Communities Facilities Capital Grant Scheme

The Department of Housing, Planning, Community and Local Government operates a
Communities Facilities Capital Grant Scheme through the Local Community Development
Committees in order to support community participation and involvement. Under the
scheme community and voluntary groups may apply for grants for capital projects which
benefit the local community.
The Scheme will offer grants up to a maximum of €1,000 per project.
Applications are now being invited for funding under this Scheme and Forms are available at
http://www.sligococo.ie/Grants/CommunitiesFacilitiesCapitalGrantScheme/
Closing date for applications form is Friday 30th June 2017 at 4pm
Applications should relate to at least one key target group and thematic area in order to be
eligible for consideration.
Target groups and thematic areas:

Youth
Older people
Immigrants
Refugees
Travellers
Ex-prisoners and families of prisoners/ex-prisoners
Projects promoting cultural activity
Projects promoting equality
Community development projects
Projects promoting integration
Projects which are part of the Creative Ireland 2017-2022 initiative
The scheme will run initially from July 2017 - December 2017 and is focused on providing
small-scale capital grants to help grass roots community projects get underway or take the
next step towards completion.
The Scheme is being administered by the Local Community Development Committees (LCDCs)
along with the Municipal Districts under the remit of the Local Authorities (LAs) on behalf of
the Department. The LCDCs will be responsible for targeting and allocating funding as they

are ideally placed to identify the applications which most suitably address the Scheme's target
groups and issues in each LA administrative area.
The aim of the Scheme is to enhance communities, address disadvantage and improve social
cohesion at a local level by providing access to small-scale capital grants. It will operate in a
complementary manner with other schemes or programmes being operated in communities,
including in particular, the SICAP (Social Inclusion and Community Activation Programme), a
recast RAPID (Revitalising Areas by Planning, Investment and Development) and CLÁR
(Ceantair Laga Árd Riachtanais) Programmes, adding value to those and other front-line
schemes. It will also seek to address some of the difficulties local community groups face in
terms of accessing very often small scale levels of funding to match their own fundraising
efforts, in order to get community projects off the ground.
LA21 Environmental Partnership Fund
The 2017 Local Agenda 21 Environmental Partnership Fund is now open for applications
Do you have a project or initiative that could help to increase awareness of environmental
issues locally, or that could help your community to become more sustainable?
If so, you may qualify for financial assistance from the Local Agenda 21 (LA21)
Environmental Partnership Fund 2017. This Fund promotes sustainable development by
assisting small scale, non-profit environmental projects at local level.
Does Your Project Qualify?
Projects should focus on environmental awareness and actions which complement national
environmental policies such as those on waste, biodiversity, water conservation and climate
change.
A wide variety of projects and schemes have been supported under the Fund in previous
years, including community gardens and allotments, compost schemes, rainwater
harvesting, biodiversity projects, waste reduction initiatives, educational initiatives and

The Thank You Fund in 2017
Set up in 2011 to mark Coke's 125th anniversary, the Thank You Fund has already awarded
€755,000 to 56 non-profit organisations in the Irish Republic and Northern Ireland.
Over the years, the Coca-Cola Thank You Fund has supported many projects. These have
included community, social and education programmes aimed at youth, promoting healthy
and active lifestyles, as well as environmental leadership.
Grants of €5,000, €10,000 and €30,000 will be given to groups fitting this bill that emerge
successful from an initial shortlist selection process and subsequent pitch to a panel of
expert judges.
Which projects are eligible for funding?
The Thank You Fund is currently looking for projects from non-profit organisations with new
ideas. The big theme this year is – ‘Working with communities in Ireland and Northern
Ireland to inspire and support young people.’
Within this theme, the Fund is seeking applications which fall under one or more of the
following three categories:
Bridging the divide between education and the workplace
Fostering diversity and inclusion among young people
Empowering young people aged 12 to 25 to become the leaders of the future.

