The Municipal Water District of Orange County (MWDOC) is looking for a Water Use Efficiency
(WUE) Program Specialist to join the conservation team.
This individual will perform
professional-level duties on the design and implementation of the District’s multiple residential,
commercial, industrial, institutional and landscape programs to promote WUE. This position
works under general supervision of the Water Use Efficiency Supervisor. The Program Specialist
analyzes data, prepares reports on WUE issues and oversees the grant funding for the District’s
various conservation programs. The Program Specialist performs field inspections, attends
outside meetings and makes presentations to various groups at events. The individual should be
outgoing, inquisitive and self-driven. The Water Use Efficiency Specialist has the ability to
understand and analyze MWDOC’s role in order to develop solutions and processes. The
individual will attend meetings and functions on behalf of the Agency and therefore requires
listening and analytical skills to understand the information and its impacts. A keen sense of
diplomacy and political acumen is required to effectively work across areas within the organization
and when meeting with other agencies. The ability to communicate ideas clearly and to work with
a team are key to the success of the individual in this
position.

MWDOC is an independent public agency that serves
as Orange County’s regional water wholesaler. The
Municipal Water District of Orange County’s
(MWDOC) efforts focus on sound planning and
appropriate investments in water supply
development, water reliability, water resources
management, water use efficiency, public
information, legislative advocacy, water education
and emergency preparedness. We serve 2.3 million
residents of Orange County through 27 retail water
agencies, plus Orange County Water District.
MWDOC is governed by a seven-member Board of
Directors, each elected by the public to represent a
specific portion of Orange County. MWDOC is the third largest Metropolitan Water District of
Southern California member agency and holds key leadership positions on the MET Board of
Directors that oversee policy development, strategy, finance and implementation. MWDOC
currently employs 28 full-time employees and has an annual operating budget of over $8 million.
The District’s total budget is over $188 million.

off of the 405 freeway in Fountain Valley, five miles from Huntington Beach and South Coast Plaza,

Position Summary and Essential Functions:

Assist in developing and managing major WUE programs that include the identification, evaluation
and implementation of Best Management Practices (BMP) essential to the efficient use of the
District’s water supplies.
Consult with member agencies, public agencies and technical experts regarding WUE and
management methods and techniques.
Help secure local, state and federal grant funding to co-sponsor programs through grant writing and
grant management.
Identify and evaluate WUE measures and practices in the commercial, institutional, and industrial
(CII), landscape and residential sectors; recommend incentives to alter water-use practices, including
process improvements, and fixture and appliance retrofit programs.
Represent the District on WUE issues at regional, state and local committees, conferences, and
meetings organized by professional and industrial associations, community groups, and the public,
including California Urban Water Conservation Council (CUWCC) task force BMP development.
Organize and administer professional services agreements, requests for proposals/quotes, and other
written contracts for funding and implementation of WUE programs for the member agencies,
program participants, or industry related personnel/manufacturers.
Develop, implement and monitor quality control measures, and robust statistical processes and
impact evaluations for various conservation programs to assure compliance with agreements and
appropriate expenditure of program funds.
Coordinate with Metropolitan Water District on the development, design, review and
implementation of WUE incentive programs and funding mechanisms.
Education and Experience:
Graduation from a four-year college or university with major coursework in
Environmental Studies, Geography, Water Resources Management, Urban
Planning, or a closely related field is required and five years of experience in
developing and managing WUE programs. The qualification guidelines
generally describe the knowledge and abilities required to enter the job in order
to successfully perform the assigned duties. Any combination of education,
experience and training that would provide the required knowledge, skills and
abilities will be considered.
