ようこそ東海村へ
Ⅰ‐1
東海村の紹介
東海村は，北部に久慈川，南部に新川が流れています。久慈川沿岸一帯の北部
地域及び東部の低地は沖積層で，水田地帯となっています。一方，台地は海抜 20m
～30m で，洪積層の畑地と平地林が広がり，東へ緩やかに傾斜し太平洋につなが
っています。
昭和 30 年 3 月 31 日に村松村と石神村が合併して東海村が誕生しました。村名
は，幕末水戸藩の志士・藤田東湖の「正気の歌」
によるものです。
福島県
東海村の誕生は，我が国の原子力研究のスタ
ートでもあります。昭和 31 年に原子力研究所
設置が決まり，翌年には研究用原子炉に我が国
日立市
初の原子の火がともりました。
栃木県
また，村には，東国三虚空蔵の一つである村
東海村
松山虚空蔵堂と伊勢の皇大神宮の分霊を奉祀
する大神宮があります。

Welcome to Tokai-mura

Introduction to Tokai-mura
Tokai-mura has the Kuji-gawa River to the north and the Shin River to the south. The
northern part along the Kuji-gawa River and the lowland area to the east are formed of
alluvial soil, and paddy fields can be found there. The plateau is 20-30 meters above sea
level, and dry alluvial fields and lowland forests stretch to the east with a gentle slope
down to the Pacific Ocean.
Muramatsu-mura and Ishigami-mura merged to form Tokai-mura on March 31, 1955.
The name Tokai comes from the “Song of Sound Mind” by Toko Fujita who was a
samurai worrier of the Mito clan in the late Edo period.
The birth of Tokai-mura is synonymous with the
Fukushima-ken
beginning of atomic research in Japan. It was
decided to build an atomic research laboratory in
Tokai-mura in 1956, and Japan’s first atomic
reactor was commissioned for research the
following year.

the divided spirit of Kotaijingu of Ise.

When you make an emergency call
① Using a public telephone
z Push the red emergency call button.
z If the public telephone does not have a red emergency call button, pick up the
telephone receiver and dial the emergency number (110 or 119).
② Using a mobile telephone
z The signal is sometimes lost when talking on a mobile phone. As soon as the
connection is made, give the operator your telephone number.
If it is safe, stay where you are and tell the operator your address or the name of a
landmark that will make it possible to locate the address (school, hospital, bus
stop, gas station, convenience store, etc.)

110 is the number you dial to contact the police in an emergency, for example when
you experience or witness an incident or accident. For non-emergency matters, please call
the Police Safety Counseling Center or one of the other numbers given below for advice,
or you can contact a police station for advice.

119 Fire Department
Dial 119 and ask for a fire engine or ambulance if you discover a fire, fall ill, or get
hurt. Stay calm and provide the following information.
1. In case of fire
z Tell the operator that you want to report a fire.
z Provide the exact location of the fire.
Example (The address is xx chome of yy gou of zz mura. I can see AA
supermarket next to the fire.)
z Tell the operator what is burning.
Example (A house is burning.)
z Tell the operator if there are any people who could not escape the fire and if
anyone is hurt.
z Provide your name and telephone number.
Example (I am XX, and the telephone number from which I am calling is
xx-yyyy.)
2. In case of emergency (sudden illness, serious injury)
z Tell is the operator that you want to report an emergency.
z Provide the exact location of the emergency.
Example (The address is xx chome of yy of zz mura. It is near the xx
intersection.)
z Tell the operator what happened. (Is it a sudden illness, traffic accident, or injury?)
Example (A man suddenly fell down, and is bleeding from the head.)
z Report the sex, age, and condition of the victim

（1）地震に備えて
日本は地震の多い国です。地震が起きてもあわてないように，日頃から準備し
ておきましょう。
z タンス・食器棚などはＬ字金具で，照明器具は鎖と金具を使って固定し，
家具の転倒・落下を防ぐ。
z ガラスには，飛散防止フィルムを貼る。
z 出入り口や通路には，物を置かない。
z 避難場所・道順を確認しておく。
z 非常持出袋などに非常用品を準備しておく。
（2）地震が起きたら
地震の激しい揺れは，長くても 1 分程度です。落ち着いて行動してください。
z 倒れやすい家具等から離れ，テーブルや机の下などに入り，クッション・
ざぶとんなど手近な物で頭を守る。
z すばやく火の始末をする。
（揺れの大きなときはおさまるまで待つ。）
z 扉を開け避難路を確保する。
z デマに惑わされないようテレビ・ラジオ等で正しい情報を聞き行動する。
z あわてて戸外には飛び出さない。
z 避難は徒歩で，持ち物は最小限にすること。
（車での避難は渋滞を生じさせ，
緊急自動車等の通行の妨げとなります。）
z 狭い路地・塀ぎわ・がけや川べりには崩壊・崩落の危険があるので近寄ら
ない。
z エレベーターに乗っての避難は，閉じ込められる危険があるので使用しな
い。
z 地震発生後しばらくは，余震が続くので倒れかけている建物などには近づ
かない。
（3）津波に備えて
z 強い地震や小さくても長い揺れを感じたら，直ちに海辺から離れ，できる
だけ高い場所に避難する。
z 津波は繰り返し押し寄せるので，警報や注意報が解除されるまで海岸付近
に近づかない。

(1) Preparing for an earthquake
Japan is a quake-prone country. It is important to remember that an earthquake can
happen at any time and to be prepared.
z Lock drawers and cupboards with L-shaped clamps, and fix lighting fixtures in
place with chains and clamps to prevent furniture from falling over.
z Fix anti-shatter film on windows.
z Do not leave articles in doorways or corridors.
z Decide a refuge and the route to it.
z Prepare emergency supplies in an emergency bag.
(2) When an earthquake occurs
Behave calmly because an earthquake does not normally last longer than a minute or
so.
z Move away from furniture that might fall easily, crawl under a table or desk, and
protect your head with a cushion.
z Turn off fires or cooking equipment promptly. (Wait for the quake to stop if it is
large.)
z Open a door to secure an evacuation route.
z Listen to the TV or radio to obtain information and ignore rumors.
z Do not rush out of your house.
z Leave the area on foot with as few supplies as possible. (Evacuation by car creates
traffic jams and prevents emergency motor vehicles from reaching their
destination.)
z Avoid narrow alleys, fences, cliffs, and rivers because they may be damaged or
collapse.
z Do not use an elevator to avoid the risk of becoming trapped.
z Avoid damaged buildings because aftershocks may continue for a while after the
main shock.
(3) Preparing for tsunami
z If there is a large earthquake or a small but long quake, move away from the sea
immediately and find as high a place as possible.
z Do not approach to the sea until any warning is canceled because tsunami may
occur repeatedly.