Visual Arts & Architecture Officer
Description
The purpose of the scheme is to support ambitious, innovative and creative, high quality
initiatives that specifically aim to enhance and extend the public’s experience of
architecture. The Engaging with Architecture Scheme also seeks to build an expert network
of architects, curators, arts programmers, festivals and arts centres working in this area.
Please note that successful applicants may be required to participate in an Arts Council
research projects seeking to gather data on the public’s engagement with architecture.
There are two strands to the scheme. Funding is available under strand 1 to support the
research and development of a project and, under strand 2, for the realisation of a project.
Who can apply?
The scheme is open to individuals, local authorities and organisations (including
organisations that are in receipt of funding under the Arts Council’s three main grant
programmes - Regularly Funded Organisations; Annual Funding; Annual Programming
Grant).
The award is open to individuals and organisations who are resident in (the Republic of)
Ireland. There are certain exceptions where the Arts Council may deem eligible applications
made by those based outside (the Republic of) Ireland. However, before admitting as
eligible any such application, the Arts Council would need to be satisfied that the outcomes
of any such proposal would benefit the arts in (the Republic of) Ireland.
Maximum awarded
The maximum grant offer available under strand 1 is €2,000 and, under strand 2, is €20,000.
In exceptional circumstances a larger grant may be offered.
Timeline
Funded activities must take place within one year of notification of an offer of funding.

Individuals currently in undergraduate or postgraduate education cannot apply.
What you can apply for?
Costs associated with the implementation of programmes relating to engaging the public
with architecture, such as artists’ fees, venue rental, installation/ presentation costs,
audience development initiatives, marketing/publicity, travel costs and expenses for artists
are eligible.
Costs specifically relating to the making of art by artists with disabilities will be considered. If
you wish to apply for additional funding on this basis you should provide information with
your application outlining what these additional costs are.

Irish Youth Foundation: Scholarship Opportunity for Young People - Open for Applications
We are delighted to announce that the Irish Youth Foundation are partnering with Young
Irish Film Makers to offer a scholarship opportunity for young people aged 16-19.
The Irish Film Board are funding 5 scholarship placements for the National Youth Film
School 2017, a 10 day residential film camp in Kilkenny. The idea is to create access for
young people who might otherwise be excluded from attending the National Youth Film
School.
This is a unique opportunity for any young person (16-19yrs) planning a career or college
placement in Film or Television. Interactive workshops in all aspects of film making, from
writing to lighting, production to editing, all with experts in the field. This coupled with the
experience of working on a professional film crew is not to be missed. The final films will
premiere in front of an industry audience in the autumn to showcase the young talent.
Project descriptor:
This 10 Day Residential Film Camp (Kilkenny, 14-24 August 2017) will accommodate young
filmmakers from all over Ireland to immerse them in the world of film making with practical
training workshops, intensive shooting days and long hours in the edit suite. The course will
include script to screen training and mentorship through every step of the film making
process. It will facilitate the students to actively learn the skills and job roles involved in pre
production, the shoot and final edits. Portfolio workshops will also be hosted at The
National Film School in IADT for students who are preparing to apply for college to study
film, television or broadcast media. These unique workshops will provide students with the
tools they need to present their work in a portfolio format.

Recipients:


5 x Scholarship placements
Young people with a passion for film making who may have financial restrictions in
attaining a place on the residential programme
 Candidates chosen will represent a geographical spread across Ireland
Criteria:

This bursary must be creating access for a young person who may not otherwise be
able to afford to attend the National Youth Film School

Person must be available to attend the film camp from 14-24 August 2017 in
Kilkenny (Travel, accommodation & spending money will be included in scholarship
funds)
 Applicants must be aged between 16-19 years
 Funds cannot be released directly to a young person’s bank account. The Irish Youth
Foundation will release a grant to Young Irish Film Makers and they will release
funds to the young person for travel and spending money.
 Successful applicants will be required to provide a reference such as a Youth Worker,
Community Worker or Teacher.

