Description
This anti-bullying strategy was produced through consultation with
children and young people, parents, teachers and partners, such as
health and police. Representative members of the communities this
strategy may affect had a say in how we will prevent bullying and
respond to incidents of bullying behaviour in our communities.
The purpose of this report is to seek approval for an action plan for
Perth & Kinross which sets the strategic direction for improving
outcomes for people with an Autism Spectrum Disorder (ASD) and
their families/carers across their lifespan. The report also seeks to
approve the continuation of the ongoing part time post of ASD
lead/coordinator for Perth & Kinross council to implement the local
strategy and support a multi-agency ‘All Age Autism Strategic Group’.
This report provides an update on the current provision of breakfast
clubs in Perth and Kinross and sets out proposals for further
development of this provision.
This report sets out the key findings following an unannounced
inspection of Woodlea Cottage carried out by the Care Inspectorate
in January 2015. Progress is shown against areas for improvement
for consideration and comment by the Executive Sub-Committee of
Lifelong Learning Committee.
Regular reports are submitted to the Executive Sub-Committee of
Lifelong Learning Committee setting out the key findings and areas
for improvement following inspections of support and residential care
services for children and young people.
This report provides Council with the Chief Social Work Officer’s
assessment of social work practice across Perth and Kinross in the
financial year 2014/15. It identifies what progress has been made to
meet the changing conditions in which Social Work Services are
operating and how well services are working including areas for
improvement in the coming year.
Each year Perth and Kinross Child Protection Committee publishes
an Annual CPC Self-Evaluation Calendar, which describes a planned
programme of self-evaluation activities for the year ahead. Reports
are produced throughout the year to give updates on progress.
Each directory includes details of a wide range of services, groups
and organisations in the local area that we hope will be of interest to
families. It is anticipated that professionals working with parents,
carers and children will also find these sources of information useful.

This report highlights the progress made against the Children and
Families’ Services (CFS) Strategy priorities since approval on 2
November 2011. Much progress has been made and new priorities
have emerged, however further embedding of improvement is
required in some areas.

and Young People (Scotland) Act 2014 in relation to the provision of
aftercare and continuing care for care leavers and the progress to

– two year old places
This report sets out detailed financial implications of continuing care
under the Part 11 of the Children and Young People (Scotland) Act
2014 and the proposals for funding continuing care placements.
GIRFEC is the national approach designed to help co-ordinate
services for children, young people and their families across
Scotland. It is a way of working which focuses on improving
outcomes for all children by placing the child at the centre of thinking,
planning and action. Regular updates are provided on progress in
developments and implementation of the GIRFEC principles.

It is expected that the Children and Young People (Scotland) Bill,
once passed, will require the council to provide 600 hours of Early
Learning and Childcare (ELC) each year for Children aged Three to
Five and Looked after Two year olds, commencing August 2014. It is
also expected that a duty will be placed upon local authorities to
increase the flexibility and expand the provision of early learning and
childcare for children and families.
This report outlines the preferred option for implementation in respect
of three to five year olds for year one; session 2014-15.
To provide an update on the activities of the Children, Young People
and Families Partnership (CYPFP) - formerly the Children and Young
People’s Strategic Group.
This report is to inform the Lifelong Learning Committee of the
responses issued on behalf of the Council and the Perth and Kinross
Child Protection Committee for the Scottish Government’s
consultation on the Statutory Guidance for Parts 4, 5 and 18 (Section
96) of the Children and Young People (Scotland) Act 2014.
This report details proposed changes to the Perth and Kinross
Devolved School Management (DSM) Scheme as a result of
reviewing the current scheme in light of revised national guidelines.
Two years olds whose parents meet certain benefits' criteria are
eligible for 600 hours of free Early Learning and Childcare. In Perth
and Kinross we are calling these Strong Start places and they have
been available from August 2014.
Children joining our Strong Start programme attend nursery for five
morning or five afternoon sessions a week. Each session lasts
approximately 3 hours 10 minutes with start times agreed with
individual schools.

Description
Perth and Kinross Council undertook a Parental Consultation
between 28 November 2014 and 19 December 2014 with individuals
regarding Early Learning and Childcare provision and the best ways
to meet families' needs.

