxiety: that is the principal aim of the development of Ashoro. 道東自動車道 直線化され道幅も拡張した国道242号線 21 International Exchanges 22 国際交流 国際・地域間交流の推進 足寄町は、友好姉妹都市であるカナダのウェタスキウィン市と派 遣交流を行っています。また、同市から国際交流員を招き幼児や小 学生を対象とした国際交流事業を実施するなど、国際社会に目を向 けた交流活動を展開しています。 ウェタスキウィン市について ウェタスキウィン市はカナダ・アルバータ州の中心都市エドモントンより 南へ約 70㎞のところに位置し、小麦、菜たねの他、牧草を中心とした広 大な畑が広がる農業地域にあり、気象条件が北海道によく似た、人口約 12,000 人の美しい街です。 Promoting international and interregional exchanges Ashoro is exchanging delegations with our sister city Wetaskiwin in Canada. Also, we are inviting a coordinator for international relations from the city and implementing international exchange programs for elementary school and younger children. In these ways we are carrying out international exchanges with an eye on global communities. About Wetaskiwin Wetaskiwin is located approximately 70 kilometers south of Edmonton, the central city of Alberta Province. It is in an agricultural area with large farms of wheat, rapeseed and pasture. The climate is quite similar to that of Hokkaido. The Ashoro Town Assembly is always aware that they are the representative of the citizens. It places emphasis on fairness, transparency, and reliability. It is aiming to be an “open assembly,” which always pursues citizens’ participation. In March 2011, The Ashoro Assembly General Ordinance was established. 大正12年 足寄外1カ村戸長役場が2級町村制施行、足寄村となる。 旧西足寄町は十勝国中川郡、旧足寄村は釧路国足寄郡に属する。 足寄市街に電話架設。 明 治 ７ 年 大森勇蔵、シカ皮仲買のため稲牛に入る。 大正14年 森林鉄道が上足寄37線まで開通。 明治12年 細川繁太郎・ヱン夫妻、白糠から中足寄に移住。 昭 和 ２ 年 足寄－上士幌間に定期乗合自動車営業開始。 明治30年