Course details:
One of the principle features of projects funded by the European Commission is
‘partnership’, often transnational. Having a variety of different partners from various
disciplines and Member States is a rich and exciting prospect for civil society organisations,
introducing us to new ideas and methodologies.
But what of the complexity and project management of these partnerships? Partner search,
intercultural exchange, language barriers, partnership agreements and even the application
process itself become more complex from a pan-European perspective and requires good
planning and troubleshooting from the outset.
To promote best practice and share learning, The Wheel will be running a special workshop
on EU partnership development.
Addressing the following topics, attendees will be enlightened on how to find and manage
transnational partnerships:





A recap on the characteristics of EU funding projects and opportunities
The Dos and Don’ts of EU Partnerships
The Application Stage - Relationships and Responsibilities
Creating a Management Handbook for EU Partnerships
Case Studies and Testimonies from Irish organisations who have managed EU projects
– the good, the bad and the brilliant!
Learning Outcomes
By the end of the day, workshop attendees will have:

Explored previous experiences of EU partnerships
Discussed their own needs based on their own projects
Increased their capacity to find and maintain excellent partners

Environmental Protection Agency, Event Support (including Workshops & Conferences)
Grant
The EPA research programme has allocated budget to provide funding to support
workshops, seminars and other events.
Normally the amount of funding per event will not exceed €3,000.
Funding is provided only for events with a clear relevance to Irish environmental research
priorities and on the condition that the events are run on a not-for-profit basis.
The event should showcase current national research by the organisers and EPA fundedgroups, and also could include an international keynote speaker.
In terms of audience/participants, the event should target other researchers working in the
area and the expected end-users of the research (e.g. Local Authorities, EPA, DECLG,
Industry).
Applications
Applications should be made online via SmartSimple, the EPA’s grant application and
project management portal
- Funding is available as a rolling call with four submission deadlines each year (31st
December; 31st March; 30th June; 30th September).
- Requests for funding should be made using the appropriate application form using the
following headings:

Background and Work Programme (20 marks)
 Relevance to Environmental Research in Ireland (30 marks)
 Expected outputs and benefits (30 marks)
 Environmental Policy (20 marks)
A response shall be communicated to applicants within one month of the deadline date.
Applications will be judged competitively against others received in the period using these
criteria and with regard to the need to balance funding across institutions and thematic
areas.

event, including photographs where relevant for publication on our website.

Sligo PPN, Update from the Secretariat
The Secretariat coordinates the work of Sligo Public Participation Network (PPN). As well as
putting together this E- bulletin!, Sligo PPN continue to work to bring community groups
together on matters of interest and influence decision making in the County:


The Disability Linkage Group met to learn about the Disability Consultative Committee
and the upcoming strategic plan. Any member with an interest in disability issues is
welcome to attend. The group will meet again at the end of June.

We are now collaborating with Sligo LEADER in the delivery of training to community
groups. Yesterday we held training for groups on ‘Writing Press Releases – Promoting
our Group’ – great participation from members at the training, the notes from the
session will be available to all members on our website.

All of our community representatives continue to attend meetings of local and
regional decision making bodies, and committees of Sligo County Council. If you would



Drop In Cafe: There is an open invitation on the last Thursday of every month to join us at
the Sligo's Family Resource Centre for tea, coffee, cake and friendly chat! Sligo Intercultural
Forum are hosting the cafe from 10-12pm, and aim to provide a comfortable, welcoming
space where friendships can be made, support shared, and people from new communities
can especially be linked in to the local community. All are welcome!
Drop In Clinic: Every Thursday Sligo Intercultural Forum host a Drop In Clinic open to all
members of new communities. The clinic is in the Sligo Family Resource Centre from 1012pm. A trained clinic volunteer will be on hand to provide information, advice and support.
All welcome.
Racist Incident Reporting and Support Service: The RIRSS is hosted by the Sligo Family
Resource Centre, and anyone who has experienced or witnessed a racist incident is invited
to get in touch to lodge a report. Experiencing racism is a very stressful, upsetting and
isolating experience but there is no need to face it alone. Trained volunteers are ready to
listen, give advice or information, and to make a report of the incident. Together we can
take a stand against racism.

