ACCREDITED TRAINING PROVIDER CERTIFICATION SCHEME
(Explanatory Note for Renewal of Certification)
Introduction
1.
Pursuant to the Workplace Safety and Health Act 2006, the Minister may make
regulations for carrying out the purposes and provisions of this Act, including the
accreditation of accredited training providers to conduct safety and health training
courses for persons who are required to attend such courses under the same Act.
2.
This is a guide for organisations seeking to apply for renewal of certification as an
Accredited Training Provider (ATP) under the Occupational Safety and Health
Division’s (OSHD) Accredited Training Provider (ATP) certification scheme.
3.
The requirements and standards expected for an organisation to be an ATP under
OSHD’s certification scheme are listed in the Terms & Conditions in Annex 1.
Applicants are advised to read and understand these requirements, which will be binding
on the applicant upon eventual approval, before making an application.
Application
4.
The ATP applying for a renewal of its certification must submit its application in the
course application form prescribed in Annex 2 two months before the expiry of the
certificate. Please note that any application received after the expiry of the certificate
would be deemed as a new application for accreditation and would be processed as such
and the full accreditation fee would be applicable. No reminder would be sent to inform
the ATP of the need for renewal.
5.
The following documents are to be submitted together with the course application
form:
a)
A brief write-up of the progress and development of the ATP during the last
period of certification, including the following:
i)
a latest copy of the Certificate of Registry of Companies and
Businesses; stating the paid-up capital (for companies and
business organisations) or Registry of Society (for industry
association);
ii)
update on types of services offered (both training and nontraining related) by the organisation;
iii)
a brief description of other accreditations received (if any; i.e.
ISO 9000 for the administration of OSH training) during the last
period of ATP certification; and

iv)
b)

ATP’s continued right to use the designated premises/venue(s)
for conducting the stipulated course.

Terms and Conditions for Accredited Training Providers
1
Interpretation
In this set of Terms and Conditions, unless the context otherwise requires:
“Accredited trainer” means trainer accredited by MOM
“ATP” means Accredited Training Provider approved by MOM
“BCSS” means Building Construction Supervisors Safety Course
“CSOC-GT” means Construction Safety Orientation Course General Trade
“OSHD” means the Occupational Safety and Health Division, Ministry of
Manpower (MOM), Singapore
“Re-Certification” means the sitting for the test without first going through the
course. For the purpose of this definition, it applies only to i) CSOC (GT) and ii)
SSIC (GT).
“SSIC-GT” means Shipyard Safety Instruction Course General Trade
“SSSC” means Shipyard Supervisors Safety Course

Training Venue
2.1
Unless otherwise exempted, each ATP shall maintain a primary approved
training venue. If the ATP wishes to change the venue, the ATP shall submit
the details to MOM at least two (2) weeks before the commencement of the
course.
2.2
The ATP is to note that MOM’s approval of the venue is in relation to the
condition and adequacy of the training facilities and equipment. The onus is
on the ATP to comply with all other relevant land use, building, fire and
safety regulations.
Training Facilities and Equipment
3.1
The ATP shall ensure that the classrooms used for training and examinations
are of adequate size (to meet the training capacity approved by MOM) and
are properly maintained. The seating facilities e.g. the writing desks, must be
reasonably and comfortably spaced for the purpose of conducting
examinations. The design and maintenance of the facilities should take into
account sound insulation, ventilation, ergonomics and cleanliness, so as to
create an environment that is conducive to the teaching /learning process.
Proper sanitary facilities shall also be provided.

3.2
The ATP shall ensure that the teaching equipment, including but not limited
to overhead projectors, LCD projectors or white boards are in good condition
and in sufficient quantities. For courses that comprise a practical component,
the ATP shall ensure that the relevant facilities or equipment are provided.
Please refer to Annex 5 for a non-exhaustive self-assessment checklist of the
training facilities and equipment.

