～ウイーン市第９区アルザーグルンド だより ～
ウイーン市 のアルザから、２０１４年 １１月 にノルベルドご夫 妻 が TIFA を訪 問 されて、手
塚 記 念 館 などを見 学 されました。かって宝 塚 とアルザの高 校 生 たちが互 いに文 通 する
お世 話 を TIFA がしていた手 紙 の中 に、アルザの高 校 生 の一 人 がご夫 妻 のご長 男 がお
られました。ご子 息 の手 紙 を見 つけたノルベルドさんは大 感 激 して、彼 にお土 産 にと早
速コビーされました。現 在 、ノルベルド氏 は、アルザのグリーン党 のヘッドマスターとして
活 躍 中 の政 治 家 、夫 人 は池 坊 の先 生 。ご夫 妻 は年 に２度 は、来 日 されています。
Takarazuka ＆ Alsergrund

Last year, when my wife and I made plans to visit
the Kii peninsula for a two week trip in November,
I learned about Takarazuka. I have heard before
that Takarazuka and Alsergrund, the 9th district
of Vienna, are sister cities. However, I did not
know, that the relation between the two partners
have not been actively renewed for some time.
When I learned this from Mr. Prinz, an Austrian
artist who performs frequently at Takarazuka, I
wrote to TIFA (Takarazuka International
Friendship Association) to introduce myself.
I was really happy when this was followed up
by an official invitation for a visit on 1st
November 2014. As official representative of the
Alsergrund I gladly accepted this invitation.
To understand why I am definitely interested in
in a good and active sister-city-relation I try
to explain a little bit about myself. I come to
Japan since 1990 about two or three times every
year. At the beginning it was business which led
me to Japan. In this time I staid mainly in the
areas of Mito (Ibaaraki-ken) and Misawa
(Aomor-ken). With time I started to love Japan
and independently from this, my wife started to
teach Ikenobo-Ikebana. From 2005 we attached
more and more private vacations to my duty trips
and we started to explore every corner of our
favorite country.
I retired 2010 and since then we are coming to
Japan twice a year. We have started to learn
Japanese, learned about Japanese culture and at
home we even cook Japanese dishes frequently.
Since about three years I am now also politically
in a position, where I am involved in decisions
about relations to our sister-cities.
Before coming last year to Takarazuka I
prepared myself and learned about the history of
our sister-city contract. I realized that we are
already partners since 20 years now and that a
lot of activities already took place in the past.
There
were
visits
from
Takarazuka
representatives to Vienna, cultural exchanges
and letters have been written between school
classes from both sides. The Ward Museum of
Alsergrund always tried its best to make
Takarazuka known to the people living at the
Alsergrund and right now there exists a project
called “My Kyu Ku” (my ninths ward). which
establishes a walking tour through the
Alsergrund for Japanese tourists. All highlights
on the way will be labeled with signs in Japanese
language.
Knowing all this I looked optimistically
forward to my visit.
It was a nice Saturday morning when Higuchi san
and Fuke san from TIFA picked up my wife and me
from our hotel in Osaka and brought us to the TIFA
office. On the way we got the first impressions
of the nice landscape surrounding. Arriving in
the center of Takarazuka we realized how
different this city is from other places we have
seen so far in Japan. The nice atmosphere of this
town, located on the two sides of the Muko river,
between green hills, gave the impression of a
quiet and happy town where all people in the
streets know each other.
The “official” part of our visit started with
the attempt to analyze the present situation of
the relation of Takarazuka and Alsergrund and we
investigated some possibilities for future
cooperation and exchange of cultural activities.
This meeting was followed by an excellent lunch,
which I even now, five month later, makes my mouth
water.
The guided tour through Takarazuka in the
afternoon was especially nice. The nice view from
the bridge over the Muko river and then our visit
to the Osamu Tezuka Manga Museum. Unfortunately
there was not enough time to visit all of
Takarazukas cultural and natural highlights.
Close to the end of our tour we came along the
famous theater. Standing in front of it I had a
dream: Since the Alsergund is the home of the
second largest opera in Vienna, the Volksoper,
which is famous for its Musical productions; Why
not to play the Takarazuka Revue there one day?
When going home by Hankyu Railway to Osaka,
looking out of the train window, I decide that
I have to come back to see more of this beautiful
town and that I have to strengthen my efforts to
reestablish a lively relation between Takarazuka
and Alsergrund.
For the time being I cannot do more than offering
to all people from Takarazuka coming to Vienna
as tourists, that they can contact me, and I will
do my best to give them a guided tour through the
Alsergrund as thank for the nice day we spent in
Takarazuka.
I wrote these lines in my hotel room in Himeji.
Not far away from Takarazuka. From here I sent
my best regards to Takarazuka with the best
wishes for a fruitful future relation between
your city and your sister city Alsergrund.

