2. BACKGROUND AND JUSTIFICATION
The project will improve and develop the Farm Advising System (FAS) in Bulgaria. It will
contribute to successful implementation of CAP requirements about cross-compliance.
Cross-compliance introduces a link between granting of income support to farmers
and compliance of the beneficiary of direct aid support with specified requirements of
public interest (environment, food safety, animal health and welfare and good agricultural
and environmental conditions). Cross-compliance includes two types of standards: SMRs
(Statutory Management Requirements) and GAEC (the maintenance of land in good
agricultural and environmental conditions, as well the maintenance of the total permanent
pasture area).
In order to help farmers to meet the standards of modern, high-quality agriculture, it is
necessary that Member States continue to manage a comprehensive system offering advice
to farms in accordance to the rules and provisions of Regulation (EC) No 1782/2003. The
Farm Advisory System should help farmers to become more aware of funding
opportunities and on-farm processes relating to the environment, food safety, animal health
and welfare without affecting their obligation to comply with those standards.
The need from improvement and development of the agricultural advisory services through
establishing of FAS was outlined from the requirements of implementation of EU Council
Regulation (EC) No 73/2009, chapter 3, article 12, amending Council Regulation (EC) No
1782/2003 of 29 September 2003 establishing common rules for direct support schemes
under the common agricultural policy and establishing certain support schemes for farmers,
, according to which:

Member States shall operate a system of advising farmers on land and farm
management (hereinafter referred to as the ‘Farm Advisory System’) operated
by one or more designated authorities or by private bodies.

Member States may determine, in accordance with objective criteria, the
priority categories of farmer that have access to the farm advisory system.
-
By December 31 of 2010 at the latest, the Commission should receive a report
for the application of the Farm Advisory System.
The above mentioned Regulations allow the Member States to determine whether to serve
all farmers or to introduce other priorities - such as targeting farmers in environmental
sensitive zones, farms with high intrants (e.g. horticulture) or farms with high stocking
densities.

The completed FAS of a Member State should provide targeted support for preparation of
applications under the second pillar of the CAP, the implementation of cross-compliance
standards (at least SMR’s and GAEC), and other fields of advice according to local needs
and practices.
Article 124, point 6 of CR73/2009 clarified that “For Bulgaria and Romania, the
application of Articles 4, 5, 23, 24 and 25 shall be optional until 31 December 2011 insofar
as those provisions relate to statutory management requirements. As from 1 January 2012 a
farmer receiving payments under the single area payment scheme in those Member States
shall fulfil the statutory management requirements referred to in Annex II in accordance
with the following timetable:
(a) requirements referred to in Point A of Annex II shall apply from 1 January 2012;
(b) requirements referred to in Point B of Annex II shall apply from 1 January 2014;
(c) requirements referred to in Point C of Annex II shall apply from 1 January 2016
The recent FAS in Bulgaria is under supervisor and coordination of the Ministry of
Agriculture and Food, Science and Education Directorate and Rural Development
Directorate. Modern agricultural structures assume advisers possessing wide range of
knowledge about different topics. Advisers should upgrade their knowledge about new
requirements and regulations and public support schemes. On the other hand, the
development of advisory process needs to establish an integrated Farm Management
Information Systems (FMIS) in order to support real-time management decisions in
compliance with the related standards.
The Bulgarian Farm Advisory Services went through a considerable adjustment processes.
The recent concept for the farm advisory services in Bulgaria were completed in 1999 and
since then the structure has been in constant development until now. The existing structure
consists of two main parts as following:
I.
Consulting activities financed by public funding (100% costs covered by
state- through two main state support authorities – National Agricultural
Advisory Service and Agricultural Academy)
II.
Consulting activities financed by farmers (including pre-accession programs
and production-technology consulting).
The recent public funding covers only 20-25% from the total number of registered farmers
due to lack of sufficient funding and administrative capacity. The effectiveness of the use
of the public funds for consulting activities was criticized by farmers and their
organizations.
In Bulgaria FAS is not yet fully completed and it is based on National Agricultural
Advisory Service (NAAS). NAAS was established at the end of 1999 under an Act
regulating the activities of the National Centre for Agrarian Sciences. Actually the service
is functional since the end of 2000 in accordance with its Rules of Procedure regulating its
structure and activities [State Gazette 55 of 8.08.2000, as amended in 04.2002 and
07.2006]. NAAS is a legal entity funded by the state budget through the national budget
allocation to the Ministry of Agriculture and Food. During the establishment of the NAAS
was provided the technical and financial support under PHARE Project 9806-01-04 (2001),
implemented by ADAS Consulting LTD, England.
Except of NAAS and the Research Institutes which are at the framework of the
Agricultural Academy, the existing non-government farm advisory organization at the
moment (typical private consulting firms, professional associations, marketing division of