Accredited Trainers
4.1
Only accredited trainers are allowed to conduct the course. The requirements
for being an accredited trainer are course-specific. The ATP shall ensure that
accredited trainers conduct only the subject(s) and/or topic(s) in the
language(s) for which they are accredited
4.2
The ATP shall maintain an updated register of accredited trainers for all
MOM-accredited courses.
4.3
Accredited trainers shall conduct the course in a professional and ethical
manner at all times. They are also expected to be competent and maintaining
the standards of course delivery at all times.
4.4
Interested applicants are strongly encouraged to attain the Advanced
Certificate in Training and Assessment (ACTA) before applying to be
accredited trainers. From time to time, MOM may require the accredited
trainers to obtain the ACTA certification as a pre-requisite of being approved

Course Materials
6.1
The course materials used by the trainers shall meet the requirements of the
approved training syllabus (including the duration allocated for each topic).
Course materials are to be relevant to industry needs, be of sound quality and
are to be updated at least once every two (2) year, example in the area of best
industry practices and relevant case studies. MOM may make changes to the
approved training syllabus and shall inform the ATP of the changes at least
one (1) month in advance before the changes take effect.
6.2
The ATP shall retain a copy of all versions of the course materials that are
used during the period for which each course is accredited, and ensure that
they are readily available for inspection and verification.
6.3
MOM’s approval of the course materials does not imply an endorsement of
the ATP’s copyright to use the materials either fully or in portion. The ATP
shall be wholly responsible for ensuring that it does not infringe on any
patent, design, copyright or intellectual property rights owing to the use of
any material.
Course Information
7.1
The ATP shall make all general information such as the course title, outline,
entry requirements, fees, contact person, venue, trainer details, availability of
government funding and the pathways to reach course outcomes available to
all course participants and interested persons. All policies relating to fee
refund as well as course cancellation or postponement, shall also be clearly
documented and be made available to all the participants.
7.2
MOM may request and publish information on the course and test fees from
time to time. Any fees reported to MOM shall be deemed accurate and the
ATP shall inform the MOM at least one (1) month in advance before any
changes are made to the fees.
Course Entry Requirements
8.1

The ATP shall verify and be able to show documentary evidence that each
participant meets the stipulated entry requirements for each course.
Examination Requirements
9.1
The ATP shall ensure that the format and duration of the examination
adheres strictly to the approved training syllabus. Where applicable, the ATP
shall conduct the examinations using the latest set of examination questions
available from MOM. The ATP is to provide at least two (2) different sets of
examination questions for trainees taking the examination at the same time.
All examination sets shall be clean and free from markings or answers. The
examination sets shall be revised at least once in every two (2) years. The
ATP shall retain copies of the examination papers, answers and records for
verification purposes.

9.2
The ATP shall make every effort to ensure strict confidentiality and that the
examination questions, answers and assignments are not released to
unauthorised personnel. The ATP shall not reproduce and/or pass on any
questions obtained from the MOM to any third party. The ATP shall record,
maintain and account for all examination or test papers at all times. Proper
disposal of all expired examination or test sets must be accounted for and
carried out by the ATP periodically.
9.3
The ATP shall ensure that each trainee takes the examination in the language
in which the completed course was conducted.
9.4
The ATP shall ensure and be able to provide documentary evidence that each
trainee achieves the minimum attendance requirements before he is allowed
to take the examination. Unless otherwise specified, the minimum course
attendance is 75% for courses lasting more than a day. Attendance
requirement for one day course shall be maintained at 100%.
9.5
Unless otherwise specified, the passing marks for examinations are stated in
the following table. MOM may make adjustments to the passing mark from
time to time.