（4）緊急地震速報
緊急地震速報は地震の発生直後に，震源に近い地震計でとらえた観測データを
解析して震源や地震の規模（マグニチュード）を直ちに推定し，これに基づいて
各地での主要動の到達時刻や震度を推定し，可能な限りすばやく知らせる情報で
す。
この情報を利用して，受信した列車やエレベーターをすばやく制御させて危険
を回避したり，工場，オフィス，家庭などで避難行動をとることによって被害を
軽減させることができます。
緊急地震速報は，最大震度 5 弱以上の強い揺れが予測された場合に，気象庁か
ら発表され，テレビやラジオでチャイム音とともに速報されます。

(4) Earthquake Early Warning (EEW)
Information about a dangerous earthquake is broadcast as soon as possible. Data
recorded by a seismometer are analyzed immediately to determine the epicenter and
scale of the earthquake (magnitude). The time and intensity at major locations are also
estimated.
This information is immediately used to control trains and elevators to avoid risk,
and to allow factories, offices, and households undertake their evacuation procedures
and thus reduce possible injury.
A flash report of an earthquake emergency is published by the Japan Meteorological
Agency when a quake with an intensity higher than 5 occurs, and this report is
immediately broadcast on the TV and radio preceded by a warning chime.

原子力災害
原子力施設で事故が発生し，その影響が住民に及ぶ可能性があるときは，村か
ら住民に広報車，屋外放送塔，戸別受信機等により情報が提供されます。
このような緊急時には，始めにサイレンが鳴ります。この時は，
「いつ，どこで，
何がおきたか，何をすべきか等」が放送されます。落ち着いて行動してください。
行動の内容は，事故の程度，進捗状況によって異なります。
例えば次のような放送内容です。
z 屋内退避のため，家の中にいること。この時は，窓を閉めること。
z コンクリート建屋退避のため，徒歩で指定された場所に集まること。
z 放射性物質の影響の小さい地域への避難のため，集合場所，時間，避難先
のこと。
以上のような放送内容に注意して指示に従ってください。

Nuclear hazards
When an accident occurs in a nuclear facility and it may affect the residents,
Tokai-mura will provide information by means of a loudspeaker van, an outdoor
broadcasting tower, and a special receiver installed in each household.
In such an emergency, a siren sounds followed by an announcement describing what
has occurred, when and where it occurred, and what residents should do. It is important to
remain calm. What you should do depends on the degree and progress of the accident.
For example, the broadcast may include one of the following announcements.
z Stay at home. Be sure to close all windows.
z Walk to the designated assembly point from where you will be conducted to a safe
concrete building.
z Information such as the designated assembly point, time, and place for evacuation
are announced because evacuation to a safe place is essential.
Pay attention to the above announcements and follow the instructions. The
announcements will be broadcast in Japanese and then in English.

外国人登録

（1）新規登録
日本に在留する外国人は，次の（2）に該当する場合以外は，すべて外国人登録
をしなければなりません。手続きは役場住民課で本人が行います。
ただし，16 歳未満の方は，同居の親族が代理申請します。
z 提出するもの
- 外国人登録申請書
- パスポート
- 写真 2 枚（縦 4.5cm×横 3.5cm，顔の大きさは縦 2.8cm，6 ヶ月以内
に撮影した無帽・無背景で正面を向いたもの。16 歳未満の方は不要）
登録が行われると外国人登録証明書が交付されますので，常に携帯してください。
（2）登録の必要がない外国人
次のいずれかに該当する方は，外国人登録の必要はありません。
- 日本滞在期間が 90 日以内の方
- 日本で出生した乳児や日本国籍を離脱した方などで 60 日以内に出国
する方
- 外交または公用の在留資格を有する方
- 在日米軍または国連軍の軍人・軍属，およびそれらの家族の方
（3）変更登録
居住地を移転したとき，または外国人登録証明書に記載されている事項に変更

（1) New registration
Every foreign citizen living in Japan must apply for alien registration except in cases
equivalent to (2) mentioned below. The applicant must apply in person to the Residential
Affairs Department of the Municipal Office for Alien Registration. If the applicant is less
than 16 years old, a family member living with him/her must apply on his/her behalf.
z The following items must accompany the application.
- Application form for alien registration
- Passport
- Two photographs (4.5 cm by 3.5 cm, vertical face size of at least 2.8 cm. The
photograph should have been taken less than 6 months ago with the head
uncovered and without any background. Those younger than 16 years of age

An alien registration certificate is issued once registration has been completed, and
should be carried at all times.
（2) Those who do not need to apply for alien registration
Those who fall into one of the following categories are not required to apply for alien
registration.
- Those staying in Japan for less than 90 days.
- Infants born in Japan or expatriates who formerly had Japanese nationality,
and those who will leave Japan in less than 60 days.
- Those with diplomatic or official business visa status.
- Soldiers and civilian employees of the U.S. Forces in Japan, and their family
members.
(3) Change in a registered item
If you have changed your residence or need to change a registered item, you must
register the change with the Residential Affairs Department of the Municipal Office. If
you move to another municipality, you must register the change with the new
municipality.
z You are required to submit the following items.

- Alien registration certificate
- Document proving the change such as a passport
(4) Reissuance
If you lose your alien registration certificate you must apply to the Residential Affairs
Department of the Municipal Office for reissuance within 14 days of the date on which

在留期間は，上陸許可を受けた日の翌日から起算されます。
② 資格外活動
定められた在留資格に属する活動以外の活動を，一時的または副次的に行うと
きは，資格外活動の許可を受けなければなりません。

(5) Application for renewal (Renewal issuance)
An application for alien registration or its renewal must be made to the Residential
Affairs Department of the Municipal Office within 30 days of the due date mentioned on
the alien registration certificate or as outlined below. The Residential Affairs Department
will send a notice to those required to undertake this procedure.
- Those with a specific registration period between one and five years:
Designated date
- Those exceeding 16 years of age and neither a permanent resident nor a
special permanent resident :
Day of new registration and when their fifth birthday is after the date of their
application for alien registration.
- Permanent residents who are older than 16 years old and special permanent
residents :
Day of new registration and when their seventh birthday is after the date of
their application or confirmation for alien registration.

Procedures for resident status
① Resident status and period of stay
Foreign citizens are given a resident status and a period of stay when they apply for
permission to remain in Japan, and this determines the scope of permitted activities.
Notification of this permission is stamped in the passport.
The period of stay starts on the day after permission is given.
② Activities outside permitted scope
Foreign citizens must obtain prior permission if they wish to engage in activities other
than those specified in their permission to land temporarily or by their status of
residence.

guardian, or other responsible adult living with the baby must apply for a residence
status for the baby within 30 days of the birth at the Immigration Bureau.