Profile of Alcohol Related Harm in Sligo
Patrick Benson, one of our PPN community reps on the NW Drug and Alcohol Task Force
have alerted us to the ‘Alcohol Related Harm Profile 2017’. Key facts for Sligo include:



Sligo has the 4nd lowest mortality rate for alcohol related causes for all ages per 100,000
population (53.0, National 65.4) in Ireland.
The rate of potential years of life lost per 100,000 from selected alcohol related causes in
Sligo is higher than average for males (1608) and lower than average for females (171.5)
than nationally (males 1289.3 and females 377.1). Sligo ranks 7th for males and 22nd for
females nationally
In 2014, Sligo had above average male in-patient rate per 100,000 for mental and
behavioural disorders due to alcohol disease (135.7, National 74.1).

Rosses Point Wild Atlantic Shanty Festival takes place June 16, 17&18. A festival bumper full

The RNLI are holding 2 fundraising Concerts during the Rosses Point Shanty Festival to
support the Sligo Bay Lifeboat Station. ‘Songs of the Sea’ in Church of Irl, Rosses Point,
Friday June 16 at 8pm and ‘Songs for the Lifeboats’ in Hawkswell Theatre, Sligo, Saturday
June 17 at 8pm. The Lifeboat station is an essential part of life along the Atlantic coast and
we ask support for these deserving fundraising events.

Ballintrillick Environmental Group’s 25th Anniversary Celebrations
You may be aware that The Benwiskin Centre has been in business for almost 17 years but
Ballintrillick Environmental Group, the steering group behind The Benwiskin Centre and The
Gleniff Barytes Mill Site, are celebrating their 25th Anniversary this year.
Back in March 1992, 9 people formed Ballintrillick Environmental Group when concerns
were raised about the high levels of illegal dumping in the scenic area of Ballintrillick, North
Sligo. A ‘clean up’ day was organised for 19th March 1992 which mobilised local interest
and support which became an annual event that has been running for 25 years! To
celebrate this milestone, Ballintrillick Environmental Group are hosting a range of events
throughout 2017. Events held already include the 25th annual 'clean up’; An ‘Anniversary’
card game; A ‘get together’ for all past and current Board members.

The Benwiskin Centre Summer Camp will run from Monday, 24th July - Wednesday, 26th
July 2017, from 10am - 2pm daily and is suitable for 5 - 12yr old children. Unfortunately we
cannot enrol children under 5. Activities at Camp will include arts and crafts, nature
projects and outdoor cooking. The Summer Camp will be run by 12th Sligo Ballintrillick
Scouts Group leaders, assisted by The Benwiskin Centre staff. Registration now on. To

Kickboxing Summer Camps 2017
Sligo Mugendo will host two camps this year at St. Joseph’s Church Hall, Clarion Road Sligo
as is the norm for the club. The first camp will be for children from 6-12 years. This camp will
run from the 10th of July to the 14th of July. The second camp is for 12-18 year olds which
will run from the 17th to the 21st of July. Camps start at 10am and finish at 1pm each day.

Sligo’s Alien Invasion, Invasive Plan Species Workshop
An Alien Invasive Plant Species Workshop for Community Groups in Sligo to be held in
Rathcormac old schoolhouse on Wednesday, 14 June at 7:30pm.
Once celebrated for its beauty and agricultural applications, and awarded a gold medal in
1847 as the most ‘interesting new ornamental plant of the year’, Japanese Knotweed is today
widely regarded as being one of the world’s most invasive plant species, and it is common
throughout Ireland. It can seriously damage building foundations and hard surfaces as it
easily grows through concrete and tarmac. Forming dense thickets, and rapidly spreading,

Knotweed is a threat to native flora and fauna. Another alien invasive, Giant Hogweed can
grow to heights of three metres and can cause severe blisters and skin burns when touched.
Do we have such plants here in Sligo? Would you like to learn how to identify Japanese
Knotweed, Giant Hogweed and other invasive plant species? To learn where to report the
existence of invasive plants, and how to manage these plants? To be aware of the legal
obligations involved with Japanese Knotweed? If so, you are invited to attend a FREE alien

Sligo GAA Inclusion / Games for All Committee Update for Sligo PPN May 17
Wheelchair Hurling / Camogie update 2017. The first Round of the Martin Donnelly Inter
Provincial Wheelchair Hurling/ Camogie League was held in Ballinamore, Leitrim on Sat
29th April. Uachtarain Tofa John Horan presented All Star Awards to Wheelchair Hurling
players and Pat Carty from Tourlestrane, Liam O Boyle from Ballina received All Star Awards,
and Sarah Cregg from Frenchpark received the Camogie player of the Year, special
congratulations to all on their Awards and on their commitment and dedication to the sport.
Next League game is in Carlow on Sat 24th June, and Leinster are organising. Third game
in Tralee on 26th August and final League game in Ulster on date tbc. The M Donnelly
Wheelchair Hurling / Camogie Ch/ip Finals are in Knocknarea Arena Sligo I.T. in OCT 14 th
2017.