Conduct of Examinations
10.1
The ATP shall verify the identity of each participant before he is allowed to
take the examination.
10.2
Unless otherwise permitted, trainees who fail the examination will have to sit
through the full course again before being allowed to re-take the
examination.
10.3
Examinations shall be invigilated by an authorised employee of the ATP,
such as the accredited trainer or other appointed staff of the ATP. At least
one invigilator shall be present to invigilate the examinations at all times,
such that the examination venue is not left unattended.
10.4
The time and duration for each examination shall be communicated clearly to
trainees before the commencement of the examination. The trainer or
invigilator shall also communicate to the trainees the proper code of conduct
e.g. the need for integrity and honesty, expected of them during the
examination.
Dishonesty in Examinations

(a)
Communication by word of mouth or by other means during the
conduct of the examination that is not authorised by the invigilator;
or
(b)
Possession of any materials in the examination venue that is not
authorised by the invigilator.
Absence from Examinations
12.1

Acts of dishonesty are deemed to have taken place during the examinations
under the following circumstances:
A trainee is considered to be absent from an examination with valid reasons
if he has:
(a)
Obtained a medical certificate from a registered medical practitioner,
and has presented such medical certificate to the examiner within 48
hours of his absence; or
(b)
Obtained other acceptable documentary evidence supporting his
absence and has presented such evidence to the examiner within 48
hours of his absence.
12.2
An ATP may choose to allow a trainee who absents himself from an
examination with valid reasons to re-sit the examination.
12.3
A trainee who absents himself from an examination without valid reasons
shall be deemed to have sat for and failed the examination.
Certificate of Successful Completion
13.1
A certificate of successful completion of a course shall only be issued to a
participant who has successfully completed the course and passed the
examinations. The certificate shall be issued to the participant within one (1)
month of the completion of examination.
13.2
All certificates issued shall be recorded and accounted for by the ATP at all
times and made available during inspections, investigations or audit checks.
Proper disposal of certificates shall also be accounted for and carried out by
the ATP periodically.
Course Evaluation and Feedback
14.1
The ATP shall conduct an evaluation of the course as part of each and every
class. All participants shall be allowed to evaluate the course content, course
duration and the trainers for each of the sessions conducted.
14.2
The course content, presentation and trainers are to be rated on a scale of 1 to
5 as follows: “excellent” (very much above expectation, rating 5), “very

good” (above expectation, rating 4), “satisfactory” (up to expectation, rating
3), “fair” (below expectation, rating 2) or “poor” (significantly below
expectation, rating 1). Participants shall also be allowed to give written
comments or free-text feedback.

Statistical Updates and Performance Indicators
15.1
MOM may from time to time, request the ATP to submit statistical updates
such as on the registration timeliness, course runs and number of course
participants.
15.2
In addition, the ATP shall maintain performance indicators on the average
trainer-to-trainer ratio, candidacy pass rate and course evaluation satisfaction
rating, and submit such indicators as and when requested by MOM. The
guide to the calculation of the performance indicators is in Annex 6.
Inspections, Investigations and Audit Checks
16.1
The ATP shall give full support and cooperation to MOM’s officers,
authorised persons, agents and representatives who conduct ad hoc
inspections, investigations and/or audits on the ATP from time to time.
16.2
In the event of a breach or non-compliance of these Terms and Conditions,
the ATP shall take the necessary corrective actions within the stipulated
timeline.
Certification under ISO 9000
17.1

The ATP is strongly encouraged to obtain a certification of its management
system under the ISO 9000 certification scheme or any other relevant
scheme. From time to time, MOM may require the ATP to obtain the
certification as a pre-requisite of being approved as an ATP.
Documents Retention Period
18.1

The ATP shall keep and maintain proper records of all evaluations and
feedback received from participants. The ATP shall monitor the evaluation
and feedback closely, so as to ensure that the ratings are consistently 3 and
above. The ATP shall keep and maintain documentary records of actions
taken to address ratings below 3 and feedback of participants.
Unless otherwise specified, all documents shall be retained for a minimum of
2 (two) years.
System Requirements
19.1
The ATP shall comply with the computer hardware and software
requirements stipulated by MOM from time to time, including the purchase
of new computer hardware and software if necessary.