日本に在留する外国人が一時的に出国した後，許可されている在留期間内に再
び同じ在留資格で日本に在留するために入国しようとするときには，出国する前
に入国管理局で再入国の許可を受けておけば，あらためて査証を取得する必要は
ありません。
再入国許可には 1 回限り有効のものと，有効期間内であれば何回も使用できる
数次有効なものの 2 種類があります。有効期間は最長 3 年（特別永住者の場合は
4 年）ですが，在留期間の満了日を越えることはできません。手数料は 1 回限り
有効のものが 3,000 円で，数次有効のものが 6,000 円です。

⑦ 永 住
永住は，長年日本に在留し，素行が善良であり，独立の生計を営むに足りる資

⑥ Reentry
If foreign citizens staying in Japan reenter Japan under the same status of residence
within the authorized period after having left Japan temporarily, they do not have to
obtain a visa if they obtain permission for reentry at the Immigration Bureau before
leaving Japan.
There are two kinds of reentry permission. One is effective only for a single reentry,
and the other can be used multiple times within the valid period. It is valid for up to three
years (or four years in the case of a special permanent resident), but it is not valid
beyond the expiration date of the period of stay. The handling charge is 3,000 yen for a
single reentry, and 6,000 yen for a multiple reentry.

⑦ Permanent residence
Permanent residence is authorized if foreign citizens have remained in Japan for a
long time, their behavior and conduct is acceptable, they have a property or ability that

(1)
Marriage
Marriage is validated when a marriage registration application is submitted to the
Residential Affairs Department of the Municipal Office.

- Affidavit of competency to marry (‘Yoken-gubi shomeisho’ in Japanese)

municipality, they need a certificate showing that they satisfy the
requirements for marriage under the laws of their country
(Example: single status, age, and other requirements) and a
Japanese translation of the certificate. Please contact the

○ 実印と印鑑登録証明書
日本では，土地や家屋，自動車を買うときなど，重要な契約をする際に「実印」
や「印鑑登録証明書」が必要になります。
市町村の役所などの公の機関に，印鑑登録をした印鑑を「実印」といいます。
また，その印鑑が実印であることを証明する書類を「印鑑登録証明書」といいま
す。

○ Registered seal and seal registration certificate
In Japan, you require a registered seal and a seal registration certificate when you make
a contract to purchase an expensive article as such land, a house, or a car.
A seal registered with a public agency such as a municipal office is called a registered
seal, and the document certifying that the seal is registered is called a seal registration
certificate.

Those over 15 years of age with an alien registration certificate
○ Seal that can be registered
z The size of a seal, when stamped, should be larger than 8 mm by 8 mm and
smaller than 25 mm by 25 mm, and the name should be engraved on a hard

z As a rule, the name should the same as that shown on the alien registration
certificate. If the last name or first name is shown on the alien registration
certificate, the remaining part of the name can be shown as initials.

国民健康保険
（1）国民健康保険とは
病気やケガに備えて，加入者がそれぞれの収入などに応じて保険税を出し合い，
お互いに助け合うための制度です。
〔加入要件〕
z 外国人登録をしていること。
z 日本に 1 年以上滞在していること。ただし，1 年未満であっても，1 年以上
滞在することが認められればよい。
（2）保険税
保険税は，家族の人数や前年の所得などに応じて決められます。口座振込もで
きます。
（3）給付
国民健康保険に加入していれば，病院で治療を受けたとき医療費の 3 割を医療
機関で支払うだけで済みます。同じ人が同じ月内に，同じ医療機関に 80,100 円以
上の自己負担金を支払ったときには，その超えた分が後で払い戻されます。
出産したときには，出産育児一時金 420,000 円が支給されます。
（4）加入の手続き
加入するときは，役場保健年金課に申し込みます。手続きは，世帯ごとにまと
めて行い，1 人に 1 枚の保険証が交付されます。

National health insurance
(1)
What is national health insurance?
National health insurance is a system that collects an insurance tax from subscribers
depending on their income for mutual help in preparation for disease or injury.

z The period of stay in Japan has exceeded one year. Even if the stay in Japan has
been less than one year, it is possible to subscribe to the national health insurance
if permission has been granted for a stay of more than one year.
(2)
Insurance tax
Insurance tax is decided depending on the number of family members and the previous
year’s income. Payment can be made by bank account transfer.
(3)
Benefits
A subscriber to the national health insurance pays only 30% of the cost of treatment
received at a hospital. If the same person pays more than 80,100 yen to the same medical
institution within the same month, any amount in excess of 80,100 yen will be refunded
later. When a child is born, 420,000 yen will be paid as a lump-sum allowance for
childbirth and daycare.

An application for national health insurance should be made to the Health and Pensions
Department of the Municipal Office. The procedure is per household, and an insurance
card is issued for every family member.

国民年金
外国人登録をしている 20 歳以上 60 歳未満の方は，国民年金に加入することが
義務づけられていますが，老齢年金を受けるためには，25 年以上保険料を支払わ
なければなりません。加入手続きは外国人登録をした市町村で行います。
制度のしくみ
老後の生活のために，65 歳になったら老齢年金が受けられます。また病気やケ
ガで障害が残ったときには，障害年金が受けられます。夫に先立たれたときには，
遺族年金が支給され，経済的な支援を行うことを目的としています。
国民年金保険料（年度により変更あり）
平成 22 年度 月額 15,100 円
短期在留外国人の脱退一時金
国民年金の保険料を 6 ヵ月以上納めていて，老齢年金の受給資格のない短期在
留の外国人は，被保険者の資格を喪失して，日本国内に住所を有しなくなった日
から 2 年以内に請求をすれば，脱退一時金が支給されます。

National pension plan
It is mandatory for people who have completed the alien registration procedure and
who are older than 20 and younger than 60 years old to subscribe to the national pension
plan. However, the premium must be paid for more than 25 years before an old-age
pension can be received. The subscription procedure is performed at the municipal office
where alien registration was completed.
Mechanism of the system
An old-age pension is paid when one reaches 65 years of age. If a person becomes ill or
has an injury related disorder, a disability pension may be payable.
A surviving spouse can receive a survivor pension designed to provide financial help.
Premium of the national pension plan (It may be modified in some fiscal years.)
Fiscal 2010: The premium is 15,100 yen per month
Lump-sum withdrawal payment for foreign citizens who have stayed in Japan for a short
period of time
A foreign citizen who has paid the national pension plan premium for more than six
months but who does not qualify as a recipient of old-age pension can receive a
lump-sum payment if it is requested within two years of the date of loss of qualification
as an insured person and an address in Japan.

（1）母子健康手帳の交付
妊娠の診断がついた方に，随時母子健康手帳（日本語，英語，中国語，ハング
ル語）を交付します。その際，母親教室のご案内，妊婦・乳児健康診査（妊婦 14
枚・乳児 2 枚）の受診券の交付も行います。
（2）乳児健診
毎月 1 回，5 か月児を対象に，問診・身体計測・診察・ブックスタート・保健
指導等を行っています。対象児には，個人宛に通知します。
（3）1 歳 6 か月児健診

We issue a mother and child health book to women who become pregnant. It is
published in Japanese, English, Chinese, and Hangul. Pregnant women will also be able
to obtain guidance from a mothers’ class and will receive a patient registration card for a
health checkup for pregnant women and infants (five cards for every pregnant woman and
two cards for every infant).

bookstart, and health guidance for five-month-old infants once a month. The families of

Mothers’ class and parents’ class (Hello Baby School)
We offer a course on healthcare during pregnancy, preparation for and the process of
childbirth, and instruction on how to bath a baby. One course is made up of 3 lectures,
with one lecture being delivered every two months.

