１９６６年東京生まれ、北大法学部教授（国際政治、
ＥＵ論）。オックスフォード大学政治学博士。
ドロール委員長が作った欧州委員会内諮問機関「未来工房」で専門調査員として勤務した他、欧州大学院大学でブ
ローデル上級研究員、パリ政治学院・国立政治大学にて客員教授、東京大学などで非常勤講師を歴任。他にも、読売
新聞コラムニスト、外交フォーラム書評委員、
コミュニティ・ラジオ三角山ＦＭ「遠藤乾のフライデー・スピーカーズ」の
パーソナリティも務める。
『 統合の終焉―ＥＵの実像と論理 』
（ 岩波書店、2013年）で第15回読売・吉野作造賞受賞。英文著作にThe
Presidency of the European Commission under Jacques Delors: The Politics of Shared Leadership
(Macmillan/St Martin’

元欧州委員会委員として国内外で広く知られる。1995年から農業担当委員、加えて、1999年から2004年ま
では漁業政策も担当する。農業政策、農村開発、漁業政策の大規模改革において欧州における近代農業構想を実行
した。その最大の功績はアジェンダ2000、
リフォーム2003、そして最初の欧州漁業政策改革である。
献身的なヨーロッパ人として、欧州連合のさらなる発展に尽力し続ける。加盟国間の相互理解の重要性について
主張し、欧州連合とＥＵ市民が直面する問題に対し明確な意見を表明している。
「プロジェクトヨーロッパ」の成功の
鍵は弛まぬ対話にあると主張する。
The name of Franz Fischler became widely known both domestically and internationally and much respected, when he was an EU
commissioner. Between 1995 and 2004, the future of European agriculture was in his hands. From 1999 he also had responsibility
within the European Union for fisheries. He implemented his vision for modern agriculture in far-reaching reforms to European farming
policies, rural development and fisheries. His greatest successes were Agenda 2000, Reform 2003 and the first reform of European
fisheries policies.
As a committed European, he continues to devote his expertise to keeping the European Union on a successful course. He speaks in
favour of mutual understanding between member states and has for many years retained a clear idea of the problems and concerns
facing the Union and its citizens. In his view, a key element in the success of "Project Europe" is the continuing dialogue.
Ken Endo is Professor of International Politics, School of Law and Vice-Dean, Graduate School of Public Policy, Hokkaido University.
Having worked as Advisory Expert at the ‘Cellule de Prosepective’, the in-house think-tank of the European Commission, created by the
then President Jacques Delors, in 1992-3, Ken Endo obtained a D.Phil in Politics at St Antony's College, Oxford, in 1996. His publications
include The Presidency of the European Commission under Jacques Delors: The Politics of Shared Leadership (Macmillan/St. Martin’s,
1999), The Frontiers of Global Governance (Toshindo, 2008) and, more recently, The End of Integration – The really existing EU and its
implications (Iwanami, 2013). Professor Endo was a columnist at Yomiuri Shimbun and contributes to Asahi Shimbun, Chuo Koron, and
Toyo Keizai etc on a range of themes from TPP diplomacy through international standardization to territorial issues.

ボアジッチ(Boğazici)大学卒業。West European Politics,
Cooperation and Conflict, South European Society and Politics, Alternatives,International Relations および
Politique Europeenne に論文掲載。著書にConstructions of European Identity: Debates and Discourses on
Turkey and the EU (Palgrave, 2013年)がある。また、経済外交政策研究センター(EDAM)委員であり、

Senem Aydin-Düzgit is an Associate Professor and Jean Monnet Chair in the Department of International Relations at Istanbul Bilgi
University, Turkey. Her main research interests include EU enlargement, EU-Turkey relations, discourse studies, politics of identity and
democratization. She earned her PhD at Vrije Universiteit Brussels, her MSc at the London School of Economics and Political Science
and her BA at Bogazici University. Her articles have been published in West European Politics, Cooperation and Conflict, South
European Society and Politics, Alternatives,International Relations and Politique Europeenne. She is the author of Constructions of
European Identity: Debates and Discourses on Turkey and the EU (Palgrave, 2013). She is a board member of the Centre for Economics
and Foreign Policy Studies (EDAM), a member of the Carnegie Endowment Rising Democracies Network and a Senior Research Affiliate
of the Istanbul Policy Centre at Sabancı University. She also serves as the Associate Editor of South European Society and Politics and a
co-editor of Global Affairs.

専門はEUの政治過程、EU-トルコ関係、国際政治。1986年から1993年まで、駐日EU代表部に勤務。2005年
より、九州大学大学院法学研究院教授。2011年4月より、EUIJ九州代表。
Her main research interest is the decision-making procedures of the EU, the Turkey-EU relations, and international politics. She worked
at the EU Delegation in Tokyo from 1986 to 1993. From 2005, she is a professor at the Faculty of Law, Kyushu University, and became
Director of EUIJ-Kyushu in 2011.

イスティチョアイア=ブドゥラ大使は、2011年に前職のEU対外行動庁（EEAS）
アジア・太平洋本部長に就任する
までは、出身国ルーマニアの外交官として多くの在外公館での職を歴任。1992年4月から1996年8月までは、在
日ルーマニア大使館の副代表・公使参事官を務めたこともあり、
日本には慣れ親しんでいる。
日本の伝統芸術を好み、英語、中国語、
フランス語に堪能。日本とEUが、戦略的パートナーシップ協定と野心的で
包括的な自由貿易協定に向けた両方の交渉を、積極的に進めている重要な時期に、駐日EU代表部の舵取りの任に
付く。2014年10月31日着任。
A Romanian national, he has served in many diplomatic posts for his country before becoming Managing Director, Head of Asia and the
Pacific Department, in the EU's European External Action Service (its diplomatic service) in 2011. Japan is familiar terrain for him, after
his posting as Deputy Chief of Mission at the Embassy of Romania from April 1992 to August 1996.
A lover of Japanese traditional arts and fluent in English, Chinese and French in addition to his mother tongue, Ambassador
Isticioaia-Budura assumes the helm of the EU Delegation to Japan at an important time in EU-Japan relations, with both sides active in
parallel negotiations toward a strategic partnership agreement and an ambitious and comprehensive free trade agreement.
