throughoutVolume2toassistthereadertosynthesisetheinformationpresentedand
tohighlight,ataglance,theareasofrelativesuccessthroughtosignificantchallenges.
Theratingofeachelementisbasedonanumberoffactors,includingtrendsovertime
andcomparisonswithinoroutsidetheDistrict.Inmanycases,theapplicationofa
summarytrafficlightratingiscomplex,forexample:
