I

The Parties undertake to promote cooperation, on mutually agreed

With a view to maintaining an appropriate mechanism for implementation and follow
up
this Memorandum, the Parties shall conduct regular consultations on the following issues;
-
Identifying and evaluating priority areas of cooperation in particular organizttional and
technical fields of activity;

Recommending and preparing instruments designed
and projects
to be executed,
as
- Overseeint proper observance
to
identify activities, programmes
well as arrantements for their implementation;

Nothing in this memorandum shall, in any way, prevent either Party from entering into
bilateral agreements with other countries on matters covered under this MOU.

ln the implementation of this Memorandum, the parties shall prepare Project Documents
for
organizational and technical cooperation activities, setting
out the terrns and
conditions of such cooperation, the financial resources required and also legal status of
the personnel involved.

Entre la comisi6n de Elecciones de la Repfblica de la lndia y el conseio Nacional

Tomando en consideracion la relaci6n desarrollada entre las Partes;

Reafirmando el compromiso con la democracia y la fe en un Proceso democritico
justo y en las normas de los derechos humanos generalmente acePtadas;
Procurando fortalecer
la instituci6n democritica
Para meiorar
la
gesti6n

administraci6n electoral;
Considerando la necesidad de construir con base en la experiencia acumulada por
partes y.el intercambio de experticia y otras informaciones de caricter profesional;
las
Reconociendo la necesidad de establecer un mecanismo de cooperaci5n para el disefio e
implementaci6n de procesos electorales y Para el intercambio, consulta mutua
cooperaci6n en el lmbito de la gesti6n y administraci6n electoral;
Se acuerda

Las partes se comPrometen a Promover la cooperaci6n, en t6rminos y condiciones
mutuamente acordados, en las ireas prioritarias mutuamente identificadas, en el imbito
de la gesti6n y administraci6n electoral, incluyendo:

La promoci6n del intercambio de conocimientos y experiencias en el frea del
desarrollo organizacional y tr6cnico de procesos electorales, con miras a
desarrollar la prictica de la gesti6n y la administraci6n;
-
El apoyo al intercambio de informaci5n, materiales, experiencias
y la organizacion
del adiestramiento del personal;
-
La facilitaci6n de las relaciones
-
La producci6n y distribuci6n de materiales relacionados con sistemas electOrales,
tecnologia de votaci5n, educaci6n y concienciaci6n de los electores, participaci6n
de la mujer, minorias, discapacitados, aumentar la participaci5n en Procesoq"
electorales;

con otras autoridades y organizaciones electorales.

Ninguna parte de este Memorindum evitari, de ninguna manera, que alguna de las Partes
participe en acuerdos bilaterales con otros paises en temas cubiertos en este
Memorindum de Entendimiento.

En la implementaci6n de este Memorindum, las partes prepararin Documentos de
Proyecto para actividades de cooperaci5n organizacional y t6cnica, estableciendo los
t6rminos y condiciones de tal cooperaci5n, los recursos financieros requeridos, asi como
el estatus legal del personal involucrado.

Cualquier disputa entre las Parces relacionada con la interpretaci6n y aplicaci6n del
presente Memorindum deberi, resolverse mediante negociaciones o mediante cualquier
otro modo para la resoluci6n de disputas que se acuerde.

Este Memorindum puede ser cambiado

o enmendado mediante acuerdo escrito entre
las
Partes.

7
El presente Memorandum de Entendimiento entrari en vigor a partir de Ia fecha de su
suscripci6n y tendri una duraci6n de un (l) afro, prorrogable automiticamente: por
periodos iguales, siempre y cuando una de las Partes comunique a la otra su intenci6n de
prorrogarlo, con un minimo de greinta (30) dias de anticipaci5n a la fecha de su
expiraci6n; y sea acePtado por la otra Parte.

Sin menoscabo de lo antes dicho, cualquiera de las Parces podr6. dar por terminado el
presente Memorandum de Entendimiento, en cualquier momento mediante notificaci6n
escrita a la otra. La terminaci6n surtiri efecto tres (3) meses despu6s de recibida la
notificaci6n.
La terminaci6n del Presente Memorindum de Entendimiento no afectar6 el desarrollo de
los programas y/o proyectos acordados por las Partes, Ios cuales continuarin
en
ejecuci6n, a menos que las Partes acuerden o contrario.
Suscrito en la ciudad de Caracas a los 3 I dfas del mes de atosto de 2012, en dos
ejemplares originales redactados en idioma castellano e ingl6s, teniendo ambos textos
igual validez.
