Potential
future for
data.govt.nz
Keitha highlighted a new item on the work programme, an Indicative Business
Case for a Shared Data Service. This work is being led by LINZ and funded by the
ICT Council and LINZ. Its scope is being finalised by a cross government working
group, and is considering including a directory service. There is potential for
data.govt.nz to be affected.
An intervention logic map, which will help clarify the scope of the work, is being
developed.
Sue noted that the initial focus was location data but that its scope might broaden.
There was discussion about whether there is a synergy between a catalogue or
directory service and a shared data service/repository, and if there is value in a
combination.
The group recommended keeping the thinking clear and tight and not to conflate
the work.

Cabinet
Paper:
Release of
2012 report
on agency
adoption of
the
Declaration
on Open and
Transparent
Government
Colin advised that the 2012 Report went to Better Public Services Ministers,
Cabinet (SEC committee), and was ratified by Cabinet. Ministers were happy with
progress and didn’t have any major concerns. They see the availability and re-use
of open data as critical to achieving result areas 9 & 10.
The report will be launched on 18 June at GOVIS, and will be available on the
ict.govt.nz website.
The next stage for the Steering Group is to work with Data Champions and
encourage them to work with each other and their user communities.
The group agreed that this work is key to having the right level of capability in
organisations.
The work with industry and users is also a priority. Keitha identified OpenNZ as a
key partner in this work. Keitha to link Graeme with them.
Action: Keitha to link Graeme Benny with OpenNZ.

Update
Keitha talked the group through the tabled Work Programme Status report.
Sue commented on the “Identify and analyse funding and pricing issues project”.
noting that the geospatial agenda also needs to address the costs of the
acquisition and maintenance of data.
Action: Keitha to follow up on the NZGO Geospatial work addressing the
costs of the acquisition and maintenance of data.


Keitha explained the rationale for the proposed June-December 2012 Work
Programme.

Would like to see ongoing work to identify which activities will achieve
maximum benefits
Future work programme for 2013 and beyond should be based on clear
identified priorities targeted to achieve intended benefits and be part of a
medium term plan
The work programme should consolidate gains, monitor and evaluate
impact, focus on priority agencies, develop and agree on medium term plan
Work needs to commence over the next 6 months to give a robust basis for
the next phase of the programme
A revised intervention logic process would be helpful
consider how to mobilise resources across government.
The group requested a draft 2013 DIR work programme for their August meeting.
A Steering Group and Data Champions strategic workshop will replace the
scheduled Steering Group 16 August meeting. Planning for this workshop will be
done via email. The Secretariat to provide two sound case studies for this
workshop.
Action: Secretariat to provide two sound case studies for this workshop.
It was agreed that a process for assessing progress on agency adoption of the
Declaration during the year would be valuable.
Action: Keitha to recommend how Data Champions will report on progress
during the year.

Update on
Colin updated on this DIA-led work. The strategic workshop in March had agreed
that there is a policy gap in the broader information management landscape. DIA

have started building capability in this area and will be presenting a paper on cloud
computing to the Cabinet Strategy Committee in a couple of weeks. This is
expected to put information management on the table for Ministers. A programme
will then be developed.

Date of next
meeting
The next meeting will be the combined CEs’ Steering group and Data Champions
strategic workshop on Thursday, 16 August 2012 from 2-4pm. This will replace
the previously scheduled CEs’ Steering Group meeting.
