Official Guidelines
Team Manager
DUTIES
Although the responsibility of the Team Manager will vary from team to team in general this
position is responsible to see that all activities or league rules associated with the actual
playing of the game (other than coaching) are carried out or adhered to.
TEAM UNIFORM
Ensure that all players are correctly attired.
OTHER OFFICIALS
Ensure that persons are designated for each of the following roles where required and that
they are aware of all the necessary dress requirements, age requirements and duties:
- Coaches
- Water carrier
- Ball Runner
- Escort player when sent off
- Boundary Umpire
- Escort Umpire of the field
- Umpires Juniors
UMPIRES COMFORT
Ensure that the umpire’s room is adequate in terms of cleanliness and security.
Make sure that umpires are offered refreshments during quarter breaks.
SECURITY OF PLAYER BELONGINGS
This aspect should be considered prior to players taking the field. No home club can fully
guarantee the safety of items that remain in change rooms during a game.
Match Cards
Complete team sheet and ensure that it is signed by all officials, hand to umpire before the
game commences
FOOTBALLS
Home team manager to present three footballs to the umpire before the game.
START TIMES
Be aware of the starting times of all quarters and ensure that the Coach has the players
ready to start accordingly.
Umpire Report
The Team Manager and/or the Coach complete an Umpires Performance Report following
the game. Reports should be constructive including positives and negatives, and be
completed every game regardless of result. Reports are to be placed in envelopes and
forwarded to the secretary QCFC office or sent via facsimile 6125 7978
.
MATCH Cards
Match Cards are completed by umpires after all games. The Team Manager must attend the
Umpires room after the game to collect the report. If the Team Manager does not attend the
umpires will be instructed to leave the report at canteen on home games with coach on
away games.
LIST OF MEDICAL PHONE NUMBERS
Compile a quick reference list of local phone numbers for ambulance, doctors, dentists and
medical centers for use at all games. Ensure that these numbers are displayed in change
rooms “away team” should the situation arise.
REPORTED PLAYERS
Ensure that all details of any reported players are handed to the appropriate club officials as
soon as possible and that players involved are informed.
Coaches/Team Managers

Shirt with required notification on back eg: coach or team manager
REQUIREMENTS
All must have accredited coaching license and needs to be in attendance at all matches. All
coaches are required to complete a recognized first aid course (e.g. Sports First Aid, St
Johns or Red Cross).

DUTIES
Attend injured players on the ground. If any injury appears to be serious, qualified medical
assistance should be obtained immediately.
Are responsible for having a stretcher on the ground for each game.
It is also recommended that the phone numbers of each player's parents or guardian are
available and that any relevant medical condition of players are known.
A coach is not permitted to act as second Runner.

REQUIREMENTS
In all under 15 to senior grade matches Boundary Umpires must be at least 21 years of age.
In all under 11 to under 14 grade matches Boundary Umpires must be at least the 16.
DUTIES
If the Field Umpire determines that a Boundary Umpire in any match is unable to perform his
or her duties competently, the Field Umpire shall request a replacement Boundary Umpire. If
a competent replacement Boundary Umpire cannot be found the Field Umpire shall direct
UMPIRES ESCORT
Team manager to organize
DRESS
Must wear the official QCFC bib.
REQUIREMENTS
All Umpire Escorts must be over 21 years of age.
DUTIES
To escort all Umpires from the oval (where play ends) to the Umpires room at half time and
at the conclusion of the game.
Where the club is the home club, they should offer Umpires cool drinks between halve time
and end of game
Umpires Escort must not abuse or criticize Umpires and must show courtesy at all times.
Club Objectives, Policies and Procedures
It remains the aim of the Queanbeyan City Football Club to develop a Senior and Junior
football program that is recognized in the Monaro Districts for its quality and the benefits
it provides in the development of our Players and adult Members.
The ethos of the Queanbeyan City Football Club is continually on public display and is
demonstrated in the manner in which we act when we direct and support not only our
own people, but also those from other Clubs.
The Committee has, within the QCFC Development Plan, developed “Club Objectives”
so that all Members and visitors to our Club are aware of the direction that our Club is
taking.
The Club objectives are as follows:

CONTINUE TO BUILD A STRONG AND SUCCESSFUL COMMUNITY BASED CLUB THAT PROVIDES THE
OPPORTUNITY FOR PERSONAL DEVELOPMENT, PERSONAL ACHIEVEMENT AND TEAM SUCCESS.