big vendor companies etc.) and other potential consultancy players are not supported in
term of strengthening of their professional skills. The latest may reflect of the
implementation of the CAP requirements.
In compliance with the Council Regulation (EC) No 73/2009 and the National Rural
Development Program the future development of the national FAS shall operate through
public and private consultants providing services of more that 50 000 registered farmers
mainly within the fields of the statutory management requirements listed in Annex II.
The developed Bulgarian FAS will continue to include in one system the above mentioned
two main consulting entities – public and private. In order to ensure the quality level of
farm advisory services there will still be carried out FAS – was foreseen preparation of a
list of private consultants, compliant to well defined set of criteria and as well as the regular
monitoring of private consultants, included into the future Registry of MAF. The listing of
private consultants shall be in compliance with the Bulgarian Law on Limiting
Administrative Regulation and Administrative Control on Economic Activities.
Sustainability of the project
Modern agricultural structures assume advisers possessing wide range of knowledge about
different topics. Agricultural advisers need the renewal of their knowledge about new
requirements and regulations and also support schemes. The awareness of regulations
concerning statutory management requirements or agricultural production may influence
farmers marketing ability and competitiveness.
Assuming of future responsibilities and tasks in field of FAS, the SE and RD Directorate of
MAF imposes the essential need of a comprehensive practical training for the staff of two
directorates and IAE which will be directly involved in future operation and evaluation of
future activities of FAS in field of statutory management requirements. The institutional
capacity-building presupposes to train SE and RD experts with the European practice in the
respective field through seminars, consultations, expert advice and recommendations,
establishment of FAS’ Coordination Centre at IAE, as well as drafting of relevant
procedures for training, assessment and evaluation of advisors activities.
The acquaintance with different national FAS systems resulting in different responsibilities
and tasks of the corresponding EU Member States’ competent authorities and making
proper recommendations for FAS development in Bulgaria will facilitate the establishment
of an effective practice in Bulgaria as well as an adequate administrative capacity.
The current project will finish the process of strengthening the FAS in Bulgaria and will
withdraw the framework for its future development. The future development and
improvement of FAS needs to be supported of consultancy and transfer of information
activities, through: preparation of self-assessment check lists; implementation of new
advisory methods; web support; e-learning; training for advisors. All this activities could be
manage from above mentioned FAS Coordination Centre (CC) with a system of long-term
training programs for all types of advisors in cooperation with the staff of Research
Institutes of Agricultural Academy and the Agriculture Universities, Agricultural Colleges
and Agricultural Vocational High Schools. The capacity of Agricultural Vocation High
Schools teachers can be incorporated at the future development of FAS as advisors and
trainers for different measures from NRDP. Information support of the FAS will be
devolved after finishing the organization design of the system which is the main gap at this
stage.