This strategy sets high expectations for our youngest children, their
families and the communities in which they live.
This report outlines the proposal for the implementation of activity to
deliver improvement in the priority areas identified by
Evidence2Success; including the planning and implementation of a
portfolio of evidence-based programmes. Development of these
activities as part of an Improvement Plan will increase the range of
prevention and early intervention by Perth and Kinross Community
Planning Partnership Board improving positive outcomes for all
children and young people and ensuring the right children receive

Incredible Years Pre-school Parenting groups have been developed
to support parents to manage their children’s behaviour and improve
their readiness for school. Mothers, Fathers and Carers are all
welcome, and together look at what helps to improve children's
behaviour, learning, social skills and language development.
This report sets out the key findings following announced (short
notice) inspections of Fostering Services and Adoption Services in
July 2015 and an unannounced inspection of Wellbank House in May
2015 carried out by the Care Inspectorate.
The Integrated Children’s Services Plan (ICSP) is the Community
Planning Partnership (CPP) delivery plan for children and young
people. The ownership and monitoring of this plan has been
delegated by the CPP to the Children and Young People’s Strategic

This is the first joint strategy and should be read alongside the Joint
Perth and Kinross Strategy for Adult Carers and Parent Carers 20112014 [pdf - 142kb]. The strategy has been developed jointly by the
Young Carers Strategic Group which incorporates all the relevant
statutory and voluntary agencies, who come into contact with
children and young people, who may also be young carers.
This report provides the Committee with a summary of the impact of
Evidence2Success and the Early Years Collaborative on improving
the priority outcomes for children and young people identified
following the Evidence2Success surveys in 2013.
Perth and Kinross Child Protection Committee (CPC), in compliance
with National Guidance, publishes an annual Standards and Quality
Report. This Standards and Quality Report, for the academic year
2014 – 2015, provides an overview of the key activities and the work
of the CPC to protect children and young people from abuse and
neglect, and presents the findings from a wide range of CPC-led
single agency and multi-agency self-evaluation activity. It identifies
key strengths and areas for further development for the coming year.
The report findings indicate that there is a strong capacity for
continued improvement in services to protect children and young
people.
This report sets out Perth and Kinross’s response to The
Requirements for Community Learning and Development (Scotland)
Regulations 2013 and the development of Community Learning and
Development Plan 2015-2018.
This report outlines the development to date of the Perth and Kinross
Framework for Permanence Planning. The Framework also
incorporates the Perth and Kinross Council response to both the
Scottish Children’s Reporter Administration (SCRA) and Scottish
Government reports regarding Permanence Planning.
The Parenting Strategy is a key document for Perth and Kinross
Community Planning Partners in ensuring “our children have the best
start in life” and “families are nurtured and supported”.
The strategy was launched in November 2008 and is implemented
through partnerships across the public, private and voluntary sectors
and with local communities. It provides a clear framework within
which information, services and support for parents and carers can
be developed. Additional evidence includes: Parenting Strategy
Update 2011/2012, Parenting Strategy Newsletters, Family Learning
Conference Evaluation Report.
This report lays out proposals for the implementation of the Public
Bodies (Joint Working) (Scotland) Act and the Children and Young
People (Scotland) Act. The report proposes that we build on existing
good practice of models of partnership working and we strategically
align key legislative and policy issues to lead, direct and commission
adult, children and family services focussed upon providing better
outcomes for the individuals and communities of Perth and Kinross.
The purpose of this report is to set out proposals to update and
amend the policy for the provision of support to kinship carers.

To provide an update on the activities of the Perth and Kinross
Community Planning – Children and Young People’s Strategic Group
(CYPSG) since the last meeting of the Lifelong Learning Committee.
This report provides an overview of the performance of Education
and Children’s Services inspected over the past year from 1 April
2014 to 4 February 2015 (2014/15) by the Care Inspectorate and Her
Majesty’s Inspectorate (HMI), and sets out the Service’s approach to
implementing improvement actions arising out of inspection.
The inspections and reviews carried out are central parts of the
approach to quality improvement in Scottish education. Regular
reports are submitted to the Executive Sub-Committee of Lifelong
Learning Committee setting out the key findings and areas for
improvement following inspections of schools, pre-school centres
and community learning and development services.
Supporting Parents and Children Early is a group based service for
families with a young child who would benefit from some additional
support. The groups have been developed through a refocusing of
some Community Creche services and are currently taking place in
Auchterarder, Crieff, Kinross and Rattray.
A pilot community play project for children and their families was
carried out in June 2013 in the park at Kintillo, Bridge of Earn. This
was then developed into a number of parks throughout the Perth &
Kinross area.
This report is to inform Committee of the current position in relation to
Approved Kinship Carers. It outlines developments in national policy
and raised expectations in relation to the financial support for looked
after children and young people in kinship care. The report also
provides an update on the impact of the decision to remove the
provision of financial allowances to informal Kinship Carers.

Description
We have a responsibility to prepare Local Housing Strategies that
ensure as far as reasonably practicable that persons do not live in
fuel poverty.
The purpose of this report is to provide information on the 2012
Progress Report of the Perth and Kinross Fuel Poverty Statement
2011-2016 and for annual progress reports on the Statement to be
brought to future Housing and Health Committees.
The purpose of this report is to highlight the progress in implementing
the Perth and Kinross Fuel Poverty Statement 2011-2016.
