SUBMISSION INSTRUCTIONS This Invitation to Submit a Competitive Written Quotation (CWQ) contains details of NES’ background, objectives, detailed instructions concerning the submission to be made by interested parties, and details of the criteria that will be used in selecting the successful bidder. This CWQ pack is accompanied by a detailed specification and core information which must be included in the Response. 2.1 Completion of CWQ • It is the responsibility of bidders to ensure that they have read and understood all documentation included in the package. • Bidders are responsible for ensuring that they have completed the quotation fully and accurately and that prices quoted are arithmetically correct for the units stated. Any corrections/amendments made by the bidder should be initialed by them. Amendments to the quotation will not be permitted after submission, unless requested by NES. • All costs, including travel and associated costs, incurred in relation to this bid are to be borne by the Bidder. • CWQs must be submitted on the basis called for in this document. Additional alternative offers may be considered and should be submitted separately clearly stating which item(s) in the schedule they are offered against or in addition to. • Full details or specification of any items of equipment included in the bid should be provided together with any brochures/product literature. • NES does not undertake to accept the lowest or any offer. As such, we ask that you treat NES’ data and this CWQ with full confidentiality. Please do not provide any proprietary information in your questions In the interests of fairness, all questions and answers will be shared with all Bidders. NES will post a list of questions and answers in response to any queries received on our website at www.nes.scot.nhs.uk/about-us/tenders.aspx and if advertised through it, on Public Contracts Scotland. In order to facilitate this process, please submit questions by 23/09/11. Responses will be posted on 28/09/11. Any contact made directly with any other employee of NES regarding this CWQ is a violation of the terms of the CWQ response criteria and may be cause for disqualifying a Bidder at the sole discretion of the contract manager. 2.3 Proposal Deadline In order to allow appropriate time for analysis, selection, implementation, and communication of the selected Bidders, your cooperation is requested in meeting all of the specified deadlines. It is our intention to respond to all reasonable requests for additional information and to reasonably cooperate with Bidders in the development of their quotation. Therefore, it is imperative to submit your quotation by 13:00 on 07/10/11. NES may reject any bid which is late and does not fully comply with the stipulated requirements unless the Bidder can prove that the bid was dispatched in sufficient time to meet the specified deadline. 81912134 Page 5 of 19 NHS EDUCATION FOR SCOTLAND COMPETITIVE WRITTEN QUOTATION 2.4 Timetable NES intends to follow the schedule below in performing the evaluation and supplier selection process. The above dates are subject to change at NES’ discretion. 2.5 Collusion Bidders must not submit an offer in collusion with any other person, company or body, which may have the effect of distorting or increasing the cost of the goods or service provided under the contract. If in the opinion of NES a bid is submitted on that basis, the bid may be rejected. 2.6 Marketing All marketing or similar activities by the Bidder associated with the bid must cease upon submission of the bid and only resume following notification from NES of the outcome of the CWQ process. 2.7 Confidentiality Any material of a confidential nature submitted by a bidder should be clearly marked. NES will respect the confidentiality of material provided. Similarly, all material provided by NES in relation to this CWQ must be regarded as confidential. 2.8 Inducements NES has a strong belief in propriety and ethics. A Bidder attempting to offer an inducement to any member of staff is likely to be excluded from the CWQ process. 2.9 Offer The offer must be open for acceptance for a period of 90 days, from the date for last receipt of CWQs. 81912134 Page 6 of 19 NHS EDUCATION FOR SCOTLAND COMPETITIVE WRITTEN QUOTATION 2.10 Prices Prices and rates quoted within the CWQ should be on a fixed basis for the contract period and must be in Pounds Sterling, exclusive of Value Added Tax. Prices should remain fixed for ninety days from the CWQ close date. 2.11 Agreement Implementation The successful Bidder will be required to enter into a formal contract with NES, under NES’s Terms & Conditions. The final contract will be subject to Scot’s law. TITLE Neonatal Resuscitation On-Line Game Application & Assessment 2. CONTEXT NHS Education for Scotland (NES) is a Special Health Board, responsible for supporting NHS services to the people of Scotland through the development and delivery of education and training for all NHS Scotland staff. As part of NES, the Scottish Multiprofessional Maternity Development Programme (SMMDP) provides a framework for the development and delivery of high quality, clinically relevant and accessible courses to all health professionals involved in maternity care provision in Scotland. Currently the SMMDP deliver Scottish Neonatal Resuscitation Course (SNRC) (Ref1) to provide participants with the knowledge and skills to perform basic resuscitation of the newborn baby within a safe simulated clinical environment. The course is intended to help participants: Develop an understanding