The future FAS development in Bulgaria shall be oriented in mixed FAS type. FAS
Coordination Center shall play important a role for supporting agricultural advisory
services. The objective of the monitoring and evaluation of the FAS activities is to assure
high quality advisory services for farmers.
Advisers who will be included in the list of compliant private consultants will receive
additional training and information to enhance the skills of advisers on primary of cross
compliance measures (SMR’s and GAEC) and others measures of NRDP. It could be
organised through seminars, conferences and training activities in classrooms or in the
field. Furthermore a guideline for future training to be given to agricultural advisors will be
prepared in the course of the project, as the main topic which will included electronically
and connected with each SMR’s as follow:
- Environment ( conservation of wild bird, protection of groundwater and water
from nitrates and dangerous substance, protection of soil from sewerage sludge
and conservation of natural habitants),
- Public health (general principles and requirements of food law food safety and
European Food safety Authority)
- Animal health (identification and registration of animals)
- Plant health ( placing of plant protection products)
- Notification of diseases (measures for control of some disease)
- Animal welfare( minimum standards for protection of calves, pigs and animal
kept for farming purposes)
Synergies between environmental-oriented advice and business-oriented advice should be
pursued in order to increase the farmer’s awareness of the importance of protecting natural
resources and public health in the long term. This should be promoted as a good strategy
for CAP implementation and sustainable farming.
The successful implementation of the project will facilitate to bring the competence of
MAF experts and to prepare the methodology for compliancy of private consultants,
monitoring and evaluation of agricultural advisors from the FAS who will assist farmers to
access EU funded rural development measures to the level of best European practices and
will contribute to effective fulfilment of CAP requirements in the related field.
3.
DESCRIPTION OF THE ASSIGNMENT
3.1
Beneficiary(ies)
The beneficiaries are Science and Education Directorate (SED), the Rural Development
Directorate (RDD) within the Ministry of Agriculture and Food and the Institute of
Agricultural Economics (IAE), Agricultural Academy, MAF.
3.1.1. Detailed description of the main beneficiary institutions
The Science and Education Directorate (SED) has the following main responsibilities
(according the State Gazette 76/2008). To assists the Minister of agriculture and food in the
carrying out the state policy in the field of science, the vocational education and training in
the agrarian sector. Coordination and control of the educational activities in agriculture,
forestry and food industry as well and the training activities for agricultural producers is the
next main tasks of SED.

SED is leading the co-ordination among the Academy of Agriculture, National Agricultural
Advisory Service (NAAS), and Universities preparing agricultural specialists. Currently the
total number of vocational agricultural high schools financed by МAF is 96. During the
2008/2009 at the schools within MAF structure are educating totally 25 000 students with
2 641 teachers.
The Rural Development Directorate (RDD) within the Ministry of Agriculture and Food
is the administrative unit acting as Managing Authority (MA) of the Bulgarian Rural
Development Program 2007-2013 in accordance with Article 74(2)(a) of Council
Regulation (EC) No 1698/2005. The analytical tasks of the MA at the level of
Axes/measures are performed by the three RDD Units: “Competitiveness of the
Agricultural and Forestry Sector Unit”; “Аgri-environment and Less Favoured Areas Unit”
and “Rural Areas and Local Initiatives Unit (incl. the Leader Office)”. The last RDD’s unit
is dealing with programming, co-ordination, monitoring and evaluation of National Rural
Development and Development Plan (NRDP) and technical Assistance, SFC 2007 and IT
support, reporting, financial issues.
The above structure of the MA was elaborated and its administrative capacity strengthened
as a result of a PHARE Twining project with the Austrian and Italian Ministries of
Agriculture “Preparation of the Bulgarian Ministry of Agriculture and Foods to implement
the Second Pillar of the EU Common Agricultural Policy – Rural Development”
BG04/IB/AG/01, September 2005 – September 2007.
The Institute of Agricultural Economics (IAE) is a state research organization. Currently
there are 50 researchers and technical assistance staff permanently working at the IAE.
Actually the IAE is into the structures of Agriculture Academy within MAF. IAE is a
national centre specialized in agrarian and rural economics research in Bulgaria. Researches
and analyses of the Institute cover all major aspects of Agrarian, Rural and Food Economics
and Policies: agrarian and rural development policies; food security; restructuring and
modernization of farms and food industry; trade regime, prices, markets, and competitiveness
of agrarian and food products; land market and management; agrarian and rural finance;
organization and management of labour and production; organization of agrarian research
and innovations; setting up farm advisory system etc. The Institute has been also involved in
successful institutional building projects. It designed and set up in its structure a System of
Agro-market Information, and Agro-business Centre. Both have been very efficient and had
further development – the first on them as an independent national-wide network while the
second one as an important part of the newly established National Agricultural Advisory
Service. Also the researchers from the IAE have been actively involved as a lectors and
experts in the process of establishment and development of National Agricultural Advisory
Service.
3.1.2 The context in the beneficiary country (BC) and linked activities
The recent Farm advisory service at Bulgaria start with establishment of NAAS at the end
of 1999 under an Act regulating the activities of the National Center for Agrarian Sciences.
Actually the service is functional since the end of 2000 in accordance with the its Rules of
Procedure regulating its structure and activities [State Gazette 55 of 8.08.2000, as amended

