Cave Audit

In 2002 the UK government commissioned Professor Martin Cave to carry out an “Independent
Review of Spectrum Management”. This review concentrated on the use of spectrum by
commercial services with only a cursory mention of Government spectrum holdings. Naturally
this raised questions about the need for an audit of Government spectrum holdings and in 2004
the Government commissioned Professor Martin Cave to undertake a second study “Independent
Audit of Public Sector Spectrum Holdings” which was completed in 2005 with a Government
response being publish in 2006.
The Power Point presentation below gives an overview of the audit and the progress made on
implementing it’s findings.
