ROLE PURPOSE:
The Roving Logistics Manager will assist the West and Central Africa Regional Logistics Manager to improve the
capacity and performance of logistics staff I teams in SCI country offices within the region by working with the
Country Offices logistics teams on a need basis. The position holder will be responsible for providing technical
support to specific Country offices in West and Central Africa Region
The roving logistics manager will be based in Dakar and will usually be deployed for short / medium-term assignments
for:
 Surge capacity to a country programme by either filling a vacant position and/or adding further skills and
experience to country programmes.
 An emergency response where Save the Children is scaling up and we need immediate emergency expertise.
 Capacity building of individuals and/or country programmes to ensure that programmes are being run
effectively
SCOPE OF ROLE:
Reports to: Regional Logistics Manager -West and Central Africa
Dimensions: Save the Children works in 11 countries in WCA (Nigeria, DRC, Niger, RCA, Senegal, Ivory
Coast. Liberia, Sierra Leone, Burkina Faso, Mali-Guinea) with a current staff complement of approximately
1600 staff and current expenditure of approximately $115 million each year.
The roving logistics manager will usually work at a country level. The role will include logistics support to large and
complex programmes, with a broad spectrum of programs, staffing, thematic interventions, and complexity. As such,
the role may include remote management, management of multiple field bases or direct logistics management of large
interventions.
The main responsibilities of this post will vary according to the terms of reference for each assignment.

KEY AREAS OF ACCOUNTABILITY:
The Roving Logistics Manager will be responsible for support to SCI Country Offices in the region through :
Supporting regional and country supply chain and logistics strategy implementation
• Support Country offices in establishing Framework Agreements (FWA), suppliers’ databases, market analysis.
• Carrying out logistics compliance and capacity assessments
• Implement the country logistics policies and procedures for the management of the supply chain, including
procurement, transport and distribution logistics, warehousing and stock management, and for the
management of vehicle fleets, communication systems, and assets
• Involving and socializing global and regional logistics initiatives and activities among the Country Office (CO)
logistics and program operations teams
• Maintaining and developing collaborative relationships and put in place mechanisms to ensure effective
collaborative work across departments.

Providing logistical training support for the improvement of program implementation
• Supporting Countries Office in establishing key set of Strategic documents (Country Annual Plan, Country
Logistic Manual, Country Supply Chain Plan, Fleet Replacement Plan, )
• Providing logistics technical support I input on core logistics functions and technical logistics issues
• Provide advice and support to senior management on logistics issues, and collaborate with staff on budgets,
technical aspects of the programme, and when required in the proposal development phase.
• Training staff in Logistics procedures, guidelines and tools (reports/forms)
• Manage and support senior logistics staff including ensuring appropriate team structures, clear division of
responsibilities, clear objectives, and management of performance

Improving compliance, accountability and performance of logistic functions
 Ensure that Save the Children International minimum standards of logistics procedures and country policies
are implemented and adhered to throughout the programme, briefing and supporting relevant staff as required
• Monitoring logistics performance through reviewing monthly logistics reports
• Helping country office logistics teams implement their outstanding logistics related audit recommendations
• Helping country office logistics teams to comply with Save the Children and donor logistics procedures standards
and guidelines
• Accountability – ensure efficient and transparent use of resources in accordance with internal controls
Providing logistical support for humanitarian emergencies
• Assisting Country Office (CO) Logistics teams scale up rapid and effective humanitarian response operations
when emergency occurs
• When requested, represent Save the Children at relevant external logistics coordination
Strengthening the capacity of Country Offices
• Supporting recruitment processes for logistics staff, support in reviewing and adapting organigrams, review of
Job Descriptions, contribution in creating logistics staff pipeline, individuation of talents in the Country Offices
and review of Evaluation of the logistics staff when required, participating to the HOP in French as facilitator if
required.
• Provide logistics trainings and capacity building as required across the programme
• Coaching the newly recruited Logistics Managers and other Logistics key positions during the first month of
taking charge, allowing them time to learn procedures and SCI work dynamics.
• Preparing country office visit reports and following up for implementation of recommendations
• Supporting the initiation of an internal logistic network to support the peer-to-peer and secondment exchange
capacity building
• Filling gaps in the Country Offices when required and provide support during volume peeks.
To execute the above responsibilities, the role will involve short/middle - term assignments duration to country offices
based on pre-agreed Terms of Reference. The position will therefore be based in Dakar Regional Office, and will
require visit to the WCA Country Offices

QUALIFICATIONS AND EXPERIENCE
Essential
 A Degree in Procurement I Logistics or related area, Master's degree an advantage
 At least five years logistics management level experience in logistics in the NGO sector, within complex/large
scale country programmes and in emergency response/humanitarian environments.
 Substantial experience in all technical areas of logistics operations including procurement,
transport/distribution, warehousing and stock management, fleet management, asset management.
 Previous international experience is must. Experience at Regional Logistics management level a strong
advantage.
 Experienced in medical supply chain is a must
 Experience of working in remote field bases with limited infrastructure
 Experience working with large institutional donors and knowledge of their rules and regulations
 Ability to synthesize and analyse big data, and make clear, informed decisions
 Ability to build relationships quickly with a wide range of people, both internally and externally
 Strong planning, management and coordination skills, with the ability to organise a substantial workload
comprised of complex, diverse tasks and responsibilities
 Experience in developing the capacity of logistics staff through the use of training, performance management
frameworks and development plans.
 Experience in development and implementation of efficient logistics systems, policies and procedures.
 Excellent written and spoken communication and interpersonal skills
 Fluent in French and English
 Cross-cultural experience, understanding and sensitivity
 Commitment to Save the Children values
 Knowledge of Western and Central Africa region is a must
 Excellent in office pack is a must, familiarity with SharePoint is advantage
 Willingness and ability to travel around the region up to 70% of time, sometimes with small notice. Having
limited visa related problems will be considered an advantage.
 Resilient to stress
 Strong experience in procurement and contracting , including framework agreement
 Sense of diplomacy and negotiation skills
 Previous experienced in coaching staff is advantage
 Able to prioritize and work with limited supervision , self-motivated, resilient to stress
Desirable
 Experience in developing Emergency Preparedness Plans and Disaster Risk Reduction activities
 Experience in developing and carrying out staff training programmes
 Experience in technical programme support in areas of construction, distribution, medical supply chain, water
and sanitation
 Previous experience working for Save the Children International or members
 Membership of Professional body in logistics
 Previous SCI Experience is advantage