Two and a half-year-old infant dental checkup
We offer a dental checkup, tooth brushing instruction, and fluorine application for twoand seven-month-old infants once a month. The families of such infants are notified by
mail.

Baby class
We provide lectures on baby food given by a nutritionist, a baby food tasting, baby
massage by a midwife, and a well-baby clinic for three-month-old infants once a month.

prefecture has income restrictions.)

Tokai-mura’s original subsidy system for medical expenses (Maru toku)
In the medical welfare provision system, we extend Tokai-mura’s original subsidy
to small children and expecting and nursing mothers and children and 4th to 9th
grade students who are not eligible for entitlement because their parents’ income
exceeds the limit.

It is necessary to apply for entitlement to the above two systems. The required items
(see below) should be taken to the Municipal Office to complete this procedure.

介護保険
（1）介護保険制度とは
東海村が保険者となって，これまで家族に頼りがちだった介護を社会全体で支
え合い，家族の負担を減らす制度です。この制度では，40 歳になったら保険料を
支払い，介護が必要な状態と認められたら介護サービスが受けられます。
外国人の方は，在留期間がおおむね 1 年以上の 40 歳以上の方が対象となりま
す。40 歳以上 65 歳未満の方は，国民健康保険や会社の健康保険の保険料に，介
護保険料が上乗せされ，一括して納めます。65 歳以上の方は，東海村が保険者と
なり，直接村に介護保険料を納めていただきます。介護保険被保険者証と保険料
の納付書が届きますので，近くの金融機関で納めてください。届かない場合には，
介護福祉課までご連絡ください。
（2）サービスを受けるためには
介護福祉課に要介護認定の申請をして，介護認定審査会でどの程度の介護が必
要か審査判定を受けます。これにより，7 段階に分けられた要介護・要支援の範
囲内で，介護サービスを選択することができます。介護サービス利用者は隔月の
保険料のほかに，介護サービス費用の 1 割を負担します。

Nursing insurance
(1) What is nursing insurance?
This is a system where Tokai-mura takes the initiative as the insurer and asks
community members to support family nursing to reduce the burden on family members.
This system asks community members to pay an insurance premium when they reach
40 years old, and provides them with a nursing service when they require it. Generally,
foreign citizens more than 40 years old with a residence status exceeding one year can
benefit from this system. Those who are over 40 and under 65 pay the nursing insurance
premium in addition to the national health insurance and company health insurance
premiums in a lump sum.
Those who are over 65 pay the nursing insurance premium directly to Tokai-mura who
is the insurer. We will send you a nursing insurance card and a payment invoice for the
nursing insurance premium, and you are requested to pay the premium at a convenient
bank or post office. Please contact the person in charge of the Nursing and Welfare
Division if you do not receive these documents.
(2) How to obtain the nursing service
A person wishing to access the nursing service must apply to the Nursing and Welfare
Department of the Municipal Office to confirm the need for nursing, and an examination
will determine the degree of nursing required. The meeting will divide the nursing
requirements into seven degrees, and applicants can choose the type of nursing service
based on the required nursing and required support. Users must pay 10% of the cost of the
nursing service in addition to the insurance premium that they pay every other month.

Disabled people can receive support depending on the type and degree of disability by
obtaining an identification booklet for disabled people. Foreign citizens can also receive

for the particular service and their income.

（2）村・県民税（住民税）
県に納める税金の一つに県民税，村に納める税金の一つに村民税があります。1
月 1 日の住所または居所のある自治体で村・県民税として課税されます。
税額は，前年の 1 月 1 日から 12 月 31 日までの 1 年間に得た所得に応じて決定
されます。納付は，所得のあった翌年の 6 月から，年 4 回（6 月，8 月，10 月，
1 月）に分けて納めますが，まとめて納めることもできます。給与所得者は，6
月から翌年 5 月までの 12 ヵ月間，毎月の給与から天引きされます。
前年中に所得があり，1 月 1 日まで引き続き 1 年以上当村に居住している方で，
1 月から 6 月までの間に出国される方は，村・県民税を納める代理人である納税

(2) Village tax, Prefectural tax (Resident tax)
Prefectural tax is paid to the prefecture, while village tax is paid to the village. They are
levied in one’s place of residence on January 1.
The amount of tax is decided depending on one’s income for the period between
January 1 and December 31 of the previous year, and a tax notice is sent out in June. Tax
can be paid in four installments (June, August, October, and January of the following
year), or in a one-time payment. As for salaried workers, tax is deducted from their
monthly salaries for 12 months between June and May of the following year.
A person planning to leave Japan between January and June who has earned income in
the previous year and has lived in Tokai-mura for more than one year up to January 1
must report to the tax office regarding village and prefectural taxes. All tax procedures
with the revenue department should be completed before the person leaves Japan.

z Funeral [OSOUSHIKI]
Two ceremonies are normally performed when someone dies. The first usually takes
place at the deceased person’s house, and the second is the funeral itself. When attending
these ceremonies, particularly a funeral, black is worn to show respect. When meeting the
deceased’s family, it is customary give money in specially decorated envelopes, called
“kouden-bukuro”.

幼稚園は，小学校に入る前の 1～3 年間の教育です。村内には，村立 5 園，私
立 1 園の幼稚園があり，3 歳児から 5 歳児までの児童を受け入れています。毎年
10 月に次年度（4 月から）の園児の入園受付を行います。
日本の学校教育は，小学校 6 年，中学校 3 年，高等学校 3 年，大学 4 年が基本
で，義務教育は小学校，中学校の 9 年となっています。学校は 4 月から始まり，
翌年の 3 月で 1 学年が修了します。
義務教育期間の小学校，中学校では，授業料や教科書などは無料ですが，給食
や教材などの費用がかかります。
村内の小学校，中学校へ入学を希望される方には，子どもの外国人登録がして
あり 4 月 1 日までに 6 歳に達していれば，教育委員会から保護者に小学校入学通
知を送ります。
編入を希望される方は，転居前に通学していた学校から，①在学証明書，②転
学（児童または生徒）教科用図書給与証明書をもらい，外国人登録の変更手続き
後，新しく就学する学校の指定を教育委員会で受け，指定された学校へ①，②の
書類を提出します。
小学校は，白方小学校，照沼小学校，中丸小学校，石神小学校，舟石川小学校，
村松小学校の 6 校です。

Kindergarten, elementary school, and junior high school
Kindergarten is for the education of children for the 1-3 years before they enter
elementary school. There are 5 village kindergartens and one private kindergarten in
Tokai-mura. They accept children who are over 3 years old and under 5 years old. They
start to accept applications for the following year (beginning in April) every October.
The Japanese education system consists of 6 years at elementary school, 3 years at
junior high school, 3 years at senior high school, and 4 years at university. The 6
elementary school years and 3 junior high school years are compulsory. The school year
begins in April and ends in March of the following year.
During the period of compulsory education, tuition and textbooks are free, but school
lunches and educational materials are chargeable.
If a child is registered as a foreign resident and wishes to enter an elementary school or
junior high school, the Board of Education will send the child’s parents or guardians a
notice of elementary school admission.
If parents or guardians wish to transfer their children to a school in the village, they
must obtain a (1) school registration certificate, and (2) a textbook supply certificate for
pupils or students who moved to Tokai-mura. After alien registration has been completed,
the Board of Education will appoint a designated school and submit documents (1) and a
(2) to the designated school.
The village has six elementary schools: Shirakata Elementary School, Terunuma
Elementary School, Nakamaru Elementary School, Ishigami Elementary School,
Funaishikawa Elementary School, and Muramatsu Elementary School. There are two
junior high schools: Tokai Junior High School, Tokai Minami Junior High School.

