The Player/ Team Permission to Play in Another State Form must be completed for each USYS~ State Association Soccer
Player/ Team that wishes to play in another state. The form is not valid until stamped and approved by the Releasing
and Gaining State Association Offices. Submittal of the completed form and Team Tournament Roster, will be processed
through the AYS Office. AYS will then submit the form to the Gaining State for approval.

AYS POLICY: INTERSTATE PLAY/TRANSFER/RELEASE
Players or teams wishing to play is a neighboring state may do so as long as they comply with the criteria set forth
below, complete the required "Player/ Team Permission to Play in Another State" form, and receive approval from the
two State Associations involved in the transfer.
This Policy and Agreement shall comply with USSF Policy 601-7-Residence Registration- Competition Participation (former rule
3018); and USYS Rule 20 I-Player Registration- Sections 1, 2, 3; and USYS Rule 203-0lympic Development Program Player
Tryouts-Sections 1, 2, 3.
Individual Player Seeking Release to Play in a Neighboring State
1. A player must register each seasonal year with the State Association of residence.
2. A youth player wishing to play in a neighboring state must receive written permission from the State Association
where the player - resides and the State Association -where the player wishes to play.
3. Player are released for one (1) Seasonal Year (September through August).
4. Player must be current in Home State Registration/Insurance/State's Fee. Home Affiliate Club will send form and
payment to the Home State Office.
5. The Accepting State shall-provide the Medical Program for the released player. A Guest Player will be covered by
Insurance with the Home State.
6. Once released, the player will be under the direction and administration of the Receiving State and its Affiliates for all
competition and procedures. A Guest Player while a Guest is under the same obligation.
7. A player may not be Released to play in more than one state at -the same time.
8. If the player applies to try-out for ODP in their Home State, or applies to be a Guest Player of a team in their State of
Registration, the player is Required to obtain a statement of clearance, from the Neighboring State, that they are in
good standing (all fees are current and they are under no penalties for misconduct).
9. A player released to play in a neighboring state may try-out for ODP in the State of Registration; with written
permission from the State Association of Residence and the Neighboring State Association the player can be granted
permission to tryout in the State to which the player was released.
10. A player cannot tryout in more than one state for ODP.
11. The player is responsible for all ODP fees of the State the player tries out with.
Teams Seeking Permission to Participate in League Play in a Neighboring State
1. The Team with the players/ coaches properly Registered in their State Association of Residence (all team Officials - must
have proper Credentials and Risk Management Acceptance (where applicable), may seek written permission to Play League
competition in a Neighboring State Association.
2. The Team that receives written Approval/ Permission from each participating State Association Office, may play
League Competition only in a Neighboring State.
3. A team released to Play League in a Neighboring State is under the Home State Association Administration for all
activities other than the League Play.
4. The Team released to play in a Neighboring State Association League will only be allowed to attend for the Dates
Indicated on the form, and to not exceed One Seasonal Year.
5. The Team must submit initial requests for Travel Papers to their Home State Association. The team must obtain and
supply a report from the Neighboring State Association stating the team/ players and officials are in good standing.
