Media Update: Kyle City Council approves city manager contract
Kyle, TX – Following discussion at this evening’s Kyle City Council meeting, the council voted
5-1 to approve the new contract for City Manager Scott Sellers.
Under the terms of the agreement, Sellers will remain with the city for at least three more
years. Below are the key components of the contract:
Base Salary: $196,503.20, which is a $14,591 increase from his current base of $181,912.50.
Annual Salary Adjustment: The Manager shall annually receive the same percentage increase
budgeted for all non-sworn city employees, or sworn employees (whichever is greater).
Health insurance: Premiums paid for Sellers and qualified dependents; City also agrees to continue
providing these benefits at no cost to the Manager and qualified dependents upon his retirement if Manager
continues employment with the City as its City Manager through at least March 2025 and retires from the City
on or after March 2025. The health benefits to the Manager and the Manager’s qualified dependents will cease
upon the Manager obtaining other municipal employment with health care or until Manager reaches the age
of Medicare eligibility.
Paid leaves – vacation, sick/personal and holidays: The Manager may take, at the
Manager's choice, the same number of hours of vacation authorized for other administrative
employees of the City, the leave to be in a single period or at different times.
Retirement Fund: City agrees to pay the Manager’s full contribution to TMRS, not to exceed twenty
one (21%) percent of Manager’s base salary into the system on Manager’s behalf, in equal proportionate
amounts each pay period, and to transfer ownership to succeeding employers upon Manager’s resignation or
discharge. In addition, the City will contribute five thousand dollars ($5,000.00) each year to the Manager’s
457 Plan and such contribution shall be paid in equal installments similar to payroll.
Car allowance: $800 per month
Cell phone allowance: $100 per month
Computer/laptop: The City shall provide a computer to the City Manager
Expenses: The City shall pay or reimburse the Manager for reasonable expenses incurred in the
continuing performance of the Manager's duties under this Agreement.
Civic / Community Activities: The City shall pay for such activities.
Professional dues/subscriptions: The City shall pay for professional organization dues
Professional Development Travel: The City shall pay for professional development travel
Professional Continuing Education: The City shall pay for continuing education for the City Manager
Mayor Todd Webster said after the meeting, “The salary and benefits provided for Mr. Sellers
in this contract are in line with the compensation for other city managers in our area.” He added,
“Council is very happy with the city’s performance under this manager’s leadership and this
contract reflects the council’s desire to retain him and to continue moving our city forward.”