Coaching & Development committee. This is a 6 week coaching programme to upskill the
players for the finals in Croke Park in Sept 17. There are plans for all Provincial teams to
travel to Portlaoise in June for a training day and to travel to Croke Park in Sept for the
Provincial finals.
Report on ‘’Have a Go Day’’: Sat 13th May witnessed the first ever Sligo GAA ‘’Have a Go
Day’’ in the Centre of Excellence Scarden where all GAA sports and activities were expertly
demonstrated by coaches, and the children and adults had the opportunity to participate in
this inclusive event. This was a festival of GAA sporting activity and the enjoyment on all
peoples faces was evident as they moved through all the events with enthusiasm and a
sense of adventure. It was truly a family fun day and all were keen to sample the full suite
of gaelic sports. Gaelic football was demonstrated to boys and girls by Liam Og Gormley,
Ross Donovan, Pat Kilcoyne and Natasha Mc Donald. Hurling was promoted by Stephen
Whelan and players from Coolera St/Hill. Rounders was competently instructed by Claire
Maguire along with players from Easkey. Handball was expertly displayed by Gerry
Coleman, Paddy Walshe, Seamus Duffy, Shane Bruen and Francis Mc Cann, and the children
were very excited about this game and showed great interest. Wheelchair hurling was
demonstrated by Liam O Boyle from Ballina who is a current All Star Wheelchair hurling
goal keeper along with Mark Hynes, Kevin Buckley, Enna Clarke, and Denis O Boyle from
Claremorris who is Chairman of the Connacht Games for All committee. Scor and cultural
activities were enthusiastically promoted by County Scor officials Tom Haran, Hugh
Gallagher, Michelle Kilrehill, and Peter Farrell. Club Health and Wellbeing was presented by
Trevor Coen and Bernardine Mc Gauran. The Senior County football players also attended
and were heartily greeted by children and adults alike as they took part in the sports and
signed autographs.
This was a super feast of Gaelic games and thoroughly enjoyed by all. The organising of this
multi -faceted event required tremendous effort and support from many people to whom
we are most grateful. Special thanks to all coaches and helpers who proficiently and
patiently imparted the skills of the activities, to the stewards ably led by Seamus Cummins,
Gerry Tuohy and Jonnie Watters, to Gerry O Connor, Joe Taffe, Gavin Cawley and Padraig
Clancy from Sligo Co Board, and to Niall Ewing and Neil Carew for organising the County
footballers. Thanks to Ceola Mc Gauran who designed a logo to symbolise ‘’Inclusion’’, and

thanks also to Shane Hayes from SSRP who supplied sports chairs. A special thanks to the
children, young adults and parents who attended, and whose presence made this venture
worthwhile. Finally thanks to the Sligo Champion, Sligo Weekender and Ocean FM for
promoting the occasion. This event would not have been possible without the unstinting
efforts and commitment of the Secretary of Sligo GAA Inclusion Games for All Committee,
Bernardine Mc Gauran, to whom we are most especially indebted. The rain may have partly
curtailed the outdoor activities but it did not dampen the spirit of the children as they
moved to the shelter of the tent and enjoyed Irish music and dance. All departed the GAA
Centre of Excellence with great memories and new friends, and a better insight into what