in 04.2002 and 07.2006]. NAAS is a legal entity funded by the state budget through the
national budget allocation to the Ministry of Agriculture and Food.
NAAS is the MAF structure specialized in the provision of advisory services to Bulgarian
farmers, covering broad range of issues and providing the consultancy free of charge.
NAAS is a centralized state agency whose management develops and defines the service
policy in accordance with the priorities of MAF and the existing regulations and
programming documents. The overall management of the regional offices (RAAS) in all
aspects of extension activities, including financial and operational management, is
conducted in a “top-down” approach. RAASs cooperate with the regional directorates of
MAF, the regional units of State Fund “Agriculture”, local authorities and administration.
During the establishment of the NAAS was provided the technical and financial support
under PHARE Project 9806-01-04 (2001), implemented by ADAS Consulting LTD,
England.
In addition during passed period (2001-2008) was completed different projects and
programmes which increase of the NAAS capacity as follow:
1. “Training of NAAS Experts and Farmers on Questions, related to CAP and Moderation
Skills” – funded from InWent, Germany
2. “Strengthening the System of Control of Quality of fresh Fruits and Vegetables
according to the EU Legislation” - funded from The Netherlands’ government
3. “Capacity Building for Sustainable Delivery of Agribusiness Advice to Market-oriented
Farmers” -funded from FAO
4. “Use of High-quality Seedlings – a Basis for Successfully Fruit – and Wine Growing,
according to EU Requirements” - funded from FAMAD
5. “Teams on Wheels in Rural Regions” – funded from UNDP
6. “Strengthening the NAAS Capacity of Preparation of Bulgarian Agrarian Sector during
EU Accession Period and Execution of Direct Payments” – funded from The Netherlands’
Government
7. “Capacity Building for Sustainable Land Management in Bulgaria” - funded from UNDP
8. “Strengthening the NAAS Capacity of Implementation of Good Agricultural Practices
for Storage and Application of Manure and Organic Waste in Bulgarian Farms” –- funded

The advisory activities of NAAS experts, with the start of Rural Development Programme
2007-2013 in 2008, are focused on 4 measures of RDP as NAAS is the sole beneficiary
under Measure 143 “Provision of Farm Advisory and Extension Services in Bulgaria and
Romania (2007-2009)” of the Rural Development Programme 2007-2013.
Now days NAAS is providing full set of advisory services free of charge for 4 principal
measures of RDP:
 Measure 141 „Supporting Semi-Subsistence Farms Undergoing Restructuring”
 Measure 112 „Setting up of young farmers”
 Measure 142 „Setting up producer groups”
 Measure 214 „Аgri-environmental payments ”
Priority in the activities of NAAS is the small and medium size farms (with economic size
up to 12 ESU). Тhese farms have limited resources, lack of access to external capital and
managerial skills. In most cases advice is given on different technological issues
concerning plant growing and animal breading, possibilities for financing their activities