去年、私達夫妻は、11 月に２週間紀伊半島を訪ねる
予定を立てた時、宝塚のことを知りました。以前から宝
塚市とアルザグルント(ウイーン市第９区)は姉妹都市で
あることは聞いていましたが、お互いの関係がここのと
ころ活発でないとは知りませんでした。
オーストリアの芸術家である Mr. Prinz（彼は宝塚市で
しばしば演奏会を開催しています）からそのことを聞い
た時、私は TIFA に自己紹介をかねて手紙を書きまし
た。
2014 年 11 月１日に正式の招待状を受け取った時、
本当に嬉しかったです。 (アルザの公式代表としてこ
の招待を受け取りました)
私が何故こんなすばらしい活発な姉妹都市の関係に
興味をもっているかを理解していただくために、少しば
かり自己紹介をしたいとおもいます。私は 1990 年以来
毎年のように日本にきています。はじめは仕事のため
でした。この時は主に茨城県の水戸か青森県の三沢
に滞在しました。時が経つにつれ日本が好きになり仕
事からはなれて、妻は池坊の生け花を教えるようになり
ました。2005 年から仕事の旅行というよりプライベイトな
休暇をとって、この国のあらゆるところを探検し始めまし
た。
2010 年に会社をリタイヤーして以来、１年に２回日本
にきています。私達は日本語や日本文化に親しんで、
国に帰れば日本料理さえも作ります。ここ３年前から、
政治の世界に入ってグリーン党員として活躍しておりま
す。だから姉妹都市関係についての問題に関心があ
るのです。
去年、宝塚に来る前に準備をしました。姉妹都市関
係の調印書をみました。わかったことは、20 年経過す
るうち、過去においてたくさんの活動がなされていたこ
とでした。宝塚市の代表の方々がたびたびウイーンを
訪問されて、たくさんの文化交流をしたり、両国の学校
の生徒たちの手紙のやり取りなどがありました。アルザ

ザ区内を歩くツアーです。
宝塚からの旅行者のため 途中のラベルは全部日本
語にするそうです。このことを全部知っていたので 宝
塚訪問を楽観的に考えて楽しみにしていました。
爽やかな土曜日の朝、樋口さんと福家さん（TIFA）が
大阪のホテルに私達を迎えに来られて、TIFA の事務
所に向かいました。最初の印象はあたりの景色のすば
らしさでした。宝塚市の中心に来て私達が今まで見て
きたのとは違っていると感じました。武庫川の両岸に位
置して、緑豊かな丘に囲まれこの街の雰囲気は静かで
幸せそうですべての人々がお互いに知り合っているよ
うにみえました。
私達の訪問の“ 正式 ”の部分は、宝塚市とアルザ
グルントとの姉妹都市関係の現状を分析して、これから
の協働態勢や文化交流の進め方についてどうしたらい
いか？ について話し合いがおこなわれました。 午
後の会合はすばらしいランチを頂きながら楽しくつづき
ました。あれから５ケ月たったいまでも 思い出すと涎
がでる位おいしかったのです。午後の宝塚ガイドツア
ーはすばらしかったです。武庫川にかかる橋からの眺
め、手塚治虫のマンガ記念館訪問もよかったです。宝
塚文化や自然の景色をもっと楽しむ時間の余裕がなく
て残念でしたが ツアーの終わりに私達は有名な劇場
の前にきました。その前に立って私は一つ大きな夢を
えがきました。アルザ区にはウイーンで第２番目に大き
なフオルクスオーパーというミュージカル発祥の劇場
があります。何時の日にか 宝塚レビューが公演してく
れる日がやってくるかしら？
大阪に帰る阪急電車に乗って外の景色を眺め 決心
を新たにしました。もう一度この美しい街にもどって、宝
塚市とアルザ区との活き活きとした関係の再構築に努
力せねばと思いました。ここしばらくの間はウイーンに
こられる宝塚市の人々に、若しも知らせてくだされば、
アルザ区内のツアーのガイドを一生懸命させていただ
く以上のことはできませんがー。宝塚で過ごしたすばら
しい日のお返しです。
今、この文章を姫路で書いています。宝塚からそん
なに離れていません。ここから、実りある宝塚市とウイ
ーン市第９区との関係がうまく深まりますよう祈っており
