007/11 1. Apologies and Introductions
The Group introduced themselves and it was agreed apologies to be added to the meeting notes.
008/11 2. Notes of meeting held on 12/4/11 and matters arising:
Previous minutes were accepted as a true and accurate record.
Completed actions are listed below:01/09 and 15/09: a template for collaborative commissioning to be completed. CM/AF volunteered for
clinical/practicalities input.
24/10: GB to feedback from PAG9 meeting to this group re provision of Yasmin. PAG9 agreed the following on
19/8/10: “… that Yasmin should not be offered as a first line choice but that if no other option then happy for
Yasmin to be prescribed”.
25/10: SD sending WA the link re patient non-attendance for HIV results.
27/10: DH to inform SD if all YW preparatory work has been completed. Marie Stopes is now YW accredited.
01/11: SR to send out an email to members asking for reasons for non-attendance.
02/11: RC to send BPAS anaestheteic guidelines to SR in order that draft GM guidelines can be prepared and
circulated for comments.
04/11: Link to guidelines to be put on GMSHN website.
05/11: SD to devise a spreadsheet to review the situation in all Acute Trusts, highlight good practice areas and
perhaps de-commission where not being provided. To be combined with service specification work currently
being undertaken by SS. Added to workplan.
06/11: RF to provide information on similar areas’ of HIV with ‘X’ population and to compare with the uptake
rate in higher and lower prevalence areas. According to HPA data the trend seems to be higher prevalence
areas have a higher uptake rate and vice versa.
10/11: SS to raise contract query at Commissioning Leads meeting on 14/4/11.

 Work Stream 1: Travel Costs
SR reiterated that there is some flexibility in respect of regulations and that individual commissioners can use
discretionary powers and referred to the section on specialist treatment. Carers and vulnerable women are also
mentioned. SR emphasised the need for GM wide agreement between providers and commissioners for those
patients who cannot afford travel costs and the guidance on discharge following a GA. SR felt financial
influence could be used e.g. cost of TOP versus live birth.
 Work Stream 2: Eligibility Criteria for Overseas Visitors

Work Stream 3: Provision of Contraception
SD has devised a spreadsheet to review the provision in all Acute Trusts to highlight any gaps for discussion at
next meeting. A template to be drafted for use by providers and commissioners. To be included in the service
specification.
Work Stream 4: STI Care Pathway
To create a clear direction of travel. Two PCTs agreed to pilot the scheme for other areas to draw upon.
SR/SS/SD to meet to discuss further.
 Work Stream 5: PPI

Linked with workstream 3. Commissioners to agree what information is required at next commissioning leads
meeting on 13th October.
 Work Stream 8: Reviewing TOP Services Offered
To link with service specification and post-TOP provision.
 Work Stream 9: Repeat Abortions
Added to workplan. SD has completed a Health Equity Audit in Manchester broken down in to
wards/ethnicity/age. It highlighted that many men are not allowing women to use contraception and there are
some misconceptions within certain communities e.g. that HIV can be caught from having Depo Provera
contraceptive injections therefore promoting a fear of needles. Proper research work needs to be done around
these misconceptions but it should also be borne in mind when commissioning services. SR to bring forward to
next meeting.

03/11: SS to provide template, proof read the guidelines when completed, raise with the National
Commissioners Group and to send any responses to SR. Criteria to be agreed. SS/SR to meet.
07/11: SR/SS/SD to meet to discuss STI testing further. A pilot to be run in Salford/Manchester
private providers to check pathways/costings because of their high prevalence rate. Currently SR/SS/SD
looking for agreement from PCTs. On-going
08/11; 09/11 and 13/11: A copy of the GM service specification version2 is to be circulated for
comment together with appendix 1 – post-TOP guidance which is also to be reviewed. JB to send SD/WA/JB
information on RCOG guidelines. A template re provision of contraception, PPI and STI testing
offered at services currently being populated. A list of names of those dealing with contracting for

each Acute Trust is currently being devised. On-going
11/11: AD to review guidance on patient confidentiality as initials, DOB and postcode can identify
patients consequently data not being provided. SR to look at dataset to ensure providers feel
confident with the information they are asked to provide.
12/11: SD to look in to the exclusion criteria listed in the original service specification. Updated
service specification to state “… specialist referrals will be made to St Mary’s as required” and to
be based on individual/clinical decision rather than listing specific exclusions.
13/11: WA to add repeat abortions to the next agenda in light of misconceptions from certain
communities and for the group to discuss the pressures facing commissioners