PROVIDE A SAFE AND ENJOYABLE ENVIRONMENT FOR CLUB MEMBERS, PLAYERS, PARENTS AND
VISITORS.

DEVELOP THE VALUES OF TEAM AND COMMUNITY SPIRIT AMONGST OUR YOUTH.

ENCOURAGE GOOD SPORTSMANSHIP AND A RESPECT FOR AUTHORITY AMONGST ALL PERSONS
ASSOCIATED WITH THE CLUB.

PROVIDE THE NECESSARY RESOURCES AND FACILITIES FOR THE CONTINUED IMPROVEMENT OF THE
QUEANBEYAN CITY FOOTBALL CLUB AND THE FURTHER DEVELOPMENT OF FOOTBALL AND SOCIAL
SKILLS AMONGST OUR YOUTH.

FOSTER A POSITIVE ATTITUDE TOWARDS THE CLUB, ITS FACILITIES AND EQUIPMENT.

PROMOTE AND ENFORCE A CODE OF CONDUCT FOR CLUB OFFICIALS, PLAYERS, PARENTS AND
SPECTATORS.
To support the active progression of these objectives the Club has in place a “Code of
Conduct” (implemented in 2007), Club Policy and Procedures and other strategies as
required.
These are continually reviewed and improved to ensure that all people in our Club have
the necessary tools and direction to meet our objectives.
The Code of Conduct is seen as the foundation of our Club’s ethos and, as such, it must
be adhered to by all persons within our Club and those who visit our Club.
As the COACH of a Junior Team, you have an unrivalled level of influence on your
group of children and adults. As such, you are expected to lead by example and
actively promote the Club’s objectives and if necessary, enforce our Code of
Conduct, Policy and Procedure

Code of conduct
Players
All players of teams representing Queanbeyan city football club must follow the
rules of the club and the players code of conduct as set out below.








Show respect for authority amongst all team and club personal treat other
Abide by the rules of play and accept the umpires decision, never argue
discuss the matter with your coach.
Display good sportsmanship, win, lose or draw acknowledge the other team
( hand shake at end of game)
Control your temper, do not ridicule or use offensive language, provoking or
physical violent
Support your club and team mates
Show respect for the property of other players, the club and the facilities
Carry out all activities involved with the club in a safe manner towards
others
Club Officials
All club officials must have due regard to the responsibilities they are required to
abide by the code of conduct.

Show respect for and provide positive encouragement to all player

Be fair and consistent when officiating disputes or enforcing the rules

Display a positive attitude and enthusiasm whilst performing your duties

Set a good example to others and ensure the highest standard of the club are
maintained

Promote and enforce the club’s code of conduct for players

Foster a positive attitude towards the club, its facilities and

Encourage good sportsmanship and respect for authority

Discourage violent or abusive behavior amongst player, coaches and
spectators
People Safety Policy:
For the safety and well being of all members of the Queanbeyan City Football
Club we aim to maintain a Club free from substance, physical or verbal abuse
from any party both within and outside our Club.
The good conduct of all persons associated with or visiting our Club must be
maintained at the highest levels to ensure that we provide a safe and
enjoyable family environment.
Severe breaches of the Club Policy and the Codes of Conduct may result in a
person being:



Asked to leave the Club precincts,
Being reported to the appropriate Authorities,
Subject to a report being lodged with the Club Committee for
determination.
As a result, any Club Member or visitor who has been determined by the nior
Committee to violate Club policy may have their membership terminated or be
banned from Club premises and activities, even for a first offence.
We strive to provide a safe and healthy environment, free from any abuse
directed at any Child or Adult member of the Club. For our Club to meet the
standards required for sporting organizations within our community, a Code of
Conduct for persons associated with the Queanbeyan City Football Club has
been in place since 2006. These are specific and have been prepared for the
following:



Club Officials
Players
Parents & Spectators
It is the responsibility of the Queanbeyan City Football Club Committee and Coaches /
Team Managers to both employ and administer the QCFC Codes of Conduct (refer
separate Policy documents) set for Officials, Players and Parents/Supporters.
Procedure:
To assist Club Officials in this area, we also set forth the following procedures:

All Club Officials must have due regard to the responsibilities that
their positions demand and are required to carrying out these in
accordance with the QCFC Code of Conduct - Club Officials
policy document.