（1）転入，転出のとき
転入，転出のときは，役場水道課に連絡してください。
（2）水漏れ
水道管から水が漏れているときは，修理が必要です。役場水道課に連絡して，
村の水道工事指定業者を紹介してもらい，修理を依頼してください。
（3）料金
水道料金は，基本料金と使用量料金の合計額が 2 ヶ月に 1 回請求されます。使
用量料金は，2 ヶ月に 1 回係員が使用量メーターを検針して計算します。
下水道が整備されている地域では，水道の使用量に応じて，下水道の使用料も
合わせて徴収されます。
支払いは，預金口座引き落としの方法と，メーター検針後に送付される振込用
紙により金融機関，コンビニエンスストアまたは建設水道部水道課に直接納入す
る方法があります。

The Waterworks Department of the Municipal Office must be notified when you move
in or move out.
(2) Water leakage
Repair work will be necessary if water leaks from a water pipe. Please contact the
Waterworks Department of the Municipal Office and ask for information about an
authorized repair company.
(3) Charge
An invoice for the total water charge covering both the basic charge and the charge for
the amount used will be sent once every two months. An inspector checks the meter and
calculates the amount used once every two months.
There is a sewerage charge in addition to the water charge depending on the amount of
water consumed where the sewage system is provided.
Payment can be made by direct debit from a bank account, or the invoice can be paid at
a financial institution, a convenience store, or the Waterworks Department of the
Construction and Waterworks Department using the transfer slip received after the meter
has been checked.

ごみの出し方

ごみは村のごみ収集車および村と委託契約を結んだ事業者のごみ収集車が収集
します。地区ごとに決められた集積所（ステーション）に，
『資源物・ごみ収集日
割表』で指定された日時を守って出してください。燃えるごみ，燃えないごみ，
粗大ごみは一般ごみステーションへ，資源物は資源物ステーションへ分別して出
してください。
（1）燃えるごみ（燃えるごみ指定袋に入れて出してください）
z 台所の残飯など水分の多いごみは，水分をよく切ってから出してください。
z 収集日の午前 8 時 30 分までに一般ごみステーションへ出してください。

自治会で設置している資源物ステーションにきちんと分別して出してくだ

（5）多量のごみ
z 1 回に 20 ㎏を超える重さのごみは，
直接清掃センターへ搬入してください。
その場合は，指定袋や処理券を使用する必要はありませんが，透明の袋等
中身の確認できる袋を使用し分別して搬入してください。また，事業所や
商店などのごみも直接清掃センターへ搬入してください。その際，ごみの
重さにより処理手数料がかかります。
（6）収集できないごみ
z 家電リサイクル法の該当品目（エアコン，テレビ，冷蔵庫，冷凍庫，洗濯
機，乾燥機），パソコン，タイヤ，ブロック，コンクリート類，消火器，廃

農業用ビニール，農業用土壌消毒剤，有害ガスを発生させる物，燃え殻，

Garbage disposal

The village garbage trucks or subcontractor’s garbage trucks under contract to
Tokai-mura collect garbage in the village. Garbage should be brought to the designated
place (station) on the day and time specified in the “Schedule of Collecting Recyclable
Materials and Garbage.” Combustible garbage, noncombustible garbage, and bulk
garbage should be brought to the standard garbage station, and recyclable materials to the
recycling station.
(1) Combustible garbage (This should be placed in a garbage bag designated for
combustible garbage.)
z Drain the water completely from garbage with a high water content such as
kitchen waste, before disposal.
z Take the garbage to the ordinary garbage station by 8:30 a.m. on the collection day.
(Never dispose of any garbage other than on the collection day.)
(2) Incombustible garbage (This should be placed in a garbage bag designated for
incombustible garbage.)
z Incombustible garbage includes metal, chinaware, and glass.
(3) Large household appliances (This should be placed in a bag with a numbered
ticket on it.)
z A numbered ticket should be fixed to each piece of garbage in a place where it can
be clearly seen.
(4) Recyclable Materials
z There are 16 kinds of resources. They are transparent glass bottles, brown glass
bottles, glass bottles of other colors, PET bottles, plastic containers, paper
containers, cardboard, paper packs, empty cans, spray cans, newspapers,
magazines, cloth, fluorescent lamps, dry cell batteries, and mercury thermometers.
They should be carefully separated from other types of garbage and brought to the
recycling station set up in each district.
(5) Large pieces of garbage
z A piece of garbage heavier than 20 kg should be transported directly to the
cleaning center (it is called ‘Seisou-center’ in Tokai-mura). In this case, neither a
designated bag nor a processing card is required, but the item must be separated

(6) Uncollectible garbage
z We cannot collect certain kinds of electronic appliances that are

such as air-conditioners, TVs, refrigerators, freezers, washing machines,
and driers. We also do not collect PCs, tires, concrete blocks, fire
extinguishers, waste oil, earth and sand, waste construction materials,
vinyl, polyethylene, and plastic derived from business operations
agricultural vinyl, soil disinfectant, goods generating toxic gas, burnt
residue, explosives likely to damage the facility (gas cylinders, etc.), and
any other items designated as industrial waste.

（2）契約
契約のときには，礼金，敷金，最初の月の家賃，不動産業者への手数料が必要

家賃の 1 ケ月分が一般的です。毎月の家賃は，月末までに翌月分を前払いします。
z 礼金

賃貸住宅の改造は，原則としてできません。ペンキを塗ったり，壁に釘を打っ
たりしてトラブルになることがあります。改造の必要が生じたときは，家主に相

(1) When renting an apartment or house
When renting an apartment or house it is usual to ask a real-estate agent to handle the
procedures. Inform the agent about the maximum rent, room size, number of rooms, and
amount of sunshine that you require. Also describe the means of transport that you plan to
employ. The agent will then take you to view some suitable properties.
Room area is usually expressed in terms of the number of tatami mats, and it is
sometimes also expressed in square meters. One standard tatami mat is 180 cm long and
90 cm wide.
The number of rooms is expressed using the abbreviations LDK, DK, and K. For
example, 3LDK means that there are three rooms in addition to the living room (L),
dining room (D), and kitchen (K).
(2) Contract
When you conclude a contract, you need to pay key money, a deposit, rent for the first
month, and the real-estate agent’s handling charge. You may also be asked to take out fire
insurance. The handling charge paid to the real-estate agent is usually one month’s rent.
The rent is paid one month in advance.
z Key money
- Key money is paid to the landlord when the contract is concluded. It is
usually 1-3 months’ rent.
z Deposit
- The landlord is paid a deposit when the contract is concluded. It is usually
1-3 months’ rent. The deposit will be refunded when the contract is
terminated, but a charge for replacing the tatami mats may be deducted.
(3) Contract renewal and cancellation
A contract is usually concluded on a two-year basis, and the rent may be increased at
the time of renewal. The landlord must be given one month’s notice of your intention to
terminate the contract or the deposit may not be refunded.
(4) Remodeling
The remodeling or redecoration of rental housing is normally prohibited, and
undertaking such work without consulting the landlord in advance and obtaining prior
approval is inadvisable.

