Metung Yacht Racing Club SAILING INSTRUCTIONS Sailing Season 2013 – 2014 The Organising Authority is Metung Yacht Racing Club Inc 1 RULES 1.1 The racing will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016. 1.2 T he Prescriptions and Special Regulations of Yachting Australia will apply. 1.3 The Handicap Systems as described in MYRC Handicap Rules 2013/2014 will apply 1.4 Class rules will apply where boats are racing as a class. 1.5 Boats sailing to class rules shall display the correct sail numbers as recorded on their class register. 2 SAFETY REQUIREMENTS 2.1 The safety category for all races except the Storm Point race is Cat 7, modified as follows: 2.2 All crew shall wear a PFD 1 or PFD2 at all times whilst afloat. This changes rule 1.2 and YA Special Regulation Part 1, 5.01.1(e) 2.3 All boats shall carry a VHF radio and keep a listening watch on VHF 72 at all times whilst afloat. This changes YA Special Regulation Part 1, 3.25.2 2.4 In addition to the above requirements, navigation lights, as set out in Special Regulation 3.23.2 and 3.23.3, either a permanent installation or a non-permanent type as set out in 3.23.4, shall be carried for the Storm Point race. 2.5 (a) (b) Race Entry/Sign On / Sign Off Club Start. Boats shall enter the race and sign on before going to the racing area by completing the appropriate fields on the form available at the clubhouse. Boats shall sign off after returning to their moorings or to shore by completing the appropriate fields on the form available at the clubhouse. Boat Start. Boats shall enter the race and sign on before going to the racing area by completing the appropriate fields on the form available at the clubhouse. Boats shall sign on by passing the stern of the race committee vessel on starboard tack, hailing their sail number, and receiving an acknowledgement from the race committee. Boats shall sign off after returning to their moorings or to shore by completing the appropriate fields on the form available at the clubhouse. 2.6 A boat that retires from a race shall notify the race committee as soon as possible. 3 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board which is the board on the northern V2 – 24.09.13 Page 1 wall of the upstairs section of the clubhouse. V2 – 24.09.13 Page 2 Metung Yacht Racing Club - Sailing Instructions 2013-2014 4 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 one week before it will take effect. 5 5.1 SIGNALS MADE ASHORE Signals made ashore will be displayed from the signal mast in front of the club house 5.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP. 6 SCHEDULE OF RACES The schedule of races is as set out in the Notice of Race for each event or series conducted during the season. 7 CLASS FLAGS Division 1 Division 2 (Classic Wooden Boats) Etchells Dragons Code Flag V Code Flag G Red Etchells insignia on white background Dragon insignia on white background 8 RACING AREAS Attachment A shows the location of racing areas which include Bancroft Bay, Reeve Channel, Lake King, McMillan Strait, and Lake Victoria as far as Loch Sport (not shown) 9 THE COURSES The diagrams in Attachment B show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 10 10.1 MARKS Marks 1,2 and 3 will be orange cylindrical inflatable buoys labelled A,B and C in alphabetical order. 10.2 The starting and finishing marks (mark 4 for some courses) will be a yellow conical Port Authority speed restriction buoy. 10.3 The following navigation marks are marks of various courses (Lat and Long are approx) 11 11.1 Point King Light – Raymond Island 370 53’.0 S 1470 46’.5 E Fort King Light – Raymond Island 370 53’.8 S 1470 44’.2 E Montague Point Light – Raymond Island 370 55’.5 S 1470 43’.2 E Harrington Point Light – Raymond Island 370 55’.8 S 1470 44’.0 E Carstairs Bank Light – Lake Victoria 370 55’.5 S 1470 45’.5 E AREAS THAT ARE OBSTRUCTIONS Navigation marks such as channel marks, isolated danger marks and cardinal marks, are designated obstructions and shall be left on the side indicated by their navigational meaning, whether they are V2 – 24.09.13 Page 3 Metung Yacht Racing Club - Sailing Instructions 2013-2014 11.2 included in the course description or not. The shoal ground or danger that they mark is also designated as an obstruction. Particular attention is drawn to shoal ground at the western end of Flannigan Is including the waters south of Flannigan Is and Pelican Is, shoal ground off Luderick Point, shoal ground at Carstairs Bank and adjacent waters between Sperm Whale Head and Woolaston Bay / Round Head and shoal ground along the north shore of Raymond Is between Fort King Lt and Point King Lt. 12 12.1 THE START Races may be started from the Metung Yacht Club clubhouse – ‘Club Starts’ – or from a race committee boat – ‘Boat Starts’. 12.2 (a) Club Starts Races will be started by using rule 26 except that the visual signals will be made with coloured lights on the club house as follows. (c) The starting line will be between a staff displaying an orange flag on the marina opposite the club house and the starting mark to the east. Boat Starts: Races will be started by using rule 26. The starting line will be between a staff displaying an orange flag on the race committee boat at the starboard end and the port-end starting mark. 12.3 (a) (b) (c) No later than the warning signal, the race committee signal boat may display the approximate compass bearing of the first leg. (d) After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed. 12.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5. 12 12.1 CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position. The shorten course signal may also be broadcast on VHF channel 72. For Division 2 (Classic Wooden Boats) the shorten course signal will only be broadcast on VHF Channel 72. Boats not finishing within 20 minutes after the shorten course signal is made, will be scored DNF. This changes rules 32, 35 and Race Signals 14 14.1 THE FINISH Club Finish 14.2 14.3 The finishing line will be between the window at the north east corner of the club house and the start / finish mark. Boat finish The finishing line will be between a staff displaying an orange flag on the race committee boat and the port end finishing mark. Where the course has been shortened at a mark, the finishing line will be between a staff displaying an orange flag on the race committee boat and the mark. 15 PENALTY SYSTEM 15.1 For Division 1, rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty, except that the penalty for an infringement that occurs within the zone at a mark is unchanged. 15.2 For Division 2 (Classic Wooden Boats), rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 16 TIME LIMITS AND TARGET TIMES 16.1 Time limits are as follows: (a) Courses 7 to 10 nm: Time Limit: 3 hours (b) Courses 10 to 12 nm: Time limit: 4 hours (c) 16.2 Courses greater than 12 nm: Sunset Boats failing to finish within the time limit or 60 minutes after the first boat sails the course and finishes, whichever is the longer, will be scored DNF without a hearing. For races greater than 12nm, boats failing to finish before sunset will be scored DNF without a hearing. This changes rules 35, A4 and A5. 17 17.1 PROTESTS AND REQUESTS FOR REDRESS Protest forms are available at the bar. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. V2 – 24.09.13 Page 4 Metung Yacht Racing Club - Sailing Instructions 2013-2014 17.2 For each class, the protest time limit is 90 minutes after the last boat has finished the last race of the day. 17.3 Breaches of instructions 18, 19, 20 and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI. 18 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the eligibility criteria in the Notice of Race and these Sailing Instructions. Boats not complying will be subject to protest by the Race Committee. The penalty for non-compliance may be less than disqualification at the discretion of the jury. 19 TRASH DISPOSAL Boats shall not put trash in the water. Trash shall be brought ashore and disposed of in the bins provided. Minor items may be placed aboard support and race committee boats. 20 20.1 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Boats shall keep a listening watch on VHF channel 72 for communications from the Race Committee. 20.2 21 PRIZES Prizes will be given as described in the Notice of Race for the respective series. 22 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the races. 23 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10,000,000 per event.
