BANGLADESH COUNTER TRAFFICKING-IN-PERSONS Terms of Reference (TOR): Campaign Design for Behavior Change Context Trafficking-in-persons (TIP) is the fastest growing criminal activity worldwide and takes several forms, including exploitation of men, women and children into bonded or abusive labor or the commercial sex trade. TIP is one of the largest sources of illegal income globally. Trafficking violates basic human rights, damages lives, feeds corruption, exerts an economic toll on governments and citizens, and harms society at all levels. TIP is a crime that affects Bangladesh as a source, transit and, less often, destination country. Studies show that most people considering migration learn about the job opportunities (domestic and international) through family, relatives or friends in their immediate communities. This research suggests that prevention work needs to be focused at a grassroots level and awareness raising strategies should address local myths and beliefs. Addressing root causes of TIP can reduce the “push factors” in a society, while well-mobilized citizens can create community pressure for accountability of state institutions to reduce the prevalence of TIP. People are less likely to be vulnerable to trafficking if they are strong and secure members of their community; enjoy equality; can sustain their livelihoods; and participate in the functioning of their community. Winrock International possesses technical expertise and practical experience in the implementation of counter trafficking-in-persons strategies, not only through previous six-year Actions for Combating Trafficking-in-Persons (ACT) Program, but also through the last fifteen years of delivering effective counter-trafficking intervention projects in South-Eastern Asia and Eastern Europe. In Bangladesh, Winrock previously implemented the six-year ACT program with support from United States Agency for International Development (USAID). The ACT Program worked to increase and expand public awareness and participation in anti-trafficking efforts, including capacity building of government institutions, local and national representatives. Building on the past experience of the ACT Program, Winrock with support from USAID is leading another 5 year program, titled Bangladesh Counter Trafficking-In-Persons (BC/TIP) in Bangladesh starting from October 2014 to October 2019. The goal of BC/TIP is to reduce the prevalence of human trafficking and increase the protection of civil and human rights by preventing and reducing the risk of trafficking, protecting trafficking survivors, prosecuting trafficking offenders and fostering effective partnerships among stakeholders. BC/TIP Program employs the global standard of best practice in combating trafficking, through the 4 P’s approach which aligns with the National Plan of Action to combat Human Trafficking 2015 – 2017, by focusing on the following four response areas: PREVENTION BC/TIP’s prevention activities focus on strengthening capacity of communities to identify and prevent trafficking in persons. BC/TIP works to equip students, migrants, and local leaders with tools, support, and innovative methods to inform and mobilize communities to identify TIP incidents/traffickers, promote safe migration, connect survivors to services, and address root causes of TIP, especially gender-based violence. Youth education and leadership are the primary mechanisms used to reach at-risk groups and implement public mobilization activities in targeted areas. BANGLADESH COUNTER TRAFFICKING-IN-PERSONS PROTECTION BC/TIP is partnering with implementation partners in order to train victim protection and support agencies in global best practice of service provision, in order to protect victims and potential victims from harm. PARTNERSHIP BC/TIP recognizes that trafficking in persons is a widespread criminal phenomenon that cannot be defeated without a complementary partnership approach. To this end, BC/TIP will partner with nongovernment organizations and various sectors within the Government of Bangladesh, including law enforcement practitioners to create sustainability for the continued success of our interventions. PROSECUTION Prosecution capacity enhancement across all justice sector actors is a focal area of BC/TIP Program. BC/TIP will support the increase of justice sector response to trafficking in person occurrences, through convening working groups between judges, lawyers, public prosecutors, police personnel and immigration officials to promote a standardized understanding and application of relevant legislation and best practice. BC/TIP has targeted 25 trafficking prone districts of Bangladesh within its 5 years program tenure and divided those in following 5 clusters based on their risk factors (known source/transit area for TIP and internal/external migration; large migration out-flows; high numbers of survivors; border areas; high susceptibility to natural disasters and climate change) and opportunity factors (strong presence of anti-TIP/safe migration NGOs; government responsiveness and strength of CTCs; USAID Presidential Initiative focus areas). Cluster 1 2 3 4 5 Districts Kurigram, Lalmonirhat, Dinajpur, Naogaon, Chapainawabganj, Rajshahi, Joypurhat Jamalpur, Mymensingh, Dhaka, Tangail Jessore, Khulna, Meherpur, Narail, Satkhira Patuakhali, Barisal, Faridpur, Shariatpur Chittagong, Coxsbazar, Comilla, Sylhet, Moulvibazar For the first two and half year BC/TIP is implementing its prevention and protection component activities through nine local NGOs in 15 districts (Cox’s Bazar, Chittagong, Comilla, Jessore, Shatkhira, Rajshahi, Chapainawabgonj, Naogaon, Narail, Jamalpur, Dhaka, Dinajpur, Khulna, Meherpur, Joypurhat). Gradually BC/TIP will expand and cover the remaining 10 districts during next course of the program. With the objective to address the root causes of TIP the BC/TIP program will launch focused, issuebased, community-led campaigns for each of the geographic clusters. Using the results of ACT’s national TIP patterns and prevalence survey, BC/TIP baseline survey, and input from male and female leaders, survivors, and community members, BC/TIP will create tailored campaigns and reach new audiences using videos, songs, social networks, and interactive