（2）アンペアブレーカー

東京電力の電気は，100 ボルト 50 ヘルツです。西日本では，100 ボルト 60 ヘ
ルツなので，転入のときには電気器具の調整が必要なこともあります。
外国製品については，日本国内で使用できるものか確認してください。
（4）電気料金の支払い方
z 送られてきた請求書の金額を，支払期限までに銀行，郵便局，コンビニエ
ンスストアまたは東京電力窓口で支払ってください。
z 銀行や郵便局のあなたの口座から，自動的に引き落とすこともできます。
（5）引越しのとき
z 引越しの予定日が決まったら，事前に東京電力㈱に連絡してください。

Electricity
(1) In Japan, each area is covered by a specific electric power company. The Kanto area is
covered by Tokyo Electric Power Company. When you move in and start to use
electricity, you must complete a standard application for electricity use. You must fill in
your name and the date you moved in, and drop the application into a mailbox.
When you use electricity for the first time, perform the following procedures.
z Switch on the ampere breaker
z Switch on the ground-fault circuit interrupter
z Switch on the molded case circuit breaker
(2) Ampere breaker
If many electric appliances are used simultaneously, the ampere breaker may switch off
the electricity. In this case, reduce the number of electric appliances being operated and
switch the ampere breaker on again.
If the ampere breaker often switches the electricity off, it is advisable to contact Tokyo
Electric Power Company to increase the contracted amperage, and replace the ampere
breaker. Replacement is free, but the basic charge will increase.
(3) Appliances
Tokyo Electric Power Company supplies electricity at 100 V and 50 Hz. Because the
electricity in west Japan is 100 V and 60 Hz, electric appliances may need to be adjusted
if you are arriving from that region. As for foreign electric appliances, it is necessary to
confirm whether or not they can be used in Japan.
(4) Paying electricity bill
z The electricity bill must be paid by mail, at a bank, a post office, a convenience
store, or at the window of Tokyo Electric Power Company by the due date.
z The electricity bill can be paid by direct debit from your bank or post office
account.
(5) Moving house
z Once you decide your moving date, please inform Tokyo Electric Power Company
immediately.
z The bill for electricity used between the previous meter reading and the moving
date is calculated on a daily basis.

（5）もしもガスが漏れたときは
z ガスの臭いに気づいたら，室内の火は全部消してください。
z 扉や窓を十分に開け，風通しを良くしてガスを屋外に追い出しましょう。
※ LP ガスは下にたまるので，特に下の方の風通しを良くしましょう。
（6）ガス漏れ警報機がなったら
z ガス栓・器具栓を閉めましょう。
z コンセントやスイッチに触れないでください。

(1) Correct use of liquefied propane (LP) gas
z When you purchase a gas appliance, you must confirm whether or not it is
specially designed for LP gas. (You cannot use an appliance designed for city gas.)
(2) Always confirm ignition and extinction with your own eyes.
z Be sure to confirm visually that the gas has ignited and that it is completely
extinguished at the end of use.
z Never place a flammable item near a gas appliance.
(3) Do not forget ventilation.
z When you use a gas appliance, you need to turn on the extractor fan or ventilate
the room by opening the window occasionally.
Note: Plenty of air is needed to burn LP gas. If ventilation is insufficient, oxygen will
be in short supply and the room will fill with exhaust gas. That will lead to
imperfect combustion and create a dangerous situation.
(4) Check the flame.
z Be sure that the gas is burning with a blue flame. A red flame means imperfect
combustion.
(5) If gas leaks
z If you smell gas, completely turn off every fire in the room.
z Open a door or window wide to allow effective ventilation to expel the gas.
Note: LP gas is heavier than air and so may gather near the floor. Please ensure this
area is well ventilated.
(6) If the gas-leak alarm rings
z Shut off the gas valves and appliance valves.
z Do not touch any electric outlets or switches. (This could cause sparks that may
ignite the gas, resulting in an explosion.)
Note: Never turn on a fan. Leave a running fan as it is.
Contact the LP gas dealer or the security agency, and do not use gas until an inspection
has been completed.

(1) TV
Terrestrial and satellite broadcasting are available. You need an antenna to receive TV
broadcasts. Some apartments have a receiving outlet in each room.
You have to pay the Japan Broadcasting Corporation (NHK) license fee if you have a
TV.
Terrestrial broadcasting and satellite broadcasting each has it own license fee. You have
to pay the license fee every other month, and you can choose to pay either by direct debit
from your bank account or in person to the bill collector.
〔Bilingual broadcasting〕
Most foreign films shown on TV are dubbed into Japanese, but some foreign films are
shown in a bilingual form. You can also enjoy some bilingual news broadcasts. Bilingual
versions are denoted by “二” on the program page of Japanese newspapers and by “B”
on the program page of English newspapers.
〔Digital terrestrial television〕
Digital terrestrial television is a new broadcasting system that can receive higher
quality image and voice data (without ghost images or interference) than the existing
analog broadcasting system. The existing analog broadcasting will end on July 24, 2011,
and only digital terrestrial television will be available thereafter.
(2) Radio
There are six AM stations and one FM station, and AFN (American Forces Network:

(3) Newspapers
National newspapers are widespread in Japan. Delivery agents are affiliated with
newspaper publishers. You can apply to a delivery agent for a subscription to your
favorite newspaper, and the paper will be delivered to your home every day.
Subscription fees vary, but will be between 2,000 yen and 4,000 yen per month. A bill
collector from the delivery agent will visit you every month.

でも支払うことができます。
（5）海外への送金
ほとんどの支店から海外へ送金することができますが，外国為替取扱店の指定
を受けた本支店以外は，外国為替取扱店経由になるので，少し日数がかかります。

several days to exchange foreign currency other than U.S. dollars even at an authorized
exchange. The following banks offer a reservation service, and you can obtain foreign
currency or traveler’s checks on a prearranged day.

(4) Direct debit utility payment
Electricity, gas, water, telephone, and the NHK license fee each has its own due date
every month.
You can make a contract to pay the above fees by direct debit, which means that the
payments are withdrawn from your account automatically on the due date. You can make
the same contract with the post office (Japan Post Bank). You can also pay the fees at
convenience stores.
(5) Overseas remittance
You can remit money to a foreign country from most banks, but it will take a few days
to remit money from an unauthorized bank because your remittance will be made via an
authorized bank.

