General conditions:
The procurement procedure is the simplified procedures followed by private beneficiaries in the
projects financed from structural instruments, "Convergence" objective, such as for the projects
financed by the EEA and Norwegian Financial Mechanisms for awarding supply contracts,
services or works - Annex to Order No. 1120 / 10.15.2013 issued by the Ministry of European
Funds.

II. Requirements regarding supplier
1. The supplier must submit the original: Affidavit showing that the provisions hasn’t been
violated on conflict of interest - form no. 1
2. Individuals / Romanian or foreign legal entities must submit the original or a certified copy
or certified copy according to the original: Documents proving a form of registration (eg
registration certificate)
3. The supplier must submit the original: affidavit on the degree of innovation of the offered
equipment, specifying whether it is new, unused, original, cutting-edge, and includes
technologies and / or manufacturing patents latest 3 (three) years - form no. 2

IV. Requirements regarding quality:
The equipment will be in accordance with standards and regulations, accompanied by
certificates and / or declarations of compliance / EC quality or other equivalent.
The supplier is obliged to ensure that the equipment supplied is new, unused, original, cuttingedge, and includes technology and / or manufacturing patents latest 3 (three) years - on the
form no. 2.
V. The reception, delivery, service, warranty terms, time / payment, and other details

VI. Offer:
When drawing up the offer, the supplier shall take into account the information mentioned in
the present document. From a technical standpoint, the offer must meet at least the technical
specifications above.
The offer will be elaborated in Romanian or English.
The offer will be expressed in RON or EUR.
The validity of the offer is at least 60 days from the date of opening of tenders.
The offer will include at least:

˗ Separate costs will include at least the following components:

VII. Award of contract:
The winning offer will be the one that, technically speaking, meets the minimum requirements
of those mentioned above in the technical specifications and will have the lowest total price.
VIII. The duration of the supply contract: 5 months
IX. Receiving offer
Offers will be sent by mail, courier or personal, original signed and stamped by the offerer in a
single copy at the headquarter of S.C. RING Textile Production RTP S.R.L., in Municipiul Buzau,
Str. Infratirii, nr. 12, judetul Buzau until 20.04.2015 at 12.00 in a sealed envelope, which will be
opened on 20.04.2015 at 14.00.

cause my dismissal from this procurement procedure as defined in Art. 14 and Art. 15 of O.U.G. no. 66/2011,

„Art. 14. - (1) During application of the procurement procedure, the beneficiaries individuals / private
legal are required to take all necessary measures to avoid situations capable of justifying a conflict of
interests namely the situation where there are links between beneficiary ownership structure and its
bidders, members of the evaluation committee and the bidders or winning bidder who holds a majority

(2) Violation of paragraph (1) is punishable by deduction / exclusion of expenses claimed on payment /