applications. Building on Winrock’s community radio program under ACT, BC/TIP will develop, test, and broadcast public service announcements (PSAs). Community radio stations will broadcast call-in programs that allow listeners to send feedback or report potential TIP cases by text message. Message development and campaign design workshops will be held to facilitate this process. All of the developed campaign materials and messages will be field tested before finalization. BC/TIP staff, partner NGOs, youth volunteers and survivors’ group ANIRBAN will disseminate these materials. BC/TIP will also collaborate with governmental, nongovernmental, and business stakeholders to roll out wide campaigns. In order to achieve the above BC/TIP is looking for a consultant/organization to conduct the campaign design through a competitive bidding process. BANGLADESH COUNTER TRAFFICKING-IN-PERSONS Objective The objective of the consulting services will be to develop need based behaviour change campaign (BCC) design, plan effective and innovative core messages, tools and materials; and provide a road map on implementation and monitoring of BCC activities. The campaign will not simply raise awareness, it will educate and mobilize citizens to become change agents in their communities. Methodology and Procedure The chosen methodologies should be appropriate for rural areas as well as for illiterate low income populations and should take into account all ethical considerations. The campaign will have flexibilities to target national, regional and community level barriers to behaviour change in different challenging contexts around the country. The core framework of the consultancy include: Reviewing research data from the community mapping and behavioural motivators research study report and defining of priority behaviours with special attention paid to gender differences in capacities to contribute and benefit Development of effective gender aware district-specific strategies and action plans based on defined behaviours and tailored to address local needs and context (culture, etc.) to reach the target groups; and Designing of gender aware campaign materials and tools around effective messaging and communication channels. The specific tasks related to the consultancy are to 1. Conduct a participatory review of behaviours, attitudes, beliefs and practices of the target communities that influence change, review of existing trafficking prevention work; define priority behaviours that will influence change, paying special attention to gender differences in capacities to contribute and benefit. The main method to be employed is desk research of existing community mapping and behavioural motivators study report. 2. Design tailored campaign which includes campaign strategy, action plans and M&E framework with indicators 3. Develop and test appropriate messages, tools and materials. This includes development of o Methodology for implementation of the campaign for district stakeholders, BC/TIP project staff and various key community influencers, school teachers, student, youth leaders, survivors of human trafficking, NGOs and private companies o Campaign materials for different media/ target audience information card, TV/radio spots/illustrative leaflets/ posters/other materials 4. Set up simple and effective M&E systems, processes in accordance with the M&E framework to monitor the quantity, quality and effectiveness of messages. This will include: post-test of messages, tools and materials for constant improvement. The main deliverables of the assignment are i. ii. iii. iv. v. An inception report outlining how the assignment will be undertaken. BCC strategies for each of BC/TIP’s geographic clusters and action plans Appropriate campaign messages, tools and materials for target districts Simple and effective M & E framework together with its tools for monitoring effectiveness of the campaigns A final report of the assignment BANGLADESH COUNTER TRAFFICKING-IN-PERSONS Qualification and experience The consultant/organization must have the following qualifications and experience: Lead consultant should have degree / equivalent qualification in Social Science Behavior Change or related fields Relevant technical knowledge, skills and extensive work experience in designing, developing, implementing, monitoring and evaluating BCC strategy, messages, tools and materials, plans including media plans Experience in providing consulting services and excellent track record of completion of tasks according to timelines Excellent reporting and writing skills with experience in donor-funded projects of a similar nature, of at least a minimum of 5 years Demonstrated experience in and knowledge of human trafficking and migration issues Flexibility in responding to the needs of BC/TIP program Experience with international organizations/ USAID is an asset Fluency in both English and Bangla is essential Timeframe and payment terms The total duration of the work will be of maximum 30 working days for the consultant, including background study, workshop, field test and report writing. Winrock’s norms and criteria will apply for consultant’s fees and is reimbursable. In principal however, consultant fees will be paid upon the satisfactory report of performance from the Winrock International and BC/TIP team as will be stated in the contract. Consultant is expected to pay all relevant government taxes for which they are responsible. Where applicable, Winrock International shall deduct all applicable government TAX and VAT and submit them to Bangladesh Revenue Authority. Application process The consultant/organization will submit a detailed proposal which must reflect the qualitative and quantitative methodology, tools and analysis plan in detail. The proposal should be divided into two parts i.e. technical and financial. The technical part will contain the following sections. Background including literature review Detailed methodology of the campaign design Detailed timeframe (including dates for submission of first draft and final report) Detailed CV of the consultant containing experience on relevant issues The financial part will describe the estimated cost for the work in detail. It should be given in a separate sealed envelope.
