Work and Commuting in the Paddock Wood area

1. Introduction and Summary
In May 2010 Paddock Wood Community Partnership (aka Paddock Wood Succeed)
produced a paper on Housing in Paddock Wood which drew attention to a significant
shortage of ‘affordable’ (low cost) housing in PW, measured as Council Tax bands A & B –
12.8% of housing stock compared with 18.2% in Tunbridge Wells District and 25.4% for the
South East as a whole. This paper is available on the Paddock Wood Succeed website at
www.paddockwood.org. The paper therefore called for a much higher level of affordable
housing (around 60%) to be included within the future housing plans for PW to remedy this
imbalance. The response to this from various bodies raised certain questions as to whether
the jobs available in PW would then be commensurate with a higher level of affordable
housing. This present paper sets out further findings resulting from careful analysis of the
available data from the ONS 2001 Census. The findings refer to (a) the ‘Resident’
Population of Paddock Wood and (b) the ‘Workplace’ or ‘Daytime’ population, and are
summarised as follows:–
For the resident population of Paddock Wood totalling 8263 persons in 2001:–

more than half (52.6%) are employed (even taking into account children, the
unemployed and retired people) compared with 48.6% in the South East as a whole
they are less highly qualified than the rest of the South East (46.7% have either no
qualifications or less than 5 'O' level passes or equivalent compared with 37.6% for
Tunbridge Wells and 41.0% for the South East) and do slightly less high-powered jobs
as measured by both socio-economic classification and social grade (24.7% doing semiskilled and unskilled jobs compared with 23.3% for the South East)
more than half the employed people living in PW (55.0%) work within 10 km of
their homes, compared with 63.1% for the South East
they travel further to work on average than the workforce in the South East
(estimated average 16.1 km compared with 12.0 km for the South East)
62.0% of the workforce get to work by car or van, 16.0% by train, 9.5% walk to
work, less than 1% use buses, compared with 64.9% of workers in the South East
travelling to work by car or van, 5.6% by train, 10.0% on foot and 4.4% using buses
For the workplace population of Paddock Wood totalling 4533 persons in 2001:–

they are slightly younger than the resident population (estimated average age
40.1 years compared with 42.2 years for resident population)
they do less high-powered jobs than the resident population, especially semi- and
unskilled jobs (30.2% routine & semi-skilled compared with 14.7% resident population)
most travel further to work than the resident population (travel up to 10 km is
similar, but 37.8% travel 10 – 40 km compared with 22.8% of the resident population)
a higher percentage (70.1%) travel by car or van than the resident population
(62.0%); fewer (4.7%) travel by train than the resident population (16.0%)
Since 2001 it is noted that there are a significant number of additional unskilled and semiskilled warehousing jobs within the locality. The main conclusion to be drawn from this
study is therefore that there are no inconsistencies between the assertion that much
more affordable housing is needed in Paddock Wood, and the kinds of jobs that people
in such accommodation might do locally.

Figure 1
Figure 1 shows the main population centres in Paddock Wood and the surrounding area.
This area is taken to be the geographical region of Paddock Wood East and West (wards),
Capel including Five Oak Green (ward), Matfield, Brenchley, East Peckham (ward), and a
rural area that we have called ‘Lower Teise’ consisting of Laddingford, Benover, Claygate
and Collier Street – so-named because these places are all linked by the lower section of
the River Teise (and we have not discovered a better name).
The data shows that in 2001 Paddock Wood, with a total population of 8263 (ONS dataset
UV01), is by far the largest source of employed people, with an average 52.6% of the
resident population employed – this is higher than the surrounding conurbations of
Maidstone, Tonbridge and Tunbridge Wells and rather higher (52.6% compared with 48.6%)
than the South East as a whole. In fact it is perhaps a surprising statistic, that even taking
into account children, the unemployed and retired people more than half the resident
population of Paddock Wood are in employment.
Figure 2 overleaf shows the industries in which the working population of Paddock Wood
are employed. This figure shows that the largest industries are Wholesale & retail trade,
repairs (almost 20%), Real estate, renting & business activities (13.7%) and Manufacturing
(12.4%). Together these three categories account for almost half (45.9%) of all
employment. The Table following Figure 2 shows that this is quite similar to the pattern
throughout the South East and England as a whole, except that twice as many people in
the Paddock Wood area are employed in Financial intermediation (9.6%) than in the South
East and, as might be expected, there is more Agriculture, hunting & forestry in Five Oak
Green, Matfield, Brenchley and (especially) Lower Teise. From this we conclude that in
general the resident workforce of Paddock Wood have similar kinds of employment to
the rest of the South East.