Sligo is designated the European Volunteering Capital for 2017. Sligo Co Board held an
Official launch of all Sligo GAA activities for 2017 in COE Scarden on April 12 th 17. This was a
very successful event and a special thanks to Gerry O Connor, Joe Taffe and Eamonn Mc
Munn for their help and support, and also a sincere thanks to Bernardine Mc Gauran who
spared no effort in ensuring that the event ran smoothly. Present were:- Ciaran Hayes CEO
Sligo Co Council, Ciara Heritty Manager Sligo Volunteer Centre, Marian Harkin MEP, Mayor
of Sligo Marie Casserly, Hubert Keaney Chairman of Sligo Co Council, Sligo County Council
Officials.
Honour Club Volunteers 2017. Sligo has been awarded the prestigious award of European
Volunteering Capital for 2017 which is a tremendous achievement when we consider
previous recipients Lisbon, Barcelona and London in 2016. Sligo GAA depends on volunteers
to organise and run its large calendar of events each year and are very proud of all the
volunteers in the Clubs. 2017 gives us a great opportunity to honour, recognise and
acknowledge the Club volunteers. Each club can honour their committed volunteers in their
own way if they wish.
The Co Board intends to honour two volunteers from each Club at the County Senior
football final in Oct 17. Clubs / units are requested to nominate two current and active
members who epitomise and reflect the ethos and characteristics of a committed club

volunteer. The names of the two volunteers to be with the Co Secretary by 1 st Sept and
should include a citation and photograph of each, which will be included in the special
match programme for the County Final.
The volunteers will be honoured at the County Senior Football and presented with a special
scroll to mark the volunteer work. A letter will be issued to Clubs / Units explaining the
initiative and requesting the information in the next week, and your cooperation is
expected.
GAA Rounders.: The Easkey GAA Club are doing outstanding work in the promotion and
development of GAA rounders. Three of their members attended a Coach Training course in
Jan 17. Training commenced in Easkey Community Centre in Jan and 34 girls and 20 boys
attended. They have teams at U13, U14 and U15 level. The Club is planning to take a team
to the National U14 Feile Finals in Bagnelstown Co Carlow on 10th June, and to bring an U13
and U15 team to the Feile in Ballymahon Co Longford on 29th July. The Club is also hosting
the Sligo Rounders community games final later in 2017. Any Club interested in starting a
Rounders team please contact Claire Maguire from Easkey. GAA Rounders is one of the
Official GAA Sports. The game can be played by all age groups from those attending Primary
School to Senior Level.

Coca-Cola Clean Coasts Week is taking place from 2nd to 11th June all over Ireland. Join us

Each year millions of tonnes of marine litter enter our seas and oceans, resulting in
environmental, economic, health and aesthetic challenges. Clean Coasts are inviting
volunteers to join this coastal clean-up helping remove marine litter from our beautiful
coastline and in turn protecting our coastal habitats and marine life.
In 2016, over 140 events were organise as part of Coca-Cola Clean Coasts Week, which included
beach cleans, wildlife/marine litter talks, an open air film screening and yoga on the beach. We
are currently planning many coastal celebration events to run alongside beach cleans throughout

associated documents, it appeared to the elected members of Sligo County Council that the
Draft Plan should be amended and that the proposed amendments would, if made, be a
material alteration of the Draft Plan.

Pursuant to Section 12 (7) (aa) of the Planning and Development Act 2000 (as amended), the
Planning Authority has determined that a strategic environmental assessment and an

alterations of the Draft Development Plan. These assessments have been undertaken and
their findings are contained in the Addendum to the SEA Environmental Report and
the Natura Impact Report for the proposed amendments to the Draft Sligo County
Development Plan 2017-2023. These reports are published alongside the Proposed

National Issues/Events
New WDC Publication, 'New Work' - the Gig economy in the Western Region
The WDC has just published its latest Insights; 'New work' - the Gig economy in the Western
Region, available here for download.
This WDC Insights examines how broadband and online platforms have enabled new forms
of work and income generation to emerge. Variously termed the gig economy, ‘sharing
economy’, ‘crowd working’, ‘uberisation’ and ‘independent work’, incomes are earned or
supplemented by trading or renting individual services and goods online.
Though similar in its reliance on electronic communication, unlike e-working in the
conventional sense (WDC Policy Briefing No.7), the gig economy is different in a number of
important respects. This WDC Insights examines some of the evidence on the extent to
which the gig economy exists in the Western Region and highlights some issues which arise.