from national and European funds, requirements and deadlines to apply for direct
payments, how to keep accountancy of the farm, terms and conditions for applying GAEC
standards, etc.
The future Measure 114 „Use by farmers and forestry holders of advisory services (years
2010-2013) will be introduced at a later stage, after a change to the RDP to introduce the
relevant measure details in line with the procedure in Article 6 (c) of Commission
Regulation (EC) No 1974/2006. The Objective of the Measure will be to allow farmers and
forest holders to improve the sustainable management of their holdings. At least, the use of
farm advisory services as provided in Regulation 73/2009 should help farmers to assess the
performance of their agricultural holdings and identify improvements with regard to:
a) the statutory management requirements and the good agricultural and
environmental conditions provided for in Articles 5 and 6 and in Annexes II and IІІ
to Regulation 73/2009
b) to Community standards relating to occupational safety.
In the light of the commitments undertaken by the Republic of Bulgaria as a new EU
Member State it is necessary to promote harmonized implementation of the Regulation
CR73/2009 and a common approach to enforcement practice. Due to the latter a project
supported by the European Commission is currently under way which allows Member
States to work out common plans for implementation, possibilities to exchange information
and to develop harmonized and more effective solutions.
The objective of the monitoring and evaluation is to provide a high quality advice service.
During the course of the monitoring and evaluation, the monitoring committee (members
from interest groups: farmers unions, producers unions, rural advisers association,
Agricultural Academy, MAF) will evaluate the advisory capacity and skills of agricultural
advisers.
Assuming of new responsibilities and tasks the SE and RD Directorate of MAF imposes
the crucial need of a comprehensive practical training for the staff of directorates and IAE
which will be directly involved in future operation and control of FAS. The institutional
capacity-building presupposes introducing experts with European practice in the respective
field through seminars, consultations, expert advice and recommendations, establishment
of FAS’ Coordination Center at IAE, as well as drafting of relevant procedures for
accreditation, training assessment and control of advisors.
To ensure the FAS improvement the MAF by its Science and Education Directorate and
Rural Development Directorate, needs to receive twining partner’s expertise for the
following activities:
• Registration for entering the system
• Monitoring and evaluation, to prove knowledge
• Training of advisors
• Support of special knowledge, transfer of science and research (FMIS)
3.1.3 The proposed methodology for implementing the intended reform

The project is focused on future successful development of the Farm advisory system at
Bulgaria with regard to support monitoring and evaluation regulations demand a specific
knowledge in the field of the consultancy, the advising methodology and the regulations
and assessment order.
The project purpose is intended to be achieved through several trainings in the BC,
examination of the current Bulgarian legislation in agricultural advising system by MS
experts, organization of two seminars for different stakeholders, two experts advices,
workshop and a study visit of Bulgarian experts in the MS implementing the project.
3.1.4 Steering Committee.
In order to control the project progress and results a Steering Committee of the project shall
be established. The Steering Committee meetings shall be held on a quarterly basis during
the project implementation as follows:
 Kick-off Meeting at the project’s start.
 Steering Committee during the 3rd month of implementation to discuss and
approve the start-up report.
 Final Steering Committee to discuss and approve the final report.
The Steering Committee will consist of the institutions and bodies involved in the
implementation of the project: CFCU, MEUFD, PIU, SFA-PA and the Twinning light
Partner. Close contact will be kept to the CFCU throughout the whole project in order to
ensure the correct TF procedures and to guarantee the smooth functioning of the project.
The CFCU (Ministry of Finance) will be the Contracting Authority responsible for
tendering, contracting, payments and financial reporting and will work with close cooperation with the beneficiary. The acting PAO of the project is Mrs. Tania Georgieva,

3.3
Requested services / nature of activities
In order to achieve the Project Results, the following activities are envisaged:
A.1. Preparation and carrying out of 5 days seminar for EU practices on developing,
implementing, monitoring and evaluating of the Farm Advisory System
(5 days mission of 2 STE)
A.2. Review of the Bulgarian legislation and practice related to monitoring and
evaluation of the operators in FAS. Analyse of the future tasks and responsibilities of
“SED” and “RDD” Directorate and IAE related to listing of compliant private consultants,
monitoring and evaluation of farm advisory activities of the authorities and bodies selected

to provide advisory services to farmers. Preparing the analysis of the capacity of existing
agricultural vocational high schools teachers for participation at FAS. Elaboration of
criteria for listing of compliant private consultants. Survey of future FAS players.
(5 days mission of 3 STE)
A. 3. Study visit of 5 Bulgarian experts at twining partner country for 5 days. The
study visit aims to give a right idea of FAS and its framework and regulations.
(5 days mission of 5 BG experts)
A.4. Workshop of 20 (twenty) experts of SE Directorate, RD Directorate and IAE
in carrying out listing of compliant private consultants and assessment of FAS and carrying
out training activities of agricultural advisors.

