PG12.2 April 20th, 2016 Councillor David Shiner, Chair Planning & Growth Committee 100 Queen Street West Toronto, ON M5H 2N2 RE: PG34.21 - FEASABILITY OF INCORPORATING DISTRIBUTED ANTENNA SYSTEMS (DAS) WITHIN PLANNING AND BUILDING CODE BY-LAWS FOR NEW DEVELOPMENTS TO IMPROVE EMERGENCY SERVICE RADIO COMMUNICATIONS. Councillor Shiner and Planning & Growth Committee Members, I submitted a letter to the June 19th, 2014 Planning & Growth Committee meeting, which resulted in the adoption of seeking a staff report, with subsequent requests, from City Planning, Toronto Fire Services and Toronto Buildings on the feasibility of implementing new legislation and bylaws that would require Distributed Antenna Systems (DAS) be a part of all new construction. This Item has been with staff for nearly two years and no report has been brought forward. I am requesting the Committee move a motion to seek a status update on the staff report from the applicable divisions. We must make every effort to ensure that first responders have the technology to ensure public safety and their own in emergency situations. The TRIP project is a great step in this direction, however we must keep moving forward, updating building code bylaws requiring DAS systems be a part of new construction, ensuring emergency service radio communications are adequate throughout buildings, parking structure and underground public access points. I would ask that the Planning and Growth Committee consider and adopt at its June 2014 meeting the following: 1. Staff provide an update, including the timeline for completion that will include recommendations on the report requested through PG34.21 - feasibility of incorporating distributed antenna systems (DAS) within planning and building code by-laws for new developments to improve emergency service radio communications, at the June 15th, 2016 Planning and Growth Committee meeting.