Joban Line (JR)
Up-trains go in the Mito or Tokyo direction, and downtrains go in the Hitachi or
Iwaki direction. Local and limited expresses are available. You need a railway ticket

Buying a railway ticket
You can buy a railway ticket from the ticket sales window, a ticket vending

（3）タクシー
タクシーを利用するときは，次の方法があります。

（駅，空港，観光地，繁華街，病院などには，タク

（4）デマンドタクシー“あいのりくん”
デマンドタクシーは，タクシー車両を使った乗り合い型の村内移動サービスで
す。村内に限り，ご自宅や指定場所から目的地まで，電話予約などにより利用す
ることができます。利用料金は，1 回（片道）300 円です。
z 利用できるのは，村内在住の方です。利用するためには事前の利用登録が
必要です。
z 登録の方法は「利用登録票」に必要事項を記入し，役場政策推進課または
社会福祉協議会へ提出してください（郵送，ＦＡＸも可能です）。
z 「利用登録票」は，役場のほか村内の主な公共施設に置いてあります。
運行時間は，午前 8 時から午後 4 時 30 分まで

(3) Taxi
There are two ways of obtaining a taxi.
○Call a taxi by telephone.
○Take a taxi at the taxi terminal.
You can find taxi terminals outside stations, airports, sightseeing spots, hotels and
hospitals, and you have to wait in line.
The taxi driver will open the left rear door of the taxi for the customer.
You have to pay the basic fare and the fare for the distance traveled. There is a 20%
surcharge when traveling between 22:00 and 5:00.

(4) Taxi on demand “Ainori-kun”
Taxi on demand is like a bus service but using taxis that circle around the village. You
can use this service from your home or a designated point to the destination by reserving
it over the telephone. The condition is that both the departure point and the destination are
inside the village. The fare is 300 yen for one trip (one way).
z Only those who are living in the village are eligible for the service, and prior
registration is required to use this service.
z You have to fill in the “registration form for the service” and submit it to the
Policy Promotion Department of the municipality or social welfare council. (You
can register by mail or fax.)
z The “registration form” is available at the municipal office and major public
facilities in the village.
The service is available between 8:00 a.m. and 4:30 p.m.
You can make a reservation between 7:15 a.m. and 4:00 p.m., and you have to make a
reservation at least 30 minutes before you wish to use the service. You can apply for the
service up to two days in advance.
Note: The service is not available on Sundays, holidays, and from December 29 to
January 3.

(2) Obtaining a car
To own a car, you have to register it or change the name of the owner of the car, submit
a certificate showing that you have a parking space, take out insurance, and pay tax. You
need to have your car inspected periodically. An ordinary new car must be inspected for
the first time three years after being registered, and once every two years thereafter.

（5）高速道路
常磐自動車道東海スマート IC から水戸・東京方面に行くには上り線を，日立・
いわき方面に行くには下り線を利用します。
日本の高速道路は基本的に有料で，東海スマート IC は ETC 車載器を搭載して
いる普通車，軽自動車，自動二輪車のみ使用することができます（けん引車を除
く）。ETC 車載器を搭載していない場合には，常磐自動車道那珂 IC や常磐自動車
道日立南太田 IC，北関東自動車道（東水戸道路）ひたちなか IC などを利用し，
入口の発券機でチケットを受け取り，出口の有人料金所でそのチケットを見せて
料金を支払います。
使用する時間帯や距離によって割引があります。
※ ETC とは，高速道路料金を無線通信によって精算する自動料金収受システム

(5) Expressways
Those who wish to go to Mito or Tokyo should join the Joban Expressway in the
southbound direction at the Tokai Smart Interchange and those who wish to go to Hitachi
or Iwaki should head north.
There is a charge to use almost all of the expressways in Japan. The Tokai Smart
Interchange is available only to standard-sized cars, light cars and motorcycles (except for
tow cars) equipped with the ETC system, which is an automatic wireless system for
collecting expressway toll charges. Vehicles without the ETC system should take a ticket
at the vending machine at the entrance of the Naka Interchange or Hitachi-Minami-Ohta
Interchange of the Joban Expressway or Hitachinaka Interchange of the Kita-Kanto
Expressway (Higashi-Mito Road) and pay the fee while presenting the ticket at a manned
tollgate at the exit.
You may be offered a discount depending on the time and the distance traveled.

Home delivery is a very convenient way to send a package. You can send a package
from shops or convenience stores that display a home delivery sign. In addition, home
delivery companies offer a service where they pick up your package at your home. The
charge for the package depends on the weight, size, and distance to the destination. If you
wish to send perishable goods, cool home delivery is recommended because it can keep
the goods fresh. You can also rely on home delivery companies to send packages abroad
because they usually offer a home moving service.
These companies will compensate for the loss of the package or delayed delivery
within a stated limit.

高齢者や障がい者，また子育て支援を必要としている方を対象に協力会員が定額有

z 65 歳以上のひとり暮らしの高齢者や高齢者のみの世帯の方または障がい
者等で支援が必要な方が，ご利用できます。
z サービス内容は，食事の支度，衣類の洗濯，部屋の掃除，外出・通院の付
き添い，生活必需品の買い物，話し相手，産前産後の家事援助などです。

The members of this cooperative extend support to elderly people, disabled people, and
those who need daycare support including families with small children at a flat rate. You must
register in advance to use this service.
(1) Regional welfare support service “Heartful”
z This service is available for elderly people over 65 years of age who are living
alone or living only with other elderly people and disabled people who require
assistance.
z This service includes meal preparation, a laundry service, room cleaning,
assistance when going out or going to hospital, shopping for daily necessities,
conversation partner, and helping families with small children with household
chores before and after childbirth.
z This service is basically available from 8:00 a.m. to 5:00 p.m. (Excluding Sundays,
national holidays and year-end and New Year’s)
z The service charge is 500 yen per hour. (There is an additional charge between
5:00 p.m. and 8:00 a.m.)
(2) Daycare support service “Suku Suku (Healthy growth)”
z This service is available for those who are in need of daycare support.
z This service includes providing a child minder for a short period, accompanying a
child or a kindergartener on foot, and collective daycare during an event or
function.
z This service is available from 8:00 a.m. to 5:00 p.m.
z The service charge is 500 yen per hour. (600 yen per hour is charged outside
regular hours.)
(3) Transport service “Heart Road”
z This service is available for disabled people and for people covered by nursing
insurance who have difficulty in using public transport.
z This service is designed to help the above people go to hospital, go shopping, or
attend an event. (As a rule, this service only covers the village. However, welfare
vehicles can transport people to hospitals in neighboring municipalities.)
z This service is basically available from 9:00 a.m. to 5:00 p.m. (Excluding
Saturdays, Sundays, national holidays and year-end and New Year’s)
z The service charge is 500 yen per hour. (An additional charge is made for service
outside regular hours and for transport by a van with a lift.)

