TITLE: INDUSTRY SPECIALIST, POULTRY AND REGULATED MARKETS

JOB OVERVIEW
The Sector Development Branch provides front-line contact between the Ministry and the agri-food industry, local
governments and other agencies. It is active in all major agriculture communities of British Columbia to foster agri-food
economic development opportunities and lead the regional delivery of Ministry programs. The Branch provides
economic development support to the local agri-food industry through its Regional Agrologist Network and through
targeted programs in agri-food business management, First Nations agriculture and agroforesty. The Branch also
provides provincial-level industry development support to the major agricultural commodity areas through strategically
located industry development specialists. The Branch leads the Ministry’s actions in agricultural emergency
preparedness and response, and in supporting agricultural programs for developing youth in BC.
The purpose of this position is to provide ground level strategic analysis, technical expertise and industry support
services to foster a competitive, self-reliant, profitable and market-responsive agri-food industry in British Columbia. The
Industry Specialist is responsible for the planning, development and implementation of initiatives that are designed to
enhance the competitiveness of BC agri-food industries. The principle function of this position is to grow the financial
viability and economic self-sufficiency of agri-food and related industries. It is expected that each Industry Specialist
possesses and maintains in-depth expertise in one or more specialized sectors while at the same time being able to
provide general professional support to the management of cross-sector issues.
This position is one of nine Provincial Industry Specialists reporting to the Manager, Industry Development, Sector
Development Branch. The position works in a team of professionals and management staff at various strategic locations.
The Specialist is expected to work closely with industry personnel and their representative bodies, with other Ministry
branches and various levels of government. The position has input regarding strategic planning for the Unit and is
expected to authoritatively reflect critical competitive issues for their respective areas of accountability. The Specialist
provides advice and insight into the industry to senior management and executive. There is a high degree of
independence and professional judgment expected of the Industry Specialist position.
ACCOUNTABILITIES
Required:

Provides senior professional advisory services as a specialist in Agrology in support of natural resource
decision making within poultry and regulated markets including: identifies current and potential
economic development opportunities; ensures that senior management and executive are aware of
the issues and related implications; and works with government and industry to address these issues.

Recommends changes in regulations, policies, procedures, and inter-agency agreements to increase
efficiencies. Works with senior levels of industry and government to match critical needs with existing
ministry, provincial and federal agency programs and activities, designed to support industry.

Leads development and implementation of operational plans, develops, investigates, modifies, and
implements procedures in a technical area to support industry development. Applies professional
expertise and knowledge on a broad range of sector-specific societal issues across the full industry
spectrum (producers through to consumers), including the environment, land use, resource access,
animal welfare and food safety, to enable industry to realize financial viability, sustainability and
economic self-sufficiency.

Leads unique and complex natural resource projects/proposals/initiatives (i.e. trusts and councils,
regulated and commodity market strategies). In partnership with poultry and regulated industries,
develops new and/or grows markets, products, processes or services that improve competitiveness
and encourage value-added market opportunities/diversification in response to changing market
demands.

Applies professional expertise and provides direction and guidance in the development and
implementation of new procedures, methods and practices. Develops and/or facilitates targeted
innovative research, technology and extension services that enhance economic development and
market access.

Provides support, input and expertise to planning and implementation of plant or animal health risk
management initiatives as delivered or led by Plant and Animal Health Branch.

Represents the Ministry by addressing professional organizations at meetings, workshops and
conferences. Maintain and develop strategic alliances and liaisons with poultry and regulated market
industries and government to achieve ongoing economic development.
JOB REQUIREMENTS
 Bachelor's Degree in Agriculture or a related science, preferably specializing in poultry plus five years of
professional, related experience; or,
 Master’s Degree in Agriculture or a related science, preferably specializing in poultry plus three years
of professional, related experience; or,
 An equivalent combination of related experience, education and/or training may be considered.

Registered, or eligible for registration, with the British Columbia professional association as required by
the specialty area (i.e. Institute of Agrologists).
Related Experience includes:

Experience in negotiating/mediating solutions in poultry and regulated markets, including experience
engaging industry associations.

Experience handling multidisciplinary issues involved in poultry and regulated markets.

Valid B.C. driver’s licence.

Meet safety standards of Work Safe BC.

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
