All new “CH” times achieved and each individual event winner, regardless of finish time, advance to the state meet. That means, “Win it and swim it!” This is a closed meet. Only swimmers from the MN LSC can participate. Teams must attend their assigned zoned meet. 1. Individual event champions are eligible to advance to State when the event is offered at State. That means, “Win it and Swim it!” MRC individual events and corresponding State events MRC event (SC) State event (SC) 8&U no 8&U events for State 10&U 10&U 9-10 10&U 11-12 11-12 13-14 13-14 15-16 Senior 17 & O Senior 2. All swimmers who achieve new “CH” times are eligible to advance to State regardless of whether they are an individual event champion or not. Pool Location: Carlson Pool – Hutchinson Middle School - (320) 587-2854 1365 South Grade Road Hutchinson, MN 55350 Pool Directions: Take 394w to 494S/Carlson PWKY toward Linner Road. Then take exit 16B to merge onto MN-7 W. Follow MN-7 W (and all round abouts) until you reach School Road in Hutchinson. Turn Left onto School Road SW. Turn left onto 180thSt/S Grade Rd SW. The middle school will be on your left side. Time Schedule: Friday afternoon session – Warm-ups at 4:20 PM to 5:20 PM meet starts at 5:30 PM. Saturday and Sunday Morning sessions: Warm-ups start at 7:20AM to 8:20 AM, meet starts at 8:30 AM. Saturday and Sunday afternoon sessions will not start before 11:30 AM preceded by a minimum of a 60-minute warm-up period, and a 10-minute break for a coaches meeting. Facility: 8 Lane, 25 yd indoor pool with lane lines and backstroke pennants. Slanted starting blocks are 28 inches above the water surface. The minimum water depth, measured in accordance with Article 103.2.3 is 6 feet, 9 inches at the start end and 3 feet, 6 inches at the turn end. Course Certification: The competition course has not been certified in accordance with 104.2.2C(4). Meet Information, Rules and Regulations: All information, rules and regulations including time standards, schedules, order of events, meet operations and requirements will be in accordance with Minnesota Swimming, Inc. competitive rules and regulations and USA Swimming Rules and Regulations current editions. USA Swimming Membership: All swimmers must be current 2015 registered members of USA Swimming. All coaches must be current 2015 registered non-athlete members of USA Swimming and have certification required to be a USA Swimming coach. Any club or individual entering a nonUSA-registered swimmer will be subject to a $25.00 fine per event per swimmer. Timing: A Colorado Electronic timing system with backup buttons and/or watches, start horn and touchpads. Meet Lane Timing Needs: During all MSI regularly bid, sanctioned events, visiting clubs will provide timers as necessary for the duration of the competition. The meet will not begin until the timing needs have been met. The host club may not place requirements on any individual team to participate at any specific level. If your club would like to help out on a specific time or day, please contact the Meet Director. Entries: All entries must be completed by the entering club or individual that will be solely responsible for the accuracy of the entry. A fine of $100.00 per event will be charged for falsifying any entry. Please call the entries person for directions if you need to hand deliver. Proof of Entry Time: All events entered must have verifiable times meeting the MN TSE for that specific event. Each team or individual is responsible for providing their own proof of times and must accompany entries. Entries must include Hy-Tek (or compatible) Team Manager printed proof of times or they will not be accepted. Procedure for swimmers who do not achieve the time standard at the meet • Swimmers time will be checked by the host team. • If time is not proven, $100.00 penalty will be paid to the host team. (Proof of time must come from the meet where the time was achieved, as stated on the teams or individuals meet entry.) • All fines must be paid to the host club by the end of the meet. • Teams have one week from the end of the meet to prove the time and their fine will be refunded by the host team. • When a swimmer uses non-USA Swimming times as proof and does not achieve the time standard, the swimmer will have until the end of the meet to prove their time. Proof times will be accepted from bona fide meets from any organized sanctioning body, with verifiable results obtained from or published by the meet host or organized sanctioning body . • Failure of the team to pay the fine by the first meet of the following season’s entry deadline will result in the team’s charter being suspended until the fine is paid. • The host team’s swimmers will be checked by ASCA-MN and host teams will pay ASCA-MN. Fines: Any swimmer failing to achieve the qualifying time standard for any individual event must submit appropriate proof of having previously achieved the entry time standard. Any swimmer unable to provide such proof of entry time shall pay a fine of $100 to the host club. Proof of entry time must be in a USA Swimming sanctioned or approved competition or Time Trial or from any organized sanctioning body such as high school, college, or YMCA/YWCA, and can be used and presented in electronic format for proof of entry time needs. Each club or individual is responsible for providing their own proof of entry time. Entry due Date: An Email copy of your entry file is due Tuesday, February 24, 2015 by 4:00 PM. A hard copy including all proof of times and entry fees owed is due Friday, February 27, 2015 by 4:00 PM. To add swimmers qualifying for events between the entry deadline and 2:00 PM on the Monday before the meet (March 2, 2015) or to make changes to your entry, email an entire new entry file to the host