The chart in Figure 3 shows the age distribution of the resident working population of
Paddock Wood, where there are more in the age range 30 to 39 years than the other age
ranges. The Table shows further that this pattern is not very different from the South East
and England in general. However there are more in the age ranges 40 to 49 and
(especially) 50 to 59 in some of the other centres of population, i.e. Matfield, Brenchley,
Lower Teise and East Peckham. From this we conclude that the resident workforce of
Paddock Wood is similar in age to the rest of the South East, but younger (possibly by
as much as 20 years) than in the surrounding areas.

The chart in Figure 4 shows the qualifications of the resident working population of
Paddock Wood excluding those not classified, where it is seen that nearly half (actually,
46.7% average for all of PW) have either no qualifications or only Level 1 (1+'O' level
passes/CSE/GCSE etc). The Table shows the full comparison across the population centres
in the area, and with the South East. This shows Paddock Wood to compare unfavourably
with the South East where the figure is only 41.0%. The percentage of residents with Level
4 /5 qualifications (First Degree, Higher Degree, etc) is the lowest for Paddock Wood
(14.0% average for all of PW) across all population centres (highest Brenchley with 30.9%)
and is significantly less than the 21.7% for the South East. This implies that the resident
workforce of Paddock Wood is less highly qualified than the rest of the South East.

Figure 5 above shows the socio-economic classification for residents of Paddock Wood
aged 16 to 74, excluding those not classified. Of those classified the largest group is seen
to be the Lower managerial and [lower] professional occupations which includes technical
and supervisory occupations. The Table shows that the percentage of Higher managerial
and professional occupations is lower (average 11.8% for all of PW) than for the South East
(14.0%), whilst Intermediate, Lower supervisory & technical and Semi-routine occupations
are all slightly higher. The percentage of those doing semi-skilled and unskilled jobs totals
to 24.7% for PW and 23.3% for the South East. From this we conclude that the resident
workforce of Paddock Wood do slightly less high-powered jobs than in the rest of the
South East.

When the socio-economic classification in Figure 5 is transposed into the familiar socioeconomic groups A to E, Figure 6 is obtained. The Table shows that this compares very
favourably with the South East as a whole, but with slightly fewer in the AB group (24.9%
for all of PW compared with 26.4% in the South East) and slightly more in the C2 group
(15.7% for all of PW compared with 14.0% in the South East) and D group (14.7% for all of
PW compared with 14.1% in the South East).
This is entirely consistent with Figure 5 and again suggests that the resident workforce of
Paddock Wood do slightly less high-powered jobs with associated lifestyle than in the
rest of the South East.

Figure 7 shows the distance travelled to work for people who were aged 16 to 74 and in
employment in 2001. Of those living in Paddock Wood (4344 people):–
 397 (9.1%) worked at home
 788 (18.1%) travelled up to 2 km
 199 (4.6%) travelled from 2 to 5 km
 1010 (23.3%) travelled from 5 to 10 km.

