損害防止サーキュラー No. 05‐10 Paris MOUPort State Control- New Inspection Regime Port state Control のParis MoUがEUに加入していないカナダ、クロアチア、アイスランド、ノルウェイ、ロシアを含む全メンバー27カ国において2011年1月1日から施行するNew Inspection Regime (NIR)に関して、Gardはメンバーや顧客に注意を喚起している。 The PSC Directive 2009/16/ECは2009年5月に欧州連合においてNIRを導入することを採択した。現存のPSCシステムに代わるNIRはrisk based targeting mechanismを備え、資格を満たす船舶や運航者に対して検査負荷を軽減する措置を図る一方で、リスクの高い船舶は詳細検査を多頻度に受けることになる。同時にPSC職員は、Paris MoUにおける専門的能力の平準化のための訓練を受けることとされている。それぞれの船舶に対してRisk Profileを作成するために、過去の検査や会社の評価、船籍国や船級による評価などの情報が、船型や船齢等のパラメーターとともに利用されるであろう。Paris MoU水域内にて運航する船舶につき、High Risk Ship (HRS)は5‐6カ月毎に、Standard Risk Ship(SRS)は10－12カ月毎、Low Risk Ship(LRS)は24－36カ月毎に検査されることとなる。新しいNew Ship Reporting Obligationsはすべての船舶に対して24時間前までの到着前通知を義務づけており、expanded inspectionの適用となる船舶においては72時間前にこれを行うよう要求している。国によっては実際の到着時間(ATA)及び実際の出航時間(ATD)を報告しなければならない。Expanded inspectionの対象とされる船舶はHigh Risk Profileのすべての船舶、客船、油槽船、船齢12年以上のガス・ケミカルタンカー及びばら積み船を含む。要求された通知の不履行は検査の対象に至る可能性があり、各国の機関による罰則を科せられることもある。現在のPSC regimeの下では船舶はParis MoUメンバー国内の港に入港することを禁じられることがある。しかし入港の拒否は所定の最短期間ですむこともあれば、永久のものとなることもあり得る。 For more information please contact Loss Prevention Manager Terje R.