club, bringing to the meet a new hard copy with all the new events and changes highlighted along with proof of times and a check for the remainder of the entry fees. No changes or new entries will be accepted after the 2:00 PM Monday March 2, 2015 deadline. It is the duty of the entering team to make sure their entry is correct. It is not the duty of the host to fix or try to figure out the wishes of the entering team. This is not to add new swimmers or events for those who missed the February 24, 2015 entry deadline. Time Standards: MN Swimming Time Standards – the most current edition published on the MSI website will be used. Entry Limitations: Age of a swimmer is determined by their age on the first day of the meet. There is a meet maximum of seven (7) individual championship events and two (2) time trial events. Daily maximum of four (4) individual championship events. A total daily maximum of five (5) individual events (championship and time trial). Relays do not count against individual maximums. All entries must be verifiable from January 1, 2014 to present. Relays: Relays will be offered according to the following categories – 10&U, 11-12, 13-14, Senior for each gender. Each club is limited to one relay per event. 1. No “relay only” swimmers will be permitted to participate on relays. All swimmers must have qualified to swim an individual event in the regional championship in order to participate on relays. 2. Once a swimmer is qualified for the regional championship there is no minimum time they must have to swim a specific stroke/distance on a relay. 3. Any swimmer who has a “CH” time in a stroke/distance may not swim that same stroke/distance on a relay. NOTE: This does not apply if the swimmer achieves a new “CH” time in that stroke/distance event during the regional finals. 4. For 10&U relays they must be comprised of swimmers up to age 10 who are: a. Qualified for the regional championship in their age group and, b. They do not have a “CH” time according to the 10 & under time standards in the stroke/distance they are swimming on the relay. For Senior relays may be comprised of swimmers of any age who are: c. Qualified for the regional championship in their age group and, d. Do not have a “CH” time according to the time standards for their age in the stroke/distance they will be swimming on the relay. No swimmers qualified for the age group state meet prior to the MRC may compete as relay leadoff swimmers in the same stroke and distance on a Senior relay. For 200 Medley Relays ages 13-14 and Senior, a swimmer may not have a “CH” time in the corresponding 100 stroke (i.e. 100 backstroke, 100 breaststroke, or 100 butterfly). 5. Relay participation will not count against individual daily or meet maximum entry limits. 6. “Win it and Swim It” does not apply to relay event winners. Relays at State are entered according to the rules for the State Meet. Nonconforming time entries: All non-conforming qualifying times MUST be entered as non-conforming. Converted times must not be used. “CH” Time is a “CH” Time: Swimmers who have achieved a “CH” time in either yards or meters CANNOT swim that event at the Minnesota Regional Championship. MSI Legislation states that swimmers with “CH” times must enter with the time they have, (meters or yards), for the State Meet and cannot use Minnesota Regional Championship as an opportunity to improve their qualifying time. Fees: $2.50 per entrant listed on the entry sheet, $5.50 per individual splash, $22.00 per relay splash. The summary costs are on the calculation sheet. Email entries will be accepted with confirmation of payment based on an attached Meet Calculation Form. Checks must accompany entries and made payable to: HighTides Swim Club. Entry fees must accompany your entry or your entries will not be accepted. Entry instructions: Host teams must use Hy-Tek or SDIF compatible software to run swim meets. Those teams using disk entry must use Hy-Tek or SDIF compatible software (Team Manager) to enter this meet. There will be no disks sent out to clubs. Please include a PRINTED AND PROOFED copy of your COMMLINK REPORT, along with your disk as well as the fee calculation form. Minnesota clubs entering this meet must use Hy-Tek or SDIF compatible entry unless your club is on record with MSI that you cannot comply with the disk entry requirements. EMAILED entries are preferred. Please follow these guidelines when submitting EMAILED ENTRIES: 1. Use Hy-Tek Team Manager (Version 4.0 or above) or Team Unify to send entries. 2. Email a TEXT or PDF FILE of your entries along with the TEAM MANAGER/TEAM UNIFY FILE – this allows the Entries Chair to double check that the number of swimmers and entries on the electronic file matches the number of swimmers and entries in your Text File. If they match, everything is ok, if they do NOT match, we can trouble shoot BEFORE the meet is seeded to make sure no swimmers are left out of the meet. This is extremely IMPORTANT! 3. Please include coach’s name, phone numbers and email address so we may contact you if there is any problem with your entry data. 4. Any REVISIONS to entries must be a COMPLETE REPLACEMENT of the previous entries file. The previous entries will be deleted! A REVISED TEXT/PDF FILE must accompany the REVISED TEAM MANAGER/TEAM UNIFY file. 5. Bring the Fee Calculation Form and your payment to the meet and see the Meet Director or Entries Chair before you write your check. 