Therefore a total of 55.0% of people were working within 10 km of their homes – this
compares with totals ranging from 57.3% for Tonbridge District, through to 63.1% for the
South East and 67.5% for England as a whole. It is therefore interesting to note that well
over half the working population of Paddock Wood work within 10 km of their homes.
Average distances were also estimated by multiplying the percentages above by the
midpoint values in each distance band, and these show that the average distance travelled
by people living in Paddock Wood is some 16.1 km compared with 12.0 km for the South
East. From this we conclude that the resident working population of Paddock Wood
travel approximately 34% further to work than the workforce in the South East.
Specifically only some 725 people (16.7%) travelled over 40 km ~ including 84 people (1.9%)
travelling over 60 km (where London is approximately 65 km from Paddock Wood) ~
compared with 12–15% for Tonbridge / Maidstone / Tunbridge Wells Districts, 7.5% for the
South East and 4.9% for England. This again confirms what we already know, that people
who live in Paddock Wood travel further to work than most others in the South East.
Of course some of this may have changed since 2001.
2.8.
Method of Travel to Work
Figure 8 below then shows how the resident working population of Paddock Wood get to
work. By far the largest number travel by car (56.4% for all of PW) plus another 5.6% who
travel as a passenger in a car or van. Next largest (16.0% for all of PW) travel by train. 9.5%
of the resident population walk to work. From this we observe that 62.0% of the
resident working population of Paddock Wood get to work by car or van, either driving
or as a passenger.

The Table above shows the complete results for all the population centres in the Paddock
Wood area, where the corresponding proportion getting to work by car or van (62.0%) is
less than the average for the South East (64.9%), whilst the proportion travelling is by train
(16.0%) is much higher than in the South East generally (5.6%). The number travelling on
buses, minibuses and coaches is 0.8% for all of Paddock Wood compared with 4.4% for the
South East, which perhaps suggests that many people find the local bus service non-viable.

Figure 9 and its corresponding Table above show the number of hours worked per week by
the resident workforce in Paddock Wood. The chart and table above show that by far the
largest group (41.4% for all of PW) work from 38 to 48 hours per week. However the Table
also shows that the percentage who work from 38 to 48 hours per week is not very
different from the South East as a whole, the biggest difference being the percentage who
work 49 to 59 hours a week (12.2% for all PW compared with 11.3% for the South East).
However 15.6% to 16.6% of people who live in Brenchley and Lower Teise work 49 to 59
hours per week, which is much more than the average for the South East. From this we
conclude that the resident population in Paddock Wood work similar hours to workers
generally in the South East, but less than those living in Brenchley and Lower Teise.

Figure 16 shows the distances travelled to work for the workplace population of Paddock
Wood (aged 16 to 74, in employment) – this shows a considerable difference between those
working in PW East and PW West, which is reflected in the estimated average distances
travelled, i.e. 16.1 km and 10.2 km respectively. A significant factor is that some 23.8% of
the workforce in PW West work mainly at home, compared with only 10.2% in PW East. And
although similar numbers travel up to 10 km to work, 49.6% of the workforce travel further
than 10 km to PW East compared with 35.8% to PW West (compared with 28.7% for the
South East), showing again that people who work in Paddock Wood travel further to
work than those in the South East generally. When the data is aggregated and compared
with the resident population, Figure 17 is obtained.

Figure 17 shows a comparable number travelling up to 10 km to work for the resident
population (55.1%) compared with the workplace population (54.0%), but for those
travelling from 10 – 40 km a much larger number of the workplace population (37.8% )
compared with the resident population (22.8% ), although the chart is skewed for the
resident population by the long distance commuters (40 – 60 km). From this we conclude
again that overall the workplace population of Paddock Wood travel further to work
than the resident population.

Figure 19 shows that amongst the daytime population a higher percentage (70.1%) travel
by car or van than the resident population (62.0%), with fewer travelling by train, whilst
the proportions working mainly at home or walking to work are about the same.
4. Conclusions
The data from the 2001 Census shows that there was a workforce of some 4000+ people
commuting into Paddock Wood each day to work, at least 30% of whom were unskilled (by
implication with low wages), and travelling 10 – 30 km to work, typically by car. Since then
we know that many additional semi- and unskilled warehousing jobs have been added to
the local economy. These factors give rise to some optimism that if there were additional
affordable housing in PW, this housing would be taken up. The main conclusion to be
drawn from this study is therefore that there are no inconsistencies between the assertion
that much more affordable housing is needed in Paddock Wood, and the kinds of jobs that
people in such accommodation might do locally.
