JOB PROFILE JOB TITLE: DIRECTOR, TRIBUNAL SUPPORTS CLASSIFICATION: BUSINESS LEADERSHIP BUSINESS UNIT: DISPUTE RESOLUTION OFFICE POSITION # 00013269 BUSINESS AREA OVERVIEW The Dispute Resolution Office (DRO), Justice Services Branch focuses mainly on enhancing access to justice through justice transformation projects, including the development of user-focused alternatives to traditional court processes and the cutting of cost, complexity and delay. This will be achieved through a shift to userfocused early resolution models, including online services. The DRO is responsible for the successful implementation of the Tribunal Transformation Initiative (TTI). Tribunal transformation will make access to justice easier, faster and more affordable for all British Columbians by enabling user friendly, multi-channel access to administrative justice services in a way that enhances access, efficiency, effectiveness and fairness. Current initiatives include the implementation of the Civil Resolution Tribunal – Tribunal Transformation initiative, the streamlining of BC’s human rights services, and the implementation of a Public Legal Education and Information program. The TTI is developing technology and business capabilities specifically designed to benefit multiple tribunals. JOB OVERVIEW The Director, Tribunal Supports leads and directs the development, execution and evaluation of strategic projects associated with CRT-TT. In particular, the Director will play a critical role in achieving the savings identified in the CRT-TT business case. In particular, the person in this position will lead the work related to: tribunal clustering, including the co-location of tribunals to reduce tribunal facilities costs; implementation of a continuous improvement and new performance management structure between the Ministry of Justice and administrative tribunals; budget oversight and development, including the tracking and analysis of tribunal expenditures with a view to identifying overlap and duplication; tribunal appointments and human resource integration, including the implementation of a more streamlined and coordinated appointments process, as well as achieving cost savings through tribunal staff integration, and to ensure reliable program accountability. ACCOUNTABILITIES Required: Lead project teams to deliver major projects that involve overseeing sub-projects and/or multiple delivery components (e.g. training, workforce planning, leadership alignment) in accordance with project management standards. Develop and determines project goals, objectives, and outcomes to align with the direction of the organization. Recommends and implements procedures and processes to ensure prudent management of financial and human resources. Lead culture change and sector transformation efforts. Establish and deliver the change management and communication strategy, goals, thought leadership, governance, and quality assurance Plans and coordinates projects including providing direction to project teams, prepares project initiation documents, and determines business feasibility, project plans, schedules, time frames and availability of resources. Identifies opportunities to enhance services and/or reduce operational costs, evaluating and recommending acquisition of alternate processes. Provide advice to the Minister, Deputy Minister, Ministry Executive, senior government officials on project status. Determine the appropriate resourcing levels (e.g., staff, contractors, budget) to deliver the project. Identifies and secures project-specific resources or teams. Develops and maintains a broad range of stakeholder relationships to achieve project objectives. Advises ministry executive and management on issues, trends and best practices in performance management, planning and evaluation. Supervises staff including assignment of work, development and evaluation of performance plans, approval of leave, response to grievances and initiation of discipline processes. JOB REQUIREMENTS Degree in Business Administration, Public Administration, Law or a related area plus three (3) year related experience; or Diploma in a related area plus five (5) years related experience. An equivalent combination of education, experience and/or training may be considered. Ability to influence positive change through awareness, understanding, acceptance and engagement. Formal LEAN training, including having successfully completed certification for Lean Six Sigma Green Belt, and applicable experience leading multiple continuous process improvement and process redesign projects. Experience working directly with BC’s administrative tribunal sector. Experience managing relationships with senior level stakeholders, leading consultation sessions, working with multiple agencies and representing the ministry on cross-ministry teams. Ability to influence positive change through awareness, understanding, acceptance and engagement. Minimum three (3) years’ experience of strategic business planning with a proven record of aligning business operations with strategic goals, including establishing priorities, aligning resources with priorities, then delivering and reporting on outcomes.