6. Meet Results will be EMAILED unless otherwise arranged. Please indicate your email address on the Fee Calculation Form. 7. If you email your entries, you will receive an email reply as confirmation. If you DO NOT receive an email reply from the Entries Chair that means that he has NOT ENTERED YOUR SWIMMERS! Call or email the entries chair until they confirm that they have received your entries. Meet format: The meet is pre-seeded with timed finals. All swimmers must report to their blocks for the start of their heat. All athletes up to age 14 will swim in their respective age group category seeded by times. For all 15 and Over events, entries will be combined by gender for competition and separated for awards using the age 15-16 standards and the age 17 & Over standards. Distance events: 500 Free, 1000 Free, 1650 Free and 400 IM will be deck seeded upon completion of a positive check-in. The referee will determine where the positive check-in occurs and when it closes. Announcements will be made at the meet. Heats of the 500 Freestyle, 1000 Freestyle, and 1650 Freestyle heats will be swum fastest to slowest, alternating gender dependent upon the order of events. Heats of the 400 IM will be swum slowest to fastest, alternating gender dependent upon the order of events (legislation adopted 01/15/13). Age groups and gender may be combined at the discretion of the meet referee. Minnesota Scratch Rules will be in effect. Aging up: Qualifying criterion for regional championship swimmers who age-up between C Finals and the regional championships. Swimmers are allowed to swim the events from their old age group in which they had “B” time(s), in their new age group, provided: ➢ They age up in between the starting dates of C Finals (Feb 28, 2015) and the Minnesota Regional Finals (March 6, 2015). ➢ They are either 8 becoming 9, or 10 becoming 11 or 12 becoming 13 ➢ They have B time(s) in their old age group before C Finals (Feb 28, 2015). “B” times made for the younger age group at C Finals may not be entered in the Regional Championship under this provision. This affects only those events in which a swimmer had B times for C Finals (old age group) and do not now have “B” times (new age group). Swimmers being entered under this new criterion must note this on the hard copy of the entry sheet. All seed times must be in either short course yards (seeded first), long course meters (seeded next) or short course meters (seeded final). They would be entered at the current B time standard for each event in their new age group for the events they had a B time and would be eligible to receive awards. Relay eligibility is based on the regional championship criteria for that relay type in their new age group. Warm-up: Awards: Scoring: Current MSI and USA Swimming rules will govern all aspects of the warm-ups and competition. Swimmers and coaches are expected to be familiar with all rules and obligations. Failure to follow will result in disqualification of swimmer(s) or coach(es) from next individual event or expulsion from the meet. The NO DIVING and SLIP-IN-ENTRY rules will be strictly enforced. Swimmer(s) without a coach present are to report to the Meet Referee prior to warm-ups for lane assignment. Minnesota Swimming warm-up procedures will be followed. Please observe general warm up, pace lane and sprint lane time assignments. Depending upon entries, warm-up lane assignments and/or split session warm up may be used. • Individual Events: 1st - 8th place medals. • Relay Events: 1st - 8th place medals. • Individual Hi-Point Certificates: Top 3 swimmers in each age group/gender. • Team Hi-Point Banners: 1st place team in A, AA & AAA Divisions. • Certificates will be issued for new “CH” and “A” times. • Awards will be given out to athletes 30 minutes after the posting of the final results, barring complications with the results. All individual and relay events will be scored to 24 places. Relays will receive double points. Individual Event Points: 32-28-27-26-25-24-23-22-20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1 Relay event points: 64-56-54-52-50-48-46-44-40-34-32-30-28-26-24-22-18-14-12-10-8-6-4-2 Racing start certification: Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. Swimmers Without a Coach Present: USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition and warm-down. The Meet Director or Meet Referee shall assist the athlete in making arrangements for such supervision. Timelines: Any timelines provided on the MSI web site, or in the meet program, are for information purposes only. Session start times are only approximations, be aware that sessions may start earlier than published. Time Trials: Time trials will be offered, time permitting at the discretion of the referee. Time trials are open only to swimmers in the meet. Cost is $10.00 per event. Requests must be submitted through the swimmer’s coach. The swimmer must be within .5 second per 50 of the “CH” time standard for the age group. Sign up will be at the meet management table. Time trials do count toward a swimmer’s daily entry limit (but not against their overall individual championship event total for the meet - See Entry Limitations). Time trial swimmers are required to supply their own timer. Concessions: Will be provided. Changes to the Meet Information: Any changes to the meet information will be discussed, reviewed and voted on at the coaches meeting held each morning before the beginning of the first session of the day. Changes must be approved by a 100% vote of coaches in attendance at the appointed meeting. Meet Committee: A meet committee will be formed by the Referee. It will consist of at least one official (excluding the meet Referee), one coach (not from the host club) and one athlete (not from the host club). Judgment decisions cannot be protested. Coach’s Meeting: Will take place on a regular basis at the discretion of the referee. Audio or visual recording devices: Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms Changing on deck: Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. 2015 Short Course Yards Minnesota Regional Championship Event Order Fri.