Revision in Terms and Conditions of ATPs

If required by MOM, the ATP shall provide a bankers’ guarantee by an
acceptable banking institution – the amount to be determined by MOM on a
case-by-case basis - to cover any liability which may result from the ATP’s
inability to fulfil its obligations under the Terms and Conditions and to its
customers.
Indemnity/Disclaimer against Claims
23.1

The ATP shall pay a fee of $550 upon a successful new application. The
accreditation shall be for a period of two (2) years after which it may be
renewed for a further two (2) years upon application for renewal and
payment of renewal fees of $400. The application for renewal of the
certification must be before the validity of the certificate expires. Any
application received after the expiry of the certificate will be deemed and
processed as a new application for accreditation. MOM shall have the right
to revise the accreditation and renewal fees from time to time.
Bankers’ Guarantee
22.1

MOM may from time to time revise the terms and conditions and shall
inform the ATP of the revisions at least one (1) month in advance before
they take effect. The ATP shall comply with the revised terms and
conditions, failing which the ATP may no longer be approved by MOM.
The ATP shall fully indemnify MOM and the Government of the Republic of
Singapore against all actions, claims, demands, costs and charges arising
from or relating to any infringement of any patent, design, and copyright or
intellectual property rights owing to the use of any material or equipment by
the ATP, or against all actions, claims, demands, costs and charges arising
from or relating to any accident/incident occurrences at all designated MOM
accredited training venues.
General Damages and Cancellation of Approval of ATP
24.1
MOM reserves the right to obtain general damages and/or to suspend or
cancel the approval for the ATP in the event of any of the following:
(a)
Giving of false, inaccurate, or misleading statements or
misrepresentations by or on behalf of the ATP (whether with the
knowledge of the ATP or not)
(b)
Failure to ensure the integrity of the system of administering and
conducting training and examinations.

(c)
Failure to comply with or breach of any of these Terms and
Conditions or where such non-compliance or breach is capable of
rectification, failure to implement the required corrective actions.
(d)
Failure to provide reasonable assistance to MOM’s officers,
authorised persons, agents and representatives during inspections,
investigations or audits, or make available its relevant staff and /or
documents and materials during such visits.
(e)
Lodgement of a criminal complaint or police report against the ATP
or staff of the ATP;
(f)
Ongoing criminal investigations or legal proceedings relating to the
ATP or staff of the ATP;
(g)
Failure to pay MOM the requisite fees (including interest if any)
promptly;
(h)
Failure to maintain the required level of performance and standards
expected of an ATP; or
(i)
Any other circumstance in which the organisation is no longer fit and
proper to act as an ATP, or where it is in the public interest for the
organisation to no longer be an ATP.
MOM shall, before cancelling or suspending the approval of the ATP:
(a)
Give the ATP notice in writing of the intention to do so;
(b)
Specify a date, not less than 21 days after the date of the notice, upon
which the cancellation or suspension shall take effect; and
(c)
Call upon the ATP to show cause why the approval as an ATP should
not be cancelled or suspended.
24.3
If the ATP fails to show cause within the given period of time or fails to
show sufficient cause, MOM shall give notice in writing to the ATP of the
date from which the cancellation or suspension of the approval shall take
effect
24.4
The ATP whose approval has been cancelled or suspended may, within 14
days after the receipt of the notice referred to in clause 24.3, appeal in writing
against the cancellation to the Minister of Manpower whose decision shall be
final.
24.5
Upon termination of the ATP status, the ATP shall:
(a)
Immediately discontinue the use of the ATP identity;

(b)
Immediately cease all representations and training activities related to
the ATP status;
24.6
At any time during the validity of the approval period, the ATP may provide
no less than one (1) month notice in writing to inform MOM of its intention
to withdraw from the ATP scheme.
24.7
No refund of the fees paid, whether in full or partial, will be made when the
ATP ceases to be accredited (whether voluntarily or obligated).
Additional clauses (25) to (32) are applicable to an ATP conducting Construction
Safety Orientation Course General Trade (CSOC - GT), Metal Working Safety
Orientation Course (MSOC), Building Construction Supervisors Safety Course
(BCSS), Shipyard Safety Instruction Course General Trade (SSIC – GT), Shipyard
Supervisors Safety Course (SSSC) and/or Basic Industrial Safety and Health Course
for Supervisors (BISH)

