NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle. In accordance with government policy the program is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities. Key Responsibilities: Management of the unit staff and their activities, and development of quarterly work plan for the unit. Prepare necessary documentation for Procurement of services in accordance with the procurement guidelines of the World Bank and the procurement regulations of the government of Afghanistan; Prepare procurement documents such as EOIs, RFPs, Technical and Financial Evaluation Reports and Draft Contracts. Facilitate the procurement of consultancy packages under the project in consultation with the Deputy Head of the Department and ensure that all procurement are in accordance with the World Bank guidelines Assist in opening and evaluating offers; Prepare Purchase Orders, Contracts, Long Term Agreements on their Amendments; Maintain records on the procurement process to ensure full transparency and accountability; Draft all correspondence related to procurement matters including insurance claims; Manage the Unit staff and prepare reports and monitor expenditures as appropriate; Respond to routine queries from the Ministry of Rural Rehabilitation and Development, the NSP HQ Departments, Regional Offices, vendors and from other stakeholders regarding procurement matters; Maintain working files on all procurement activities; Ensure optimal unitization and cost - savings through timely and accurate procurement; Coach and/or act as mentor to other junior colleagues, sharing knowledge in procurement services; Communicating with the World Bank on getting no objection for various documents whenever required. Direct work experience in procurement with the United Nations, World Bank, Ministry of Finance, etc would be a distinct advantage. Theoretical knowledge of internationally recognized procurement standards; good understanding of procurement techniques and practices used in the private sector and knowledge of market trends and sources of supply and equipment; experience in procurement/contract execution and administration; good understanding of internal procurement policies, practices and procedures; proven analytical skills, including ability to research and analyze data and develop recommendations on procurement contracts awards and related issues; ability to obtain information, clarification and agreement on terms of contracts and/or specification requirements; demonstrated ability to apply good judgment in the context of assignments given. Ability to plan own work and manage conflicting priorities. Ability to manage staff and contribute to the skills and capacity building Good communication (spoken and written) skills, including ability to explain and present procurement-related information/requirements and prepare written documents/communications in a clear, concise style. Fluency in English in speech, writing and comprehension to the extent of easy comprehension of World Bank procurement documents. Working knowledge of Dari and/or Pashtu will be an asset. Easy working familiarity with Microsoft Word and Excel. Sufficient speed with the computer keyboard typing in English. Internet applications; familiarity with database management desirable. Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