operation of the future FAS Coordination Centre. (workshop and expert advice)

The project will be implemented through a Twinning Light Contract estimated at 101 000
euro. National co-financing up to 10% of the Transition facility budget will be provided, in
addition to the amount, by the National Fund Directorate at the Ministry of Finance.
3.4
Mandatory result and benchmarks
The project foresees to produce the following mandatory results:
R.1. Defined necessary advisory qualifications for provision of farm advisory
service
R.2. Drafted proposal for legislative amendments to the current national legislation
in the field of monitoring and evaluation of agricultural advisory system
R.3. Drafted guidelines on alignment of national practice in the field of developing,
implementing, monitoring and evaluating of the Farm Advisory System. (if necessary a
recommendation will be made for inclusion of agricultural vocational high schools teachers
as FAS operators)
R.4. Twenty people trained from “SE” and “RD” Directorates and IAE in carrying
out the listing of compliant private consultants, the evaluation and the training of
agricultural advisors
R.5. Developed procedures and rules for establishing and operation of the future
FAS Coordination Centre at IAE
R.6. More than five hundred agricultural advisors and stakeholders acquitted with
the project results.
4. EXPERTS PROFILE
The Member State institution shall provide a team of experts all having at least 5 years of
relevant professional experience, including:

Project Leader – an expert from an EU Member State competent authority which is
responsible for agricultural advising system and CAP implementation and possessing
experience in the respective field;

Experts having in-depth knowledge of CR 73/2009 and its implementation; on technical
training of persons who perform agricultural advising; having experience in monitoring
and evaluation accreditation of the private agricultural advisors and knowledge on
Farm Advisory System in Framework of implementation of CAP of EU.
All experts shall provide sufficient evidence for relevant expertise, good organizational and
leadership skills, be good communicators, team work facilitators and have a good
command of the English language.
The interested Member State institution shall include in its proposal the CV of a designated
Project Leader responsible for overall activity co-ordination and project management and
the CVs for the proposed experts relevant to the specific tasks and references where
appropriate/required.
The working languages will be English and Bulgarian.
The interested Member State institution shall include in its proposal the necessary budget
for translation of the relevant documentation and interpretation needed during the foreseen
events (all workshops and training activities).
5. LOCATION AND DURATION
Starting date 1:
Expected date of commencement is January 2010 (the date is provisional).
5.1
Finishing date of the assignment
Expected date of project completion is June 2010 (the date is provisional depending on the
exact starting day, but not later than 9 months after the signing of the contract). Six (6)
months are envisaged for project implementation activities and one (1) month for
administrative-related issues.
5.3
Schedule and number of units (man-days) for the assignment (per expert if possible)
An indicative estimation of the experts’ man-days needed for the implementation of the
foreseen activities is the following:

6. REPORTING
6.1
Content, official language, format and number of reports
The twinning partners shall submit the following reports:

A jointly drafted start-up report covering the first two months of the contract and
submitted during the third month.

A jointly drafted final report describing the project implementation, including
detailed information on the results achieved, follow-up recommendations and any
necessary corrective actions.
Reports will follow the templates of Annex C4 of the Common Twinning Manual
In addition to these formal reporting stages, the twinning partners are obliged to
inform in writing the Contracting Authority and the Monitoring bodies, as well as
the direct beneficiaries of the action of any critical aspects or conditions of project
implementation.

All reports must be produced in English and Bulgarian languages in electronic and
hard copy. These reports shall be signed by both project leaders.
Each report must be presented in electronic format one week prior to the Steering
Committee meetings (see below) and 5 hard copy to the following addresses:

6.2
Translation & interpretation needs
The working language shall be English and Bulgarian.
The interested Member State institution shall include in their proposal the necessary budget
for translation of the relevant documentation and interpretation needed.
6.3
Date of submission
The start-up report will be submitted in the third month after the signing of the contract and
the final report – within the legal duration of the project.