Registration of Courses and Examinations
25.1
The ATP shall process all course and examination registrations, including
but not limited to those received by post, fax, email, online application and in
person, within one (1) working day of receipt.
25.2
All registrations shall be accompanied by supporting documents such as a
copy of the passport, and where appropriate, the In-Principal Approval (IPA)
of the participants.
Administration and Conduct of Courses and Examinations
26.1
The ATP shall conduct the course within ten (10) calendar days after the
abovementioned registration date.
26.2
When conducting an examination or test, the ATP shall use the set of test
questions which is most up to date at the time of examination, and also
provide at least two (2) different sets of examination or test questions per
class in an alternate sequence to prevent trainees copying and / or looking at
each other’s answer sheet.
26.3
The ATP shall ensure that each participant has attended the full course (i.e.
100% attendance) before he is allowed to take the examination.
26.4
The ATP shall remind each worker taking the examination to indicate in the
answer sheet the set of examination questions which he attempted and/or
answered.
Uploading Information

27.1
The results of an examination or test shall be uploaded onto the agreed
MOM website within 12 hours after the test is completed. The required
details for uploading are in Annex 7.
27.2
The ATP shall verify the test result once the file is uploaded via OSD online.
27.3
All system errors in relation to the uploading of results shall be rectified by
the ATP within 12 hours from the time the error notification is sent to the
ATP.
27.4
The ATP shall upload all information with an error rate of not more than 2
cases per month.
27.5
The ATP shall generate and maintain all reports related to the uploading
process on a periodic basis. MOM may request for any statistics update and
records from the ATP from time to time or whenever the need arises.
27.6
The results of an examination or test shall be uploaded onto the agreed MOM
website, applicable to BCSS, SSSC and BISH.
Award and Disposal of Safety Pass
28.1
Trainees who pass the examination at the end of the course will be issued a
safety pass. As the safety pass is a controlled document, the ATP must put in
place security measures to ensure the integrity of the safety passes. The
safety passes of those trainees who failed shall be destroyed and disposed off
immediately by the ATP where applicable.
28.2
Any request by a trainee for the re-issue or replacement for lost safety passes
must be supported by proof such as records of police statement and etc. The
ATP must keep and maintain documentary records of such applications for
future verification by MOM.
Documents Retention
29.1

All past answer sheets for the above SOC courses shall be retained for a
minimum of three (3) months.
Fees
30.1
An administrative charge of S$1.00 shall be imposed for each test
administrated by the ATP for the CSOC (General Trade), SSIC (General
Trade) and MSOC courses.
30.2
MOM reserves the right to take appropriate actions on ATPs who violate
finance-related issues.
Passing Rate

31.1
The monthly average passing rate for CSOC, SSIC and MSOC shall be
targeted to be 85% and the ATP conducting these courses shall closely
monitor the passing rate to ensure satisfactory results. If the passing rate falls
below 80%, the ATP has to review the training materials to ensure that they
are relevant to the industry and concise for the worker’s level. Also, the
delivery of the training shall be easy for the workers to understand the
concept and applicable to practical work situations.
31.2
Actions taken by the ATP to maintain the targeted passing rate should be
communicated to MOM, explaining the reason/s for not meeting the target
initially and properly documented thereafter for audit purposes. MOM
reserves the right to take up any follow up action.
Liquidated Damages
32.1
MOM shall have the right to obtain liquidated damages up to $100 per case*
from the ATP in the event of any breach of contract and/or the ATP’s failure
to satisfy any of the obligations contained in clauses (25) to (31) under this
agreement that results in the delayed issuance and/or revocation of a worker's
work permit.
*This figure takes into account (i) the average number of man-hours required to rectify any
such error; (ii) the impact on the worker/trainee (e.g. inability/delay in obtaining/renewing
work permit) and (iii) the impact on goodwill with third parties (e.g. employers) who are
affected by a worker/trainee’s inability to/delay in obtaining/renewing a work permit.