of the physiological processes that can lead to the need for resuscitation of the newborn. Practice the immediate care of babies requiring resuscitation at birth. Acquire practical experience in using neonatal resuscitation equipment. Participants will be varied, but will include midwives, nurses, doctors and paramedics. The Learning Requirement The skills developed on the course will be used only sporadically by some of the professionals in the course of their working year. When these skills are called upon, the professionals are often working on their own and may be out with a clinical environment. There is therefore a requirement for professionals to refresh their knowledge on a periodic basis to ensure they are equipped to deal properly when their skills are required. SMMDP are commissioning a serious game based around the SNRC, to be made available on-line and on mobile devices to professionals throughout Scotland so that they may maintain their skill levels on an on-going basis using competitive gameplay. The primary learning outcome is to give an opportunity to professionals to practice correct resuscitation. 81912134 Page 9 of 19 NHS EDUCATION FOR SCOTLAND COMPETITIVE WRITTEN QUOTATION 3. SERVICE TO BE PROVIDED SMMDP require the development and delivery of a serious online game based on the Scottish Neonatal Resuscitation Course. Game Content The chosen supplier will deliver an online game covering the main elements of the course content including The physiological basis of resuscitation at birth Initial steps and assessment of the newborn Providing assistance with breathing Troubleshooting ventilation Chest compressions On-going care The game should include multiple practice scenarios (ref 2) based on current training scenarios including: Meconium, suction haemorrhage, accident and emergency, jaw thrust ambulance, preterm in community, Guedel airway. These scenarios give the player a chance to make formative decisions and receive feedback on their performance. The game should be designed to incorporate further practice scenarios at a later date. Game Play The game should provide the learner with a games based learning environment which is stimulating, competitive; compelling (to ensure players return to play multiple times) It should aim to create a degree of realism to emulate the stress or tension that the actual situation will engender. The game should require the player to maximise their score on each level and to encourage them to return to maintain their level of competence throughout the year. The proposal should indicate how this would be built into the game play. The game should show the player how well they have scored and possibly how they compare to others in their sector/geographic area. It is envisaged that the game comprise a mixture of interactive simulation and role playing combined with formative feedback and gameplay to encourage multiple plays. Technical Platform The game will be hosted on SMMDP website and should also have the ability to run on at least one mobile platform. (eg iOS, Android). Suppliers should indicate which and how many mobile platforms they will include in their submission The game’s scoring system for user and administration feedback should be self-contained but must also provide data in a SCORM compliant framework for output to other VLEs. The supplier should indicate knowledge of SCORM and show examples of previous game based work using the standard. The supplier should indicate which technologies they propose to use for the project. 81912134 Page 10 of 19 NHS EDUCATION FOR SCOTLAND COMPETITIVE WRITTEN QUOTATION Game Administration The system should provide for the registration of players and provide an administrative function to SMMDP staff to: Add/delete users Review user numbers Review number of times game is played Review score tables User data should include, name, position, health board, original course date, play data, scores. 4. TASKS TO BE PERFORMED The chosen supplier will design, build and supply the software as per this specification within 18 weeks of commissioning. The supplier will be responsible for the project management of the project and work within a structured review process with SMMDP management. The proposal should outline a review schedule. The supplier should indicate the on-going annual costs to maintain and support the system. These costs will be additional to the design budget 5. RESOURCE REQUIREMENTS There is a maximum budget of £18,000 excluding VAT for this project. Proposals should indicate the number and type of staff being used to fulfil the contract Key members of the design team should attend the current SNRC course. 6. MONITORING The successful supplier will be asked to provide a named project manager for the delivery of the contract. They will provide a regular written review of progress throughout the term of the contract. This should include progress reports at 2 to 4 weekly intervals to include an overview of development progress, a review of the content, a review of the graphical interface, a review of any technical challenges or potential hurdles or barriers to the successful completion process. TIMESCALES FOR COMPLETION OF OBJECTIVES The project is envisaged to take no more than 18 weeks to complete. A design document should be completed and agreed within 4 weeks of commissioning. An alpha version of the project should be available at 12 weeks A full version with implemented scenarios should be available for beta at 16 weeks. Delivery and sign off is anticipated at no more than 18 weeks. 8.