Japanese customs
z Business Cards [MEISHI]
In the Japanese business world, when meeting for the first time, people exchange
business cards as a way of introducing themselves. Exchanging business cards can be a very
convenient way to introduce yourself, even in usual daily life.
z Japanese-style houses [IE NO NAKA]
The entrances of most Japanese houses and apartments have a small area, set lower than
rest of the house, for removing one’s shoes before entering (GENKAN). Usually there are
slippers for guests to wear, but be sure to remove the slippers if you enter a room with
tatami mats.
z Guest seating order [OKYAKU WO MANEKU TOKI NO SEKIJI]
The honored seat (KAMIZA) is where the main guests sits. There is usually an alcove
(TOKONOMA) with a hanging scroll (KAKEJIKU) behind the kamiza. The seat is the
farthest place from the entrance in a position where the guest has a good view of the garden.
The lowest ranking seat (SHIMOZA) is close to the entrance or passageway. It is farthest
from the alcove and the person sitting here has his back to the window or entrance.

正月とは本来 1 月のことですが，今では 1 月 1 日から１

うになってきています。
日本人は正月を，新しい年を祝い一年の無事を祈る大切
な節目と考えています。年末に大掃除をして，正月用の飾
りや正月料理を準備します。1 月 1 日から 3 日までは休みの
ところが多く，初詣や東京方面へ帰る人達で鉄道や道路は
大変混雑します。

正月に初めて神社に参拝して 1 年の無事を祈ることを初

2 月 3 日または 4 日に行われる悪霊（鬼）払いの儀式。

3 月 3 日に行われる女の子のお祭り。雛人形を飾り，ひな

6 月中旬から 7 月後半にかけての約 1 ヶ月半は，雨の多い
梅雨
季節です。大雨になることはほとんどありませんが，晴れ
る日が少なく温度が高く湿気が多いので，カビが発生しや
すくなります。特に，タンスや押入れの中は発生しやすい
ので，防湿剤を入れておくと良いでしょう。食物にもカビ
が発生したり腐ったりしやすいので，注意してください。

“Shogatsu” originally meant “January”. Today, however, it is used to
mean the 3 days from January 1st to 3rd (which are also called
“Sanganichi”), or the first 7 days of the year (also called Matsu-no-uchi).
Japanese consider New Year’s Day to be a very important turning point.
We celebrate the coming year together, and pray for our happiness.
Shogatsu
Most companies are closed during the first 3 days of the new year.
Many people visit a shrine or temple to pray for a happy and peaceful
new year (called Hatsumode-the first visit of the year). Many people
also return to their hometowns, so the traffic is congested during these 3
days.

【Events in Tokai-mura】Tokai-mura New Year’s marathon
Setsubun is a festival that is held on February 3rd or 4th. Its purpose is to
chase away evil spirits. People throw beans while shouting, “Oni wa
Setsubun
soto, Fuku wa uchi”, or “Devils out, happiness in.” To celebrate, they
also eat the same number of beans as their age.
【Event in Tokai-mura】 Tokai-mura winter sports meeting
Hina-matsuri, literally Doll’s Festival, is a festival for girls that is
celebrated on March 3. On this day, families with girls wish their
daughters a successful and happy life. Special dolls, called Hina-ningyou,
Hinaare displayed in houses where there are daughters. To celebrate
matsuri
Hina-matsuri, people drink sweet sake and eat special cakes, such as
Hina-arare (a kind of rice cracker) and Hishimochi (a lozenge shaped
cake).
Japanese have a strong affection for cherry blossoms. In spring, Japanese
Hanami
get together with their colleagues or neighbors under the cherry trees and
enjoy viewing the cherry blossoms with food and sake (liquor).

We have several holidays in a row running from late April to early May.
This period is called “Golden Week”. As this is a comparatively long

The rainy season or “tsuyu” is from the middle of June through late July.

Christmas in Japan is celebrated as a family festival rather than a
Christmas religious event. Some Japanese decorate trees, eat cake and give presents
to children.
Omisoka, or New Year's eve, is celebrated on December 31. On this day,
many Japanese families eat toshi-koshi-soba (meaning "year-crossing

noodles"), a way of wishing for a long and happy life. Just before
midnight on New Year’s eve, bells called Joya-no-Kane are rung at
Omisoka
temples all around the country. The bells are struck 108 times in
succession, following the teachings of Buddha. It is believed that a
human being has 108 evil thoughts, and that the ringing of these bells
expels these thoughts.

東海村姉妹都市交流会館
東海村姉妹都市交流会館は，東海村とアメリカ合衆国アイダホフォールズ市と
の姉妹都市交流 20 周年を記念して，平成 13 年に国際交流活動の拠点施設として
建設されました。館内には会議室や自由に使用できるホールが設置されており，
会議や外国語会話教室や国際交流の行事などに使用されています。

洋式と和式のトイレがあります。和式トイレは，便器の上にしゃがんで用を足し
ます。トイレットペーパー以外の物を便器に捨てると詰まりますので注意してくだ
さい。
z 風呂（ふろ）
浴槽に入る前に，簡単に身体を洗い，浴槽の中では身体を洗いません。一人ひと
り浴槽の湯を替えることはしませんので，後から入る人のためにも湯を汚さないよ
うにしましょう。そしてお風呂の栓を抜いて湯を流さないでください。

The Tokai-mura Sister City Hall was built as a hub for international exchange activities
in 2001 on the 20th anniversary of the sister city agreement between Tokai-mura and
Idaho Falls City, in the U.S. The Hall includes conference rooms and multi-use spaces,
and is used for meetings, foreign language classes and international exchange events, etc.

There are two types of toilets in Japan, western style and Japanese style. When you use a
Japanese-style toilet, you squat. Please be sure never to drop any women’s sanitary items or
other objects into these toilets.
z Japanese bath [FURO]
When taking a Japanese bath, the water is not usually changed each time. To avoid
making the water dirty, please wash yourself before getting into the tub. Japanese baths are
used more for soaking the body than for cleaning it. This is true in public baths as well.

善交流を進めています。

The Tokai-mura International Center is home to the Tokai-mura Sister City Association
and the Tokai-mura International Association and promotes multicultural programs
including the sponsoring of international sister city exchange events and support for and
exchanges with foreigners living in Tokai-mura.

The Tokai-mura Sister City Association dispatches and welcomes alternately each
year groups of ordinary citizens and students to and from Idaho Falls City in the U.S. with
which Tokai-mura signed a sister city agreement. A total of about 850 people have visited
Tokai-mura and Idaho Falls City so far, promoting friendship between the citizens of
Idaho Falls and the villagers of Tokai-mura.
The Tokai-mura International Association undertakes activities involving exchanges

The “Counseling Center for Foreign Citizens” of Ibaraki Prefecture International
Association receives requests for counseling from foreign citizens on law, labor, marriage,
education, and other issues of daily life in English, Chinese, Portuguese, Thai, Tagalog,
Spanish, Korean and Indonesian. You can obtain counseling either by telephone or
interview, so please select the way you prefer. Counseling is free, and strictly confidential.
