豪州連邦政府は、2020 年までに 2000 年比で 5 パーセントの温暖化ガスの排
出削減を行うことを国際的に公約し、その実現のため直接行動計画（Direct
Action Plan）を進めている。その一環として、排出削減を政府が最低価格で購
入する排出削減基金（ERF：25 億 5,000 万豪ドル）のプログラムに基づくオー
クションを 4 月 15 日に開始する。また、このオークション制度の積極的な活用
を促進するとともに、大口の温暖化ガス排出施設の排出を削減するため、
「保証
（safeguarding）
」制度を導入することとしている。政府は 3 月 26 日に当該「保
証」制度に関する審議文書(consultation paper)を発行し、4 月 27 日を期限と
したパブリック・コメントを行っている。
審議文書によれば、同制度の下では、二酸化炭素換算で年間 10 万トン以上の
排出を行う施設が、過去の実績に基づき定められた基準値を超えた排出を実際
に行う場合には、クレジットの取得等何らかの形でネットの排出量が基準値を
下回ることが義務づけられ、義務が履行されない場合には罰金の支払いが科さ
れることになる。

The Australian government is conducting the Direct Action Plan to implement
its international commitment to cut emissions to 5% below 2000 levels by
2020. The Emissions Reduction Fund (ERF) is the centerpiece of the Direct
Action Plan. The Fund, which is a $2.55 billion programme to purchase
emissions reductions at the lowest cost, will commence its first auction
on 15 April. In order to promote participation in the ERF as well as to
reduce emissions from facilities generating large-scale direct emissions,
implementation of a safeguard mechanism is planned. On 26 Mar a
consultation paper on the planned safeguard mechanism was released and the
government is currently seeking public feedback on the document’s
content.
According to the consultation paper, facilities with direct emissions
totaling more than 100,000 tonnes of CO2-e will be obliged to reduce their
emission, on a net basis, below a baseline, which will be determined based
on the past record of the relevant business. Those facilities will have
the option of using credits obtained under the ERF program. In cases where
an obligation remains unfulfilled, a civil penalty will be applied.
Rules will be finalised in late 2015 and the safeguard mechanism will
commence on 1 July 2016.