All Players of Teams representing Queanbeyan City Football Club,
whether in practice or otherwise, must abide by the rules of the Club
and theQCFC Code of Conduct - Players policy document.

All Parents & Spectators of teams representing Queanbeyan City
Football Club, whether in practice or otherwise, must abide by the
rules of the Club and the QCFC Code of Conduct - Parents &
Spectators policy document.

Club members or Visitors may not consume illegal substances
during any Club activity. Any breach of Club Policy in this regard is
to be referred to the QCF Club President or in their absence the
appointed deputy.
Refer to the QCFC Substance Abuse Policy document for details.

In the event that a Parent / Guardian advises a Club Official that a
Child is subject to a Restraint Order for Child Access against any
other party, the Official is to refer it to the QCF club President or
in their absence an appointed deputy.

This Policy and the Code of Conduct documents are to be reviewed
and endorsed annually at the first General Committee meeting held
by the incoming newly elected General Committee.

A copy of this Policy and the Code of Conduct Policy documents
are to be distributed to all Club Members.

Coaches and Team Managers, with the assistance of members of
the General Committee, shall prior to the commencement of the
first QCL official match conduct a meeting of Players and Parents
of each Team to review and discuss this Policy and the Code of
Conduct Policy documents.
Substance Abuse Policy:
For the safety and well being of all Club Members, Players, Parents and
Visitors to the Queanbeyan City Football Club we aim to maintain a Club free
from substance abuse alcohol abuse or the use of illegal drugs.
Any Club Member or visitor who violates this policy will be disciplined and as
a result, even for a first offence, may have their membership terminated.
We strive to provide a safe and healthy environment, free from the use of
illegal drugs*, abuse of alcohol and other substances. To achieve this Club
has the following rules:

Club members or Visitors may not consume or take illegal drugs on
club premises or at Club functions.

Club members or Visitors may not consume or take alcoholic
beverages consumption of alcohol has
been approved for an
organized Club function at an authorized venue.

Members, Players and Visitors may not attend any Club function,
matches etc. under the influence of drugs or alcohol.
Procedure:

All Club participants are expected to assist in the monitoring and
implementation of this Policy.

Any breach of Club Policy in this regard is to be referred to the
Club President, or in their absence the appointed deputy. On
receipt of this information the President shall either:
 Implement any investigative actions that are to be taken as a
prerequisite for the review and determination by the QCFC
Committee.
 If a serious breach occurs, immediately report the offence to the
appropriate Authorities
*
Legal drugs include prescribed and over-the-counter drugs that have been legally obtained and used for the purpose for
which they were intended.
Illegal drugs include any drug that is not legally obtainable, which may be obtainable but has not been legally obtained
or which is being used in a manner or for a purpose other than as prescribed.

EMERGENCY INCIDENT PROCEDURE
If an incident occurs and involves any of the following then the Emergency Incident
Procedure should be followed.

Serious injury of any Player or Supporter or Visitor
Involvement of any of the Emergency Services
Any incident, which could involve negative media attention
A visit to the Hospital

On to one of the above Club Officials within 24 hours of the incident

DETAILS OF ANY INCIDENT OR ACCIDENT ARE TO NOT BE DISCUSS
WITH ANY PERSON OUTSIDE OF THE JUNIOR FOOTBALL CLUB UNTIL A
FULL INVESTIGATION HAS BEEN CARRIED OUT.
INJURY CLAIM PROCEDURE
If an incident occurs and involves an INJURY to a PLAYER or OFFICIAL of
the team and medical expenses have been paid or is envisaged, the following
procedure is to be followed:
Internal Club records
1. Please ensure that all information on the injury is recorded on an
Incident Report Sheet (within 24 hours of the incident) and that it is
forwarded the either the Football Operations Manager or the Club
Secretary.
Making a claim on medical expenses:
1. A Sports Cover Insurance Claim– form is to be completed by the injured
person. These forms are obtained from the Sport Cover Agency –
Sydney 02 8833 5800 or the Club Secretary.
Note: If claiming loss of income the form MUST be submitted within 30 days of the
incident.
2. Fill out the forms as detailed and return them to the Team manager or
the Club Secretary. These will then be on forwarded on your behalf to
Sport Cover Insurance Agencies.
3. Injured persons must pay for all medical cost as the club can not claim
back from insurance Agency on behalf of injured person.
4. All refund cheques will be made payable to the injured person and be
sent to them.
